    Analysis and recommendation Replies

    1- One of the basic requirements in planning of any facility is the

    approach way to that facility. n case of educational facility this

    point need a prime consideration. !he under discussioneducational facility is for girls in which proper approach way is

    the main and ma"or consideration. #ut unfortunately no any

    attention has been gi$en to the proper approach way regarding

    site selection. !wo possible approach ways to the school found

    but both ha$e steep slope% also large stones obstructed the way.

    Remo$al of large stones and proper dressing of the approach is

    highly needed. t is recommended for the department to clear the

    approach way of the e&isting facility also 'eep this point it in

    the planning of future wor's.

    !he construction of approach path is not co$ered

    in the appro$ed scope of wor'% and the site

    selection is done by the client department% whichin normally handed o$er after the appro$al of

    scheme. (owe$er the contractor has been as'ed

    to remo$e the large stones and dressing the

    approach way at his own cost.

    )- *or' order which was issued to the contractor it is clearly

    mentioned that !echnical Sanction from the competentauthority must be obtained before commencement of the

    wor' also in +lause-, if +* +ode it is reflected the !S

    must be accorded by the competent authority before the

    construction wor' is commenced as it certified that the

    design% specifications and calculations in the estimate are

    adequate enough for the building. n the sub"ect scheme the

    !S is still under process of appro$al while the wor' is

    e&ecuted which is against the rules% also is shows the

    intentionally mismanagement of the concerned authoriation.

    t is recommended that !S should be processed within 1,-

    days positi$ely failing which action is proposed against the

    responsible indi$iduals for intentionally delayed of !S

    appro$al. Also in future no e&ecution of wor' should be done

    till and unless !S is in hand.

    !echnical Sanction 0stimate is under process and

    is submitted to the sanctioning authority whichwill be a$ailable for $erification in short time.

    - A well-managed pro"ect will require a proper schedule and

    related documents. ro"ect schedule will help to organie all

    the related tas's related to pro"ect is an easy and manageable

    way. Scheduling describes guidance and pathway for a

    pro"ect to run. t defines certain deli$erables which are

    needed that must be achie$ed on a timely basis so as to

    pre$ent the time o$er run. 2or proper implementation andmonitoring of the pro"ect components% the +3* 4epartment

    shall prepare a construction schedule so as to complete the

    scheme well in time by a$oiding any time o$errun.

    !he construction schedule is normally prepared

    for the schemes% but due to funding issues/

    intermittent releases the same is not possible to

    follow strictly. (owe$er% it is ensured that the

    progress of wor' remains At-ar with the

    a$ailable funding and complete the scheme as

    per stipulated period.

    5 !he +3* 4epartment 6ala'and should maintain a site register

    on the site to record the obser$ations and recommendations of

    higher $isiting officers for guidance of the super$isory staff.

    4irections ha$e been issued to the S4O7s for

    maintaining Site Register at all sites and ensure

    its compliance.

    , Some substandard wor' found which need repair

    immediately. On site the rectification wor' required

    discussed with the department officers.

    8+ pipe has been installed to the septic tan' for foul gas

    disposal in place of 6S pipe as shown in photograph.

    !he 8+ pipe for disposal of foul gas is more

    economical than + pipe in the instant case. (owe$er%as "ointly discussed at site% the same has been replaced

    b + pipe by contractor at his own cost.

    +oncealed electric fitting has been planned in building but

    now in classrooms e&posed fitting for lights in progress

    which shows that pipe has been laid in slab without any

    planning and drawing.

    !he electric wiring has been done as concealed

    in the school building e&cept at one location is a

    class room as pointed out. !he same has been

    corrected and done as concealed.

    0lectric appliances are not completed installed. n class

    rooms fans and lights are missing.

    As the wor' on internal electrification was in

    progress at the time of $isit% therefore electrical

    accessories were not fully installed. !he wor' is

    now completed and all the ceiling fans and lights

    ha$e be installed at site.
