    Moorestown residents will see an in-crease in school taxes for the 2016-2017school year.

    At last week’s meeting, the Board of Ed-ucation approved the budget on second andfinal reading by a 6-1 vote, with board vicepresident Brandon Pugh casting the single“no” vote.

    The general fund expenditures for the2016-2017 school year will total around $68

    million, a 3.69 percent increase over the2015-2016 school year. Including debt serv-ice and special expenses, the total is $74.6million.

    School taxes for the average assessedhome of $446,500 will increase $208.62 per

    year.The total tax levy is $65.2 million, which

    is a 2.93 percent increase over 2015-2016.This includes the use of a 2 percent taxlevy at $1.17 million; the Spending GrowthLimitation Adjustment, which allows forthe expansion of the 2 percent cap forhealth-care costs, at $536,177; banked cap at$266,578 from the 2013-2014 school year; anda reduction of $116,875 from the Debt Serv-ice Fund.

    The 2013-2014 school year has a bankedcap totaling $742,894. There is $476,316 that

    will not be used, as it is expiring this year.After that, there is no banked cap availablefor MTPS’ use.

    Employee salaries make up a majority of the expenditures, about 85 percent, totaling$41.5 million, according to business admin-

    istrator and board secretary LynnShugars. The rest of the budget is made upof employee benefits and other expenses,with benefits for the 2016-2017 year predict-ed at a 6.5 percent increase.

    According to interim superintendentCarole Butler, the proposed budget sup-ports the maintenance of programs and ex-tracurricular offerings. Additions includeenhanced academic course offerings at thehigh school and middle school, requiringno new staff; completion of the 1:1 technol-ogy plan for grades six to 12; implementa-

    tion of Next Generation Science Standardsfor grades six to 12; initial implementationof strategic plan goals; and an upgrade of the robotic program. Staffing additions in-

    Last week, state education offi-

    cials held two hearings to dis-

    cuss the potential of moving

    middle and high school start times to

    later in the day. Proponents of the

    measure say kids need their sleep, and

    delaying the opening of schools will

    help in that regard.The American Academy of Pedi-

    atrics has recommended students start

    class no earlier than 8:30 a.m., which is

    why the Legislature passed a measure

    last year to study the feasibility of 

    changing the state’s laws. Reports indi-

    cate that 85 percent of New Jersey’s

    schools start before 8:30 a.m.

    Doctors typically recommend teens

    get eight to nine hours of sleep per

    night. Most teens aren’t getting that

    much sleep.

    The easy and obvious solution

    would be for teens to go to bed earlier.

    But is that realistic?

    If classes start at 7:30 a.m., for exam-

    ple, teens would have to wake up about

    an hour earlier, at 6:30 a.m., to allow for

    the typical morning routine and travel

    to school. To get the recommended

    nine hours of sleep, this same teen

    would have to shut his or her eyes by

    9:30 p.m.

    Yeah, right.

    Adolescents naturally go to bed later

    as they grow older; their hormones

    keep them up and active at later hours.

    In addition, weekday school activities – 

    such as sports, theater and other

    clubs – take up more of their time im-

    mediately after school ends and also at

    night, making it even harder for early

    bedtimes to occur.

    So is it really fair that as the daygrows longer for teens, we ask them to

    wake up and be ready at the same time

    as when they were in elementary

    school and could easily be in bed earli-

    er?

    We don’t think it’s fair – or healthy,

    for that matter.

    We believe our state’s education offi-

    cials should follow the recommenda-

    tions of the AAP and push school start

    times to 8:30 a.m. for middle schools

    and high schools throughout New Jer-

    sey.

    Each summer, the MoorestownDepartment of Parks and Recre-ation develops a series of fieldtrips for its Summer Parks Pro-gram. This summer is no differ-ent, and the department ispleased to announce the 2016Summer Parks theme, “Natureand the Environment.” The sum-mer field trips are open to Sum-mer Parks Program campers

    only, but their locations are greatday trips for all residents.The Moorestown Department

    of Parks and Recreation ispleased to partner with its county-level organization to offer excitingand educational programs thatencourage children to experienceand interact with their natural en-vironment. This new partnershipprogram will take place at theBurlington County Long BridgePark in Hainesport and theSmithville Park in Eastampton.

    This program will open children’seyes to the wonder that they expe-rience daily and reconnect themwith their environment.

    One of the new field trip pro-

    grams available to campers is theJunior Ranger Program at theBurlington County Parks. Thisprogram offers two age-appropri-ate programs for children ages 5to 12. The Park Pal program is de-veloped for children 5 to 8 and theOutdoor Adventurer program isgeared toward children 9 to 12.During these programs, childrenwill enjoy nature walks at theparks, habitat observations, a treestudy, scavenger hunts, treasurehunts and much more. Space is

    limited. Trips are July 7 and 28.The next trip is to the RancocasNature Center in Westampton.This 210-acre preserved park of-fers three miles of hiking trailsand hands-on education pro-grams. It will offer campers spe-cialized studies about frogs andthe water cycle. These trips areJuly 14 and 26 with limited space.

    In addition to the environmen-tal trips, artist-in-residenceSophia Geiger will visit eachcamp weekly and lead children in

    environmental art projects usingrecycled materials.

    The annual girls’ lacrossegame between Moorestown HighSchool and Shawnee High Schoolis always one of the most antici-pated games of the season in

    South Jersey. The two teams havecombined for 30 state champi-onships. As of press time, bothteams were in the top-10 in NewJersey, according to www.laxpow-

    er.com’s computer rankings, withMoorestown ranked No. 5 in thestate and Shawnee ranked No. 8.

    However, this year’s May 11meeting between the two clubshas an added storyline. First-yearShawnee head coach Julie Mc-Grory is a Moorestown High

    School graduate and playedunder Moorestown High Schoolhead coach Deanna Knobloch.McGrory will lead her Renegadesinto Moorestown on May 11 forthe first time as the head coach of an opposing team.

    McGrory was a multi-sport ath-lete, playing basketball as well asthree seasons of lacrosse. McGro-ry scored 1,000 points for the

    Quakers’ girls’ basketball teamduring her career and went on toplay basketball at Gettysburg Col-lege after graduating fromMoorestown in 2008.

    Looking back at her time onthe lacrosse team, McGrory saidher fondest memories weren’t

    Coaching with and against for-mer players is nothing new forKnobloch. She’s had multiple for-mer players move on to coachingat the high school and college lev-els.

    “I always think back to whenthey were players, and it makesme smile to know thatMoorestown girls lacrosse possi-bly played a small part in their de-cision to continue in the coachingfield,” Knobloch said.

    As much as McGrory appreci-ates her time at Moorestown, sheemphasizes she is now a Rene-gade. McGrory served as an assis-tant coach under former head

    coach Aimee Seward last year be-fore taking over as head coachthis season.

    So far, McGrory has Shawneeoff to a fast start in 2016. The

    Renegades started the seasonwith a perfect 13-0 record, includ-ing a win at home against LenapeHigh School, the team that defeat-ed Shawnee in the South JerseyGroup IV championship gamelast year.

    McGrory cited the leadershipof the Renegades’ seniors as wellas her team’s disciplined play forShawnee’s fast start.

    “The girls have been workingvery hard and playing together,”McGrory said. “We have a lot of unselfish play with all of our girlscontributing in important ways.”

    Moorestown started the seasonwith a 10-3 record, but all threelosses came against some of thebest teams in the Mid-Atlantic re-gion. Their only loss against aNew Jersey school came againstRidgewood High School, the top-ranked team in the state. Theother two losses came against

    Garden City High School in NewYork and Our Lady of Good Coun-sel High School in Maryland, twoteams ranked in the top-15 in thenation.

    Knobloch said her team hashad to overcome injuries thisyear and is trying to build mo-mentum with the postseason ap-proaching.

    “Our main concern is to keepgetting better each game so thatby the end of the season we areplaying at our highest level,”Knobloch said.

    Reductions to staff include apart-time pre-K teacher, twosixth-grade teachers and two sev-

    enth-grade teachers. The reasonfor these reductions is decliningenrollment.

    Revenues outside of the tax

    levy include budgeted fund bal-ance, state aid and miscellaneousrevenues. The budgeted fund bal-ance is $1.5 million. State aid forMTPS in 2016-2017 is $3.78 mil-lion, which is $81,345 more thanlast year.

    To help gain more revenue forthe school district, revenue gener-ation ideas were created for the2016-2017 budget, including ex-tended day programs, acceptingtuition students, expansion of theAcademy of Excellence and Sum-mer Enrichment programs, anddevelopment projects. Projectionsof those revenues are $661,639.

    When it came time for com-ment from the board, Pugh reiter-ated his reasons for votingagainst the budget, expressingconcern with the use of banked

    cap and not acting on savings forfuture budgets now, such as alter-natives to the technology plan.

    “There were several scenarios

    that were proposed (in the budg-et) and they were never elaborat-ed on, which I feel was a largeconcern,” Pugh said.

    Board member David Wein-stein and President Kathy Gold-enberg spoke on their support of the budget, as well as the futuredebt that is predicted for the dis-trict. They recommend speakingand writing to state legislatorsand representatives, asking formore money for MTPS.

    “We need to speak to our legis-lators, saying we are unsatisfiedwith the funding that we receive.There is only so much we can doone on one. This is something weshould work together on as a com-munity and a district and letTrenton know we deserve more,”Goldenberg said.

    Fairchild, along with manymembers of the public that night,spoke in support of Butler.Fairchild even started a petitionto keep Butler as superintendentand received more than 500 signa-tures.

    When asked what qualifica-

    tions McCartney had over Butler,the board chose not to compareone candidate to another. Instead,

    Goldenberg read off his qualifica-tions.

    McCartney is currently the su-perintendent at Egg HarborTownship School District, thelargest school district in AtlanticCounty. He has earned a doctor of education administration andleadership, became the youngestsuperintendent in New Jersey at31, has been named or nominatedfor superintendent of the year inmultiple divisions, and has beennamed president of the NJASA

    Resident Marty Hagertyseemed to speak the fear in every-one’s mind that night about thenew superintendent.

    “I have a fear that this man willcome to our district and he willnot stay. My fear is that he will be

    like the last four who just cameand went and that Carole willleave because we have not shown

    her that she should get this job.And I would hate for her to leavebecause she can really do the job.She has the support of the teach-ers and the community, and thisrevolving door is expensive and awaste of time,” Hagerty said.

    Board commentsWhen it came time to vote,

    Shaw spoke on her reasoning forwhy she would be voting againstMcCartney as the new superin-tendent. She felt bringing in

    someone outside of the districtwould undo the work the districthas done to find stability.

    “Dr. McCartney has long-termsuperintendent experience, won-derful credentials and glowingreferences," Shaw said. "While Dr.McCartney is qualified to be oursuperintendent, I continue to be-lieve that countervailing factors

    lead to another choice based onthe best interest of our districtand community. I don't think

    bringing an external candidate isthe best fit for our district."

    Board member Matthew J.Simeone in turn thanked every-one for expressing his or heropinions and spoke on why hewas voting for McCartney. Ac-cording to Simeone, there werehigh expectations set for an exter-nal candidate, and McCartneymet all of them.

    “After all interviews, I canshare with you that I have com-plete confidence that Dr. McCart-

    ney is the type of leader, educatorand manager that Moorestownboth deserves and needs. He hasan outstanding pedigree, andamazing skills and accomplish-ments … Those attributes and hiscommitment to bring the bestpossible outcome for childrenearn my vote,” Simeone said.
