    MONITORING REPORT OF AGRICULTURE EXTENSION

    DEVELOPMENTAL ACTIVITIES IN NOWSHERA.

    A field visit to Agriculture Extension Department Nowshera was made on 21 &

    22 January 2011 along with Divisional Monitoring Officer to monitor the physical and

    financial progress of developmental schemes of sector in the district. Before

    proceedings of the visit a meeting conducted with District Officer Agriculture in his

    office at Nowshera also attended by the Agriculture Officer, Field Assistants and

    discusses the physical and financial progress of the sector. The following schemes

    were identified for detail inspection

    i. Establishment of Modal Fruit Orchard in Khyber Pakhtunkhwa accordingto ecological zones. (534 / 60288).

    ii. Vegetables promotion in Khyber Pakhtunkhwa. (537 / 80602).iii. Increasing productivity of major crops (Cereal) in Khyber Pakhtunkhwa

    (538/80603).

    (Schemes wise monitoring report is as under)

    1- Establishment of Modal Fruit Orchard in Khyber Pakhtunkhwa according to

    ecological zones. (534 / 60288)

    The scheme has been approved for a total cost of Rs.25.00 million in a DDWP

    meeting held on 29.9.2006. An expenditure of Rs.15.291 millions has been incurred on

    the scheme up to June 2010. The Project will be completed up to June 2011.The

    allocation of Rs.9.709 million has been made for ADP of current financial year 2011.

    This has to be implemented in the districts namely Dir upper, Abbottabad, Malakand,

    Swat, Mansehra, Charsadda, Kohat, Chitral, Nowshera, Peshawar, D I Khan, Bannu,

    Bunir and Haripur in the current plantation season February, March 2011.

    The climate of Nowshera is very suitable for the production of Citrus as well as

    other fruit crops. The target given to the District was 100 acres Citrus Orchards and100 Acres Apricot fruit plantation as modal Orchards.

    The main objectives of the project are to improve the socio economic status of

    the poor families by providing them high yielding/improved varieties of fruit plants.

    To establish modal fruit orchards in the district which will serve as progeny and

    will be used for further distribution of improved fruit plants amongst the farming

    community and to replace indigenous varieties. It will also help in the extending

    technology to the farmers and fruit growers in their own fields.

    .Year wise Physical/ Financial achievement.

    According to verbal statement of Field Assistant Mr. Sanaullah who is controlling

    day to day business of the Office. The total releases under the project to Nowshera

    was 1.05 million which is 100% utilized up to June 2010.For the year 2010-11 Rs.0.25

    million is released and the utilization will be made in the spring plantation 2011. No

    the concerned responsible Official informed that DRR/ Vehicle Log Book has

    damaged due to flood. It is recommended that all the record should be properly

    maintained and ensures the availability of Vehicle Log Book/DRR by the departmentin future to facilitate the monitoring team.

    4. Regarding fallow up visits by the technical staff of the department for theactivities it has been observed that no fallow up visit was made by the department

    Officials even the Agriculture Officer could not conduct a single visit to the modal

    orchards due to non availability of vehicle. It is recommended that the District Officer

    Agriculture extension should share the vehicle with Agriculture Officers concerned for

    departmental activities to achieve the project goal.

    5. During monitoring visit it was observed that TORs for establishment of modalorchards were not available with the respective District Officer Agriculture while in thePC-I it was the responsibility of the District Officer to develop TORs for the proper

    implementation of the project. Similarly there was no work plan available with the

    department to conduct the activities according to the desire level. It is

    recommended that proper implementation strategy must be devised by concerned

    Officer in future. It is further recommended that the department may ensure the

    availability of an officer/technical Field Assistant at the time of lay out/ plantation for

    proper implementation.

    2- Vegetables promotion in Khyber Pakhtunkhwa. (537 / 80602)The schemes has been approved for a total cost of Rs.39.940millions by DDWP in

    a meeting held on 24/9/2008.An expenditure of Rs.8.00 millions has been incurred on

    the schemes up to June 2009.An allocation of Rs.10.00 millions has been made for the

    current financial year 2010-11.

    Vegetable promotion is one of the most important activities to ensure

    vegetable production and generate the income of poor farmers as well as ensure

    availability of vegetables for the consumption on daily basis to the ordinary

    consumers in province. The main broad objectives of the scheme are as under.

    Enhancement of productivity in agriculture sector through increasing perunit yield of vegetables (high value crops)

    Improving food security of the province. Poverty alleviation and improving the socio economic condition of the

    farmers in rural areas through increasing crop income.

    Environment protection through good agriculture practices.During the year 2009-10 the budget released to the District Officer Nowshera

    was Rs.281820/= and the expenditure made by the department was Rs.281820/= up

    to June 2010 which is 100%. The releases for the current financial year 2010-11 to

    Nowshera District Officer on share basis is Rs.174320/- (First installment) and 2nd

    installment releases is still pending which will be utilized up to June 2011.According to

    verbal statement of Mr. Sanaullah Field Assistant the department was laid out 35 plots

    of Off-Season Vegetables and 32 plot of Seasonal vegetables during the year 2009-

    10, while during the current financial year 32 plots for Off-Season Vegetables are laid

    out up till now and the remaining target will be achieved up to June 2011.

    Analysis / Recommendations.

    1.

    During the monitoring visit it was observed that no proper record was availablewith the Department. On query the responsible official informed that all the record

    was washed away during flood. Anyhow, hand written list of vegetables for the year

    2010-11 was provided by the Field Assistant. It is recommended that proper record

    must be maintained by the Department to facilitate the Monitoring Team.

    2. During monitoring it has been also observed that seed purchased for off seasonvegetables are too late and supplied to the farmer community without proper

    guidance. As a result most of the plots planted very late and sowing was made

    through traditional practices which are against the project policy and unable to

    achieve the required goals. It is recommended that the Department ensure timely

    availability of vegetable seed and other inputs for off season vegetables to achievethe target qualitatively photographs are as under.

    3. During the visit it has also been noticed that only squash (Tenda) seed has beenprovided to the farmers while there is a huge demand for other important off seasonalcrops like cucumber, tomatoes, chilies etc. It is recommended that the Department

    should concentrate on the farmers demand and other important vegetable crops

    which are high income generating for the farming community to improve the income

    of the poor farmers.

    4. Regarding plastic sheets for vegetable plots, the department has not yetprovided any plastic sheets to the farmers to cover the vegetable plots. The farmershave purchased the plastic sheets on their own expenses. On query, the concerned

    officer responded that plastic sheets will be provided later on which is totally against

    the activity as there will be no need of plastic sheets in the warm season. It is also

    noted that no technical staff was available at the time of sowing in order to provide

    useful guidance. It is recommended that every effort should be made to facilitate the

    farmers for their farm crops to enhance the yield.

    5. Under the head of Farmers training the department has claimed that they haveconducted two training courses regarding vegetable growing, but no record has

    produced by the department to the monitoring team. Similarly the record of stafftraining and Field days was also not available with the department which shows that

    the department is doing nothing at the district level. The Director General Agriculture

    Extension may conduct an enquiry against the concerned Officials.

    3- Increasing productivity of major crops (Cereal) in Khyber Pakhtunkhwa(538/80603).

    The scheme has been approved for a total cost of Rs.12.972 millions in a DDWP

    meeting held on 24.9.2008. An expenditure of Rs.5.263 millions has been incurred on

    the scheme up to June 2010 and allocation of Rs.4.327 millions has been made of

    ADP for the current financial year 2010-11.

    Project objectives:

    The objectives of the Agriculture Sector are to enhance production of

    agricultural commodities, alleviate poverty in rural aeas & promotion of environment

    friendly farming through using Good Agricultural Practices. Enhance & ensure

    availability of quality seed and all inputs to the farmers. The proposed PC-I is therefore

    in line with the sectors objectives.

    Enhancement of productivity of wheat & maize crops. Production of quality seed of wheat & maize. Extension of crop / seed production technology to the farmers. Poverty alleviation through increase in productivity.

    Each training will be organised just before start of the crop season. Training

    schedule will be prepared by the District Officer Agriculture. Subject matter will

    include important / technical tips on land preparation, sowing time, sowing

    techniques, seed rate, characteristics of crop varieties to be sown, number of

    irrigations, time & quantity, fertilizer application technology, weedicides, their

    application techniques, rogueing (removal of off type plants), thinning in maize crops

    to maintain required number of plants per unit, knowledge of proper crop maturity,

    harvesting, threshing/shelling and storage conditions etc. Light refreshment will be

    served to the participants during training.

    A guide line circular on wheat and maize crop production will be prepared

    and distributed by the District Officer Agriculture. At least 1000 copies on each subject

    will be circulated/distributed in each district per year.

    Physical/ Financial progress.

    The statement given by District Officer Agriculture Nowshera shows that during

    the year 2009-10 Rs. 185570/- were released to the department and the expenditure

    was Rs. 61000/- while the physical achievement was 21 acres wheat Seed

    Multiplication Plots and 11 acres Maize kharif crop. During the year 2010-11 Rs.

    110250/- have been released as first installment and the expenditure was Rs. 39900/-

    on 21 acres Wheat SMP and the remaining amount will be utilized up to June 2011.

    Analysis and Recommendations:

    1. During the field visit of farmer Mr. Farmanullah Khan Resident of Khaishki, it hasbeen observed that the Department has supplied only wheat seed to the farmer

    without fertilizers/pesticides and there was no technical staff member present at the

    time of sowing. It is recommended that the department should ensure the availability

    of at least a Field Assistant at the time of crop sowing to conduct the activity

    according to the desired level. Photographs of the field are as under.

    2. According to the PC-I, the target was assigned to the department to train the50-60 farmers in wheat and maize crops. During the field visit and record checking no

    record was available with the department related to the training of farmers. It is

    recommended that the District Office should take proper action and develop

    strategy to train the farmers for their income generation in the major cereal crops.

    3. The Agriculture Officer explained that the Federal Seed Certification andRegistration Department will conduct regular visits during the standing crops and at

    the time of harvesting to certify the seed. Anyhow, visit has not been made till now bythe FSCR Department and also by the execution department for follow up since

    sowing of the crop. It is recommended that visits should be made by the technical

    staff on regular basis for follow up of the activity.
