    4. Mr. Robert Y. Phil l ips, Director , Government Readiness Office(OEP), to visi t short ly after the official reorganizat ion of OEPis announced . He will also discuss , with the representat ives,the cu r rent OEP plans and p rograms.

    Exercises :The Chai rman announced that an ABLE exerc ise is being planned forsometime in Februa ry or March. It was explained further that ABLEswill be conducted three t imes a year and specific area exerc ises morefrequently.The Chai rman apologized for delaying the Houston Exercise and offeredOEP ' s participation once again.

    Space Allocation:The Chai rman announced that his staff was conducting a review ofcurrent space assignments and projected future requirements, in anat tempt to achieve maxim um ut i l i ty within the l imi ts involved.Emergency responsibi l i t ies will be cons id r ed. Comments wereexpressed that more realis t ic assignments were needed. Discussionevo lve d into the plans and problems of staffing:

    Concern was expressed about degree of capabil i ty if relocat ionwas not effected.Question was ra ised on NREC's policy - i . e . why staff of

    ~ R G did not l ive within the 25 road miles a s requi red bythe Plan for Operat ions . Dr. Pettee, in discussion withRepresentat ives, pointed out that NREC had representat ionat facility daily. He fur ther descr ibed the present arrangemen t

    as a perfect ly tenable philosophical ar rangemen t for thelocation and functions involved. 11t was pointed out that res t r ic t ipn {25 miles ) referred to staffpermanently ' as signed ; - a nd.having eme rgency opera t ional functions . . .

    Miscellaneous:The 1966 Budget has been prepared and is being presented to the OEP Budget Officer.Special Facilities Division contribution to the OEP Program Projection has been forwardedas a s ugges tion to the Government Readiness Office .Confirmation hearing on the new OEP Deputy Director has been rescheduled to July 30.No new developments on projected national exercise activity are known. High Heels III requirements have not yet been presented to OEP by the Department of Defense .National Plan Chapter 3, Welfare, i s being reproduced and will be disseminated nextweek.Col. Mr. McEldowney was again commended for help in obtainingtraining films .Budget:The OEP Budget has passed through nark up by the Senate committee. The Senatewill probably consider the budget next week. As reported earlier, the Senate attitudeindicates restoration of a part of the recommended House cut.Space:The placement and utilization of Random Display Units (RD 900) were discussed. Therewas a consensus of agreement to the consideration of moving the RD 900 units into acentral location with each unit having a viewing and conference area.This will be a part of future information problem consideration. Other space problemswere discussed generally and will be considered periodically.Miscellaneous:The Emergency Broadcasting Test will be conducted on Monday, August 3.A new security film has been taped and will be shown to a ll em ployees in the near future .The next meeting of the IEPC is scheduled for August .
