April 2012 traffic was slightly below the forecast level. Strikes in April are estimated to have caused around 5250 flight cancellations.
This graph shows the variation in total traffic for the last 12-month period relative to that for the 12-month period before. The total traffic from May 2011 to April 2012 increased by 0.2% relative to that from May 2010 to April 2011. Note that the observed decrease between March and April is due in part to the effects of the April 2010 ash cloud being no longer in the reference period (May 2010 to April 2011). There is a general deceleration in the traffic growth since December 2011.

In April 2012, several main airports experienced a decrease in traffic (e.g. Paris CDG, Frankfurt, London Heathrow, Amsterdam, Munich, Madrid, Rome Fiumicino and Barcelona) compared to 2011. The largest decrease was at Madrid (Spanair cessation of operations and reduced Iberia traffic). Ferihegy Budapest recorded a 23.6% decrease as Malév Hungarian Airlines ceased operations. The largest increase in traffic was at Istanbul Ataturk (12.2%). For air operators, the most significant decreases were for Czech Airlines (-34.3%), Cimber Air A/S (-24.8%), Iberia (-22.9% and Regional Airline (-21.4%). The largest growth was for United Airlines (114.3%) and Naysa (44.6%),these changes were due to airline consolidation and restructuring rather than traffic growth. With the exception of Lufthansa, the traffic for the top 8 carriers (Ryanair, Easyjet,Turkish Airlines, SAS, Air France, British Airways and KLM) increased in April 2012. Unidentified operators (mainly General Aviation) recorded a decrease of 8.6% in April 2012.

Yerevan, Stavanger, Tallinn, Ankara, Istanbul and Warsaw ACCs experienced a significant increase in traffic. Malta recorded an increase of 17% compared to April 2011; this increase is traffic recovery from last years Libyan airspace closure. Spain (Madrid, Seville, Barcelona and Palma ACCs), Makedonia, Tampere, Tirana, Belgrade and Skopje ACCs recorded significant decreases in traffic.

The average daily ATFM delays increased from 34509 minutes in April 2011 to 38121 minutes in April 2012.
The repartition between en-route and airport ATFM delays in April 2012 was similar to 2011.

Compared to April 2011, ATFM delays increased by 10.5% mainly due to industrial action in France. Since December ATFM delay trend stabilised after a significant decrease throughout 2011.
In April 2012, 31% of all ATFM delays occurred at Airports/TMA. En-route delays accounted for 69%. The main issue was en-route ATC disruptions which accounted for 35.5% of all ATFM delays mostly due to industrial actions.

These are the top 20 delay generating locations for the reporting month. Figures are the average daily delays in minutes. Pink dashes (Year-To-Date - YTD) indicate their average daily ATFM delay since the beginning of the year.
• Marseille, Bordeaux and Brest ACCs experienced the highest delays and exceeded their year to date situation mainly due to the French industrial action that took place between the 2nd and the 4th April.
• London Heathrow recorded significant weather delays due to strong winds. • Nicosia, Barcelona, Lisbon, Paris and Madrid ACCs generated ATC capacity delays. • Langen ACC continues to record significant ATC capacity and staffing delays; however a significant improvement can be noted since
March 2012. • Istanbul registered delays due to ongoing airport infrastructure, cross wind, heavy rain and increase in traffic. • Paris Orly and Paris CDG airports also registered delays linked to weather (thunderstorms, strong wind) and the French industrial
action. • Zurich airport was affected by ATC capacity delays, strong wind and runway configuration. • The military exercise FRISIAN FLAG affected significantly Maastricht UAC generating delays mainly in JEV, DELHI and JEHI
sectors. • Delays in Ankara ACC were due to reduced ATC Capacity in ORBB (Baghdad) FIR (NOTAM A0004/12).

Overall en-route delays accounted for 69.0% of all ATFM delays. 35.5% were attributed to en-route ATC disruptions, 21.6% to ATC capacity and 4.5% to en-route ATC staffing.

Compared to March 2012, ATC delays increased significantly in April except for Paris and Reims. Lisbon ACC delays are 6.5 times more than the previous month. Munich and Amsterdam ACC have entered the top 10.
Staffing problems in Langen and Nicosia ACC continued in April 2012, although a significant drop in delays can be noticed.

French industrial action took place between the 2nd and the 4th April, 5 French ACCs were strongly affected and recorded high delays. Portugal experienced industrial action on several days in April, the 12th, 13th, 19th, 20thand 26tth the network impact was minor.
In April 2012, an average of 513 flights per day experienced en-route delay of more than 15 minutes.

Nicosia ACC generated the most significant average en-route delay per flight in April 2012. Bordeaux and Marseille also recorded significant average en-route delay per flight due to the industrial action in France between the 2nd and the 4th April. Tallinn recorded delays due to the implementation of the new ATC system. Tirana generated delays due to the new ACC implementation.

In April 2012, average en-route delay per day (26302 min) was higher than the optimum* en-route delay (11478 min). Consequently, the year-to-date en-route delay per flight result (0.48 min/flt) is now higher than the optimum* year-to-date target (0.38 min/flt) at this stage of the year. Those results are directly linked to French industrial action.
Since the beginning of the year, an average of 269 flights per day was subject to an en-route delay of more than 15 minutes which is below the 2011 level.
* NM’s calculation that provides the optimum en-route delay (min) requirements to achieve the end-of-years target (0.70 min/flight).

Airport/TMA delays accounted for 31.0% of all ATFM delays. Weather and Airport ATC capacity were the main causes of airport delay.
Istanbul Ataturk airport generates delay due to airport infrastructure, cross wind, heavy rain and high traffic increase; delays have doubled compared to last month. Madrid Barajas recorded delays due Work In Progress on runway between the 14th and the 22nd April. Helsinki experienced airport infrastructure due to runway closure and single runway operation.

Average Airport/TMA delay per flight increased from 0.4 minute per flight in April 2011 to 0.5 minute in April 2012.
Because of the close proximity of the two airports, capacity at Madrid Torrejon is reduced depending on the runway in use at Madrid Barajas.

In April 2012, there are 2 days with an average delay per flight at or above 2 minutes. Most significant delays were recorded: On Monday the 2nd and Tuesday the 3rd April: The majority of delays were attributable to ATC industrial action that took place in France; Marseille and Bordeaux ACCs were strongly affected and recorded very high delays. Madrid ACC also suffered from the French strike and registered delays due to it. The second main reason for delays was en-route ATC capacity and was recorded in Barcelona, Madrid, Brest and Nicosia ACCs. Tirana generated significant delays on the 3rd due to the new ACC implementation. Tallinn recorded delays due to the implementation of the new ATC system.

6. ALL AIR TRANSPORT DELAYS (Source: CODA) The analysis below is based on airline data provided to CODA by airlines (AO's). As the airline data collection for April 2012 is not yet complete at the time of writing, this analysis covers the latest available 13-month period (Mar 2011-Mar 2012) and contains details on 58% of commercial flights in the ECAC region. ATFM delays reported by airlines are often lower than the ATFM delays calculated by the network manager (NM). ATFM delays of NM are the (flight) planned “delays” whereas the airlines report the “actual” experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the rest is the handling delay

Airline reported en-route ATFM delay in March 2012 was 0.2 minute per flight which is slightly below the NM reported average en-route ATFM delay of 0.3 minute per flight. As airlines may assign multiple delay reasons for a delayed flight, some of the en-route ATFM delay may be attributed to other reasons if the other reason prevented the flight from obtaining a slot improvement. A common example is a NM reported en-route ATFM delay reported by airlines as a split between reactionary and en-route ATFM delay. According to airline reports, in March 2012 the average delay per flight for all-causes of delay was 7.8 minutes. Primary delay share of total all-causes delay was 51% (or 4.0 min/flt) of which en-route delays contributed 0.2 min/flt. The remaining were Reactionary delays, this counted for 49% or a contribution of 3.8 min/flt.

Based on airline data, the reported share of reactionary delays in March 2012 increased at 49% share of delays all-causes. Both NM and airlines report that en-route ATFM delays remain below 0.5min/flight.

The percentage of flights delayed by ATFM restrictions (exceeding 15 & 30 minutes) decreased in March 2012 compared to February 2012. The percentage of flights delayed from all-causes (exceeding 15 & 30 minutes) remained at a similar level both month-on-month as year-on-year. The correlation between long ATFM delays and long delays all-causes becomes less obvious during the Winter months with increased weather related delays.

In April the number of late departures has increased while the early departures further decreased compared to the previous month. Following the general seasonal trend the absolute numbers of flights departing outside the Slot Tolerance Window has increased. Although the overall percentage of traffic departing within their slot tolerance window is above the target (at least 80%) there are some airports for which compliance can be improved. NM continues to validate the data used and identify issues contributing to non-compliance.
