As compared to the previous year, one finds a slight increase in the share of premises provided with at least one access ramp, the Social Welfare Directorates and the County Hospitals being the only institutions at national level that are in full compliance.
One highlights that there are two ministries without any access ramps: the Ministry of Education and the Ministry of Transport.

Indicator 2: Share of accessible road infrastructure
This indicator refers to the accessible pedestrian crossings, the accessible
traffic light controlled crossroads and the parking spaces for persons with disabilities in the county capitals and in the districts of Bucharest.
2.1. The number of accessible pedestrian crossings at the local level
Only half of the county capitals have accessible pedestrian crossings. One should emphasize the concern of the respective local administrations to increase the accessibility level of the pedestrian crossings; if in the previous
Report only Br ila had turned all its pedestrian crossings accessible, this year, other three county capitals: Drobeta Turnu Severin, Arad and Braov have completed turning their pedestrian crossings accessible, whereas other seven county capitals have a share of accessibility of more than 50%.

Around 50% of the county capitals have accessible traffic light controlled crossroads. Only 11 county capitals have over 50% accessible crossroads and only 5 of them have all their crossroads accessible: Oradea, Pite ti, C l ra i, Boto ani and Tulcea.

Of the general approximate total of 310,000 parking spaces in the county capitals, around 3% of them are for persons with disabilities.
This indicator on the accessible road infrastructure shows a slight increase only with respect to the number of accessible pedestrian crossings and traffic light controlled crossroads and only in the same county capitals
which were highlighted in the previous report.

The persons with disabilities only have access to public transportation in a few county capitals such as: Bucure ti, Constan a, Pite ti, ClujNapoca, Alba Iulia.
Even in these county capitals, tactile floor information regarding access for persons with disabilities in the public transportation can only be found in such county capitals as Alba Iulia and Ploie ti.
X Criterion 2: Ensuring access of persons with disabilities to information, communication and computer systems and services

As compared to the previous Report, one finds that institutions are concerned to improve their communication interface for the persons with
disabilities, especially through making their websites more accessible and using sign language interpreters.
The General Directorates for Social Welfare and Child Protection (DGASPC) have the highest level of accessibility, whereas the lowest is met with the County Libraries.
The evolution of this criterion in terms of making own websites accessible
and using sign language interpreters as compared to the previous report is shown in the graphs below. Unfortunately, one cannot say that 50% of this indicator has been implemented.

X Criterion 1: Committing to transforming the residential service system through deinstitutionalization and the development of community services
The average number of beneficiaries in residential centers on June 30, 2013 was 50.
The number of large residential centers (over 20 beneficiaries) was 208, whereas the number of protected housing units of 82 (76 in 2011). In half of the counties of Romania there are no alternative services to care for the persons with disabilities as of yet.
The number of beneficiaries who accessed the residential system is almost equal to the number of beneficiaries who have left the system.

Indicator 2: Breakdown of reasons for deinstitutionalization
The main reasons for institutionalization (persons who need recovery and
persons who cannot provide for their social and healthcare needs) have slightly increased, from 62% in the previous Report, to 65% in the current one.

The average share of children with disabilities registered in the primary, middle and high school in the mainstream education system is of just 38%, as compared to 59%, the average share of children with disabilities
registered in the special needs education system. The counties with the highest number of children in special needs education system are as follows: Cluj (97%), Maramure (95%), Satu Mare (94%), Mehedin i (92%), whereas the counties which managed to integrate the highest number of children with disabilities in the mainstream education system are: C l ra i (91%), Tulcea (72%), Olt (72%).
We feel that this criterion which indicates the fact that in Romania, over
half of the children with disabilities are in the special needs education system, is not fulfilled.

The average of specialized teaching staff is of 1 teacher to 35 children with disabilities (where such specialized teaching staff exists). There are also counties where one specialized teaching staff is available for a number of
134 children with disabilities (i.e.: Harghita), whereas in other counties Vrancea, Gala i or Bucharest, there is one specialized staff to every 3 schooled children with disabilities.
The counties which state that they do not have any teaching staff specialized to educate children with disabilities: Alba, Boto ani, Braov, Br ila, Cluj, Covasna, Dmbovi a, Ialomi a, Mehedin i, Olt, Tulcea.
Specialization of the teaching staff based on the types of disability
Most of the specialized teaching staff can be found in the special needs education system. There is currently no staff specialized in Braille writing in
the mainstream education system.

DGASPC Mehedin i (6.78%), S laj (5.25%), District 1 (5%) and Vrancea (4.32%), whereas DGASPC Br ila has not employed any person with disabilities (0% employment percentage).
No central authority goes in excess of the 1% of employed persons with disabilities, whereas the Ministry of Culture and the Presidential Administration have not hired any person with disabilities.

Article 47 Amendments
1. Any State Party may propose an amendment to the present Convention and submit it to the Secretary General of the United Nations. The Secretary General shall communicate any proposed amendments to States Parties, with a request to be notified whether they favour a conference of States Parties for the purpose of considering and deciding upon the proposals. In the event that, within four months from the date of such communication, at least one third of the States Parties favour such a conference, the Secretary General shall convene the conference under the auspices of the United Nations. Any amendment adopted by a majority of two thirds of the States Parties present and voting shall be submitted by the Secretary General to the General Assembly for approval and thereafter to all States Parties for acceptance.
2. An amendment adopted and approved in accordance with paragraph 1 of this article shall enter into force on the thirtieth day after the number of instruments of acceptance deposited reaches two thirds of the number of States Parties at the date of adoption of the amendment. Thereafter, the
amendment shall enter into force for any State Party on the thirtieth day following the deposit of its own instrument of acceptance. An amendment shall be binding only on those States Parties which have accepted it.
3. If so decided by the Conference of States Parties by consensus, an amendment adopted and approved in accordance with paragraph 1 of this article which relates exclusively to articles 34, 38, 39 and 40 shall enter into force for all States Parties on the thirtieth day after the number of
instruments of acceptance deposited reaches two thirds of the number of States Parties at the date of adoption of the amendment.
Article 48 Denunciation
A State Party may denounce the present Convention by written notification to the Secretary General of the United Nations. The denunciation shall
become effective one year after the date of receipt of the notification by the Secretary General.
Article 49 Accessible format
The text of the present Convention shall be made available in accessible formats.
Article 50 Authentic texts
The Arabic, Chinese, English, French, Russian and Spanish texts of the present Convention shall be equally authentic.
In witness thereof the undersigned plenipotentiaries, being duly authorized thereto by their respective Governments, have signed the present Convention.
