Mayor’s WelcomeMayor’s Welcome I was born in Missoula, Montana, 52 years ago, and I’ve never left because I love the place and her people, and the city has only gotten better over the
last half-century . That improvement has nothing to do with me and everything to do with the notion that when we work together, we make good things happen .
We worked together to revive downtown . We worked together to build a parks-and-trails system that is among the finest in the nation . We worked together to reclaim our riverfront . We worked together to reclaim our water . And we're continuing to work together to make our place better, just like all of you are doing in your communities .
I'm particularly excited that the Montana League of Cities and Towns chose Missoula for its conference this year, because I see the League and its members working together in innovative, strategic, thoughtful ways .
Whether we're talking about our part of the Montana Infrastructure Coalition, our significant partnership with MMIA or new conversations with our counterparts in Montana counties, the League is working together to make all of Montana better . And it's exciting .
I wouldn't be a mayor if I didn't ask you to get out of the hotel and enjoy all Missoula has to offer . And please spend money . I'll do the same when I'm in your place . I promise .

MLCT President’s WelcomeMLCT President’s WelcomeWelcome to the 85th Annual MLCT Conference – Bridging Resources to Benefit Montana Communities!
In 2016, the League Board and Staff continued the implementation of the Strategic Plan adopted in 2015 . We have continued the collaboration and partnerships with MMIA and the Local Government Center; allowing us to be a stronger organization, working more effectively for the benefit of our member cities and towns .
The Board Members and Directors have worked with Executive Director Tim Burton to ensure that the MLCT ship is steady and on the right course as we prepare for the 65th Legislature to go into session on January 2, 2017 . Now more than ever, it is important that we establish strong working relationships with our legislators, state agencies, and the Governor’s office for the benefit of all of our cities and towns .
The Montana Infrastructure Coalition is just one example of how we can bring together all of the interested parties for the common good, bridging resources . Earlier this year, the MLCT Board held a joint meeting with the MACo Board along with MMIA and the MACo Insurance Trust . While we may not be able to agree 100% of the time, working with the counties and sharing information and legislative issues will make us more effective . Executive Director Tim Burton and the Board will continue to identify organizations that we can work with to strengthen our cities and towns .
Thank you Mayor John Engen, City Council, and staff for hosting this year’s conference in the majestic community of Missoula – punctuated by the grand “M” on Mount Sentinel! Fall is a splendid time in Missoula, so enjoy the beauty and amenities while attending the conference . No visit is complete without a hike to the “M” or a burger and a beer from the Missoula Club .

USDA Rural Development is committed to the future of rural communities . We often hear a lot about what’s not working in the government . But in fact, much is going right across the country, especially when federal, state and local leaders work closely together on common goals . USDA Rural Development is a grassroots catalyst for rural economic growth through direct financial assistance and partnerships with public and private providers . In Fiscal Year 2015, Rural Development provided more than $29 .7 billion in direct and guaranteed loans and grants for 170,730 awards to rural individuals, families, business owners, agricultural producers, and communities . Each loan or grant’s effect extended not just to its direct beneficiaries, but helped improve the quality of life for the entire local community . Through technical assistance and partnerships with local governments and development agencies, we multiplied our impact even more .

Your city or town needs a website, but where do you start? What kind of information does your website need? And once your website is up, what do you do with it? Creating a new website may seem intimidating, but it doesn’t need to be! Join Janel Favero and Blake Christensen in an interactive session to discuss the website launch process, information the public generally expects to see on a website, what questions you should be asking, and what you should avoid . With the right knowledge and effort, you can help your city or town create a great web presence!

An overview of: recent and upcoming offerings from the Local Government Services Bureau, based on the Bureau’s renewed emphasis on technical assistance
and training, to promote local government transparency and accountability; and, possible cost and time savings opportunities for local governments by utilizing pre-established State contracts for goods and services .

Short Term Investment Pool – A highly liquid investment fund available to state and local governments to serve their short term cash flow and deposit needs .
INTERCAP – A low-cost loan resource for a wide variety of needs to Montana local governments .

X Tax Increment Financing
This panel will discuss the role tax increment financing can play in connection with developer-driven projects, recurring challenges in employing tax increment financing in connection with such projects, and the basic arrangements that need to be reached with developers before tax increment bonds can be issued . We will then summarize and explore proposed tax increment legislation and its potential effects on tax increment financing . The session will open with a very brief overview of tax increment financing in Montana .

John Juras, President of the River's Edge Trail Foundation and a Senior Project Manager with TD&H Engineering of Great Falls, will share the steps to success of the River's Edge Trail and how other communities can share that success . X Update from the Montana Infrastructure Coalition
Executive Director, Darryl James, will provide an overview of the mission and goals of the Montana Infrastructure Coalition, the results of some early workshops and research efforts, and a roadmap for the 2017 Legislative Session . Darryl will discuss the range of funding and policy tools currently available to fund Montana’s aging infrastructure, and identify the early list of potential policy recommendations being considered by

Handling employee grievances effectively requires patience, tact, understanding, judgment and a process accepted by both management and labor for addressing grievances in a systematic manner. This training is intended to improve a supervisor’s decision making regarding grievances and to further a supervisor’s understanding of the process in general and their role in it. The focus of the training will be to learn the nature of grievances, the burden of proof, the purpose of the grievance procedure, the keys to effective
grievance handling, and the improvement of the supervisor’s understanding of the legal framework in which formal grievances arise, along with practical, no-nonsense tips for the Step 1 responder.
