What Master Plans Can Do…and What They Can’t
Master Plans do: Identify community goals and needs Create a blueprint and establish a long-term
vision Create a framework of streets and open spaces Guide the implementation and regulatory
processesMaster Plans don’t: Require private owners to undertake
development or renovation projects Create a real estate market where one doesn’t
exist Develop detailed plans for capital improvements

Plans do not usually get fully built out
• Example: 1994 Bethesda CBD Plan allowed potential total density of 27.8 million square feet. After 21 years, the existing density on the ground = 23.7 million square feet
• Example: 1997 and 2013 Glenmont Plans promote development near a Metro Station. However, there has been one new private development in vicinity of the Glenmont Metro in past 30+ years.
• Rule of thumb: 75% build out over 20 to 30 years
