Moorestown Town Council plans to have a resolution at its March 7 meeting to install a car- bon filtration system to help treat the TCP 1,2,3 and TCE found in Wells 7 and 9 at the North Church Street Water Treatment Plant. Township manager Scott Carew also announced he called for the township to shut down the well at the request of Mayor Phil Garwood on Friday, Feb. 19. Gar- wood said he spoke with each council member for their opin- ions, and all agreed to shut down the wells. However, Carew said he was the one to call for the shut down, not council. On Feb. 12, a 25-year-old man of Camdenwas arrested andcharged with shoplift-ing. He concealed nu-

merous items of clothing valued

at $1,682 from Macy’s DepartmentStore in the Moorestown Mall. He was transported to the

Burlington County Jail on $2,500bail.

On Feb. 16, a busi-ness on Marne High-way reported the theftof approximately

$1,000 from the office sometimebetween Feb. 11 and Feb. 15.

On Feb. 18, two vehicles parkedat the Kingsway Learning Centeron Route 38 were entered.One had the front passenger

window smashed out and a gymbag was taken, value less than$200. The other vehicle had the rear

driver’s side window smashed outand a Louis Vuitton hand bag wastaken, valued at $1,200.

Gov. Christie’s 2016 budget address.“Where would state aid stand?” was

the question on everyone’s mind. Ifstate aid went down considerably, howhard would it hit the school district’sbottom line? Come last month, though, these

same administrators were able tobreathe a sigh of relief when Christieannounced that his budget proposalwould actually increase state aid toschools and, more importantly, would-n’t reduce aid to any school district.Overall, Christie proposed a 4 per-

cent increase in education funding,with $94.3 million more going to directsupport to schools, which represents a1 percent increase over last year.The rest of that 4 percent increase is

earmarked for debt, pension andhealth care.The good news for school districts

like ours, which doesn’t receive thebulk of state aid to public schools any-way, is that we will not lose any stateaid from last year. We’ll actually be seeing an increase

in state aid, which is a rarity, eventhough that increase is only very mini-mal.While we certainly could have used

more help from the Garden State, it’scomforting to know we won’t have tokick in more money out of our alreadythin pockets.So two thumbs up to Christie for

paying attention to one of the most im-portant aspects of life here in New Jer-sey – our public schools.

Writer: ‘If we can buy all thewater we need, we should’Your article, “Water solution nears,”

(Feb. 17-23) was very informative, but alsodeeply disturbing. Moorestown is closing wells and buying

water from New Jersey American Waterbecause our well water is tainted by two in-dustrial solvents: trichloroethylene, (TCE),a degreaser for metal parts, and 1, 2, 3,trichloropropane, (TCP), a curing agent forpolysulfide polymers – “the standardsealant for virtually all aircraft fuel tanksand bodies since the 1950s,” according toWikipedia.These two chemicals are not naturally

occurring; they are man made. How didthey come to be in our well water? Askyourself, what business in our communitywould be likely to use large quantities ofthe chemicals described above? I can thinkof one: Lockheed Martin. Lockheed Martin (NYSE: LMT) is a glob-

al aerospace, defense, security and ad-vanced technologies company with world-wide interests. It is the largest defense con-tractor in the world, and it employs 116,000

people worldwide. It is also the largest em-ployer in Moorestown, and in all of SouthJersey. In January 2015 it reported net salesfor the fourth quarter of 2014 at $12.5 bil-lion.Back on Aug. 21, 2014, the Philadelphia

Inquirer reported on Lockheed and a TCEpollution suit in the township, “A federaljudge in Camden has dismissed a lawsuitin which two Moorestown couples allegedthat their families were exposed to healthrisks and a loss of property value becauseof underground contamination caused bya toxic chemical spill at a plant now ownedby Lockheed Martin…” Judge Jerome B. Simandle said no evi-

dence was presented to show that the con-centrations of TCE and perchloroethylene(PCE) vapors found in the Wexford neigh-borhood across from the plant "pose an im-minent and substantial endangerment tohealth or the environment.”Julie LaVan, the Moorestown lawyer

who represented the two families, wasquoted saying, "It's an unfortunate situa-tion that there are contaminants andchemicals located on the plaintiffs' proper-ties and neighboring properties, and thejudge decided, based on all the evidence,

that the levels don't harm the health of peo-ple or the environment."If you Google “Lockheed Martin” and

“Moorestown,” you will be taken to theLockheed Martin website, where there is aHistory of the Borton Landing Road facili-ty. Here is an ominous quote from the page:

“During its history, the site used chlorine-based solvent chemicals in metal partscleaning operations. The site also storedfuel oil in underground storage tanks tofeed the boilers… Sampling conductedunder the direction of NJDEP over thenext two years identified 15 areas of con-cern (AOCs) at the site, six of which didnot require further action. A cleanup planwas submitted to the NJDEP and approvedin 1992.” The solvents are not named in the “his-

tory.”The Moorestown Sun articles on the pol-

lution of our wells never mention a possi-ble source of the TCP and TCE contami-nants, because our township officials don’tspeak of it.Instead we face the prospect of a four to

Town council approved an or-dinance on second reading Mon-day, Feb. 22 to set aside $160,000 –$152,000 of which will be bor-rowed – to be used for the removalof asbestos from the old librarybuilding. With this addition, thelibrary demolition costs in-creased by about 20 percent, to

$600,000.At the previous council meet-

ing, township engineer JamesRuddiman assured council therewasn’t much that could have beendone earlier to find the asbestos,as it was found two feet under-ground and destructive testingwould have had to been done,which would have been an addi-tional cost regardless.“There was no way to see this

coming,” Mayor Phil Garwoodsaid. “We’re stuck with this.”The original contract awarded

to Meco Demolition Inc. in Octo-ber last year was for $421,000. Thetownship initially put aside$10,000 for asbestos remediationbecause it expected to find as-bestos in the floor tiles and thefire doors, according to Ruddi-man.“We set aside $10,000 for known

asbestos, and another $2,000 for

the investigation,” Council-woman Lisa Petriello said.The project was delayed due to

more asbestos being discoveredin the adhesive tape used to gluethe ceiling tiles to the roof and be-hind the walls. Council approveda $70,000 change order to removethe asbestos in December, and of-ficial demolition started in earlyJanuary.Following the remediation and

demolition, additional asbestoswas discovered in a two-foot areaon three sides of the basementwall, and the entire basementwall on the fourth side. The con-tractor said it could remediate theasbestos for $159,412.96.Ruddiman said the additional

asbestos would not have been ableto be found without the townshipripping up tiles and tearing down

The Moorestown Fire DistrictsNo. 1 and No. 2 unofficial resultsare in. Both saw the election oftwo fire commissioners and the2016 annual budget approval, aswell as the approval of a questionfor District No. 2 on replacing aroof.The budget for Fire District No.

1 was approved 87-32. The budgettotals $2.08 million to be raised bytaxation, a $27,557 decrease fromlast year.The total budget appropriation

this year is $2.16 million, a$108,357 decrease from last year,primarily due to general operat-ing expenses decreasing and thecompletion of debt service on an$860,000 general obligation bondthat was approved by voters onDec. 28, 2002, to make improve-ments to the primary fire stationwhere administrative operationsare housed. The final paymentwas made in 2015.“I feel very good about the

budget being passed,” Christo-pher M. Chesner, administratorfor District No. 1, said.

According to Chesner, the de-partment has stayed below the 2percent cap and has never exceed-ed it.“We have to stay within the 2

percent cap from the prior year.We have never exceeded the 2 per-cent cap since that was enactedon us. We have money in capbank if ever needed, but at thispoint, we don’t need to use it,”Chesner said.Incumbent Fire Commission-

ers Peter R. Bowman and BradleyJ. Kenney were re-elected with108 and 111 votes, respectively.Both were running unopposed.Bowman, a former fire com-

missioner, filled the unexpiredseat of Howard Schuster whopassed away in 2015. Kenney hasbeen a fire commissioner since2013.There were no cuts to the de-

partment, according to Chesner.In 2017, Chesner said a questionto voters would be on the ballotasking to replace an engine thefollowing year. However, the de-partment has enough money inits capital reserve to pay cash forit, so it wouldn’t have to go out fora bond and affect taxpayers.

The Fire District No. 2 budgetwas approved 107-20. The budget’stotal revenues were $1.37 million,which includes the amount to beraised by taxation of $729,833, anincrease of $14,310 as comparedto the prior year, within the allot-ted 2 percent levy cap. The pro-posed tax rate increased one-tenth of a cent to $.085 per $100 ofassessed valuation.“Speaking on behalf of the

board and the Lenola VolunteerFire Company, we are very grate-ful to the residents for their sup-port of the budget and their ap-proval to replace the roof. Theirsupport is not something we takefor granted; it is something thedistrict strives to earn every yearby effectively managing the budg-et while providing fire protectionand fire prevention services toboth residents and businesses,”Elizabeth Booth, board adminis-trator for District No. 2, said.The 2016 budget reflects the

capital lease purchase agreementfor a new fire apparatus, ap-proved in last year’s fire election.The new fire apparatus is replac-ing a 1991 Pierce Squirt. The de-livery of that vehicle is expectedduring the summer.Fire District No. 2 also asked a

question for the authorization toreplace the existing lower roof ofthe Lenola Volunteer Fire Stationfor a cost not to exceed $115,000.The question was approved 115-17. Funding was provided fromunrestricted reserve fund bal-ance.For Moorestown Fire District

No. 2, incumbents JaquelineGrant and William Ruggianowere re-elected for the two openseats, winning over challengerBrandon Thompson. Grant re-ceived 128 votes and Ruggiano re-ceived 101, while Thompson re-ceived 32 votes.Grant has been a commission-

er for the district for 21 years.This will be Ruggiano’s secondterm as a commissioner, as hewas elected in 2013.The results are unofficial as of

now. The county will send the de-partment a certification of the of-ficial results through the mail.

The Moorestown Department ofParks and Recreation has gonethrough a metamorphosis of sortsover the last three years. In addi-tion to “coming home” to theChurch Street Recreation Center,the department has also begun toreach outside of the long-standingidea that “recreation” was onlyyouth sports. This spring, the de-partment is pleased to offer notonly youth sports, but also arts,crafts, cooking and general fitness.As parents, we are always look-

ing for new things for our childrento experience and try. This spring,the department is pleased to offera full complement of programsfrom Arts and Crafts with SophiaGeiger and Handbuilding withCynthia Britton. A one-day breadbaking workshop and a four-weekcourse will be offered for childreninterested in the finer points ofbaking. Baker Diane MacFeetersand chef Katie Sklarow will en-gage and excite budding chefs and

bakers. These recreational activi-ties offer children an opportunityto explore different areas of inter-est that may ignite a creativespark.For those children interested in

sports programs, the TumblingTots program is a favorite begin-ner program for our youngestRecreation Nation members. AmyMcNamara leads children andparents through fun activities thatpromote motor skill developmentas well as rhythm and coordina-tion. The Recreation GirlsLacrosse League has opened thefield to second graders this year.General introduction and instruc-tion will be given to introducethese young ladies to the finerpoints of the women’s game. Ten-nis lessons are another favorite inspring and will be offered foreveryone ages 5 through adult.For those who are interested in thegame or just need some brush upskills, this is the best programaround. Offered outdoors at MapleDawson Park, tennis lessons areavailable to all who are interested.

There are many programs thatare offered for older children, too.The new volleyball clinic forgrades five through nine will beavailable beginning in March. Forbeginners and intermediate play-ers, this clinic will offer boys andgirls fundamental skill develop-ment through drills and play. Forteens and adults, the Yoga for Be-ginners course starts its new ses-sion on March 3. This, in conjunc-tion with Boot Camp and Bal-anced Athletics, offers our adultpopulation a variety of fitness pro-grams to become involved in. For those adults looking for

other opportunities, there areadult baking classes, badminton,basketball, pickle ball and the co-ed soccer program, for the over 35crowd, too. Additionally, the de-partment hosts a Senior LadiesGroup as well as a Senior Men’sGroup. These social clubs are agreat way for seniors to enjoy agame of cards, a lunch and somefriendly companionship.For more information about

tion” gets into the real money. Itinvolves infrastructure repairand replacements at three differ-ent facilities. The North ChurchStreet water treatment plant will

take six months of engineeringwork, and be completed in 2017 ata cost of $7 million. A new KingsHighway water plant will be builtfor $7.25 million. Then, the Hart-ford Road water treatment plantwill be demolished and a new onebuilt by 2020, for an estimated $6.9million.We could easily spend $21 mil-

lion over five years and still endup with TCP and TCE in ourwater at levels that just might ex-ceed the maximum contaminantlevel allowed by law.If we can buy all the water we

need, we should do so, and notproceed with the interim or theelusive “permanent solution.”Instead, the Town Council and

township manager Scott Carewshould direct attorney AnthonyT. Drollas to find out from Lock-heed Martin and the NJDEP, thechemical names of the “solventchemicals in metal parts cleaningoperations” connected to “theareas of concern” in Lockheed’sMoorestown history. If theymatch the ones that are in ourwater, we should sue for damages.

1,2,3 tested again in Well 7, andresidents and township officialsalso grew interested in the levelsof TCE found at the sites. Due tothe concern of residents and offi-cials, the township decided itwould take action by reclosingWell 7 and finding a temporarytreatment solution until a perma-nent solution is ready to be in-

stalled.Garwood also said Moorestown

has not been in violation with itswater; it continues to meet stateand federal drinking water stan-dards.Township utilities engineer L.

Russell Trice recommended thetownship hire Calgon Carbon toinstall a pair of carbon filtrationtanks to filter and take out thecontaminants over an expectedperiod of 12 months. Trice said itwould cost $341,800, which in-cludes an installation fee and a 12-month rental fee at $11,400 permonth. For a discounted price of$171,400, the township also hasthe option to buy the equipmentafter the rental period.If council approves the resolu-

tion, the tanks could be in placefour to eight weeks later and upand running two weeks after in-

stallation. The township will notturn those wells on until the tem-porary treatment is in place, ac-cording to Carew.To compensate for the well

being closed, the township is get-ting its water from New JerseyAmerican Water, as it did lastyear. Carew hopes when the wellsare up and running, the townshipwill be able to avoid getting waterfrom NJAW later in the year, thuseliminating additional costs.“With the wells up and run-

ning, there might be a time wherewe are using our water when wenormally would be using NJAW… from a water purchasing stand-point it may have no impact onthe budget at all,” Carew said.The next town council meeting

is scheduled for March 7 at 7:30p.m. in Town Hall, with a 7 p.m.workshop.

project by potentially months andincur (potential) additionalcosts… If we vote yes, the projectcan be finished on time and it islikely to be less… I considered allknown possibilities, and goingahead with the recommendationwill save us money,” Petriellosaid.“No one is thrilled… but this is

asbestos and we have to removeit,” Deputy Mayor VictoriaNapolitano said.
