• The contract status through April 30, 2019 is provided below. It summarizes project cost details and time constraints.

PROJECT SUMMARY
• Notice to proceed was issued January 30, 2018.
• DSOD, AECOM, and GMU were onsite on March 27, 2019 to review damages resulting from rain events in preparation of resuming work. The intent of the meeting was to observe existing conditions and discuss necessary repairs in the bedrock and embankment slopes prior to starting embankment fill activities.
Embankment fill activities of the Main Dam did not progress this month due to weather impacts. East Saddle Dam embankment fill activities resumed this month to include downstream filter and drainage blanket as well as upstream and downstream shell placement. Import material quality remains to be consistent.
• Microtunneling activities continued with the MTBM recovery procedures by hand tunneling approximately 100 lineal feet and installing 79-inch casing.
• Emergency outlet structure concrete placement occurred April 10, 2019 for the walls and deck. Some defects in the concrete were observed and the Sub-Contractor is in the repair process.
• Perimeter fence installation continued throughout the month with approximately 1500 lineal feet installed to date.

Cost Tracking
• Three change orders have been added to the Project to date.
• Multiple cost impacts are being tracked on a force account/time and materials basis to help keep work progressing in a logical manner and assist in the mitigation of delays. Other potential cost changes are being evaluated by estimates that are being submitted by the Contractor or are forthcoming from the Contractor. The listing of multiple potential cost change items that the CM Team is tracking is contained in attached Appendix 1. Much of the CM effort on this project remains attributed to addressing and resolving potential delays and changes in project costs. Change Orders, both additive and deductive, will eventually be issued to capture the items listed in the Appendix 1 tabulation. The tabulation continues to be an evolving document.
• Several design revisions are occurring as the project progresses. These are also being tracked in the Appendix 1 tabulation. New design revisions for this month include:
o Revised grading plan for Spillway Structure Entrance to capture varied bedrock
elevations. This change was designated as Design Change Memorandum 6.21.
o There will be an upcoming design change regarding the I/O piping exiting the tunnel and turning up the I/O slope and structure. The AECOM design does not comply with AWWA recommendations and further evaluation and modification is anticipated.
Schedule Tracking
• The progress of construction is currently behind schedule by approximately two months due to differing site conditions related to bedrock locations at the East Saddle Dam and the Main Dam which was described in detail in prior reports.
• Contractor production and weather delays have also contributed to the overall schedule delay by an additional approximately two months.
• Critical path Embankment Fill operations have been suspended until April 2019 based on current weather patterns and the impacts weather has had on the project. Sukut formally requested this deferment on February 4, 2019 and the District accepted the proposal with conditions on February 26, 2019. This will potentially add an additional 2-3 months to the overall schedule. Embankment activities resumed on April 15, 2019.
• All other work activities have resumed progress.
o The project is currently projected to conclude at or before early July 2020 based on the most current Contractor CPM schedule update. This update takes into account weather delays and re-mobilization activities prior to resuming embankment fill activities.

PROJECT COMMUNICATION
• Fifty-four Weekly Construction Progress Meetings have been held since the Notice of Award was issued for November 8, 2017. Weekly Progress Meetings have resumed as of April 18th.
• Itemized action items and topics are usually summarized in the Progress Meeting Minutes; Specific items to note for this month include the following:
o Clean-up activities in preparation of resuming work at both East Saddle Dam and Main
Dam.
o Emergency Outlet Structure Concrete Wall Repair Procedures o Embankment activities started at East Saddle Dam on April 22nd.
SUBMITTALS
• 244 submittals have been received from Sukut Construction. 6 remain under review. REQUESTS FOR INFORMATION
• 203 requests for information (RFIs) have been received from Sukut Construction. 4 RFI remain open and await responses.
STORM WATER POLLUTION PREVENTION PLAN
• SWPPP monitoring conducted by Sukut personnel. REAP report received for all rain events, with permanent BMPs currently being installed. The project is current on all required SWPPP paperwork.

APRIL ACCOMPLISHMENTS
• Dewatering Activities
o Ongoing dewatering at future Inlet/Outlet sump. This is also the receiving pit area for the Micro-tunneling.
• Embankment fill
o East Saddle Dam downstream shell and core embankment fill placement resumed this month
o Main Dam downstream embankment fill placement on hold as contractor is preparing to resume work.
• Perimeter fence installation continued and will continue for the next several months.
• Microtunnel Operations
o Hand tunneling efforts began, achieving approximately 100 linear feet towards the MTBM cutter head.
ANTICIPATED WORK FOR MAY 2019
• East Saddle Dam Embankment fill activities will continue.
• Main Dam Embankment fill activities to resume on or around May 1st.
• Double shift to begin, with dayshift focusing on placing filter chimney and choker materials, and night shift placing embankment fill and core.
• Emergency Outlet Structure wall repair to begin early May after DSOD and AECOM review repair plan. Anticipating forming deck by the middle of May and install downstream spool with weep ring.
• Perimeter fence installation will continue.
• Microtunnel operations anticipated to retrieve MTBM from receiving pit side by hand tunneling methods by the beginning of May.
• Continue Dewatering as needed.
