"We institutionalized the
teaching of MTB-MLE as
one of the subjects from
Grade 1 to Grade 3 and as
the medium of instruction
from kinder to Grade 3 so
that we can develop well-
rounded and life-long
learners under the K to 12
basic education reform
program

“Studies show that a
language’s efficiency is
related to its direct
usage. For example,
Cebuanos
prefer to use English
instead of Filipino, which
negatively
affects proficiency in
Filipino.”

IV-Causes
The purpose of a multilingual education program is to develop:
Appropriate cognitive and reasoning skills
enabling children to operate equally in
different languages - starting in the mother
tongue.
![Page 15: MOTHER TONGUE by Group 11 BSEd SSt.](https://reader034.fdocuments.in/reader034/viewer/2022051516/55a512a71a28ab432d8b4774/html5/thumbnails/15.jpg)
Maintains local language and culture.
Promotes learners’ integration into the national
society without forcing them to sacrifice their
linguistic and cultural heritage
Using the culture the child knows enables immediate
comprehension from which new concepts can be built -
going from the known to the unknown.
![Page 16: MOTHER TONGUE by Group 11 BSEd SSt.](https://reader034.fdocuments.in/reader034/viewer/2022051516/55a512a71a28ab432d8b4774/html5/thumbnails/16.jpg)
MLE aims to produce learners who are:
• Multi-literate —they can read and write competently in the local language, the national language, and one or more languages of wider
communication, such as English;
• Multi-lingual—they can use these languages in various situations;

• Multi-cultural—they can live and work
harmoniously with people of culture backgrounds that are different from their own.
