TOP MOST WANTED

The most recent incident involving the death of a black man while in the custody of Baltimore, Maryland police ocers has contributed to the growing scrutiny of police ocers everywhere, including Berks County. Deputies in the Berks County Sheris Oce are experiencing an increase in a lack of cooperation by those stopped for questioning for information or on matters of public safety. Nationwide, the business of policing has become increasingly dangerous. Those who feel victimized by claims of racial proling or community policing, for example, may feel justied in their refusal to obey the requests of police ocers.

Police ocers have the right to question citizens. With probable cause, police ocers have the right to detain. By law, police ocers have the authority to arrest and, if met with resistance, to use the training they receive to maintain control of a situation.

Does knowing that three of the six ocers charged in Baltimore are black change the cries of racial discrimination? Likely not, as claims that all cops bleed blue strongly support continued negative perceptions regardless of race. The growing disrespect for police ocers places all law enforcement under the same microscope, to be measured according to actions, justiable or not, of a few in the media-focused frenzy that naturally competes with each other to report information before knowing the full truth of that information. Unfortunately, what is underreported in each of the sensationalized cases is that the disastrous outcomes may not have been deadly had cooperation and respect for the authority of police been recognized at the outset.

Each allegation of excessive use of force by police needs to receive a full internal investigation before a rush to judgment is made. Emotions are high on both sides of every issue and, foregoing the process necessary to determine fact over ction only increases the likelihood of false reporting. We have to trust the outcome of the justice system or we run the risk that our society will become a society absent of law enforcement. The decisions law ocers make while under pressure should be consistent with the training each receives and, if actions are beyond what are needed in a specic situation, disciplinary steps should follow.

The unlawful may believe that the diminished reputation of law enforcement garnishes support for the criminal, but those sympathetic to individuals who commit crimes fail to understand that a sworn ocer is duty-bound to protect and will do so despite increased odds against personal safety. Those who break the law may buy into the belief that they are unfairly targeted, but they need to know that breaking the law still means arrest. Resistance based on negative perceptions of law enforcement only serves to escalate that which should not be escalated. Obeying the requests of law enforcement is the law.

The names of those in this issue of Most Wanted are published here because they are wanted for alleged criminal misconduct. A warrant for an individual, whether white, black, or brown, puts police ocers on notice of danger should that person be spotted. Those with a warrant should obey a police ocer if stopped and not for a second think he or she has the right, based on an increasing climate of police bashing, to do anything other than obey what that ocer is requesting. Police ocers are on high alert, knowing they are more likely a target today than ever before.

The Thin Blue Line, depicted on the front cover of this Most Wanted, is a symbol used by law enforcement to commemorate fallen ocers and represents not only ocers killed in the line of duty but marks the relationship of police in the community as protectors of citizenry from the criminal element. This publication of Most Wanted is distributed following National Police Week, a week in May where thousands of men and women killed in the line of duty are honored each year in Washington, DC. Thousands. In the aftermath of a police ocers line of duty death, it would be outrageous to think it acceptable to riot, loot and destroy neighborhood property. By comparison, the May 4 death of a New York City Police ocer, shot to prove some deranged persons idea of payback for all claims of police brutality, got but a fraction of media attention.

We live in a civilized society that is at risk of becoming uncivilized each time rioting and destruction of property is permitted by groups of lawless people who would prefer to tear down their own towns rather than

wait for the process of justice to take place. Criminal behavior following alleged police misconduct is just that a crime. It is a crime to steal, to assault, and to destroy property not your own. Yet, this type of criminal behavior is receiving backhanded support from those in positions of power who, instead of overlooking the criminal behavior, should defend the judicial process. Everyone knows that giving into the tantrum of a toddler only increases the likelihood of future tantrums. Accepting behavior that is criminal will only encourage more of the same, especially if, in the end, a jury nds no wrongdoing on the part of law enforcement.

Here in Berks this past month, blue ribbons were prominently displayed in a show of respect for police ocers everywhere, and we in Berks know citizens continue to support law enforcement and will continue to support eorts to get criminals o the street. Thank you for this support of law enforcement, and thank you for being willing to report criminal behavior and to report information about a wanted person. You are a valued asset of the Berks County Sheris Oce and law enforcement everywhere to nd and apprehend those persons most wanted. Above all, thank you for being good citizens and for supporting the system of justice meant to protect all of us.
