I.Overview: R/VParagonwaspurchasedfromacommercialurchindiverinOxnard,CAin2001bythePartnershipforInterdisciplinaryStudiesofCoastalOceans(PISCO)attheUniversityofCalifornia,SantaCruz(UCSC).PISCOrepoweredandcustomizedthevesselfornearshorescientificscubadivingandoceanographicresearch.Fortenyearsitservedasaresearchplatformforkelpforestmonitoringandprocessstudies,oceanography,andeducation.In2012,Dr.MarkCarrofPISCO-UCSCofferedtoloanR/VParagontoMBARIforaminimumofoneyear.In2013,theloanagreementwasextendedforanadditional5years.UCSCretainsownershipofthevesselduringthisperiodandMBARIisresponsibleforitsoperationandupkeep.R/VParagonoffersauniqueopportunityforMBARIresearcherstoaccessnearcoastalwatersreliably,quickly,andinexpensively.Thisdocumentcontainstheregulations,requirementsandguidelinesfortheoperationoftheR/VParagon.II.VesselDescription:1.Specifications:

III.RequirementsforPersonnel:1)Operators

a) AlloperatorsmusthaveeithertakentheMotorboatOperatorCertificationCourse(MOTC)orholdacurrentUSCGcertification(OUPVorMasterNearCoastal)

b) AlloperatorsmustmaintaincurrentFirstAid/CPR/AEDandBlood-BornePathogentraining.

c) AlloperatorsmustbecheckedoutbyJaredFigurskiontheoperation,maintenance,andsafetyequipmentofR/VParagon(TheMOTCcoursemaycoverthisifcompletedontheR/VParagon)

d) Oncethesecriteriaaremet,operatorsmustreceiveofficialauthorizationbytheDirectoroftheDepartmentofMarineOperations(DMO)

e) Operatorsmustmaintain“recency”byoperatingR/VParagonatleastonceina6-monthperiod.

f) Operatorswhodonotmaintain“recency”arenotauthorizedtouseR/VParagonuntiltheyhavepassedarefreshercheckoutwithJaredFigurski.CheckoutsincludearefresherofR/VParagonsystems,updatesonchanges,andanevaluationoftheoperator’sabilitytooperateR/VParagonfrompoweruptocleanup.

2)Passengers

a) Allpassengersmustbe18yearsorolderduetoinsurancerequirements.b) Non-MBARIemployeesarerequiredtofilloutaVisitingParticipants

IV-a.Pre-cruiseandSignUpProcedure:

a) MBARIemployeesmaycheckforvesselavailabilityontheship’scalendar(ZimbraCalendar:MBARI/Ships/Paragon).OnlyDMOadministrationandJaredFigurskicanupdatethecalendar.

b) Anauthorizedoperatormustbeidentifiedc) Apre-cruiseplanmustbesubmitted.Referto“CruisePlanning”ontheR/V

Paragonhomepaged) Rememberthemaxloadis8people.e) AnyparticipantsthatarenotMBARIstaffmustsigntheVisitingParticipants

ReleaseFormandMedicalHistoryForm.Thisisanabsoluterequirementandviolationsmayresultinrevocationoftheoperator’sstatusasaR/VParagonCaptain.

f) Cruisesthatexceedtheallowablearea,ortimeofoperation(seesectionV)requirespecialpermissionfromtheDirectororDeputydirectorofDMO.

Toavoiddelays,itisrecommendedthatapre-cruiseplanbesubmitted5businessdaysinadvanceofthecruise.Forcruisesthatrequirespecialpermissions,itisrecommendedthatthepre-cruiseplanbesubmitted15businessdaysinadvance.IV-b.FloatPlan Afloatplanisalistofcriticalinformationabouteachoperationandisleftashore.Thefloatplancanbeusedbyanyonetoquicklydeterminewhothestandingshorecontactisandalsotolearnpertinentinformationabouttheoperation.ItisespeciallyimportantshouldtheR/VParagonbeindistress,unresponsiveandneedsupportfromtheUSCGorotherrescueoutfit. Theshorecontactisresponsibleforalertingauthoritiesshouldthevesselbebothlateforitsindicatedtimeofreturnandunresponsivebycelland/orVHF.

a) AfloatplanmustbecompletedandleftintheManifestBoxlocatedontheMBARIdockpriortoeveryoperation(i.e.,eachtimethevesselleavestheharbor).FloatplanformscanbefoundaboardtheR/VParagonandcanbeprintedfromtheR/VParagonhomepage.

b) Shorecontactsmustsatisfythefollowingcriteria

unresponsive.InstructionsforshorecontactscanbefoundonthevesselandontheR/VParagonhomepage.

d. Mustacknowledgethattheyagreetoserveasshorecontactforeachoperation.

V.AllowedAreaandTimesofOperation:

R/VParagonisauthorizedforgeneralusewithintheareaboundedbyAñoNuevo(N37.148),tothenorth,andPointLobos,tothesouth(N36.500),andout30nmfromshore(nearestdistance).OperationsthatareplannedoutsideofthiszonerequirespecialpermissionfromtheDirectorofDMO.

NormaloperatingtimesfortheR/VParagonarefromsunrisetosunsetonnormalMBARIbusinessdays(Mon–Fri)includingoffFridays,butexcludingofficiallyrecognizedMBARIholidays.OperatorswhodesiretoruntheboatoutsideofthistimeframeneedtoobtainspecialpermissionfromtheDirectorofDMOinadvance.VI.GuidelinesforWeatherConsiderations: Goodjudgmentanddecisionsarethefoundationofsafety.ThefirstmostimportantdecisioncomeswhendecidingwhetherthemarineforecastisfavorableforoperationsusingtheR/VParagon.MBARIprovidessomegeneralguidelinesbelow,howeverbeadvisedthatitistheresponsibilityandauthorityoftheoperatortocancelorterminateacruisebasedonhis/herassessmentofthemarineweather.Hazardousconditionsmayexistbelowthethresholdspresentedhere:WeatherModifiedAllowableAreaofOperation FullRange:winds<20ktsandswell<12ft InnerBayOnly:winds20-25ktsandswell<12feet AdvisedNoGo:winds>25knotsorswell>12feetVII.SafetyGuidelines:

a) A single operator must be identified for any given cruise. If two qualified operators are onboard, it must be decided prior to departure who the operator is for the day.

b) Of the MBARI fleet, R/V Paragon is the fastest, requires the least amount of startup time, and if necessary, can be operated with a single operator, however unless absolutely necessary (See section XI.) at least two people shall be on board during operations for safety reasons.

c) When being used for diving or mooring maintenance a certified operator is required to stay with the boat, therefore this may require two certified operators on board if one is going to dive or get on the mooring for maintenance.

d) The R/V Paragon is limited to eight persons on board. Of that number, one person must be a certified operator and aboard at all times.

e) When the vessel is underway everyone outside the R/V Paragon cabin must have a work vest on. For scuba diving operations a wet suit is a viable alternative for a work vest.

f) All scuba diving missions require permission from Kim Reisenbichler, the MBARI diving officer.

g) The operator is responsible for following safety regulations set forth by the US Coast Guard and MBARI.

h) Negligence in adhering to safety regulations may result in the suspension or revocation of operator status for the R/V Paragon as decided by the Director of DMO.

VIII.FuelUsePolicy:

a) R/VParagonmustberefueledaftereachcruisewheneverpossible.UseyourMBARIcreditcardandcodethefuelcostto3670005350SuppliesFuel,DMO.

b) Foroperationswithintheallowablearea,typicallyonlysaddletankswillberequired(220galcapacity;~130nmendurance).

c) Ifanenduranceof>130nmisanticipated,specialpermissionisrequiredfromtheDirectorofDMO.JaredFigurskimustbeconsultedaboutthestatusofaftfueltanksandweightdistributionbeforefilling.

d) Saddletanksaretoberefueledto100galineachtankwhenonboardfueldropsbelow100gallons.

e) Fuelingcanbedelayedifandonlyif:a. Fueldockisclosedb. R/VParagonwillbeusedbythesameprojectgroupthefollowing

day(allowingasinglerefuelformultipledaysofwork).c. Anarrangementismadewiththenextuser.d. ItisauthorizedbyJaredFigurski.

f) IfR/VParagonisnotfueledandmustbedonebysomeoneelse,theprojectgroupisresponsiblefortheoperator’stime.

IX.DockingandAccess:1.DockLocation:DockspaceatMBARIislimitedandrequirescoordinationtoinsurethatallfourresearchvesselsareaccommodated.Fornow,R/VParagonisdockedatoneoftwolocations:

a) R/VWesternFlyerfloatingdock.TheR/VWesternFlyercannotenterordeparttheslipwiththeR/VParagonmoored.OperatorsmustconfirmthattheR/VWesternFlyerisnotscheduledtotransittoorfromherberthbeforemooringtothefloatingdock.

a. ConsulttheZimbracalendarfortheship’sscheduleb. ConsultwithChrisGrech,EricFitzgeraldorJaredFigurski

b) OnEdock(Zephyrdock).R/VParagonmustbetiedasfarwestaspossibletoallowR/VRachelCarsontoenterherslip.

2.VesselAccess:

a) OperatorswillbenotifiedofthecombinationtothedooronR/VParagon.b) Inaddition,theR/VParagondoorcomboandZephyrdockkeywillbe

storedinasafeboxmountedjustoutsideandtotherightofB247.c) Operatorswillbenotifiedofthecombinationtothesafebox.d) ThekeyfortheZephyrdockmustbereturnedtothesafebox.

X.OperatorViolations: TooperatetheR/VParagonrequireshandlingskills,goodjudgment,attentiontodetailanddiligence.Firstandforemost,anoperatorisresponsibleforthesafetyofthoseonboardandfortheconditionoftheboat.TheprivilegetooperateR/VParagoncanbesuspendedorrevokedatanypointatthediscretionoftheDirectorofDMO.Circumstancesthatwarrantreviewinclude,butarenotlimitedto:

a) Displaysofpoorboatmanshipand/orjudgmentb) ViolationsofMBARIsafetyregulationsc) ViolationsofUSCGsafetyregulationsd) NegligenceintheupkeepandmaintenanceofR/VParagone) Negligencetoproperlydocumentcruisesand/orreportproblems

XI.UsingR/VParagoninanEmergency:R/VParagoncanbeusedtorespondtoanemergency(definedasasituationrequiringtheR/VParagonthatcannotwaituntilnormaloperatingtimes(seeSectionV.))OftheMBARIfleet,R/VParagonisthefastest,requirestheleastamountofstartuptime,andifnecessary,canbeoperatedwithasingleoperator.R/VParagonisidealfortimesensitiveoperationssuchaslocatinglostequipment,keepingequipmentfromwashingashore,delivering/receivingsuppliesorpersonnelfromR/VWesternFlyerandR/VRachelCarson.

a) ForpermissiontouseR/VParagoninanemergency,attempttocontacttheDirectororDeputyDirectorofDMOfirst,JaredFigurski,andEricFitzgeraldinthisorder(seebelowforcontactinformation).

b) Ifafterhours,callcellphonenumbers(seebelowforcontactinformation).

c) R/VParagonmaynotbeusedifpermissionhasnotbeenobtained.d) IfdireconditionsexistandR/VParagonisusedwithoutpermission,all

possibleavenuestoacquirepermissionmustbeexhausted.ThecircumstanceswillbesubjecttoreviewbytheDirectorofDMO.

e) JaredFigurskiandEricFitzgeraldarepre-authorizedforovertimeintheeventthattheyarerequiredasoperatorsforemergencies.
