MONTGOMERY — Pre-kindergarten may be “the missing piece” in an arsenal of tools state public school educators put together to increase high school gradu-ation rates. Spending public money on young children to prepare them for kindergar-ten may seem odd at a time of bare-bones budgets and proration.

But Deputy State Educa-tion Superintendent Tommy Bice said as the state pushes for higher high school grad-uation rates, early education is a worthy goal. The issue of dropout statistics will likely come up again Monday when the state releases its Adequate Yearly Progress report card on public edu-cation. Parents and children will know how their schools scored from the report released to the state Board of Education.

In past years, the issue became important because the state lost points on the scorecard that helps deter-mine how much federal rev-enue comes to the state for schools.

Bice said the state needs

to equip pre-kindergarten children with early language and communications skills they will need to learn in kindergarten and beyond.

If pre-kindergarten were available to the state’s 60,000 eligible 4-year-olds, future dropout and graduation sta-tistics could improve con-siderably, he said. Alabama provides pre-kindergarten funding for 3,380 children in 215 locations statewide.

“Regrettably students who come from impover-ished environments don’t enter school on a level play-ing field at no fault of their own,” Bice said. “They often begin so far behind that they never catch up.“

Eventually such children become a dropout statis-tic, and are at higher risk for ending up in prison or on public assistance, Bice added. The state has pro-grams to increase gradu-ation rates. Most schools also track students at risk of dropping out at an earlier age than in the past, but not as young as kindergarten.
