1.0 INTRODUCTION
1.1 General
DLA Environmental (DLA) was commissioned by DJL Project Management Pty Ltd to undertake an Air
Quality Dust Monitoring Program. The program is designed to monitor dust concentrations during the bulk
earthworks activities on the property identified as 6 Speedwell Place, South Windsor, Lot 21 in DP 806993
(site).
The air quality monitoring program includes monthly dust deposition gauges (DDGs) analysis. A summary
of meteorological conditions are included with each monitoring period as these impact considerably on
dust concentrations. This monitoring report is for the month of May 2014 and focuses on monthly dust
deposition.
1.2 Site Description
The site, 6 Speedwell Place, South Windsor is approximately seven (7) hectares in size and is currently a
cleared area with some vegetated areas and stockpiled materials. The site is bounded by a rural property
to the north, vacant land to east and south. To the west is an existing industrial development. The site was
previously a recycling facility. There are remnant materials remaining onsite following the former owner’s
cessation of operations. Bulk earthworks are currently in progress for the development of the site to a
wholesale plant nursery.
The soil landscape maps indicate that the site belongs to the Berkshire Park Landscape Area. The Berkshire
Park Landscape Area typically consists of impermeable residual clays and clayey sands. Typically the
general underlying geology indicates the residual soils to be underlain by Tertiary Age Londonderry Clay
Formation, comprising of clay with patches of ferruginised and consolidated sand.
1.3 Statutory Framework
The pollution control and environmental planning statutes in NSW, which are most likely to apply to
Ambient Air Quality Monitoring on site, are:
Protection of the Environment Operations Act 1997;
Environmental Planning and Assessment Act 1979; and
Local Government Act 1993.

In addition, regulations, codes of practice and planning instruments made under these Acts may also apply,
these include:
Action for Air (1998);
Approved Methods for sampling and analysis of air pollutants in NSW (2005);
Approved methods for modelling and assessment of air pollution in NSW (2005) and
Draft Policy: Assessment and management of odours from stationary sources in NSW.
The Environmental Planning and Assessment Act, 1979 gives local authorities the power to regulate
development within their areas of responsibility and to impose specific consent conditions, which cover
environmental issues. In addition, the Local Government Act 1993 requires approval from Council to be
obtained for certain works and activities.

2.0 METHODOLOGY
2.1 Dust Deposition
A network of three (3) dust deposition gauges (DDGs) has been set up around the perimeter of the site.
The dust deposition gauge monitoring network has been designed to assess the general construction air
quality and amenity, by measuring total dust concentrations over the month. In association with weather
data, some inference can then be made as to the site’s contribution to localised dust levels. Refer to Figure
1 – Site Layout.
The DDGs are set up for approximately thirty (30) days, collected, and forwarded to a NATA registered
laboratory for analysis. Sampling and analysis are conducted in accordance with Australian Standard AS
3580.10.1-1991 Methods for Sampling and Analysis of Ambient Air Method 10.1 – Determination of
particulates – Deposited matter - Gravimetric method and Australian Standard AS 2922-1987 Ambient Air –
Guide for the Siting of Sampling Units. This method outlines procedures for the sampling of ambient
particulate matter which is present in the atmosphere and procedures for the gravimetric determination of
the mass deposition rate of insoluble solids, ash, combustible matter, soluble solids and total solids from
the atmosphere.
3.0 MONTHLY DUST DEPOSITION
3.1 Monthly Dust Deposition Acceptable Criteria
The NSW Office of Environment and Heritage (OEH) guidelines recommend a monthly maximum value of
8.0g/m2/month of insoluble solids and a rolling scale of annual average recommendations dependent on
background levels, with the criteria being a total of 4.0g/m2/month. . These guidelines are amenity based
and not regulatory therefore while periodic or minor exceedances are tolerated, compliance with these
standards is highly desirable for the benefit of all stakeholders. Average dust deposition results are
influenced by a combination of on-site activities, offsite influences, precipitation, wind direction and mild
climatic conditions. The control of dust emissions on the site follow the NSW OEH criteria in Table 1
detailed below.

3.2 Monthly Dust Deposition Results
The dust deposition results for May 2014 indicates that all three (3) dust deposition gauges analysedreadings complied with the NSW OEH monthly maximum of 8.0 g/m2/month. The maximum insoluble solidvalue was 3.7 g/m2/month was recorded within DDG#1, with an overall average dust deposition value of3.2g/m²/month.

Individual monthly results do not always reflect true operational conditions with dust suppression
measures in place. A comparison to longer period dust concentrations can be more appropriate. May 2014
was the second month of monitoring of 6 Speedwell Place, South Windsor and therefore comparisons
against annual criteria are limited. Data will become more appropriate with additional results to give a true
indication of the overall effectiveness of ongoing dust suppression measures. At this stage results indicate
both the quarterly and rolling annual averages are below the site criteria.

4.0 METEOROLOGICAL SUMMARY
4.1 Wind Direction and Velocity
The meteorological recording station (Davis Vantage Pro Weather Station), continuously measures and
records environmental variables such as wind direction, wind speed, temperature and rainfall over the
monthly monitoring period. Weather information is required to determine the influence of climatic
conditions on overall dust concentrations.
During the May 2014 monitoring period the majority of the wind (83.9%) was in the calm <1 m/s velocity
range. The mild 1-4 m/s velocity range accounted for 14.8% of observed winds and the 4-7 m/s velocity
range occurring 1.3% of the time. Wind appears to have had minimal influence on dust generation on the
site. Winds below the mid-range 4-7 m/s are unlikely to generate dust off the site. Dust generated from
on-site works however would be easily transported by the winds experienced on site. The prevailing wind
in May was from the north north-west (2.4%).
A total of 2.4mm of precipitation fell during the month of May 2014.

5.0 CONCLUSIONS AND RECOMMENDATIONS
The dust deposition results for May 2014 reporting period indicate that all three (3) Dust Deposit Gauges
analysed were below the monthly criteria of 8.0 g/m²/month. DDG#1 recorded 3.7 g/m²/month which is
below the monthly criteria of 8.0 g/m²/month.
Recent on-site activities have primarily occurred in the vicinity of DDG#1, DDG#2 and DDG#3. Site works
and machinery movement in the local vicinity of the DDGs during the site visit and collection of gauges
included; excavators moving soil and soil sieving. General plant machinery movement and localised on-site
activities may have had an influence on dust deposition results.
The overall ash residue results indicate that, on average, approximately 87.4% of the insoluble solids are
contributed to by actual dust deposition. The remaining Insoluble solid for each dust gauge contains
organic matter not representative of the total amount of dust generated on site.
It is the recommendation of DLA Environmental that during cases of dry weather conditions and windy
weather conditions, the amount of dust suppressant additives used on-site and the frequency of dust
suppressant actions are increased in order to maintain low dust levels and to help minimise the effects of
water evaporation. Minimal work activities have been in progress on site over the preceding months, when
activities completely start the recommendations for dry and windy weather conditions are still applicable.
If increased dust suppression efforts are unavailable or ineffective, a decrease in on-site activities may
assist to mitigate the elevated dust levels. In addition, works can be restricted to areas which are capable
of being managed by the current dust management practices during periods of winds with drier climatic
conditions.
Dust deposition levels will be continually monitored as the project moves forward, with a review of dust
management methodology undertaken during the next monitoring period.

The Environmental Planning and Assessment Act, 1979 gives local authorities the power to regulate
development within their areas of responsibility and to impose specific consent conditions, which cover
environmental issues. In addition, the Local Government Act 1993 requires approval from Council to be
obtained for certain works and activities.

2.0 METHODOLOGY
2.1 Dust Deposition
A network of three (3) dust deposition gauges (DDGs) has been set up around the perimeter of the site.
The dust deposition gauge monitoring network has been designed to assess the general construction air
quality and amenity, by measuring total dust concentrations over the month. In association with weather
data, some inference can then be made as to the site’s contribution to localised dust levels. Refer to Figure
1 – Site Layout.
The DDGs are set up for approximately thirty (30) days, collected, and forwarded to a NATA registered
laboratory for analysis. Sampling and analysis are conducted in accordance with Australian Standard AS
3580.10.1-1991 Methods for Sampling and Analysis of Ambient Air Method 10.1 – Determination of
particulates – Deposited matter - Gravimetric method and Australian Standard AS 2922-1987 Ambient Air –
Guide for the Siting of Sampling Units. This method outlines procedures for the sampling of ambient
particulate matter which is present in the atmosphere and procedures for the gravimetric determination of
the mass deposition rate of insoluble solids, ash, combustible matter, soluble solids and total solids from
the atmosphere.
3.0 MONTHLY DUST DEPOSITION
3.1 Monthly Dust Deposition Acceptable Criteria
The NSW Office of Environment and Heritage (OEH) guidelines recommend a monthly maximum value of
8.0g/m2/month of insoluble solids and a rolling scale of annual average recommendations dependent on
background levels, with the criteria being a total of 4.0g/m2/month. . These guidelines are amenity based
and not regulatory therefore while periodic or minor exceedances are tolerated, compliance with these
standards is highly desirable for the benefit of all stakeholders. Average dust deposition results are
influenced by a combination of on-site activities, offsite influences, precipitation, wind direction and mild
climatic conditions. The control of dust emissions on the site follow the NSW OEH criteria in Table 1
detailed below.

The dust deposition results for September 2014 indicates that all three (3) dust deposition gauges analysedreadings complied with the NSW OEH monthly maximum of 8.0 g/m2/month. The maximum insoluble solidvalue was 2.4 g/m2/month was recorded within DDG#1, with an overall average dust deposition value of1.5g/m²/month.

Individual monthly results do not always reflect true operational conditions with dust suppression
measures in place. A comparison to longer period dust concentrations can be more appropriate.
September 2014 was the sixth month of monitoring of 6 Speedwell Place, South Windsor suggesting
sufficient operational data has been obtained to determine compliance with the quarterly and annual
average criteria for the site. At this stage results indicate both the quarterly and rolling annual averages are
compliant with the site criteria in all dust deposition gauges (DDG’s), refer to Graph 1.
Results for the Quarterly Insoluble Solids in the September 2014 reporting period (2.0g/m2/month) did not
exceed the monthly criteria of 4.0g/m2/month. The following graph illustrates the dust deposition gauge
rolling annual average and the threshold criteria. There are six months of data, all six months are below the
criteria.

4.0 METEOROLOGICAL SUMMARY
Weather information is required to determine the influence of climatic conditions on overall dust
concentrations. Data for environmental variables such as wind direction, wind speed, temperature and
rainfall for the weekly monitoring period was obtained on-site and from The Bureau of Meteorology (BOM)
weather station located approximately 9km west at Richmond RAAF Base.
During sampling event in the September 2014 monitoring period the majority of the wind direction was
southerly and westerly in nature. Across the month the pattern evident in the monthly September weather
data summary for the BOM weather station at Richmond RAAF Base is highly variable, particularly between
morning and afternoon. A total of 19.4mm of rain fell during the month of September 2014.

5.0 CONCLUSIONS AND RECOMMENDATIONS
The dust deposition results for September 2014 reporting period indicate that all three (3) Dust Deposit
Gauges analysed were below the monthly criteria of 8.0 g/m²/month. DDG#1 recorded 2.4 g/m²/month
which was below the monthly criteria of 8.0 g/m²/month.
Recent on-site activities have primarily occurred in the vicinity of DDG#1, DDG#2 and DDG#3. Site works
and machinery movement in the local vicinity of the DDGs during the site visit and collection of gauges
included; excavators moving soil, compaction of soils and vehicle movement. General plant machinery
movement and localised on-site activities may have had an influence on dust deposition results.
The overall ash residue results indicate that, on average, approximately 71.1% of the insoluble solids are
contributed to by actual dust deposition. The remaining Insoluble solid for each dust gauge contains
organic matter not representative of the total amount of dust generated on site.
It is the recommendation of DLA Environmental that during cases of dry weather conditions and windy
weather conditions, the amount of dust suppressant additives used on-site and the frequency of dust
suppressant actions are increased in order to maintain low dust levels and to help minimise the effects of
water evaporation. Minimal work activities have been in progress on site over the preceding months, when
activities completely start the recommendations for dry and windy weather conditions are still applicable.
If increased dust suppression efforts are unavailable or ineffective, a decrease in on-site activities may
assist to mitigate the elevated dust levels. In addition, works can be restricted to areas which are capable
of being managed by the current dust management practices during periods of winds with drier climatic
conditions.
Dust deposition levels will be continually monitored as the project moves forward, with a review of dust
management methodology undertaken during the next monitoring period.
