caloundra centre master Plan

in september 2016, the draft caloundra centre Master Plan was released for review and public comment. under this plan, caloundra will be rebuilt to accommodate a new cBd with the redevelopment creating a new town square and rejuvenating public spaces with an aim to attracting private investment in a new urban village built around central Park.

ItiscriticaltonotethattheMasterPlanalsocontainsadetailedactionplanwhichisimperativeassuchaplatformwilldrivetheactualdeliveryandexecutionoftheplaninitiatives.Thisactionplanidentifiesthat40keyinitiativesaretobedeliveredduringtheshort-term(0-5years),mediumterm(5-10years)andlong-term(10+years).

Theultimateaimoftheseinitiativesistocreategreaterbusinessvibrancy,improvetransportandinfrastructureconnections,activateattractivegreenspacesforsportandrecreationpurposesandencouragefurthertourismactivity.

Town Square Redevelopment

ThiswillincludetheredevelopmentofCouncilownedsitestocreatenewcommunityfacilitiesandencouragemixedusedevelopment.ThesefacilitieswillbelinkedtoBulcockStreettostrengthenthecentre.

Road Improvements

TheStateGovernmenthascommittedtotheconstructionoftheArthurStreetintersectionandtheQueensStreetrampstoimproveaccessintoCaloundrafromBrisbaneandothersectionsoftheSunshineCoast.

New Gateway

ThiswillinvolvereconstructingtheBowmanRoad/BulcockStreetintersectiontocreateanewgatewayintoBulcockStreetwhichwillmaketheentrancetothiskeystreetmoreappealingandenticingforbothvisitorsandbusiness.

Bulcock Street

Encouragingmixedusedevelopmentalongthisstripwilldeliverahigherqualityofretailamenityandspecificdevelopmentslikeanew,highstandardhotel.

Otranto Avenue

OtrantoAvenuewillberedevelopedasastreetparkthatlinksthenewtownsquare,BulcockStreetandBulcockBeach,withakeyfocusfornewbusinessesactivities,cafes,eventsandactivities.

Light Rail Concept

SunshineCoastCounciliscurrentlyinvestigatingapotentialprioritytransitcorridor(lightrail)connectionfromMaroochydoretoCaloundra.

IncontextofCyanandtheCaloundraCentreMasterPlan,itisimportanttonotethatmanywiseeconomistsandinvestorswilloftenrefertoconceptslikemaximisingthe“effortlessadvantage”orlookingtocapture“valueuplift”whenitcomestopropertyinvestmentanddevelopment.

Simplistically,theseconceptsrefertoaprocesswherebytheresultantvaluesgeneratedfromimprovementsininfrastructure,likeanewtransportnetwork,arecapitalisedintosurroundinglandvalues.

Maximisingsuchopportunitiesisappealingandoftenreferredtoas“effortless”,asprivatelandownersgenerallybecomethegreatestbeneficiaries,oftenunearned,frompublicsectorinvestmentintoinfrastructureimprovements.

ThisisakeyfactorastowhyCaloundra,KingsBeachandtheSunshineCoastingeneralcurrentlyrepresentsuchanappealingopportunityforprivateinvestment,giventhestrongvisionforthefutureandacommitmenttoinvestincriticalpublicinfrastructurethatwillcontinuetoimprove,transformandencouragegrowthintheregion.
