Vice President, Stephen Raucher, organized our interesting luncheon programs. Mary D’Ovidio, our Secretary, recorded and presented our minutes of each monthly meeting. Treasurer, Ken Muir, gave reports, keeping us aware of our financial accounts. Other Board members served as committee chairs. They are Betsy Doyle, George B. Thomas, Sr., Ken Huff, Ernest Solar, Mary D’Ovidio, LeeAnn Kaye, Trish Bendler, Tom Hickman, Stephen Raucher, Bill Brown, Joan Donovan, Juliette Trevino, Carol Dahlberg, Nickie Neary, Fred Evans, Ann Eberly, Frieda Price, Mary Ann Davis, Dick Ahlberg, and Gerald Johnson. Walker scholarships will go to Jessica Brause, Parkland Middle School; Lisa Martin, Forest Oak Middle School; Dana Pelzman, Eastern Middle School and Mary Ellen Wolfinger, Takoma Park Middle School. The Thomas Peters scholarship will be awarded to Irinal La Grange, Tilden Middle School. The Angelina Goffredo scholarship will go to Amy Davis, Earl B. Wood Middle School. The Albert Gibson scholarship is being given to Jodi Edmunds, Northwest High School. Recipients of the MCPSRA scholarships are Daphney Ado Ado, Rock Terrace School; Roseann Brady, Roberto Clemente Middle School; Lombino de Tinel, Albert Einstein HS; Donna Franklin, Montgomery Blair High School; Janel Gazunis, Kingsview Middle School; Denise Hoes, William B. WHY JOIN? IT JUST MAKES SENSE Yes, it's just the right move to insure that our retirement income and health benefits are protected now and in the years to come. Membership in MCPSRA and MRSPA, the state association, is our connection to local, state and national administrators and legislators who determine those monetary and financial decisions affecting all school personnel. As a member, you add the necessary strength in numbers to become a voice recognized by county, state and national bodies. These decision-makers are most aware of our combined voices and the number of votes we represent. In addition to membership, your help is needed to spread the word to MCPS retirees who are not members. Encourage them to join to protect their retirement and health benefits. Tell them that there is so much more to membership. In addition to the Legislative Chair on the MRSPA Board of Directors being a former trustee on the Board of the Maryland State Retirement and Pension System, several MRSPA Board of Directors and committee chairs work with MCPS to represent you as a retiree. Personally, each member may access many benefits including discounted rates on dental, vision and long term care insurance, hearing aids, computers and legal services. We ask you to share the good news of being a member by encouraging those retired or planning to retire in the near future to join MCPSRA and MRSPA and be part of the only Maryland organization working exclusively for retired school personnel. ? ! ? CLUELESS ? ! ? Have you ever been so impressed with a clever and appealing advertisement that you were convinced you just couldn’t live without the product or service and were enticed to order or buy it? Take your television as an example. You MUST upgrade your cable service so you can record three shows at once, view on split screen five sports events going on at the same time, order the latest movies from your armchair, hook up your camera to the TV so you can entertain your guests with a slide show of the photographs you snapped on your latest vacation, operate game devices, show DVDs, blue-ray and 3D movies, as well as boast that you now get 203 channels. After signing a 2-year contract, you discover that you are CLUELESS about what exactly you have and just how it all works! IF, by chance, a manual accompanies the cable box and service, you frequently find that you still need an expert to help you install everything so that it works properly and to show you how to access each component. And . . . most of the time you never use 90% of what you signed up for! How about the new smart phones? Texting, WiFi and e-mailing, taking pictures and video- taping, scanning and faxing, hands-free operation, apps, iTunes, Bluetooth, androids, ipads, touch screens. . . . oh, and yes, sending and receiving telephone calls. For many of us, we are CLUELESS about how to program it or to use all of the apps and aspects available at a finger’s touch on such a phone even when a manual professes how easy it is to use. But we just HAVE to have the latest and best the minute it comes out on the market! All of us most likely have received a gift that we have never opened or knew we would never use. You wonder, “WHAT WERE THEY THINKING?!” Have you ever had something that said “assembly required” but no instructions are included in the packaging? After hours of trying on your own only to discover you are CLUELESS about how to put it together, you call the company’s customer service hotline and find out that the item has been discontinued and the information you need is no longer available. There is a gift, though, that our association has been giving to thousands of needy children here in Montgomery County for ten years now that comes completely assembled with the latest and best items, complete with lesson plans and ideas, and will be 100% used. The school supplies in the Toolkits are essential for kindergartners to have at home to assist their learning at school – pencils, erasers, pencil sharpeners, crayons, Play Doh, paper, scissors, number lines, rulers, ABC and math cards, hundreds chart, bottle caps for math counters, and magnetic letters. The parents are not CLUELESS as to how to best use these items with their children since the Title I staff at each summer school site invite them to attend a session to practice the lesson plans included in the kits. Interpreters are even provided when necessary. Our fundraising for our Toolkits, Books, and Backpacks Project for this summer could desperately use your help. To date we have raised close to $10,000 but we need more than double that amount to assure the success of this year’s project. The estimated kindergarten enrollment at the 26 elementary school sites is nearly 1350. In addition, we plan to purchase new books for 3rd and 4th graders, some 2500 books, and 50 backpacks of school supplies for homeless summer school students. We urgently need your help to reach this year’s goal of $22,000. LEGISLATIVE REPORT March 8, 2013 On April 8, 2013, the Maryland General Assembly adjourned. Out of 11 bills that were supported by the Maryland Retired School Personnel Association (MRSPA), 7 passed. Numerous bills that were opposed by MRSPA were defeated. Many of these included efforts to weaken or redesign the state pension system by moving from a defined benefit to a defined contribution plan. Fortunately, there is strong support among the legislators to maintain the defined benefit that we currently enjoy. The most significant win was the elimination of the "corridor method" of funding the State Retirement and Pension System. There will be a phase in to the ARC (annual required contribution) as calculated by the actuary and endorsed by the Board of Trustees. This is a major win in contributing to the appropriate state funding of the system. However, during the last weeks of the session as the state budget was being finalized, an amendment that would withhold $100 million from the state contribution to the pension system was adopted and passed by the General Assembly. The explanation of this last minute action was to provide the state with a safety margin in light of the impact of the Federal government's sequestration. Concern of the potential impact on Maryland's structural deficit is obviously important but making the promised state contribution to the pension fund is a significant factor in reaching full funding and also protecting Maryland's prized triple A bond rating. Legislative leadership indicated that the funds will be restored to the pension system if not required by the state to hedge against the sequestration impact. The determination by budget officials will be made by January 1, 2014. You are encouraged to share this concern with members of the General Assembly and the Governor. By letting them know the importance of this issue we can together share our position of a sustainable and adequately funded pension fund for current and future employees. 3. Itineraries, times and details are approximate. Changes are sometimes necessary and unavoidable.

4. Trips are open to members, their families and friends (adults).

5. Smoking and drinking of alcoholic beverages are not permitted on the coach.

6. About three to five days before a day trip, participants are called to remind them of the day and departure time of the trip. For overnight coach trips, about two weeks prior to the date of departure, participants will get a letter with up-to-date information, including parking details. One baggage tag per person will be mailed to each participant.

7. Write a separate check, payable to MCPSRA, for each trip. Include name and date of trip on check.

8. Send check with completed reservation form. 9. Your reservation is definite upon receipt of

deposit/full payment, whichever is required. If a trip has to be cancelled because of insufficient numbers of participants needed by the published deadline, your check will be returned to you. Feel free to call to find out if your reservation and payment were received.

10. Refunds are made only when your space can be filled.

11. Gratuities for driver and local guides are not included in the price of the trip.

12. We do not provide transportation to and from the airport for trips that require flying.
