This report summarizes activities under U.S. Agency for International Development (USAID) Contract Number 497-M-00-05-00029-00 for the period October – December, 2007.

Executive summary A major achievement during this quarter was the completion of work by the national and provincial teams to update and finalize manuals for activity in district education planning, management, financial management and governance. This work culminated in a major internal training event conducted in West Java in November which prepared provincial teams to use the new manuals in the roll-out planned for next quarter. The approach to be taken builds on the experience of the first two years of Project implementation, strengthening links between each of these sub-programs. It ensures, for example, that financial analysis and effective data management supports discussion on educational priorities amongst governance stakeholders, which in turn supports the district planning process.

Major activities conducted during the October-December 2007 quarter also included completion of the majority of school development planning training in elementary schools in Cohort 2 districts and in junior secondary schools in Cohorts 1 and 2. School committee training was extended to junior secondary level schools in this quarter. At the same time a significant amount of replication activity took place across the provinces, with districts and other agencies such as NGOs and private school networks funding programs to introduce school development planning using the DBE1 model and materials.

Mapping activities along with initial multi-stakeholder workshops were completed in ten pilot districts across the provinces in preparation for scaling up the district governance program in the next quarter. The district strategic planning process (Renstra) was piloted in Pidie and Soppeng districts. The update of manuals and materials for this program was completed and national training was held for provincial teams in preparation for the roll-out in 2008. At the same time, the national team completed work on a set of new manuals for financial analysis: District Education Financial Analysis (DEFA), School Unit Cost Analysis (SUCA) and BOS Impact Analysis (BIA). Provincial specialists were trained in the use of these in readiness for roll-out in the next quarter. Capacity Development Planning (RPK) was conducted in an additional four district education offices. A pilot program to develop and trial materials to improve personnel management, asset management and supervision system was conducted in Kudus district in central Java.

Work continued on a range of additional activities including Public Private Alliances in West Papua (BP) and Klaten, Yogyakarta (ConocoPhillips). Public-Private Alliance programs with Chevron were completed in Aceh and Sleman, Yogyakarta. ICT innovation grants were also awarded and implemented in a number of districts.

School Development Plans (RPS) and School Work Plans (RKS)1 School development planning remained a major focus for DBE1 throughout this quarter. Approximately 70% of elementary schools and madrasah in Cohort 1 have now reviewed progress in implementation and updated their RPS plans in line with changed circumstances. 85% of elementary schools and madrasah in Cohort 2 have now completed preparation of their RPS plans. 75% of junior secondary schools and madrasah in Cohorts 1 and 2 have now completed preparation of their RKS plans. All of this activity will be completed in the next quarter.

Replication of the RPS school development planning process is taking place in all provinces and in a majority of districts. District governments and in some cases private school networks and NGOs have committed significant funds to ongoing replication which will be implemented in 2008.

The development of materials for school work planning (RKS) in junior secondary schools and madrasah was completed in close collaboration with national stakeholders from MONE and MORA to align with the new regulations (Permendiknas 19/2007) which now require all schools to prepare workplans. The RKS model supports well the DBE1 approach and it was an important step for the Project to adapt materials previously developed for RPS in elementary schools to support the new regulations. Materials for RPS in elementary schools and madrasah will be updated to become RKS in collaboration with MONE and MORA in the next quarter to ensure consistency with the new regulations.

District Planning and Management DBE1 assisted an additional four districts in West Java / Banten and one in East Java to complete Capacity Development Plans (RPK) during this quarter. In line with the current DBE1 Workplan, the Project will not support further RPK development. It is intended that the existing plans will serve as models for districts and other programs to replicate.

During this quarter the focus shifted from assisting with RPK preparation to providing support for RPK implementation. The three management functions to be strengthened under this component of the project are HRD Management, Asset Management and School Supervision. A pilot program was commenced in Kudus District, Central Java to develop and trial approaches to improve management systems in these three areas. Cross-sectoral teams were formed and technical support has been provided by a provincial team comprising DBE-1 provincial specialists and two external advisors from National University of Semarang. LPMP Central Java has also been consulted in the pilot.

A strategic education plan (Renstra) was completed for Soppeng District in South Sulawesi during this quarter. The planning process was very well supported by the district, and specifically the Education Office (Dinas Pendidikan) resulting in impressive data collection and analysis. Since the current Strategic Plan runs to 2010, the focus was on updating the existing plan rather than preparing a completely new strategic plan as this will only be done after election of new Bupati in 2010. The Soppeng planning team was particularly strong in formulating plan objectives as they had become convinced of the need to identify well-targeted and measurable goals.

Based on the experiences in Pidie and Soppeng Districts, the manual for plan preparation has now been updated. A national level training activity was held at Purwakarta in November 2007 to prepare provincial teams to use the new manual in the roll-out commencing next quarter. This training event also introduced provincial specialists to a new software application developed during the quarter by the DBE1 team called District Planning Information Support System (DPISS). The new application uses a user-friendly Excel-based format to assist planners in collating and analyzing data for planning.

Education Finance The full set of DBE1 education finance manuals was updated and completed during the quarter. This set includes an updated manual for District Education Finance Analysis (DEFA), and School Unit Cost Analysis (SUCA) together with a new manual for BOS Impact Analysis (BIA). These three manuals together will enable specialists and counterparts to conduct analysis and provide key information to inform education policy development processes. The new and updated manuals were introduced to the provincial specialist teams during the national training conducted in Purwakarta in November.

The provincial specialists, working with short-term consultants will work with all target districts, using the manuals to conduct a thorough district financial analysis as part of the overall coordinated effort to support district planning, management and governance in the basic education sector.

Good Governance Program Mapping of governance-related institutions (DPRD, Education Board, CSOs and the media) was completed in ten Cohort 1 districts during this quarter. This process enabled us to better understand the strengths and weaknesses of the individual organizations as well as the effectiveness of their mutual relationships in a sample of districts from the five target provinces. In addition the process strengthened mutual relationships through multi-stakeholder workshops which brought together representatives from the various institutions and sectors in each province. In most districts it was the first time that the representatives from the different governance-related institutions had met together in this way to discuss education. As a direct

outcome in many districts it was decided to organize routine multi-stakeholder meetings at the district level.

Based on the experience in the first batch of ten districts the instruments for governance-related institutions mapping have been updated. The new materials were disseminated to provincial specialists at the national training event in November.

School Committee Training DBE1 has been training elementary school committees since Year 1 of the project. During the quarter, training was extended to junior secondary schools (SMP/MTs). During the quarter 597 persons were trained.

Data and Information Management DBE1 continued to monitor progress of entering and analyzing processing data online into MONE’s PADATIWEB2 (Pangkalan Data dan Informasi berbasis WEB). A number of technical difficulties in collecting and reporting the data in a timely fashion were noted.

An Excel-based application for collating and analyzing data for district education planning (District Planning Information Support System or DPISS) was developed by the team and is being introduced in the context of district strategic planning training (see above).

Use of the DBE website developed and managed by DBE1 continues to grow. As of December 2007, the website had received about 291,688 hits. The monthly report figure indicates that hits trend is increasing by month. The top 10 requests for documents during the quarter were for resource materials uploaded by DBE1 related to various ministerial decrees and school committee manuals.

Development of the Project Data Management System (PDMS) focused this quarter mainly on data preparation for the annual report and mid term review. Minor changes were made to the training activity module, enhancement on report layout and a number of other website screen representations.

Collaborative work with DBE2 on the school report card (SRC) continued during the quarter with inputs from Rod Alastair, DBE2 consultant, and DBE1 and 2 staff. Changes to the format will improve the tool ahead of implementation in 2008.

Information and Communication Technology (ICT) Grants During the quarter three ICT innovation grants were approved by USAID and awarded; seven had been approved in the previous quarters. Six grants are still in the process of final evaluation by USAID or DBE1 and are expected to be awarded in the next quarter. Work continues to support implementation of previously awarded grants.

The Aceh ICT Program Feasibility Study was conducted in August 2007 in Banda Aceh, Aceh Besar, Pidie, Bireun, and Aceh Tengah districts. The study considered ICT parameters and its indicators to determine the most appropriate use of ICT in Aceh and its recommendations. In all five districts, access to ICT was found to be sufficient in district offices, junior secondary schools (SMP/MTs), and senior secondary schools (SMA/MA). However, access to ICT is very limited in primary schools (SD/MI).

Public-Private Alliances (PPA) The Chevron Alliances in Aceh and Yogyakarta were both completed in this quarter. Under the Chevron Alliance in Yogyakarta, the agreement was to find and support rehabilitation of one school damaged in the 2006 Earthquake. In December, the Governor of Yogyakarta, together with the Deputy Managing Director Chevron Indonesia Business Unit and the Bupati of Sleman District, officially opened SDN Kalongan which was rehabilitated under the Chevron Alliance.

In the Aceh Program, Lembaga Pengabdian Kepada Masyarakat, Universitas Syiah Kuala presented the final Impact Report of the USAID-Chevron Vocational Scholarships program to USAID and Chevron on 7 December 2007. Results indicated that two thirds of the respondents were able to get employed within three months after completing the training. Trainees’ monthly income increased significantly with female respondents experiencing higher income increments than males.

DBE1 Consultant, Dr. Mark Heyward, visited three districts in Papua Barat in November in order to confirm the DBE1 presence in each district, discuss progress with the BP Alliance and negotiate the next steps of the program. Based on the analysis of district capacity, needs and demands and considering the commitments made in MOUs with districts and the USAID-BP MOU, a differentiated set of activities is proposed to take account of the varying needs and capacities amongst the three districts.

Work continued on the ConocoPhillips Alliance in Central Java and Yogyakarta. During the quarter the DBE1 team facilitated the formation of rehabilitation committees in all schools that will receive assistance through the PPA. After completing the Manual for Reconstruction and Rehabilitation for Schools and Madrasah, the team conducted training for schools and madrasah management and reconstruction/rehabilitation teams.

Laporan ini menyajikan ringkasan kegiatan-kegiatan yang berlangsung di bawah U.S. Agency for International Development Aid (USAID) dengan Nomor Kontrak 497-M-00-05-00029-00 untuk periode Oktober – Desember 2007.

Ringkasan Eksekutif Capaian penting yang terjadi dalam triwulan ini adalah penyelesaian kerja oleh tim nasional dan provinsi dalam memutakhirkan dan menyelesaikan panduan untuk aktifitas dalam perencanaan pendidikan tingkat kabupaten, manajemen, manajemen keuangan, dan tata layanan. Seluruh usaha ini mencapai puncaknya di pertemuan DBE1 di Jawa Barat pada bulan November lalu yang dilangsungkan untuk menyiapkan tim provinsi dalam menggunakan panduan yang baru pada saat sub-program tersebut diatas dilaksanakan dalam triwulan yang akan datang. Pada saat program tersebut dilaksanakan, pendekatan akan dilakukan berdasarkan pengalaman yang telah didapat selama dua tahun mengimplementasikan proyek, dengan usaha untuk memperkuat kaitan diantara sub-program yang ada. Hal ini untuk memastikan, misalnya, kegiatan analisis keuangan dan manajemen data yang efektif mendukung berlangsungnya komunikasi diantara pemangku kepentingan dalam hal tata layanan. Hal ini kemudian diharapkan akan membantu proses perencanaan pada tingkat kabupaten/kota.

Kegiatan penting dalam periode Oktober – Desember 2007 juga termasuk penyelesaian sebagian besar pelatihan untuk rencana pengembangan sekolah untuk tingkat SD/MI di Kabupaten/Kota kohor 2 dan ditingkat SMP/MTS di Kabupaten/Kota kohor 1. Dalam periode ini, pelatihan Komite Sekolah juga dilakukan untuk tingkat SMP/MTS. Pada saat yang bersamaan, berbagai kegiatan mendukung replikasi juga dilakukan di setiap provinsi, dimana pemerintahan kabupaten/kota, LSM, dan juga jaringan sekolah swasta turut memberikan bantuan dana dalam usaha memperkenalkan rencana pengembangan sekolah yang menggunakan model dan bahan materi dari DBE1.

Sebelum DBE1 meningkatkan kegiatan yang berhubungan dengan program tata layanan (Governance) di tingkat Kabupaten/Kota di tiga bulan mendatang, telah dilaksanakan pemetaan dan lokakarya bersama berbagai pemangkukepentingan di 10 kabupaten/kota yang terpilih sebagai lokasi percobaan program ini. Proses percobaan pengembangan Rencana Strategis telah dilakukan di Kabupaten Pidie dan Soppeng. Bahan dan panduan untuk program ini sudah dimutakhirkan dan pelatihan tingkat nasional telah dilakukan dalam rangka persiapan peluncuran program pada tahun 2008. Pada saat yang bersamaan, tim nasional juga telah menyelesaikan beberapa panduan yang berhubungan dengan analisa keuangan, yaitu Analisa Keuangan untuk Dinas Pendidikan (DEFA,) Analisa Biaya Satuan Pendidikan (SUCA) dan Analisa Pengaruh adanya BOS (BIA.) Sebagai pendukung program, para spesialis juga sudah mendapatkan pelatihan. Rencana Pengembangan Kapasitas dilakukan di 4 Dinas Pendidikan Kabupaten/Kota tambahan. Program percobaan dalam mengembangkan dan mencoba bahan dalam usaha perbaikan

manajemen sumber daya manusia, asset, dan supervisi juga dilakukan di Kudus, Jawa Tengah.

Berbagai kegiatan Kemitraan juga dilakukan di Papua Barat bersama dengan BP, di Klaten, Yogyakarta, dengan ConocoPhillips. Usaha Kemitraan dengan Chevron telah selesai dilakukan di Aceh dan Sleman, Yogyakarta. Sementara itu, Hibah Teknologi Informasi dan Komunikasi telah diserahkan dan dijalankan di berbagai Kabupaten/kota.

Rencana Pengembangan Sekolah (RPS) dan Rencana Kerja Sekolah (RKS)3

Rencana Pengembangan Sekolah tetap menjadi fokus kegiatan DBE1 dalam periode ini. Sekitar 70% SD/MI Kohor 1 telah meninjau kembali kemajuan yang telah dicapai dalam menjalankan RPS dan juga memutakhirkan RPS sesuai dengan tuntutan yang ada. 85% SD/MI Kohor 2 telah menyelesaikan proses pengembangan RPS. 75% dari SMP/MTS Kohor 1 dan 2 telah menyelesaikan persiapan dalam pengembangan RKS. Seluruh kegiatan akan diselesaikan dalam waktu tiga bulan berikut.

Program replikasi untuk RPS berlangsung di seluruh provinsi dan sebagian besar Kabupaten/Kota. Pemerintah daerah dan dalam beberapa hal sekolah swasta dan LSM juga menyediakan dana yang cukup besar untuk membantu proses replikasi yang akan berlangsung pada tahun 2008.

Pengembangan bahan untuk Rencana Kerja Sekolah (RKS) untuk tingkat SMP/MTS telah diselesaikan bersama dengan dengan pemangku kepentingan tingkat nasional (Departemen Pendidikan Nasional dan Departemen Agama.) Usaha pengembangan tersebut juga menyesuaikan dengan peraturan pendidikan terbaru (Permendiknas 19/2007) yang mengharuskan seluruh sekolah untuk memiliki rencana kerja. Model RKS yang ada mendukung secara baik pendekatan yang dilakukan oleh DBE1. Adalah langkah yang penting bagi DBE1 untuk menggunakan bahan-bahan rencana pengembangan sekolah untuk tingkat sekolah dasar yang telah dikembangkan sebelumnya sebagai masukan dalam mendukung peraturan pendidikan terbaru tersebut. Bahan untuk Rencana Pengembangan Sekolah akan diubah menjadi Rencana Kerja Sekolah dengan bekerja sama dengan Departemen Pendidikan Nasional dan Departemen Agama dalam triwulan berikut guna menjamin kesinambungan dengan peraturan baru tersebut.

Perencanaan dan Manajemen Kabupaten DBE1 memberikan bantuan untuk empat Kabupaten/Kota tambahan di Jawa Barat/Banten dan satu Kabupaten/Kota di Jawa Timur untuk menyelesaikan

Rencana Pengembangan Kapasitas. Sesuai dengan rencana kerja, DBE1 tidak lagi mendukung proses pengembangan RPK di daerah lain. Diharapkan Rencana Pengembangan Kapasitas yang ada dapat dijadikan contoh oleh kabupaten/kota dan program lain untuk di replikasi.

Dalam periode 3 bulan ini, fokus DBE1 berubah dari pemberian bantuan dalam pengembangan RPK menjadi dukungan proses implementasi. Dengan fokus baru ini, tiga fungsi manajemen yang diperkuat adalah Manajemen Sumber Daya Manusia, Manajemen asset, dan supervisi. Program percontohan telah dimulai di Kabupaten Kudus, Jawa Tengah, untuk mencoba dan mengembangkan teknik pendekatan dalam memperbaiki sistem manajemen dalam tiga hal tersebut diatas. Tim lintas sektoral juga telah dibentuk dan bantuan teknis diberikan kepada tim provinsi yang terdiri dari spesialis provinsi DBE1 dan dua penasihat dari Universitas Nasional Semarang. LPMP Jawa Tengah juga turut dilibatkan dalam proses konsultasi program.

Rencana Strategis bidang pendidikan telah diselesaikan di Kabupaten Soppeng, Sulawesi Selatan. Proses perencanaan didukung dengan baik oleh pihak Kabupaten, terutama Dinas Pendidikan Kabupaten. Akibat dukungan yang positif ini, data dapat dikumpulkan dan dianalisis secara baik. Karena Renstra yang ada akan berlangsung sampai 2010, usaha difokuskan kepada pemutakhiran Renstra yang ada. Renstra yang baru akan disiapkan setelah pemilihan Bupati pada tahun 2010. Tim rencana dari Soppeng cukup baik dalam menyiapkan tujuan dari rencana ini karena mereka mengerti dengan baik pentingnya usaha untuk mengidentifikasi tujuan akhir yang dapat di capai dan di ukur.

Berdasarkan pengalaman di Piddie dan Soppeng, panduan untuk persiapan rencana telah di mutakhirkan. Pelatihan tingkat nasional telah dilaksanakan di Purwakarta pada bulan November 2007 untuk menyiapkan tim provinsi dalam penggunaan manual dan peluncuran program tsb pada periode tiga bulan mendatang. Dalam pelatihan ini juga diperkenalkan aplikasi software baru yang disebut DPISS (District Planning Information Support System) Aplikasi ini adalah berdasarkan software Excel yang digunakan untuk membantu perencana untuk mengumpulkan dan menganalisa data perencanaan.

Keuangan Pendidikan Kumpulan panduan untuk Keuangan Pendidikan telah dimutakhirkan dan diselesaikan pada periode ini. Kumpulan Panduan termasuk Analisa untuk Keuangan Pendidikan Kabupaten/Kota, Analisa Satuan Pendidikan, dan juga Panduan baru untuk Analisa akibat dari adanya BOS. Tiga Panduan ini akan membantu para spesialis dan pihak lainnya dalam menganalisa keuangan pendidikan dan menyediakan informasi kunci untuk memberi masukan dalam proses pengembangan kebijaksanaan dalam bidang pendidikan. Panduan yang telah di mutakhirkan dan juga diselesaikan di perkenalkan kepada spesialis tingkat provinsi pada saat pelatihan tingkat nasional dilaksanakan di Purwakarta bulan November lalu. Para spesialis bersama dengan konsultan jangka pendek akan

menjalankan program ini disemua Kabupaten/kota yang terpilih, menggunakan Panduan untuk menjalankan analisa sebagai bagian dari usaha bersama dalam mendukung Perencanaan Kabupaten, manajemen, dan tata layanan dalam bidang pendidikan dasar.

Program Tata Layanan Pemetaan untuk institusi yang terkait dalam program tata layanan (DPRD, Dewan Pendidikan, masyarakat madani, dan pers) telah diselesaikan di 10 Kabupaten Kohor 1. Proses ini memungkinkan pemahaman yang lebih baik mengenai kelebihan dan kekurangan dari lembaga yang ada dan juga mengenai hubungan diantara berbagai lembaga di Kabupaten/Kota yang terlibat dalam proses ini. Proses ini juga diharapkan untuk memperkuat hubungan berbagai pemangku kepentingan dari berbagai lembaga. Di banyak Kabupaten/Kota, pertemuan dan pembicaraan mengenai kebijakan dalam pendidikan antara pemangku kepentingan ini dilaksanakan untuk pertama kalinya. Sebagai hasil langsung dari pertemuan ini, pemangku kepentingan sepakat untuk menjalankan pertemuan secara berkala.

Berdasarkan pengalaman yang didapat dari gelombang pertama yang dilakukan di 10 Kabupaten/Kota tsb, instrumen yang digunakan dalam pemetaan tersebut telah diperbaiki. Para spesialis telah menerima instrumen pada saat pelatihan nasional bulan November yang lalu.

Pelatihan Komite Sekolah Dalam periode ini, pelatihan Komite Sekolah juga dilakukan untuk tingkat SMP/MTS. Sejumlah 597 orang menerima pelatihan.

Manajemen Data dan Informasi DBE1 terus memantau perkembangan dari pemasukan dan analisa secara on-line di Pangkalan Data dan Informasi berbasis web (PADATIWEB.) Beberapa masalah teknis yang menjadi kendala untuk mengumpulkan dan melaporkan data secara tepat waktu juga mendapat perhatian.

Aplikasi berdasarkan Microsoft Excel untuk mengumpukan dan menganalisa data untuk perencanaan Dinas Pendidikan tingkat Kabupaten/Kota (District Planning Information Support System atau DPISS) telah dikembangkan oleh DBE1 dan sedang diperkenalkan dalam hubungannya dengan pelatihan perencanaan strategis kabupaten/kota (seperti yang telah dituliskan diatas.)

Peningkatan dalam penggunaan situs DBE yang telah dikembangkan dan dikelola oleh DBE1 terus berlanjut. Sampai bulan Desember, situs telah dikunjungi sebanyak 291,668 kali. Laporan bulanan menunjukkan adanya peningkatan yang teratur setiap

bulannya. Dokumen yang paling banyak dicari adalah berbagai informasi yang diunggah oleh DBE1 yang berhubungan dengan berbagai keputusan pemerintah dan panduan Penguatan Komite Sekolah.

Pengembangan PDMS dalam triwulan ini terfokus kepada persiapan data untuk Laporan Tahunan dan Mid Term Review. Perubahan kecil yang berhubungan dengan modul kegiatan pelatihan, perbaikan dalam tata letak laporan, dan bentuk tata tampilan situs lainnya juga dilakukan.

Usaha untuk mengembangkan Laporan Mutu Sekolah (School Report Card) terus dilakukan dalam periode triwulan ini dengan mendapatkan masukan dari Rod Alastair, Konsultan DBE2 dan dari pihak DBE1. Perubahan yang dilakukan dalam School Report Card ini diharapkan akan memperbaiki proses implementasi yang akan berlangsung pada tahun 2008.

Hibah Teknologi Informasi dan Komunikasi Dalam tiga bulan terakhir ini, tiga hibah telah disetujui dan diserahkan oleh USAID, sementara tujuh hibah telah disetujui dalam triwulan yang lalu. Enam hibah sedang dalam proses evaluasi oleh USAID dan DBE1 dan direncanakan untuk diserahkan pada periode triwulan yang akan datang. DBE1 juga terus mendukung usaha implementasi dari hibah yang telah diserahkan sebelumnya.

Studi kelayakan untuk program Teknologi Informasi dan Komunikasi telah dilakukan di Kota Banda Aceh, Kabupaten Aceh Besar, Pidie, Biruen, dan Aceh Tenggara pada bulan Agustus 2007. Penelitian ini menimbang parameter dan indikator Teknologi Informasi dan Komunikasi dalam menentukan bentuk penggunaan TIK yang paling cocok di Aceh dan juga usulan-usulan yang berhubungan dengan hal ini. Pada lima kabupaten, akses untuk TIK cukup baik di kantor kabupaten, SMP/MTS dan SMA/MA. Juga ditemukan bahwa akses untuk TIK sangat terbatas di SD/MI.

Kemitraan Kemitraan dengan Chevron di Aceh dan Yoyakarta telah selesai dalam periode 3 bulan ini. Presentasi akhir dari hasil-hasil yang dipetik dari program beasiswa vokasional USAID-Chevron telah dilakukan oleh Lembaga Pengabdian Kepada Masyarakat pada tanggal 7 Deember yang lalu. Hasil yang ada menunjukkan bahwa lebih dari 65% responden berhasil mendapatkan pekerjaan dalam jangka waktu 3 bulan setelah menyelesaikan pelatihan. Peserta pelatihan juga mengalami peningkatan dalam pendapatan perbulan dimana peserta pendapatan perbulan peserta wanita meningkat jauh lebih tinggi dibanding pendapatan perbulan peserta pria.

Pada bulan Desember, Gubernur Daerah Istimewa Yogyakarta, bersama dengan Wakil Managing Director Chevron Indonesia Unit Bisnis dan Bupati Kabupaten Sleman, secara resmi meresemikan SDN Kalongan yang telah direhabilitasi dalam program kemitraan bersama Chevron.

Konsultan DBE1, Dr. Mark Heyward, mengunjungi 3 Kabupaten di Papuar Barat pada bulan November yang lalu. Kunjungan dilakukan guna mendapatkan konfirmasi dari setiap distrik mengenai keberadaan DBE1, membicarakan mengenai perkembangan dengan kemitraan bersama BP, dan melakukan rembukan untuk penentuan rencana program selanjutnya.

Kerjasama dengan ConocoPhillips di Jawa Tengah dan Daerah Istimewa Yogyakarta juga berlangsung dalam periode ini. DBE1 memberikan fasilitasi untuk pembentukan Komite rehabilitasi/rekonstruksi di seluruh sekolah/madrasah yang menerima bantuan. II. Progress in implementing Tasks and Activities

1. District Selection The next phase of district selection is expected to address the issues of phasing out Cohort 1, continuance of Cohort 2 and addition of Cohort 3. The Mid-Term Review is expected to provide significant input into the formulating the policy and protocols for the selection process.

2. District Coordinators District Coordinators (DC) continued to play an active role in the implementation of DBE1 programs in this reporting period. At the same time, four districts experienced changes in their District Coordinators composition. DC in Aceh Tengah was terminated. In the meantime, District Facilitators are filling this role. In Deli Serdang, North Sumatra, the DC’s contract was not renewed. District Coordinators for Demak and Grobogan, Central Java resigned in order to take up other positions. We expect these positions to be filled by end January 2008.

With the commencement of RKS formulation for SMP/MTS, District Coordinators as well as Facilitators in North Sumatra, West Java and Banten, Central Java, and East Java received training (Training of Trainers) in this period. A total of 155 people attended (M: 118, F: 37.) In Central Java, DBE3 District Officer, Muhammadiyah Yogyakarta teachers, and LPMP staff (Widyaiswara) also participated in this event. In North Sumatra, prior to commencing the RKS training, the DBE1 team together with four District Facilitators attended a workshop to further discuss and review all SMP/MTS profile tables. This workshop was held from December 26th to 29th in Medan and 16 people took part (M: 13, F:3.)

2.1 District Level Coordination All DBE1 Provinces carried out coordination activities with stakeholders in their respective districts for various DBE1 programs and activities. Team members of DBE1 Aceh were involved in meeting with stakeholders in Bireun and Aceh Tengah to jointly plan the Renstra SKPD program and verify the commitment of counterpart governments. In addition, team members met with the Education Office of Pidie, Bireun, and Aceh Tengah to continue discussions on the role and function of Steering Committees and Technical Teams in those regions.

In North Sumatra, DBE1 met with the Education Office of Deli Serdang District, Tapanuli Utara District, and Kota Binjai. In Deli Serdang DBE1 joined with DBE23 to plan program implementation through June 2008, and provision of continued support for DBE after Cohort 1 “graduation.”

In Central Java, efforts to further familiarize stakeholders with DBE1 activities were held in Cohort 2 districts of Purworejo, Grobogan, and Blora. These meetings were also carried out to obtain stakeholders’ inputs and support. These meetings were attended by representatives from the Education Council, District Development Planning Board, Education Office, Religious Affairs Office, principals, teachers, and non-formal educators. A total of 50 people attended (M: 39, F:11.)

In East Java, the DBE1 team worked together with different stakeholders in preparation for the Mid-Term Review field survey. On December 5th, the team met with the Head of the Education Office of Mojokerto City to provide details on the MTR Field Survey which was planned to take place at some schools/madrasah in the area. On a separate occasion, the team met with the Head of the Education Office and Head of Religious Affairs Office of Pasuruan District to review the current status on capacity building of school committees and principals in the district.

Meanwhile, in South Sulawesi, meetings were held with key stakeholders in Palopo, Luwu, and Enrekang, to discuss plans for conducting School Unit Cost Analysis (SUCA,) District Education Finance Analysis (DEFA,) BOS Impact Analysis (BIA,) Renstra SKPD, and Good Governance Sektor Pendidikan (GGSP) programs. As a result, Palopo stakeholders expressed their commitment to carry out SUCA and GGSP. In Luwu, the district level stakeholders agreed to conduct SUCA, DEFA, Renstra, and GGSP. Stakeholders in Enrekang expressed their commitment to carry out SUCA, GGSP, and Renstra programs.

2.2 Province Level Coordination In this reporting period, several DBE1 provinces met with stakeholders at Provincial level for coordination of DBE1 activities. In Aceh, the Provincial Coordinator and other team members met with the Education Affairs Office, Regional Education Committee (Majelis Pendidikan Daerah,) and USAID to discuss Renstra, and in particular preparation of a Renstra manual which will be distributed in all districts of NAD. Meanwhile, DBE123 presented an annual report to the Head of Education and Cultural Office of Central Java.

Mid Term Review Field Survey preparatory efforts continued to take place in East Java, with the DBE1 Provincial Coordinator meeting with the Head of School Development/Support Sub-Division (Kasi Pembinaan Sekolah) of the East Java Provincial Educational Office Education on October 9th. A further coordination meeting was held on December 4th with members of the East Java Technical Team as the Field Survey will visit the districts of Mojokerto and Tuban.

3. Decentralized Planning and Management of Education Services

3.1 School Development Plans (RPS) School development planning remained a major focus for DBE1 throughout this quarter. As described in greater detail in the narrative and tables below:

• The majority of elementary schools and madrasah in Cohort 1 have now reviewed progress in implementation and updated their RPS plans in line with changed circumstances. Remaining schools (approximately 30%) will complete the process in the next quarter.

• The majority of elementary schools and madrasah in Cohort 2 have now completed preparation of their RPS plans. Remaining schools (approximately 15%) will complete the process in the next quarter.

• The majority of junior secondary schools and madrasah in Cohorts 1 and 2 have now completed preparation of their RKS plans. Remaining schools (approximately 25%) will complete the process in the next quarter.

• Replication of the RPS school development planning process is taking place in all provinces and in a majority of districts. District governments and in some cases private school networks and NGOs have committed significant funds to ongoing replication in 2008.

• The development of materials for RKS in junior secondary schools and madrasah has been completed in close collaboration to align with Permendiknas 19/2007 with MONE and MORA.

• Materials for RPS in elementary schools and madrasah will be updated to become RKS in collaboration with MONE and MORA in the next quarter to align with Permendiknas 19/2007

This section provides some more detail about activities relating to RPS and RKS in each province.

Cohort 1 DBE1 East Java continued to assist elementary schools and madrasah in updating their RPS/M which included updating of school/madrasah profiles as well as reviewing and updating programs listed in the documents. As a result of this process, 20 SD/MI have completed the RPS/M update process. In mean time, DBE1 team in North Sumatra held RPS/M Updating Workshop at Cluster and District levels where those events were attended by 125 and 162 participants, respectively. In Central Java, similar workshops were held in Kudus and Boyolali Districts with a total of 51 people (M: 40, F:11) taking part. Schools and madrasah representatives expressed the fact that between 75 and 90% of the programs listed in the documents had been implemented or were in the process of being implemented. A percentage of programs were reportedly not implemented for a variety of reasons, including changing priorities and anticipated funds not becoming available. The representatives also mentioned that, due to the previous RPS development process, community participation and the involvement of the District Education Office improved. Also, the RPS development process encouraged school community members to be more transparent in their schools management tasks.

RKS for Junior Secondary/Madrasah The RKS development process of SMP/MTS is similar to that in SD/MI. Currently, it is planned that School Committee members and Principals will receive training twice in the period of one year.

SMP and MTs in Central Java, East Java, and South Sulawesi continued to receive assistance and facilitation from District Coordinators and District Facilitators in developing their RKS/M in accordance to National Education Minister Decree No. 19 Year 2007 (Permendiknas 19/2007.) In Central Java, 195 people consisting of school planning teams (KKRKS/M) and Junior Secondary/Madrasah Supervisors (Pengawas) took part in Training Phase 2 while 242 participants attended Training Phase 3 in East Java. In the mean time, 274 people including KKRKS/M members from all districts in South Sulawesi received Training Part 1 in this quarter. Subsequently, KKRKS/M in Jeneponto, Makassar, and Luwu, took part in Training Part 2.

3.2 District Planning and Management

Capacity Development Plan (Rencana Pengembangan Kapasitas/RPK) By September 2007, RPK had been completed in eight districts in four provinces—North Sumatra, Central Java, East Java and South Sulawesi. During the quarter West Java/Banten made preparations for completing RPK in four districts in the next quarter. Once the remaining West Java/Banten districts and an additional district in East Java have completed RPK, which will bring the total districts with RPK to 13,

DBE1, as described in Year 3 Workplan, will not support further RPK development because the existing plans can serve as models for districts under various projects and programs.

The most significant outcome to emerge from the RPK process is the need to improve capacity to manage human resources and assets and to supervision functions. This is discussed next.

HRD Management, Asset Management and School Supervision Efforts during the reporting period have shifted from RPK preparation to providing support for RPK implementation. The three management functions to be strengthened under this component of the project are HRD Management, Asset Management and School Supervision. After a series of preparatory meetings for commitment building, the Bupati in Kudus District agreed that his district would become the pilot district for capacity development in these areas. To support DBE-1 activities, three teams, one for each management function, were established. The teams have a mixed composition bringing together Education Office staff and representatives from other relevant district government offices. For instance, the team for HRD Management includes representatives from the District Personnel Body (Badan Kepegawaian Daerah). Technical support is being provided by a provincial team comprising DBE-1 provincial specialists and two external advisors from National University of Semarang. To the extent possible, LPMP Central Java will be involved in the pilot.

As a first step a 3-day workshop was organized to get agreement on program scope. As to HRD Management, it was decided to focus on the following sub-functions: human resource planning, recruitment, deployment, development of academic qualifications, certification, career development, performance appraisal, training and the introduction of merit-based incentive system protection. It was also agreed that asset management capacity development efforts will focus on the development of a preventive maintenance system and school asset information system. School supervision capacity development will focus on shifting from a compliance to a guidance and quality improvement orientation. Consequently, both school supervisors and Education Office managerial staff will constitute the target groups for this activity.

It was also agreed to implement the capacity development programs in a phased manner. First, attention will be given to identifying the shortcomings in the regulatory and policy framework to manage HRD effectively on the basis of which new policies will be drafted. Second, once agreement has been reached on the new policies, the attention will shift to the development of the systems and procedures to support policy implementation. The approach for capacity development for each of the management functions is more or less identical.

Strategic Plan Preparation for Education Office (Rencana Strategis/Renstra) During the reporting period the Renstra for Kab Soppeng was completed. The planning process started with a simulation of data analysis on the basis of data for 2005 because updated data was not available. The district planning team was impressed by data analysis results and decided that the plan should be prepared on the basis of 2007 data. To speed up the data collection process, Dinas Pendidikan invited all school principals and briefed them on the importance of proper and timely data collection. After data collection was completed, the actual planning started.

As the current Strategic Plan runs to 2010, planning efforts were focused on plan updating and not on preparing a completely new strategic plan as this will only be done after election of new Bupati in 2010. Key changes introduced in the 2006 – 2010 plan include the following: (i) education profile preparation on the basis of specific school categories instead of district-wide aggregates (for instance a frequency table showing very low, low, moderate and well performing schools); (ii) comparing district performance with other districts in the province; (iii) identifying inferences between variables (for instance between pre-school participation, age of

SD first grade learners and SD first grade repeater rates); and (iv) adjusting the plan structure to the new guidelines issued by Ministry of Home Affairs. The Soppeng planning team was particularly good at formulating plan targets as they had become convinced of the need to have targets meeting SMART4 criteria.

In Kab Soppeng it was the first time that we were able to access the application developed by Directorate General of Teacher and Educational Staff Quality Improvement. The application is called Nomor Unik Pendidik dan Tenaga Kependidikan – NUPTK which contains detailed data on individual teachers. For instance, with the help of NUPTK data we were able to identify the number of teachers who will retire in the coming five years and where they teach. This information was a valuable input for the planning work. Another development worth noting was the convergence of governance and management capacity development efforts under DBE-1. Under the governance program, participants explored the extent to which they perform their functions in accordance with the principles of good governance in a multi-stakeholder event. Amongst others, the mechanisms for proper participation were reviewed and all at once the participants from Kab Soppeng became aware of the fact that the public consultation on the draft Strategic Plan was not well organized as there was not enough time for the stakeholders to carefully review the draft plan and consequently it was agreed to postpone the public consultation till early November 2007. The postponement resulted in animated discussions during the public consultation and valuable inputs for plan improvement by stakeholders.

Based on the experiences in Kab Pidie and Kab Soppeng, the manual for plan preparation has been updated. Key additions are: (i) a new chapter on how to monitor and evaluate plan implementation; (ii) more attention for non-formal education programs; and (iii) improved consistency in the use of terms.

Anticipated Next Steps

• Workshop at the national level to review and approve planning methodology with MoNE, MoRA and MoHA.

• Roll out strategic education planning efforts to all project provinces. In each province it is planned to work with 15 districts during the next quarter, followed by roll out in 30 additional districts, which will bring the total number of districts to be covered to about 45 by the end of Year 3.

• Continued support for NAD Province to (i) ensure synchronization between education planning at the district and province levels and (ii) complete strategic plans for the last batch of two DBE-1 assisted districts .

District Planning Information Support System (DPISS) DBE1 planning methodology has a strong school focus and supports the preparation of different programs for different categories of schools. Or, in other words, different categories of schools require different programs. For instance, the programs for low performing schools are different from the programs for high performing schools, or programs for schools with high dropout rates are different from the ones for schools with low dropout rates.

A special software application, DPISS, has been developed to group schools into school categories. This is done by preparing single variable frequency tables. DPISS is a Microsoft Office based application that uses Excel both as input and output formats and Microsoft Access for data processing. Field observations clearly indicate that all over the country Education Office staff are familiar with Excel and therefore it is realistic to expect that it will not be too complicated to help them master the application. The data structure of DPISS is to a large extent the same as the data structure used by MONE’s data information center (PSP) for the preparation of national education statistics, which means that no substantial additional data collection efforts are required. However, to deepen data analysis, DPISS promotes the collection of (i) poverty data which will help identify the causes of low performance in a number of areas (for instance is it a demand or supply problem when low transition is found in a particular area); (ii) more detailed population data, in particular with regard to the pre-school population, to guide investments to areas with growing school populations; and (iii) data on educational background of teachers and subject taught to address the issue of “miss-match” which is one of the key factors of low education quality at the junior and senior secondary levels. A key feature of DPISS is the use of PIVOT tables that help planners to see data sets from different perspectives. For instance, are low performing schools public or private schools, are they in urban or rural areas, or are they in areas with low or high poverty levels.

A DPISS users’ manual has been prepared and Provincial DBE-1 planning specialists were trained in DPISS use during the national training event in Purwakarta in November 2007. The first field use of DPISS was in Central Java where the application was used by the provincial team for the analysis of data sets of Kab Jepara, Klaten and Karanganyar. Not surprisingly, data sets were still incomplete as they did not yet include population and poverty related data, which hampered the preparation of a number of tables included in the manual. BKKBN as a source for poverty related data was questioned by a number of people as this organization has become far less effective after Family Planning Affairs have been devolved to the district government in 2001.

Anticipated Next Steps

• DBE1 Central advisors will supervise DBE1 provincial specialists who will assist district staff to implement DPISS as the first step in producing Renstra in each Cohort 1 and 2 districts.

3.4. Education Finance Efforts during the reporting period primarily focused on updating and completing education finance manuals. First, the manual on how to conduct district education finance analysis (DEFA) has been updated with a view to ensuring that more complete information on expenditure by level of education would become available. Second, the School Unit Cost Analysis (SUCA) manual has been updated. Improvements were minor and primarily aim to improve the user-friendliness of the document. Third, a new manual has been developed on how to conduct BOS Impact Analysis (BIA). The purpose of BIA is to get a reasonably complete picture of current levels of parental expenditure for education in the BOS area and their perceptions on whether the BOS program has lessened the financial burden for schooling. BIA also assesses the impact of BOS program on school funding. Key questions are: (i) has school funding increased, remained stable or decreased; and (ii) what has been the impact on district funding (APBD). DEFA, SUCA and BIA combined will provide the key information to inform education policy development processes.

Specialists Training All DBE-1 provincial specialists were trained during a 5-day training program (12 to 16 November) in Purwakarta (West Java). The key objective of the program was to deepen (i) education planning skills; (ii) education finance analysis skills; and (iii) how to develop the capacity of governance related institutions. To this end, participants were subdivided into three groups, each of which focusing on one of the three skill areas. Further, the program included a number of “general” sessions that aimed at building a common understanding among all specialists, advisors and coordinators of what DBE-1 intends to achieve at the district level in the coming year. Finally, the training program provided an effective platform to synergize national and provincial work plans preparation.

Anticipated Next Steps

• Short term consultants (STTA) will be recruited and trained in January 2008 to conduct SUCA and BIS studies in four and two districts per province, respectively.

• Studies will be carried out over a 5 month period beginning in January 2008.

4. Increased Community Participation in the Provision of Education: School Committee Training

4.1 School Committee Capacity Building and Training on Role and Function

Training on Role and function of School Committee DBE1 has been training elementary school committees since Year 1 of the project. During the quarter, we began to extend the training to junior secondary schools (SMP/MTs). During the quarter 597 persons participated in school committee training (M=393, F=204) (see Section III: Training for Project Beneficiaries).

Elementary DBE1 targets training each Cohort 1 and 2 school a total of 5 times through Year 3. As of the end of Quarter 1, Year 3, all Cohort 1 schools had received 5 trainings, and in all provinces Cohort 2 schools had received 2-3 trainings. Currently there are 13 training modules. All committees are first trained in the roles and functions of school committee in accordance with MONE regulations (Kepmen 044/U/2002). This is then followed by self assessment (module “Mawas Diri”). Based on this assessment each committee then makes a plan together with their facilitator to determine which modules they choose to study in the coming rounds of training in three different areas: improving organizational capacity, relations between school and community, and improving role of school committee in supporting school programs.

Until the end of 2007, school committee training and RPS training were conducted separately. Now that both programs are fully developed, DBE1 intends to better integrate the two training programs for the future years of the project. In January 2008 DBE1 will evaluate and revise all school/community training materials (RPS/RKS, School Committee, Principal Leadership, and Replication). This will be followed in February by a final review of the materials with national counterparts and stakeholders from MONE, MORA and Menkokesra.

In some places DBE1 gave extra support to school committees in addition to or as follow up to material presented in the training modules. For instance, in East Java, DBE1 team members provided inputs in the elections of new School Committee members in a school and madrasah Surabaya; as a result, the elections were held in a transparent and democratic manner.

Junior Secondary Junior secondary school training began in most provinces during the quarter. DBE1 intends to conduct two trainings each for Cohort 1 and 2 schools. The material will cover roles and functions and self assessment. At present DBE1 does not plan to conduct further training, but will propose to MONE/MORA to provide the resources for conducting follow up training in the future using DBE1 materials.

Anticipated Next Steps

• Evaluate and revise all school/community level training materials with a view to integrating RPS/RKS training with school committee training and review revised program with national and provincial level stakeholders.

• Continue elementary Cohort 2 training in all provinces and junior secondary level for all Cohort 1 and 2 schools in all provinces except Aceh.

4.2 Leadership Training for Principals In Year 2 DBE1 developed a program to train school principals in leadership. Most provinces implemented the program for Cohort 1 and 2 elementary school principals in quarters 2-4 of Year 2. In the first quarter Year 3 North Sumatra (95 participants) and East Java (81 participants) finalized training of Cohort 1 and together with other provinces continued training Cohort 2 principals. In most cases supervisors and other district education officials attend the training. Next quarter DBE1 intends to develop training materials for and implement a second round of principal training beginning in March 2008. We also intend to initiate the first round of training for junior secondary principals.

4.3 Governance of Education at District Level To make sure that there is a common understanding within the DBE-1 family on what is meant by Good Governance, a concept paper was prepared during the reporting period. The paper provides a DBE-1 definition of Good Governance and the key principles of good governance that DBE-1 intends to promote for the education sector: transparency, participation, equality, responsiveness and accountability. Further, the paper defines Good Governance Sektor Pendidikan goals and objectives, identifies the key stakeholders and provides a GGSP implementation strategy.

During the reporting period mapping of governance-related institutions (DPRD, Education Board, CSOs and the media) was completed in ten Cohort 1 districts (two in each of the five project provinces). The purpose of the mapping exercise was to get a realistic picture of the strengths and weaknesses of the individual organizations as well as the effectiveness of their mutual relationships. The picture of individual organizations was obtained through interviews and document review. One of the most useful outcomes of this process was strengthening mutual relationships through multi-stakeholder workshops bringing together representatives from DPRD, Education Board, CSOs and media of two districts in the province. In addition, MORA (Depag) and Education Office (Dinas Pendidikan) officials attended as observers. In all provinces, participants were of the opinion that the multi-stakeholders workshop is an effective vehicle to clarify the roles of the different institutions in education governance, strengthen their mutual relations,

critically review education issues and formulate joint action plans to support education development. For a majority of the districts, it was the first time that the representatives from the different governance-related institutions could interact directly with one another. Further, there was common agreement that quality education can only be achieved if stakeholders are committed and are willing to act in a synergetic manner. To this end, it was decided to improve the communication among

stakeholders by periodically organizing multi-stakeholder meetings at the district level.

Based on the experience in the first batch of ten districts the instruments for governance-related institutions mapping have been updated. Further, a first design

5. Replication of Local Governments’ Best Practices

After two years of program implementation, it is encouraging to see that DBE1 programs are replicated in increasingly more areas. Governments at District and Provincial levels continued to allocate funds from their Annual Budget (APBD) to support replication of DBE1 programs in their regions. In Aceh, Education Office of Banda Aceh and Aceh Besar agreed to replicate programs in eight schools in each district. In the mean time, from October to December, RPS training was replicated in 46 schools in Tapanuli Utara and Deli Serdang, North Sumatra and 45 schools in Karawang, West Java.

In addition to replication of DBE1 programs funded by local governments’ annual budgets, Education Council (Dewan Pendidikan) of Tapanuli Utara, North Sumatra, provided financial support for School Committee training for elementary, junior secondary, and high school levels in the area. Attended by 60 people, DBE1 District Coordinator and District Facilitators presented several School Committee capacity building modules such as Role and Functions,

Establishment and Representation, and Organization of School Committee. The Education Council decided to fund this training after the Council’s representatives attended previous DBE1 sessions and felt the necessity to further learn and disseminate the information to more schools and madrasah. In Central Java, replication efforts continued in Kudus, Boyolali, and Karanganyar with training of RPS in November and early December where more than 500 participants attended training. In addition, on December 22, a workshop to introduce RPS to non DBE schools/madrasah was held in Boyolali where a total of 107 participants took part. District Government of Kudus, Boyolali, and Karanganyar supported their commitment to replicate DBE1 programs by allocating higher budget in 2008 as can be seen in the table below.

After Facilitators nominated and funded by Muhammadiyah Yogya attended DBE1 Training of Trainers Phase 2 for RPS/M development process in July, RPS implementation was carried out in just two schools: SMP Muhammadiyah Plus Salatiga and SMP Muhammadiyah 1 Yogyakarta. This was due to budget constraint that the organization is facing. Muhammadiyah in Central Java is planning to improve capacity of their facilitators and involve more schools in RPS development process in the future. There are currently 1,200 SD/MI under Basic Education Council (Majelis Pendidikan Dasar).

DBE1 East Java team members were extensively involved in assisting replication process in Sidoarjo, Tuban and Mojokerto. In Sidoarjo, after conducting a workshop with district oficals to plan the RPS replication program, district facilitators began replicating RPS in 13 schools and madrasah. The district Religious Affairs Office in Tuban began to use DBE1 materials to replicate RPS 21 madrasah elementary schools (MI) and used the same materials with 33 junior secondary madrasah (MTs). The Education office began to replicate RPS in about 100 elementary schools. In Mojokerto, 51 schools began replicating DBE1 programs. Preliminary

efforts were carried out in Bangkalan as District Facilitator and other DBE1 East Java team members assisted local government in training 37 school principals on Elementary School Management prior to commencement of replication process in the area.

In addition to working with Education stakeholders in Tuban, DBE1 East Java also worked together with PT. Semen Gresik and local stakeholders in selecting 6 schools/madrasah located in relatively close proximity with the company to start replication process in the near future.

Also in East Java, preparatory steps were taken to start replication process in Surabaya with DBE1 team meeting with representatives of Muhammadiyah Surabaya’s Basic and Junior Secondary Education Committee (Majelis Dikdasmen). As follow up, the Committee planned to implement RPS replication at Muhammadiyah elementary, junior secondary, and even high schools in Surabaya.

In Enrekang, South Sulawesi, the DBE1 team worked with DBE2 to introduce RPS to Teachers Working Groups (Kelompok Kerja Guru/KKG) in five non-DBE sub districts where a total of 1,245 people from 211 schools and madrasah took part. As a follow up, DBE1 District Facilitators worked together with School Supervisors to conduct workshops for replicating RPS in 40 schools/madrasah.

DBE1 will be conducting a thorough survey of replication in March 2008. This will use both quantitative and qualitative approaches to determine not only the extent of replication to date but the quality of process and outcomes – and factors contributing to success and failure of replication efforts. Results should be available in April. For more information on the latest replication efforts conducted in provinces, please refer to Annex 4.

6. Data and Information Management

6.1 EMIS Assessment DBE1 continued to monitor progress in MONE’s PADATIWEB information updating (Pangkalan Data dan Informasi berbasis WEB). Even though all data collection forms have been available online since the beginning of 2007 (see right-hand figure) difficulties in collecting and reporting the data in a timely fashion were still noted since the data displayed on the web is still only 2006/2007 data and the statistical analyses use year 2005/2006 data. .

The PadatiWeb provides 25 tables depicting inter alia number of schools, enrollments, grade, students, teachers, classroom, and school status. Figure 1 below provides an example of one of the tables.

During the quarter DBE1 developed a District Planning Information Support System (DPISS) (see Section 3.2 above). A key feature of the system is that it uses the same data sets as the ones for MONE’s EMIS (uploaded via PadatiWeb). Figure 2 shows the relationship between PadatiWeb and DPISS.

Field visits have shown that data be sent to Jakarta for the Ministry’s EMIS is generally available at the districts. However, it is not used for education management and governance by the districts themselves. To address this issue, DBE1 has opted for a strategy outlined in the EMIS Assessment report. On the

basis of this strategy, the project will first focus on developing the capacity of Dinas Pendidikan staff to use data, which means that DBE1 will help them to gradually move from a situation of “little or no data reported” to a situation of “simple analysis skills developed and wider reporting” and finally to a situation of “more advanced skills in data analysis developed, wide dissemination of results and use for internal and external accountability”. Once the capacity of using data is becoming stronger, the demand on the part of District Education Office management for reliable and timely data will also become stronger which in turn should lead to improvements in the reliability and timeliness of the supply of data. Basically it concerns an iterative process whereby an increase in one of the components (capacity to use, demand for and supply of data) will trigger an increase in the other components and in this way the entire data and information system will improve, which in turn will greatly benefit the production of national education statistics by MONE.

6.2 DBE Website5 As of December 2007, the DBE website had received about 291,688 hits since the web site was launched in 2005. The number of hits during the period January – December 2007 (215,469) was almost three times greater than the total hits in the 11 month period February – December 2006 (76,219). In fact, total hits during the three month period October – December 2007 (76,576) is slightly greater than the total hits for all of 2006 (76,219). The monthly report figure indicates that hits trend is increasing by month (Figure 3) (although there is a sharp decline in the week ending December 30, probably due to holidays (Figure 3). Initial analysis indicates that the top 10 requests for documents during the quarter were for resource materials uploaded by DBE1 related to various ministerial decrees and school committee manuals (see Table 7 below).

During the quarter DBE1 continued to upload information from DBE123 into various sections of the Website, primarily: News, Good Practices, Resource Materials, and Partners. Improvements and updates in links to DBE collaborators were also undertaken during the quarter. These include links to various MONE and MORA websites, as well as websites of district offices and private sector partners. Annex 5 contains list and description of uploaded information and updated links to other websites.

6.3 Project Data Management System (PDMS)6 PDMS development activities during October-December 2007 were mainly focused on data preparation for annual report and mid term review. Minor changes were made on training activity module, enhancement on report layout and many other website screen representations.

This issue arises when DBE1 provides limited assistance to local governments and foundation that replicate DBE1 programs in non-DBE schools. Therefore, we now collect data about three sources for funding training: USAID, Mixed USAID with other funding source, and other funding source (Figure 4).

• Develop customized report for training activity based on input form national training coordinator and provincial specialists.

• Continue to develop modules on PDMS such as: GIS Maps for schools in Cohort 2 and complete M&E Module.

• Continue to enhance PDMS features based on specialist requests. The features to be enhanced are related with tasks accomplishment of M&E Specialist, Training Coordinator specialist, DBE12 School Report Card, and other relevant features including DBE2 and DBE3 requests.

6.4 School Report Card (SRC) Progress on developing school report card (SRC) continued during the quarter with inputs from Rod Alastair, DBE2 consultant and DBE1 and 2 staff. Upgrades in software were made based on user input gathered from piloting activity conducted in July 2006. An updated SRC was produced (SRC version 2.1). The updated SRC version has the same capability as the previous version but with many enhancements such as: new data category, major change on design and workflow, and added more pages to the printed report form (see Figures 5 and 6 below).

Significant changes were made to the new version in order to improve SRC capability to present information in different graphic formats. With this added capability, users can choose various graphs (doughnut, 3D-surface, pie chart, bar chart, or line chart) to represent data and information stored in the underlying database for each school (Figure 7).

• Continue to improve SRC version 2.1 with enhanced features such as: help system, input validation, format of printed version, and logical calculation process.

• Develop PDMS module to import data from SRC worksheet. With this method, PDMS can provide tools for comparative study based on SRC and PDMS data.

6.5 DBE1 Data Collection As a follow-up from the previous quarter, all provinces began the process of recruiting for the new position titled Junior Data and Information Specialist (JDIS). The position was filled during the quarter in all provinces, except for Aceh and North Sumatra. In general, the JDIS task order is mainly to carry out PDMS data collection, entry, validation, and verification. As a result, all province teams are now producing data on time and more accurately than in the past. The status of PDMS data input is depicted in Table 8.

Anticipated Next Steps

• Monitor and evaluate regular data completion on PDMS and discuss possible solutions if any backlogs occur.

7. Information and Communication Technologies (ICT)

ICT Grants During the quarter three grants were approved by USAID and awarded; seven had been approved in the previous quarters. Of the 22 grants that passed the first evaluation in 2006, six grantees have either resigned from the process or were declared non-compliant by DBE1 largely because they could not pass the rigid due diligence on financial/ procurement administration and reporting7. At the end of the quarter six grants were still in the process of final evaluation by USAID or DBE1 (See Figure 8). The remaining grants are expected to be awarded in the next quarter. (See Table 9 for detailed description of status of grants by province at end of the quarter.)

DBE1 began to disburse grant funds in the last two quarters. Total value of grants awarded by end of last quarter was $167,484 (or equivalent to IDR 1,507,355,351). In total $18,574 (or equivalent to IDR 167,089,375) was disbursed to the grantees in districts of Jenoponto, Pangkep, Soppeng, Tuban, and Karanganyar in the form of equipment, which was procured directly by DBE1, and cash to cover training expenses. However, because of delays in obtaining USAID waivers, there have been delays in beginning the programs in Pangkep and Karawang (Table 8). Pangkep is nine months late while Karawang is delayed by five months. We expect that a waiver for Pangkep and Karawang will be granted next quarter.

Aceh ICT Program Feasibility Study The Aceh ICT Program Feasibility Study was carried out in August 2007 in Banda Aceh, Aceh Besar, Pidie, Bireun, and Aceh Tengah districts. The study considers ICT parameters and its indicators to determine the most appropriate use of ICT in Aceh and its recommendations. The following paragraphs depict main results of the study.

ICT availability in all five districts is sufficient in district offices, junior secondary schools (SMP/MTs), and senior secondary schools (SMA/MA). On the contrary, ICT availability for primary schools (SD/MI) is very limited.

ICT availability in Banda Aceh and Aceh Besar districts is better as compared to the other three districts. About 65% of Banda Aceh schools and 30% of Aceh Besar schools operate at least one personal computer, while in the three remaining districts less than 5% of the schools owned one personal computer. Almost all MI surveyed have one personal computer and computer operator for administrative functions. Almost all teachers at schools that have computers do not have ICT capacity.

MONE ICT network infrastructure (jaringan pendidikan nasional - Jardiknas) has been installed in each district surveyed but not in school sites. Jardiknas was found to be operating in four of the five districts to a limited extent. Even though Banda Aceh district has human resources with ICT capacity, Jardiknas was not in operation. The study also observed that district offices face constraints in that their human resources do not have enough skill and knowledge to analyze data to be further used as a foundation for planning and decision making processes.

DBE1 worked on developing a proposal based on the feasibility study results to implement an ICT program in Aceh as required by the Task Order

next quarter. • Assess current ICT grants model to determine whether to continue the model

8. Public-Private Alliance

8.1. Aceh Chevron Alliance Lembaga Pengabdian Kepada Masyarakat, Universitas Syiah Kuala presented the final Impact Report of the USAID-Chevron Vocational Scholarships program to USAID and Chevron on 7 December 2007.

Results of Unsyiah presentation indicated that overall, respondents trained in Automotive have the highest employment rate, take shortest time to get employed, and receive highest monthly income (Figure 9).

Other significant results reported are as follows. • After training completion, the number of employed respondents increased

significantly; however, the percentage of employed male respondents is higher than female.

• Two thirds of the respondents were able to get employed within three months after completing the training.

• Average of respondents’ monthly income increased significantly and female respondents experienced higher income increments than males.

8.2. Chevron School Rehabilitation: Yogyakarta An alliance with Chevron to rehabilitate one school in Yogyakarta damaged by the 2006 Earthquake was completed during the quarter. On 5 December 2007, Bapak Sri Sultan Hamengkubuwono X, Governor of Daerah Istimewa Yogyakarta and Bapak Suwito Anggoro, Deputy Managing Director Chevron Indonesia Business Unit and Bapak H Ibnu Subiyanto, Bupati of Sleman District, inaugurated the opening of SDN Kalongan for the general public.

8.3. BP Alliance – Papua Barat On 4 – 15 November 2007, DBE1 Consultant, Dr. Mark Heyward, visited three districts in Papua Barat. The objective of the visit was to confirm the DBE1 presence in each district, discuss progress to date and negotiate the next steps of the program. The consultant held consultative meetings with key stakeholders from both government and the non-government sectors in each district. The consultant met a total of 31 persons from Education Office, District Development Planning Agency, Office of Religious Affairs, Yayasan, local press and other projects/donors. A report of the visit was submitted to USAID during the quarter.

Based on the analysis of district capacity, needs and demands and considering the commitments made in MOUs with districts and the USAID-BP MOU, a differentiated set of activities is proposed to take account of the varying needs and capacities amongst the three districts:

• Hold multi-stakeholder workshops in all three districts to: (1) report on DEFA, (2) map out the follow-up program, and (3) begin to build governance relationships.

• Facilitate the development of Renstra in Sorong City and Manokwari Districts. In Sorong City this will build on the existing Renstra.

• Conduct a school mapping in Manokwari and South Sorong districts, building capacity for data management and analysis.

• Depending on outcomes of the above steps: − Assist to develop personnel management systems

− Facilitate the development of RKS and PAKEM (active teaching and learning) in one or two school clusters – possibly in collaboration with the UNICEF CLCC (MBS) project.

− Provide advice in relation to provision of basic education in remote and isolated communities – especially in South Sorong and Manokwari.

• At the same time though the participation of governance-related stakeholders build capacity and governance relationships in all districts.

It is anticipated that this program will developed in close collaboration with LGSP.

8.4. ConocoPhillips Alliance: Central Java and Yogyakarta

Formation of Committee of School/Madrasah for Rebuilding From 23 September to 5 October 2007, DBE1 Team Yogyakarta held initial meetings to provide information on the formation of rehabilitation committees to all schools that will receive assistance through the PPA. 975 people (714 male and 261 female) attended the meetings. DBE1 Team Yogyakarta then facilitated the actual formation of school reconstruction/rehabilitation committees in 14 schools in the four districts from 1 to 5 October 2007. Principals, teachers, school committee members, community members and local government officials attended these meetings (Total of 380 people, 265 male and 115 female). Selection and final appointment of school reconstruction/rehabilitation committee members were conducted openly and in democratic way.

DBE1 Yogyakarta Staff Training

Earthquake-Resistant Rehabilitation and Reconstruction Manual for Educational Facilities DBE1 Yogyakarta team finalized an Earthquake-Resistant Rehabilitation and Reconstruction Manual for Educational Facilities. This is a revision of the manual that has already been used in Klaten district to train school committees in earthquake-proof construction standards and administration of grants. The final manual will be used to train school/madrasah management and committee of school/madrasah for rebuilding in Klaten and DIY.

The manual is the result of a PPA that was formed with BP Migas to reconstruct 2 schools in Klaten district, Central Java in which was completed in June 2007. The intention is to deliver the final edition of the manual to MONE to be used nation wide.

Training for School/Madrasah Management and Committee of School/Madrasah for Rebuilding After completing the Manual for Reconstruction and Rehabilitation for Schools and Madrasah, DBE1 Yogyakarta team conducted training for schools and madrasah management and reconstruction/rehabilitation teams on 6 November 2008 at LPP Convention Hotel, Yogyakarta. The purpose of the training was to support schools and madrasah management and school committees and reconstruction/rehabilitation teams to plan for and oversee building construction also to undertake proper financial management and administration reporting.

Presentation on Earthquake Proof Reconstruction

School Survey DBE1 Yogya team continued to assist schools and madrasah in surveying the extent of physical damage caused by the May 2006 Earthquake. The purpose of this survey was to reassess the building condition, identify materials that still can be used for reconstruction/rehabilitation and site measurement. The DBE1 Yoygakarta team was also involved in consulting with schools and madrasah on physical designs prior to the commencement of reconstruction/rehabilitation process.

Terms of Reference Delays were experienced in signing official agreements for conducting the reconstruction work. Originally, Memorandum of Understanding (MOUs) were drafted and approved by the local governments. However, after these documents were reviewed by USAID it was determined that MOUs are inappropriate instruments, and a revised terms of reference was substituted. It took several months for this process to clear.

As of December 2007, Terms of Reference (TOR) for the reconstruction/rehabilitation process of schools and madrasah affected by May 2006 Earthquake in Central Java and DIY had been signed between DBE123 and Heads

9. Gender DBE1 continues to monitor participation in training activities according to gender. The figures below show how the balance of male and female participants varies according to the participant’s institution and the type of training event.

In general one can see that training at school and cluster level attracts more women. Around half of the participants from schools and nearly one third of school committee representatives are women. Training for school committees attracts nearly 50% women participants and school/madrasah development training attracts over 35%.

As shown in Figure 13, below, the overall trend over the last three quarter shows a decline in the participation of women in DBE1 training from 37% in both Q9 and Q10 to 30% in Q11, the last quarter. The reason for this decline is that more training was conducted at the district level in governance and district planning in the last quarter. It is generally much more difficult to achieve a gender balance with training at district level due to the high percentage of men in senior positions in districts.

The governance program (GGSP) has developed a gender perspective commencing with governance assessment instruments, and including participant gender balance, and integration of the gender perspective in the GGPS concept and action planning.

GGSP also achieved a quota of 30% women participants included in capacity building. Ultimately, this quota is very difficult to achieve due to a number of factors:

• Stakeholder organizations are clearly dominated by men. Representatives of Local Parliament (DPRD) and Education Boards (Dewan Pendidikan or DP) are mainly men as are media representatives.

• Cultural factors also play a role. Although the DBE1 team requested women representatives from every institution to attend training events, the leadership tend to recommend men. An example of this occurred with the Education Board (Dewan Pendidikan), Sidoarjo.

DBE1 will continue to monitor the participation of women in all events and explore ways to increase female participation and raise awareness of gender issues.

10. Conflict In Aceh, three of five districts in the DBE program are post conflict areas. They are Aceh Besar, Pidie, and Bireun. In addition to establishing collaboration with USAID Support for Peaceful Democratization project (SPD,) DBE1 also held discussions with the USAID National Cooperative Business Association (NCBA) project to discuss cooperation possibilities in Aceh Tengah.

III. Training for Project Beneficiaries From October to December, a total of 240 training activities was conducted across all provinces. A total of 3,8088 people attended DBE1 training activities, 30% of whom were women. These activities included the RPS/M updating process in Cohort 1 schools, RPS/M development process in Cohort 2 schools, school committee capacity building, together with workshops on RPK and governance. (Detailed information can be seen in tables 13 and 14 below.)

In this quarter, there was a sharp increase in number of trainees involved in the Junior Secondary RKS/M development process. The number of people trained increased from 741 participants in the previous quarter (July – September) to 1,867 participants in this quarter. Also included in this reporting period is the training of School Management and Reconstruction teams involved in the reconstruction/rehabilitation efforts for schools/madrasah damaged by earthquake in the Yogyakarta area in 2006; 481 people took part in those activities.

Notes:

1.2: Service Provider: It was planned that during the early part of 2008, DBE1 would recruit a group of ‘service providers’ (SPs) from each province. These will be young and mid-career professionals from universities, LPMP or other agencies involved or potentially involved in the provision of consultancy services to district educational administrators. These people will be given the opportunity for a ‘professional apprenticeship’ working with members of the provincial specialist team to improve educational management and governance at district level. At the same time as building the capacity of these individuals in this way, DBE1 will stimulate demand at the district level and coordinate with their agencies to build a demand-driven service orientation.

Service Providers (SP) are potential or actual providers of training and capacity building to districts or other basic education providers (Depag, Muhammadiyah etc). SPs for school and gugus level programs are the District Facilitators (DF) within the district structure. District Facilitators are primarily district education staff (inspectors, head teachers); about 400 have been trained by DBE1. At this time, the only potential SPs we have identified for district-level activity are universities and LPMP. Our strategy is to (1) develop working relationships with LPMP and universities and (2) recruit individuals form these institutions with potential in an informal way and include them in the DBE1 teams to deliver district level programs. We have also developed a small team of professionals from universities across the country through hiring them as monitors and data collectors as part of our M&E strategy.

Service Providers have been recruited in South Sulawesi, North Sumatra and Central Java so far. No particular training for SP was conducted in these

provinces for October – December period. In Sulsel three Service Providers were recruited from UNM early in 2007 given on-the-job training during this year. Two were from the faculty of economics and one was from the department of Educational Management. Two of these have now been hired by DBE1, one as a District Coordinator and one as a specialist. For West Java and Banten, one person from Universitas Bandung Raya was recruited as STTA in charge of DEFA, SUCA, and BIA development process in the region. For East Java, STTAs hired for DEFA, SUCA, BIA are from University of Gajah Mada and University of Wijaya Patra.

3.3: ICT Special Project for Aceh: A proposal for conducting Pilot Project for Aceh based on a completed feasibility study will be submitted in April 2008.

3.4: RPS Impact Study: As of March 2008, this activity will be conducted and completed in the next quarter.

5.3: In all provinces (except Aceh,) more than 70% of programs listed in RPS were implemented by Cohort 1 schools and Madrasah, while 2% were cancelled. For more information, please refer to table 18 in Monitoring and Evaluation section.

9.2: Packet 1 refers to the first packet of materials for district management - specifically focusing on aspects of personnel management. Since the workplan was developed and the quarterly report 11 was submitted, the program in Kudus has moved on. The originally planned sequence of three packets has been modified. Instead the focus has been on developing a Bupati's regulation (Peraturan Bupati) on Personnel Management. Once this policy is approved, we will help the pilot district with their priorities for improving management systems. These priorities move beyond the systems derived from national policy. DBE1 will support the following priorities: SIM Pegawai (guru), Mutasi guru, Promosi karir (Kepsek), and Diklat. The district will develop the following two priorities without DBE1 support: Kualifikasi akademik and Sertifikasi guru.

V. Monitoring and Evaluation

Performance Monitoring Report # 3 The third Performance Monitoring Report was submitted to USAID in December 2007. This was the third measure of the school level indicators against the baseline. Data for the third measure was collected in July 2007. The central teams planned to finalize the report before October 2007, however data from all provinces showed some inconsistencies such as missing and incorrectly entered data along with some other minor mistakes. As a result, the M&E specialist asked some provinces to review the data entry and resubmit these to Jakarta.

There are some interesting findings in the third report. DBE1 intervention at the school level, such as assisting the school to develop RPS, training the school committee and leadership training for school principals, is having a positive impact in achieving Intermediate Results. Comparing data in the baseline with all measures shows significant increases across the board. In some indicators the results are nearly 90% achieved, such as the percentage of RPS that meet threshold criteria, the percentage of schools with committee members active in RPS development and promoting transparency. Some indicators however, show inconsistency in achieving intermediate results, i.e. they increased significantly in Measure 2 and then decreased in Measure 3. Indicators such as the percentage of schools with multi-source funding plans and the percentage of school committee members active in RPS preparation are examples of inconsistent data. Decreases in some indicators illustrates that school performance is significantly related to the intensity of DBE1 assistance.

Baseline Report Edition 2 The Baseline Report Edition 2 was submitted to USAID in December 2007. This report covered all 29 indicators in Cohort 2 and also 12 indicators in Cohort 1 that had not been covered in the Baseline Report Edition 1.

Performance Monitoring Plan An initial draft of the PMP was submitted in October 2005. During the quarter, DBE1 completed the PMP and submitted it to USAID in December 2007. The PMP contains baseline data for all Cohort 1 and Cohort 2 schools and districts. DBE1 has proposed to USAID to meet and set the targets.

RPS Implementation Study9 The Central Team began a study to look deeper into the performance indicators related to RPS such as correlations between the quality of the plans, role of school committees and degree to which are actually implemented. This study not only analyzed the results of in-depth interviews with school stakeholders such as school principals, school committee members, teachers, and parents but also reviewed and examined data from PDMS along with data from Measure 3. It is intended that this report will be ready by March 2008. The following table presents some preliminary data from the study.

VI. Collaboration with Government In addition to the many routine and extra-ordinary collaborative and coordinating activities taking place at provincial and district levels and reported elsewhere in this report, a number of key coordination and collaboration activities took place at central level during this quarter. These include the following:

A meeting with Indonesian Corruption Watch (ICW) took place at the DBE1 central office on December 3rd. The aim was to share experience of school development planning as the ICW has been supporting the empowerment of schools and school committees. Encouragingly, the ICW acknowledged that it has been using various manuals issued by DBE1 as they can access these through the website: http://www.dbe-usaid.

As a final activity in the piloting of RKS/M at junior secondary level, DBE1 invited more than 30 representatives from pilot school to come to Jakarta to present their final RKS/M report on December 14th, 2007. At that time, the directors for junior secondary education (Directorate Pembinaan SMP of MONE, the Director of Education for Madrasah of MORA, and the Head of the Education Office of Banten Province also attended the meeting. Ms. Mimy Santika of USAID Education Office also attended and presented current USAID policies and plans to support basic education in Indonesia. All expressed appreciation and indicated that they would like to support the program of DBE1 at SMP/MTs level. The two Directors requested copies of the DBE1 manuals and indicated an interest in using these. The Head of the Banten Education Office indicated that he was considering the possibility of revising the Province Budget to support more schools in the region.

On December 18th, a meeting between DBE1 and the Democratic Reform Support Program (DRSP) was held at the DRSP office. The aim was for DBE1 to share ideas and experiences with the DRSP team. DBE1’s inputs were expected to enrich DRSP as it has been supporting the Ministry of Home Affairs in drafting the new Village Government Law (Undang Undang Pemerintahan Desa). Basic education is one of the mandatory public services for the village government to deliver.

A number of follow-up activities are planned for the coming quarter. Collaborative meetings will be held with the MONE Directorate for Elementary and Pre-Schooling (Directorate TK-SD) and counterparts from the MORA to discuss developments with the DBE1 program including RPS/RKS, school leadership, school report cards and school committee training. Efforts to engage some stakeholders in this directorate have been frustrated during the past year due to personal political issues beyond the control of the team.

Engaging District, Province stakeholders

District Coordination

During this quarter, District Coordinators (DCs) focused on monitoring RKS implementation and facilitating school development planning activity in clusters where activity has already commenced in Cohort 2.

Provincial Coordination

The Provincial Coordinator, Outreach Specialist and Educational Planning & Management Specialists conducted visits to Bireuen and Aceh Tengah between the 21st and the 23rd of November. The team met with the Head of Bireuen District, the Deputy Head, CEPA Bireuen District, The Head of Aceh Tengah District, the Head of the Education Dinas of Bireuen and the Head of the Education Office of Aceh Tengah to explain the DBE1 Renstra SKPD approach and to confirm the commitment of local government. Furthermore, the Outreach Specialist conducted a meeting with the Head of the Education Offices of Pidie, Bireuen, and Aceh Tengah to continue the discussion on establishing Steering Committees and Technical Teams in each district. Also discussed was the final draft of the SK for the DBE Steering Committee and Technical Teams already approved by the Legal Department of Head of District Office. The SK is still in process.

The PC conducted an intensive series of meetings with provincial stakeholders (Education, MPD) and USAID to support the provincial education Renstra and to develop an agreed formula or manual for Renstra SKPD at district level for use across the entire districts in Aceh.

School planning (RPS/RKS), Replication and Reference School

School Development Planning (RPS) in Cohort 2

A series of workshops for developing RKS was conducted during this quarter in five clusters in Aceh Tengah and Aceh Besar. The workshops were attended by KK-RKS teams from 45 Schools. Each KK-RKS team consisted of the principal, one teacher representative, one community representative and one school committee representative.

Replication

At the end of December, the Education Dinas of Banda Aceh decided to replicate the RKS program in 8 Schools in Banda Aceh (in line with the funds available to the Education Dinas at that time). Similarly in Aceh Besar, the Education Dinas decided to replicate RKS in 8 Schools at this time.

District Education Planning and Capacity Assessment

District Education Planning (Renstra)

Work has commenced on facilitating the development of Renstra-SKPD for Education in Banda Aceh and Aceh Besar. Little meaningful progress has been made with the Renstra SKPD for the Education Dinas in Banda Aceh due to the limited availability of required supporting data together with the pressure of routine activities on the team making it difficult to complete tasks.

The Renstra-SKPD for Aceh Besar is at the stage of updating and the analysis of supporting data for writing chapter III. A draft of Chapter I and II is already complete. Two activities were held in October to December to facilitate the development of Renstra-SKPD in Aceh Besar.

Mapping implementation has been completed and a commitment to the development of a Renstra-SKPD for the Education Dinas from the District Head and the Head of Education Dinas has been confirmed in both Bireuen and Aceh Tengah districts. Both Education Offices have already distributed an instrument for Renstra supporting data collection to support the training and facilitating processing that will be conducted at the end of January 2008.

School Committees

Three phases of training to strengthen school committees were conducted in three Cohort I clusters in October and December: Neuhen (7 schools) and Aceh Besar on 24th October 2007 (phase 1), on 27th October (phase 2) , on 11th and 12th December (phase 3); Sibreh (9 schools) and Aceh Besar on 25th October 2007 (phase 1), on 27th October (phase 2), on 13th and 17th December (phase 3); Juli (12 Schools) and Cluster Kuala (5 Schools) on the 11th, 12th and 13th December 2007 (phase 1).

In this quarter, the commitment and support of Head of District in Bireuen and Aceh Tengah to develop Renstra SKPD for the Education Dinas was established. DPRD Aceh Besar provided support in monitoring and attending the RKS program in Jantho. The Education Dinas and Walikota also provided support for RKS replication in several schools in Banda Aceh.

District Education Governance

Good Education Governance (Good Governance Sektor Pendidikan/GGSP)

GGSP activities conducted during this period were as follows:

1. Preparation of a report on Governance Mapping in two district clusters, namely Tapanuli Utara and Sibolga.

2. Meeting with the Forum for Coordination and Communication between Education Sector Stakeholders (Forum Koordinasi dan Komunikasi antar Pemangku Kepentingan Sektor Pendidikan) in Tapanuli Utara on 6th October. At the meeting, the Forum discussed the law on teachers (UU Guru dan Dosen) and teacher welfare in Tapanuli Utara, facilitated by the DBE1 Governance Specialist.

3. Socialization of the governance program with District Government Office, Education Office, District Parliament, Education Council, NGO, and the Media in 5 districts: Cluster 1 (Binjai, Deli Serdang and Tebing Tinggi) and Cluster 3 (Tapanuli Selatan and Dairi). Socialization of the program in Tanjung Balai is planned for the end of January 2008.

As a result of the socialization activities: • The Vice Head of District (Wakil Bupati), District Secretary (Sekda,) and

Head of District Development Planning Agency in Kabupaten Dairi expressed commitment to support DBE1` programs. The Vice Head of District requested that DBE1 continue to coordinate and communicate closely with Education Office and District Secretary. The Vice Bupati in Dairi also expressed thanks and appreciation for the role that DBE1 has played in supporting education in Kabupaten Dairi.

• The NGO (LSM) PESADA in Sidikalang, Dairi, commented that they are ready to support the GGPS program because it is very relevant to their needs and will align well with existing programs.

• The Deputy Head of the local parliament (DPRD) in Tebing Tinggi expressed support for the program.

• Dewan Pendidikan in Kota Tebing Tinggi expressed the hope that the GGSP program will commence quickly in order to gain maximum benefit before the expiry of the MOU period with DBE1 in June 2008.

• The NGO (LSM) Lingkar in Kota Binjai expressed commitment to support the program and undertook to network with associated NGOs to strengthen the program.

District Education Finance Analysis (DEFA)

It is planned to conduct DEFA for the budget year 2007 in the coming quarter.

EMIS

PDMS

1) Identification, verification and validation of data related to all training activities conducted since the commencement of DBE1 in 2005 until the end of December 2007 was completed. In addition participant mapping was completed for these activities

Data collection on the contribution of the community to the development schools and madrasah was conducted in all DBE1 SD/MI, both Cohort 1 (100 SD/MI) and Cohort 2 (75 SD/MI). The voluntary contribution of the community to schools and madrasah in the period 2004/2005 until 2007/2008 was mapped.

ICT/Hotspots and Grants

During this quarter, an ICT grant program was further developed in Kabupaten Tapanuli Utara. Activity in other districts was limited although the potential remains. Three specific activities to follow up on the ICT grant in Kabupaten Tapanuli Utara, were conducted:

1 Changing the Lead Company for the consortium from PT. Datascrip to CV. Indoukm Insis.

2 Re-establishing the commitment for cost sharing in the ICT Grant Consortium in Kabupaten Tapanuli Utara, especially allocation of funds from the district budget (APBD Kabupaten Tapanuli Utara). This was important as the funds were allocated in the APBD 2007 budget and must be reallocated for the 2008 year.

3 Editing and finalizing the ICT Grant proposal using the new format (Application Form and Application Questionnaire). Aspects of program implementation still need correcting and it is planned to do this in the coming quarter.

Public Private Partnerships

Monitoring and Evaluation

Two activities were conduced this quarter as follows:

1. In December 2007, preparations were made to conduct M&E Measure 4 for all SD/MI in Cohort 1 and M&E Measure-1 for all SD/MI in Cohort 2. The M&E will be conducted in January 2008 to fit with school and project schedules.

2. In December 2007, baseline data for RKS/M was collected for all target SMP/MTs DBE in Cohort 1 and Cohort 2 districts. Until the end of December 2007 base line data is complete for seven districts. There is still one district to complete in January 2008.

Collaboration with DBE23

On 17th December 2007 DBE 123 Sumatra Utara attended a Work Meeting for Office of Education (Dinas Pendidikan dan Pengajaran) in District of Deli Serdang. At the meeting each DBE component mapped out completed and planned activities for the districts. It is hoped that local government will replicate and disseminate information on the DBE program through the district budget. DBE

On 26th October, the CPS, DC, and DF in Tapanuli Utara responded to a request from Dewan Pendidikan Tapanuli Utara to provide training to strengthen school committees in SD, SMP, and SMA in four sub-districts and districts in the districts fully funded by Dewan Pendidikan Tapanuli Utara. This training was attended by approximately 60 participants. The material presented was on the role and function, formation and representation, and organization of school committees, using the DBE1 modules. The facilitator for this training activity was DBE1 DF from Tapanuli Utara.

This collaboration took place after representatives of the Dewan Pendidikan attended several school committee strengthening training activities provided DBE1. As an outcome, the Dewan Pendidikan formed the view that the material provided by DBE1 is relevant to the needs of school committees to increase capacity in Tapanuli Utara.

Engaging District, Province stakeholders

Throughout this quarter, DBE1 has worked closely with provincial stakeholders in Banten and West Java and with stakeholders in all districts. This has involved coordination of routine activities in all technical areas outlined in the report below, including coordinating with districts in preparation and implementation of RKS training, capacity development (RKS) and selection of districts for Renstra preparation. Provincial and district educational finance analysis, mapping for governance program, support for ICT grants and data collection and analysis for PDMS and M&E.

RPS/RKS

Activities to develop RKS (School Development Plans) at the school level were conducted following completion of training of KK-RKS (KK-RKS or School Development Plan Working Groups include the school head, teacher, administrator and school committee representative) with District Facilitators (DF) as primary facilitators supported by provincial specialists. The KK-RKS training was implemented and attended by participants as outlined in the following table.

In order to replicate the RPS program in schools not directly supported by DBE, several districts, specifically Indramayu, Lebak dan Tangerang, allocated funds from APBD. The districts have already trained 6 persons as potential District Facilitators (DF) who it is hoped will be capable to become facilitators in the development of RPS/RKS in schools.

Training was conducted from 5th until 7th November 2007, at the Hotel Cilegon City, in Kota Cilegon. In order to follow up the development of RKS/M stages 3 and 4, on the 4th to 7th December 2007 at Hotel Gumilang Sari, Bandung a TOT was conducted for DF SMP/MTs from Cohort 1 dan 2.

District Education Planning and Capacity Assessment

Capacity Development Planning (RPK)

Remembering that the development of RPK in Karawang previously hit a dead end, a follow up re-training was conducted and attended by the RPK Development Team from Dinas Pendidikan Kabupaten in Sukabumi and Karawang districts. This training was held at Hotel Sukajadi, Bandung from the 1st until 3rd of November 2007. Meanwhile the RPK Development Team in Dinas Pendidikan Lebak attended a training event from the 22nd until 24th of November 2007 at the Hotel Mahadrya, Kota Cilegon.

Following the training, an evaluation of the capacity for each management function was conducted in a series of working sessions (planning, finance, human resources, school support and governance). These were attended by several of the core team accompanied by staff with relevant daily management functions. Based on the evaluation, key issues were identified (areas for improvement) for each of the management functions – together with recommendations for improvement. This activity was followed up with program development, activities and indicative costing to implement all the capacity development activities were proposed.

The evaluation activities were held as follows:

26th – 28th November 2007 and 14th – 15th December: Sukabumi.

29th – 30th November and 1st December 2007, followed up on 4th January 2008: Karawang.

11th – 13th December 2007 and 7th – 8th January 2008: Lebak.

District Education Planning (Renstra)

Renstra development activities will focus on three districts, namely Indramayu, Sukabumi and Lebak. The selection of these three districts was based on the readiness and interest of the Education Office to receive this support.

To enable the implementation of the activity, a prior national training for provincial specialists was held on the 12th – 16th of November 2007 at the Hotel Bukit Indah Plaza, Purwakarta. Training for the Renstra development team from each district is planned for 13th – 16th January 2007 at the Hotel Cianjur, West Java.

By providing intensive facilitation (12 days is planned for each districts), it is hoped that by the end of April 2008 the preparation of Renstra in each of these three districts will be completed.

School Committees

School committee activities, both in Cohort 1 and Cohort 2, were preceded by a jointly implemented TOT activity held at the district level. Following this, in the October-December period, a range of activities as conducted in each cluster and school and total of 289 people participated (M:154, F:135.)

District Education Governance

Following the national workshop held on 12-16 November 2007, in Purwakarta-West Java, the DBE1 team in West Java and Banten plans to commence implementation of the major governance program in January 2008. This also follows the pilot mapping project conducted recently in Karawang & Sukabumi.

District Education Finance Analysis (DEFA)

During this quarter, the Budget and Finance Specialist conducted a number of activities including:

1. Collection and analysis of provincial data from APBD Provincial Education Office, Deconcentrated Funds (Dana Dekonsentrasi) and BOS in West Java Province for 2006 and 2007. Preliminary results were presented at the National Meeting held in the Hotel Bukit Mulya Cikampek on 12th – 16th November 2007.

2. On November 13th provided data on the unit cost per student as a result of the DEFA analysis in Kabupaten Karawang and Indramayu to Provincial Education Office of West Java. This information was used by the Governor of West Java in the closing ceremony at the Education Expo, West Java Province, in November.

3. Internal training and coordination in preparation for conducting DEFA, unit cost analysis and BOS studies.

Data and Information Management

During this quarter, a number of activities relating to PDMS, were conducted, including the following:

1. The Data and Information Specialist and Assistant completed data requirements for quarterly reporting and monitoring and evaluation indicators. Updating and verification of previous data continues.

2. The PDMS ’buffer’ entry was completed for July-September training (25 training titles). 125 training titles were entered for West Java and Banten. These have been prepared and uploaded in the form of a buffer to PDMS.

Monitoring and Evaluation Indicators (Training participant headcount) was completed. Data for West Java and Banten is being updated based on the DBE1 indicators. Verification of previous data is also underway. Data updating and verification was also completed to meet requirements of the Annual Report and ahead of the mid-term review. Among others this includes data on replication of RPS/RKS, school committee training and school profiles.

Activities relating to EMIS in this period included the following:

1. Data on computer and internet access in schools was collected.

2. School profile mapping in preparation for workshop and assistance in preparation of Renstra, specifically for Lebak, Karawang and Indramayu districts was conducted.

3. Analysis and reporting of data on replication of RPS in Cohort 1 schools.

4. Assessment of the readiness of the District Library in Tangerang City to become a location for ICT Project.

5. Participated in Expo Epitech with Program Development Sub Division of West Java Provincial Education Office.

6. Coordination and distribution of data relating to the Report on all DBE-1 activities for districts and schools

7. Verification and updating of data on the Priority Program RPS Cohort-1

8. Preparation of Data concerning Contact Persons and District Stakeholders in Cohort 1 dan 2 for DBE-1 Jakarta.

2. Assisting the grantee in Karawang, especially concerning Tool Kit implementation and procedures for procurement. This involved DBE1 DIS and Accountant providing workshops in planning, budgeting, accounting and technical aspects of the plan.

3. Preparing a survey list of schools with ICT capability

4. Finalizing and signing of a contract for the ICT grant in Tangerang City and supporting the preparation of a work plan for the grantee to design and produce software to support an ‘E Hotspot’ program.

Public Private Partnerships

PPA activity in this quarter focused on the development of local ICT grants described above.

Monitoring and Evaluation

During this period, MonEv activities included:

1. RAPBS and RPS data verification.

2. Analysis of instruments on educational management including assets, incentive and supervision to be used by Dinas, followed by use of the instruments for data collection at district level and in two sample schools.

3. Data collection for Renstra and RPK including asset management, incentive and supervision in all target districts in West Java and Banten.

4. Data verification for RAPBS/RPS in all 11 target junior secondary schools (SMP/MTs) prior to facilitating the RKS process. No schools in this group have prepared RPS prior to intervention.

5. Continuation of data verification for RPS/RAPBS in target SMP/MTs schools

It was found that whilst not all programs planned in the RPS have been implemented in the clusters, between 75-89% have been implemented. A number of significant changes occuring after the RPS were formulated were as followed: Community participation has increased, the attention of Education Office has improved and schools have become more transparent in school management evidenced by RPS and RAPBS posted in strategic places at the school. Replication

Kudus District provided Rp.98 million in funds to support replication of RPS in 2007 and has set aside Rp650 million for 2008. Boyolali spent Rp.250 million in 2007 and has allocated Rp.500 million for 2008. In Jepara replication funds for this year were Rp.100 million. The following table illustrates the extent of replication activities in these districts.

On 27th December 2007 Boyolali district ran an RPS replication workshop in the PGRI building. 50 schools replicated RPS at a cost of Rp250 million. Although DBE did not provide full support for this replication, the quality of RPS was similar to that in DBE1 supported schools. Participants were as follows:

A second TOT workshop on RKS/M for junior secondary level (SMP/MTs) was held for 25 district facilitators (DF) on 5-9 November 2007. Participants included 19 men and 6 women. This TOT workshop was followed by the second round or RKS training for SMP/MTs in Cohorts 1 and 2 in November 2007 in nine DBE1 partner districts. The training was attended by KK-RPS from all target schools and facilitated by DF and DC, supported by Supervisors from LPMP and SMP from each district. Participants prepared RKS in line with alternative solutions to challenges in their schools identified in previous workshops. The program was aligned to that set out in Permendiknas No. 19/2007 concerning standards for school management. Participants were as follows:

District Education Planning and Capacity Assessment

Capacity Development Planning (RPK)

Kudus District has become the focus for the development and trialing of district education management tools during this quarter, following discussions with Bupati Kudus in September. This has involved close coordination with district officials including: Head of Education Office, Head of Sub-Division Office of Planning and staffing, and other components of the Office (Kasi TTNT Dikdas, and Kasi TTNT Dikmen.)

On the 5th – 7th December Workshop #1 District Education Management: Supervision, Personnel, and Assets was held in the Hotel Le Beringin Salatiga - Central Java with 33 participants. This was followed by intensive group discussions between the DBE1 team (EPMS National and CPS Jateng) with personnel from the HR management team in the district (2 from BKD and 2 from Dinas Pendidikan).

District Education Planning (Renstra)

In December, a Renstra preparation workshop was held for the first cluster of districts in Central Java (Jepara, Karanganyar, and Klaten), This program was supported by a prior workshop to strengthen the DBE1 provincial and district team conducted by the national team in December.

School Committees

School Committee Training Cohort 1

School committee training took place during in this quarter in Kabupaten Karanganyar in November 2007. The training focused on updating RPS and strengthening the school committee. Following an initial TOT for DF, training was conducted for 11 SD/MI in Jatipuro, Karanganyar. 104 participants attended (L=86, P=18). In December a second workshop was held in the same cluster attended by 94 participants, followed by the third workshop attended by 107 participants.

District Education Governance

A Workshop on Good Governance in the education sector was held in Central Java on 29-31st October 2007 in Lor In-Surakarta for Karanganyar and Klaten districts. 30 participants attended from District Parliament Education Committee, Education Council, NGO, and the local media along with Education Office and MORA. DBE1 activity October – December 2007 follow-up activity includes multi-stakeholder and capacity building workshops. Meanwhile a number of other outcomes arising from the workshop include plans to create a multi-stakeholder education forum to hold routine discussions on education quality improvement, capacity building for all governance stakeholders and preparing local regulations (Perda) to improve the quality of education.

ICT/Hotspots and Grants

An ICT grant (tier 1 and 2) was formally awarded to the grantee consortium, PT. Indomaya Wira Sejahtera, at the Education Dinas in Karanganyar on the 23rd November. The Head of Education Office attended and expressed thanks to USAID for the opportunity provided by the grants to improve the education service in the district. The proposal for an ICT grant was finalized in Klaten in October at the office of CV Cosmo.

Public Private Partnerships

A workshop in school management was provided for the team for post-earthquake School/Madrasah Reconstruction/Rehabilitation in Yogyakarta (DIY) in November. 49 participants attended from 7 schools (a pilot sample drawn from the 35 schools receiving support under the program). A TOT for facilitators from the team was also held in November.

Monitoring and Evaluation

Monitoring and evaluation (M&E) baseline data was collected from 40 partner SMP/MTs in Cohorts 1 and 2 in 9 districts. This began with collection of RPS or other planning documents from each school along with RAPBS. These documents were then analyzed using the instrument provided. Of the 40 schools targeted, only 50% have school planning documents, whilst all schools have RAPBS.

Collaboration with DBE23

DBE123 prepared an integrated report this quarter. The report will soon be printed and disseminated to stakeholders in each district and at provincial level, including the Governor of Central Java, the Central Java Provincial Education Office, Provincial Development Planning Board, MORA Office of Central Java Province, Education Council, and Provincial Parliament. This annual report will also be presented to the Head of Central Java Educational Office in the near future.

Collaboration with other USAID projects

A Clean Green Hygiene (CHG) School workshop was held on the 13th of December 2007 in Merapi Resto. The activity was attended by 24 persons from SDN 03 and SDN 02 Somopuro and the Dinas. This activity was the final event for SWS and ESP held in the two schools as part of the piloting program. The activity also followed an art competition for children highlighting the themes of hygiene and cleanliness.

Other collaboration (not in Work Plan)

An MBS competition was held at the provincial level in the Hotel Beringin, Salatiga. The event was opened by Bpk Kunto Nugroho– Head of Education Office of Central Java Province, with a speech on Education for All (Pendidikan Untuk Semua or PUS) by Bpk Anung – Head of District Development Planning Agency and Bpk Iqbal

DBE1 activity October – December 2007 – Head of Provincial Parliament, Education Committee. The competition was judged by an independent team including NGO, LPMP and University (Unnes) and the event was also attended by observers from donors including UNICEF and DBE. An Education Quality Improvement Workshop took place in Klaten on the 28th of November 2007 by Dinas Pendidikan Klaten and facilitated by UNICEF. The event was held in the Merapi Resto – Klaten involving education stakeholders in Klaten including donors such as DBE, LGSP, Save the Children and others. DBE 1 provided information to media and NGOs concerning the governance program in order that these groups can participate.

East Java DBE1 activity October – December 2007

Engaging District, Province stakeholders

District Coordination The DBE team, together with the provincial Technical Team held consultative meetings with stakeholders from Mojokerto in the context of preparing for the monitoring and evaluation visit. This meeting took place on 5th December with Head of Education Office of Kota Mojokerto. The meeting agreed on a positive approach to M&E with feedback to all stakeholders. The meeting was followed with visits to the schools selected as a sample for M&E. The visits confirmed that both schools have developed RPS, increased transparency and accountability in management, increased community participation with strong support from school committees and improved educational quality. One of the most positive aspects noted was the development of parent groups, or ‘paguyuban kelas’. Provincial Coordination A number of significant coordination events took place this quarter. On 9th October, PC DBE1 East Java (Supriono Subakir) held a coordination meeting with Head of School Development/Support Sub Division (Kasi Pembinaan Sekolah, Ibu Ummi Kulsum) of East Java Provincial Education Office to discuss preparation for the midterm review and the cooperative arrangement between DBE and Dinas Pendidikan. As a follow up to this meeting, on 4th December, a coordination meeting with the Technical Team for East Java province was conducted. Five members of the Team attended, namely Ibu Umi Kulsum (Kasi Pembinaan Sekolah), Mei Relintali (Staf Kasi Kurikulum), Bapak Rasfi Mangkulla (Staf PLS), Sairofi (Kasi Mapenda) and Bapak Abd. Wafi (Staf Mapenda Kanwil Depag); along with six members of the DBE team. The meeting discussed monitoring and evaluation of the DBE program by the Technical Team of East Java Province, and developing an M&E strategy. Concrete outcomes include:

1. Monitoring and evaluation visit to Mojokerto City conducted on 5th December 2007, and Tuban District on 6th December 2007;

2. East Java Provincial Team will form three sub-teams to monitor each of the DBE components: DBE1, DBE2, dan DBE3;

3. Monitoring and evaluation visits will be conducted for two schools in each

School planning (RPS/RKS), Replication and Reference School

School Development Planning (RPS) in Cohort 1 and RPS Updating

SD and MI in Cohort 1 have all completed preparation of RPS and commenced RPS programs in the 2006-2007 year. Following the initial year of implementation the schools have updated RPS for the 2007 year. This is to align the plans with changed conditions in the new year. All District Facilitators (DF) attended a TOT event to support this process and as a result approximately 25% of schools have now updated their plans.

School Development Planning (RPS) in Cohort 2

Preparation of RPS in Cohort 2 has also been completed in the five target districts (Sampang, Tuban, Nganjuk, Pasuruan and Bojonegoro). As a result, 101 completed RPS documents have been collected from SD/MI. As a follow up it is planned to hold a workshop at the cluster and district levels in January-February 2008 to disseminate the plans and discuss implications for district planning.

Replication

A workshop to prepare for replication of RPS in Sidoarjo District was held on 10th October. This workshop followed on from a previous Training Of Trainers for RPS and PAKEM facilitators for SD/MI. The workshop was funded by Dinas Pendidikan. 14 participants attended as follows: Participants at RPS Replication Workshop in Kabupaten Sidoarjo.

Replication of RPS preparation is currently occurring in three districts, namely District of Sidoarjo, Tuban, and Kota Mojokerto. In Sidoarjo, replication of RPS (up to stage one) is being conducted in Sub-District of Jabon (6 SD, 2 MI) and Candi (5 SD, 3 MI). In Tuban District, replication is taking place in madrasah supported by Office of Religious Affairs; 21 MI, 33 MTs, and 16 MA. Aside from this, replication is also occurring in two sub-districts in Tuban; SD in non DBE sub-district of Palang (70 schools) and Rengel (30 schools). In Mojokerto replication of RPS is taking place in 51 SD. Further replication is planned for Muhammadiyah schools in Surabaya, and schools around the Gresik cement factory in Tuban. On 19th November a meeting between DBE1 East Java and the regional management of Muhammadiyah, Kota Surabaya was held in the Hotel Narita Kota Surabaya. The meeting was to follow up on the commitment of Bapak Kuswiyanto, member of East Java Parliament, who participated in the short visit program to USA, to replicate the program DBE1 in SD/MI, SMP/MTs in the region. As a result of the meeting, Muhammadiyah Basic and Junior Secondary Education Council (Majelis Dikdasmen Muhammadiyah) plans to (1) prepare a proposal for RKS

DBE1 activity October – December 2007 training for SD, SMP, and SMA using the DBE1 model, (2) request assistance from DBE1 to facilitate the training, (3) employ the DBE1 model to monitor and evaluate the training. If the result is positive, the approach will be extended to all Muhammadiyah SD and SMP schools in East Java, and (4) hopefully the program will subsequently extended to SMA and SMK schools. On 23rd October, DBE1, DBE2, together with education stakeholders in District of Tuban jointly selected clusters and schools for replication in collaboration with PT. Semen Gresik Tbk., and DBE East Java. This activity was also attended by the Head of Sub-District Education of Kerek and Tambakboyo, pengawas TK-SD and PPAI. This was a follow up to a meeting between PT. Semen Gresik Tbk, and education stakeholders from Kabupaten Tuban, held on 10th October. As a result, 6 SD-MI were selected in sub-district of Tambakboyo and Kerek.

School Work Planning (RKS)

A TOT for school work planning (RKS) stage 3-4 for DC and DF was held on 1-5 October at the Hotel Sapta Nawa, Gresik. 26 participants attended including from the provincial Dinas Pendidikan, Muhammadiyah and MORA (provincial level).

Following on from this TOT, training in work-planning was provided for 242 participants from the KK-RKS from SMP/MTs in each of the nine districts. Participants were drawn from School Principals, Deputy Principals, teachers, and school committee representatives. The Head of the district MORA office and the Head of Education Office opened and closed the workshops. As a result, the schools are currently completing preparation of school work plans (RKS) using the DBE1 format. District Facilitators are supporting the process through mentoring visits.

Status of reference schools (update on visits during the quarter)

On 13th November the DBE1 reference school (sekolah acuan) in Blega sub-district (SDN Kajjan 01) received study tour visits from 10 schools from Camplong sub-district of Sampang. 48 participants took part. As a result of this successful visit, the schools have undertaken to try and implement aspects of the DBE1 program they observed independently.

Preparation of RPK in Kota Mojokerto and Kabupaten Tuban has already been completed. The preparation involved 10 person teams in each Dinas Pendidikan along with education stakeholders from the District, among others: District Personnel Board (Badan Kepegawaian Daerah,) District Audit Board (Badan Pengawasan Daerah,) District Development Planning Agency (Bappeda,) Finance Department of District (Bagian Keuangan Kabupaten/Kota,) Members of Parliament, Supervisors, Head of Sub-District Education Office, and Education Council. As a result these two districts already have RPK documents. Implementation is commencing.

School Committees

Leadership Training for Principals Cohort 1

On 31st October a Leadership workshop was held in Mojokerto district for 27 participants including 5 pengawas, 16 school heads and 6 DF. The activity ran well and participants were extremely enthusiastic about implementing the participative management practices they learnt

On 28th November a Leadership workshop was also held in Kabupaten Tuban for 33 participants, including 6 Pengawas, 19 school heads, 2 Head of Sub-District Education Office (Kepala Cabang Dinas) and 6 DF. This workshop also ran well and participants were enthusiastic about the material, including the discussion of local wisdom.

Leadership Training for Principals Cohort 2

29 November 2007 a leadership workshop was also conducted in Kabupaten Tuban and attended by 23 participants including 4 Supervisors, 14 Principals, Head of Education Office, and 4 District Facilitators. The training ran well and the participants were extremely enthusiastic especially about the training approach and material concerning local wisdom and types of leadership.

School Committee Training Cohort 1

On 29th November a monitoring visit was conducted to several schools. This activity coincided with the direct open election of school committee members using a DBE1 manual as a guide. 21 persons were elected to the committee for MI Al Ikhsan and 16 persons to SDN Bulak Banteng 1 school committee.

On 23rd November monitoring visits were conducted in Kabupaten Tuban. 10 persons participated from two SDN Glodok and SDN Gesik Harjo.

School Committee Training Cohort 2

On 24th October monitoring visits were conducted in Pasuruan District, Beji sub-district, attended by 10 persons from 2 schools; SDN Beji 1 and Beji 3. On 4th and 5th December school committee mapping took place in two Districts: Mojokerto dan Tuban. The mapping was to identify strengths and weaknesses in the school committees supported by DBE1. The mapping involved 24 persons from 6 SDN/ Mi in Mojokerto District and 19 persons from 4 SDN/Mi in Tuban District.

District Education Governance

Good Education Governance (Good Governance Sektor Pendidikan/GGSP) The Good Governance program (GGSP) is currently being implemented in Cluster I (Kabupaten Tuban and Kota Mojokerto). Stakeholders involved include District Parliament Education Committee, Education Council, CSO/LSM and Media. The program began with Mapping to gain information and data which is more accurate concerning governance in each district. On 9th October 2007, governance mapping was conducted with four NGOs (LSM) and press organizations in Kota Mojokerto; namely LSM KPPI (Kaukus Perempuan Politik Indonesia), AMPM (Asosiasi Masyarakat Peduli Mojokerto), and Radio FM Maja dan Radar Mojokerto. As a result we now understand the real condition and importance of these governance institutions.

DBE1 activity October – December 2007 Meanwhile on 23rd October, informal consultations were also undertaken with DPRD and press in Kabupaten Tuban. As a result, members of the DPRD and press expressed support for the governance program proposed by DBE1 and were ready to join the planned workshops on 7-9 November.

The Governance workshop was held on 7th – 9th November at Hotel Grand Trawas in Mojokerto. The activity was attended by 51 education stakeholders from two districts, namely Kota Mojokerto dan Tuban District. This included representatives of DPRD, Dewan Pendidikan, Media and NGO/CSO. The event was facilitated by the DBE1 provincial team along with Bapak Basilius Bengoteku and Ibu Naning from DBE1 Jakarta. Also in attendance was Ibu Mimi Santika from USAID Indonesia. The three-day event resulted in a follow-up activity plan for DPRD, CSO, Dewan Pendidikan and local press with the aim of increasing the role and function in the context of improving quality of education in the district. The table below illustrates the makeup of the participant group.

A similar GGSP activity in cluster II (Sidoarjo District, Kota Surabaya, Bangkalan District) was held in December.

Socialization & In-depth Interview

On 3rd December the GGSP program was discussed with stakeholders from Sidoarjo District, including three members of Education Council and two District Parliament Education Commission members. A similar activity took place in Bangkalan District on 5th December. Attending were the Head of the DPRD Education Commission, the Head of Dewan Pendidikan, two LSM-CSO representatives and one Media representative.

On 10th December in-depth interviews were conducted with two members of the DPRD Education Commission in District of Sidoarjo and on 18th December with three stakeholders from the Education Office. In Bangkalan, similar activities were conducted on 11th - 12th December. In-depth interviews were conducted with 16 education stakeholders from District Parliament, Education Office, NGS-CSO and

local media. As a result data and information on education was collected including problems based on the perspectives of stakeholders in the context of mapping and preliminary policy.

District Education Finance Analysis (DEFA)

During this quarter, DBE1 East Java shared the experience of conducting Unit Cost analysis in Sidoarjo with Budget Finance Specialist from other provinces in a capacity building workshop at Hotel Plaza Bukit Indah Purwakarta on 12th – 16th November. An approach to calculating unit cost with the RKS model which can be used by local government in the context of budget preparation was also discussed.

DBE1 East Java is also in the process of designing a DEFA format which aligns with the Home Affairs Minister Decree (Peraturan Menteri Dalam Negeri/Permendagri) 13/2006.

Data and Information Management

ICT/Hotspots and Grants

On 23rd – 24th October the DBE1 team held a coordination meeting with the ICT Grant teams from Kabupaten Tuban and Kota Surabaya, namely PT. Tridata and Tim PT ITS Partnership at the DBE1 office in East Java. As a result, the proposal for Surabaya was finalized and it was agreed that the ITS Partnership will make up the funding difference for the ICT grant. PT Tridata is ready to implement the ICT grant plan in District of Tuban and will complete the Initial Report as part of the implementation requirements. A monitoring and evaluation visit was planned in Tuban District Library (Perpusda Kabupaten Tuban) for 25th October. A schedule for procurement of computer and ICT equipment was also made. Follow up meetings were held on 25th October 2005, with the DBE1 team (Ibu Tita MR, Bapak Amos, and M. Syaifuddin), with PT. Tridata and relevant education stakeholders in Tuban District. This included meetings at the Education Office of Tuban District with the Head of Education Office (Bapak Karmani), Head of Sub Division for Kindergarten and Elementary Schools (Kasubdin TK & SD, Bapak Totok S) and at District Library (Perpusda Kabupaten Tuban) with the consortium team members. As a result the launching of Internet Café at Tuban District Library (Perpusda Kabupaten Tuban) took place on 12th November 2007. Telkom Kabupaten Tuban assisted with internet connections. Bapak Drajad agreed to provide a ‘Speedy’ connection for Perpusda Kabupaten Tuban early in November. Similar support was provided by CV. Samudra which undertook to support the development of an Internet Café and data entry data book for the Information System Library in Tuban District. On 14th November 2007, Head of Tuban District, Dra. Haeny Relawati Rini Widyastuti, MSi officially launched the ICT Grant program – ‘Internet Cafe dan SIPUS Kab. Tuban’. 322 education stakeholders attended including the Deputy Head of District, District Government components (District Development Planning Agency, Chief of Local Police, Education Office, etc,) Sub District Government components, District Parliament, Head of Provincial Library Unit, Principals from various High Schools, Junior Secondary, and Elementary Schools as well as students also attended.

On 26th November a coordination meeting was held with 7 school heads from SD/MI in Kota Mojokerto with the DIS. Monitoring dan Evaluation measure 4 for SD/MI Cohort 1 and measure I for SD/MI Cohort 2 along with baseline data for RKS SMP/MTs in Cohort 1 dan 2 is being collected in December 2007 through January 2008. Additional baseline data for RPK and Renstra was collected from all 9 Districts/Municipalities in East Java, commencing 9th – 10th October 2007. This included collecting data from Education Office and two sample schools. Data was verified and submitted to Jakarta on 11th October.

Monitoring and Evaluation of RPS implementation was also conducted by specialist from DBE1 Jakarta, Bapak Nandang A Kosasih in SD/MI and SMP/MTS, East Java, between 29th October and 1st November. M&E activities were conducted in four Districts supported by DBE1 in East Java.

Between 29th October and 15th November data on community contributions to schools, both for Cohort 1 and Cohort 2 were compiled. The data was verified and sent to DBE1 Jakarta on 22nd November.

Collaboration with DBE23

DBE1 collaborated with DBE3 in the preparation of RKS in SMP/MTs. Training in RKS preparation was provided in 9 districts. DBE3 District Officers (DO) participated in the training. DBE2 personnel also participated jointly in preparation for monitoring and evaluation of DBE programs in East Java.

On 4th October 2007 DBE East Java discussed a planned cooperative program between DBE, the Comdev PT. Semen Gresik team, and education stakeholders in Kabupaten Tuban, to replicate the DBE program in Tambakboyo and Kerek, Tuban District. This replication program will be funded PT. Semen Gresik to the tune of Rp 150.000.000,- in collaboration with Tuban District Education Office. Follow up meetings were held in October at the office of PT. Semen Gresik in Kabupaten Tuban. Participants included 14 persons from District Development Planning Agency, Office of Religious Affairs, and Tuban District Education Office, and DBE123.

Sidoarjo MOU extension.

DBE1 East Java received a letter from Bupati Sidoarjo on 27th December requesting an extension of the technical assistance from DBE1. As an expression of commitment to the program, the government has committed Rp 357.000.000 in supporting funds. This will be used to support replication activities using the DBE model in Jabon and Candi Sub-District in 2008. An additional Rp 200.000.000 is allocated for replication in other sub-districts.

Socialization of DBE1 Program in Pasuruan District.

On 22th - 23th October, the DC and DF at SMP Kabupaten Pasuruan conducted a socialization program to introduce DBE1 to two junior high schools: SMPN 1 Beji Pasuruan (22 October), and MTs Darul Ulum Grati (23 October). 90 participants attended. Teachers and committee members in these schools now understand the DBE1 program.

District Coordination

During the first week of December, meetings were held with key stakeholders in Palopo, Luwu, and Enrekang. On December 4th, the meeting in Palopo was attended by the Mayor, Bp H.P.A. Tenri Ajeng and 7 other district officials: District Parliament (Head of Education Committee,) Head of Education Council, Head of Administrative Section of Education Office, Infokom, and District Planning Development Board.

In Luwu the meeting was held on December 5th and attended by 10 district officers: District Parliament, Education Office, District Development Planning Board, Education Office NGO, and Media.

In Enrekang, the meeting was held on December 6th, and attended by 12 district level officers: Deputy District Head, District Assistant III, DPRD, Education Office, Representatives from MORA, Local Development Planning Board, Education Council, NGO, and Media.

In the meetings the discussion focused on the programs that DBE 1 could facilitate, i.e. School Unit Cost Analysis (SUCA), RENSTRA SKPD, District Education Finance Analysis (DEFA), Good Governance Sektor Pendidikan (GGSP), and BOS Impact Analysis (BIA). Palopo stakeholders expressed their interest in SUCA and GGSP and committed to run these programs. In Luwu the district level stakeholders were interested and agreed to do SUCA, RENSTRA, GGSP, and DEFA. Enrekang district level stakeholders were committed to carry out SUCA, GGSP, and Renstra programs.

School planning (RPS/RKS), Replication and Reference School

Replication

In Enrekang District, socialization of RPS to Teachers Working Group (Kelompok Kerja Guru) in 5 non-DBE target sub-districts (in cooperation with DBE 2 program) took place as follows:

On December 17th through 19th, 2007, RPS replication was conducted in Enrekang: participated by 10 schools (40 participants) from Anggeraja cluster, and 10 schools (40 participants) from Alla sub-district. The training/workshop for RPS replication was held at Infokom Hall of Enrekang District. This workshop was facilitated by DBE 1 District Facilitators and a respective sub-district school Superintendents. On December 26th through 28th, 2007, an RPS replication workshop was conducted in Enrekang: participated by 10 schools (40 participants) from sub-district of Baraka, and 10 schools (40 participants) from Malua sub-district. The workshop for RPS replication was held at Infokom Hall of Enrekang District and facilitated by DBE 1 DFs and respective sub-district school Superintendents.

School Work Planning (RKS) The first round of RKS workshops was carried out in each district during the period of October to December. Besides the RKS working team members (KK-RKS), the workshops were attended by district level officials (technical teams): Local Development Planning Board, Ministry of Religious Affairs, Education Office, and supervisors. The second RKS Workshop was conducted in Jeneponto on 18th December and 25-26 December. This workshop was attended by 24 members of KKRKS and 3 supervisors.

In Makassar and Luwu, the second RKS workshop (the first one day) was carried out on December 28th and 31st respectively. In Makassar it was attended by 16 males and 10 females, and in Luwu 16 males and 7 females. Then, the last two days of the second RKS Workshop will be held in January 2008.

District Education Planning and Capacity Assessment

District Education Planning (Renstra)

The Soppeng District Renstra team (5 males, 1 female) continued working on the Renstra draft from October 27th through November 2nd, 2007. This workshop was facilitated by Pak Aos (National Team), Pak Ishak Amsari (PS), Ridwan Tikollah (SP), and Nurhashirah (DC Soppeng). The draft was distributed to stakeholders invited to attend the Renstra Public exposure activity. The public exposure was held in the Hall of Soppeng Education Office on November 6th 2007. The exposure and discussion meeting was intended to collect feedback and suggestions concerning the Renstra draft. This feedback was used to revise the draft. This exposure was attended by 46 participants (7 females, 39 males) from the various institutions/stakeholders.

In his opening speech, the District Secretary (Setda) expressed his appreciation for the team who had developed the Renstra draft based on accurate, up-to-date data. Other stakeholders commented that their involvement in this process was an improvement in terms of getting all the stakeholders together to discuss the issues of education, especially the strategic plan of the Education Office. They provided invaluable inputs and suggestions for the improvement of the Renstra draft.

Good Education Governance (Good Governance Sektor Pendidikan/GGSP)

The Good Governance Sektor Pendidikan (GGSP) program in Soppeng and Jeneponto has come to a provincial level multi-stakeholder workshop, carried out from October 23rd to October 25th 2007. The workshop was officially opened by the DBE 1 COP, Dan Moulton, and was facilitated by Handoko (Jakarta), Fadiah Mahmud (GS), Ridwan Tikollah (SP), Nurhasirah (DC Soppeng) and Basri Bado (DC Jeneponto). The participants were 26 (M=20, F=6) from the four main stakeholders as seen in the following table.

The Chairman of the Education Board (Dewan Pendidikan) of Soppeng District expressed his gratitude and said that this is the first time the four stakeholders had gathered together and discussed the roles and functions of each of them in supporting the education in their districts. A number of workshop participants realized that most of them misperceived the roles and functions of other stakeholders. Through this workshop and intensive discussion among the stakeholders, the participants gained a shared perception of the each other’s roles and functions, and finally they agreed upon several suggestions that each stakeholder could carry out for the purpose of improving the quality of education in their district.

The day before, December 27th, an ICT grant socialization activity was carried out in SD 14 Bonto-Bonto attended by 38 representatives of all SD/MI in Cluster 2 Ma’rang Sub-District.

Annex 2: Success Stories

RPM development process in MIN Bukloh, Aceh Besar, encouraged involvement and support from all

Back in March 2007, the DBE1 team in Aceh conducted School/Madrasah Development Process introductory session in MIN Bukloh, Aceh Besar. Attending the event were stakeholders from Aceh Besar District, including the Head of the District, Dr. Bukhari Daud, Head of Religious Affairs Office of Aceh Besar, Bapak Burhanuddin, a representative of the Provincial Parliament Education Committee, Bapak Azhari Basyar, a representative of the District Parliament Education Committee, Bapak Irawan, the Head of Sectoral Police, and other members of the community. On this occasion, the Head of Aceh Besar District mentioned that for the madrasah to improve, it must implement transparent management systems in its day-to-day operations, have appropriate infrastructure to support students learning activities, and regularly maintain inputs from the surrounding community. The Head of Education Office stated that the office will financially support and monitor programs included in the Madrasah Development Plan which could not be directly funded by the Madrasah.

Following that meeting, the Madrasah Development Plan Working Group (Kelompok Kerja Rencana Pengembangan Madrasah or KKRPM) continued, with DBE1 assistance, to work on their development plan, incorporating a new initiative to rebuild six class rooms in the plan. This effort was brought to fruition with financial support from Aceh/Nias Rehabilitation Reconstruction Board (Badan Rekonstruksi Rehabilitasi Aceh and Nias) and district funds (Dana Alokasi Khusus/DAK.) Since the beginning of October, MIN Bukloh students have been able to enjoy six newly rebuilt class rooms. However, the positive outcome does not stop there.

According to Bapak Zamzami, the Head of Madrasah Committee, committee members were involved throughout the whole rebuilding process. Not only did the Madrasah Committee members take part in deciding on the new locations for the classrooms, they continually monitored the progress. Furthermore, when the classrooms were completely rebuilt, everybody worked together to clean up the unused materials and debris by sending them to the local mosque. Bapak Zamzami

further elaborated that now the committee encourages the participation of parents in the madrasah class-based association (paguyuban kelas) in daily madrasah activities. Bapak Fachruddin, the Head of madrasah, was happy to report that since the completion of Madrasah Development Plan, the school parents support group (paguyuban kelas) now meets regularly and purchases equipment that students need in their classes. Bapak Jailani, another member of the committee, mentioned that the surrounding community is encouraged by the open communication and cooperation between the madrasah and the committee. More families in this largely farming community now begin to understand the importance of education for their children.

A sixth grader welcomes continued cooperation between the Municipality Government of Tebing Tinggi and DBE1 in North Sumatra.

For the past two years, DBE1 has been working together with government of Tebing Tinggi Municipality to improve the quality of education in the region. Tebing Tinggi Municipality aims to become a “city with education and culture in its heart.” Implementation of DBE1 programs supports the effort to achieve this goal. The Municipality decided to allocate additional funds to enable more schools and madrasah to prepare school development plans (RPS) through the DBE1 replication program in Rambutan sub-district. In addition, the government provided funds for competitive block grants specifically for some DBE schools in the area. As part of the competitive block grant scheme, school working groups (KK RPS) were encouraged to develop RPS based on school needs and conditions. Schools were then given the opportunity to receive additional funds from the district government’s competitive block grant program for implementing programs included in their RPS. Twelve schools were selected to receive this grant with total amount of Rp. 93 million.

was obvious during the RPS updating workshop conducted at district/municipality level in December. Attending the event was Pratama Eka Putra Sijabat, a sixth grader from SDS Katolik Assisi. This Catholic school was one of the competitive block grant recipients.

Rehabilitation/Reconstruction of Schools and Madrasah in Central Java and Yogyakarta off to a good start with election of Committees.

Almost two years after Yogyakarta and its surrounding areas were struck by a major earthquake, the communities still have to deal with the aftermath, sometimes in a positive way. As a response to the 2006 natural disaster, USAID and ConocoPhillips formed the Education Response Alliance to help rehabilitation and reconstruction of 35 schools and madrasah in the districts of Sleman, Klaten, Bantul, and Kota Yogyakarta. Prior to implementing this effort, DBE1 assisted members of schools and madrasah communities to elect and form new committees to take charge of rebuilding damaged class rooms and facilities. These committees, comprised of a head, secretary, treasurer, supervisor, logistics, and security, have a total of 9 to 15 members. In the past months, the DBE1 Yogyakarta team facilitated formation of these committees and 975 people took part.

Prior to electing the head of the committee, DBE1 team members reminded the participants on the importance of choosing a committee head who already is experienced in reconstruction, regardless of education, social background, and gender. After all of the heads of committees were elected, an interesting picture showed. Where traditionally this type of position would be given to someone considered as the traditional leader, this time it showed that the occupation of elected committee heads ranged from a laborer to a university-educated business person. One common trait shared by all the committee heads was the fact that they all had previous reconstruction/building experience. In SDN

Jurangjero, Klaten District, for example, participants were faced by a choice between a laborer and a retired civil servant. The Committee chose to elect the laborer because of his knowledge and experience in reconstruction. Out of 47 people elected, 19 people (40.42%) were from the private sector and 6 people (12%) were laborers and teachers. One senior, 60 year old, and one woman, were also among the elected committees heads. (Detailed information of elected head of committee occupation can be seen below.)

It is hoped that under their leadership the reconstruction and rehabilitation process of the schools and madrasah will be implemented according to plan and will support the learning activities of students in the future.

Introducing Cak Naryo: a tempe maker and school committee member. “Cak” is a colloquial term often used in East Java to address somebody who is well-liked and respected. The term is usually used instead of the more formal term, Bapak. Cak Naryo often gets up at three in the morning to start his work. He is a tempe maker and sells his products in the local market everyday. Cak Naryo is also a member of the school committee at SDN Pulorejo, Mojokerto.

When Cak Naryo was managing the village soccer team, he began to realize that, in addition to having team members who had good soccer playing skills, they also needed to be guided. When players were managed well, they would perform well. When the principal of his son’s school asked for his participation in the school committee, he realized that similar principles could be used.

further understands that for effective teaching and learning to take place, involvement is necessary not only from teachers and principals, but from the whole school and community. He also understands that involvement does not always mean monetary contribution, as people can also give their time and ideas. He tirelessly provides his inputs to different DBE1 activities such as RPS development process, school committee capacity building, and the establishment of class-based associations (paguyuban kelas), even though that means he sometimes is not able to go to the market to sell his tempe. He often invites sixth graders from different schools to come to his workplace and learn first hand about the tempe making process. Cak Naryo hopes that one day his knowledge and experience as a tempe maker could be used by students in school as part of their life-skills learning methods.

When asked about ideas and suggestions to improve DBE1 impact in schools, Cak Naryo’s answer typified his progressive thinking inclination. Cak Naryo feels that 2010 might be too early for DBE1 to end their assistance in schools and the time period should be extended until schools are really ready to manage and govern themselves. One example; school committee members often hesitate to provide inputs to the principal and teachers, out of fear of being perceived as disrespectful to others. As a result, although improvement might be long over due, it will not take place. To change this culturally ingrained characteristic, Cak Naryo feels that more time and encouragement is needed.
