Other council news Council has accepted the RBC Royal Bank’s loan offer to finance the construction of the No. 5 wells and water supply line project. The town has chosen the shortest and least-costly of three RBC options, that is a fixed loan at 4.78 per cent interest over three years with $10,753.42 monthly payments. by Helen SolmesLeaf Rapids’ decision to

ban all plastic grocerybags last year has rico-cheted through the gro-cery industry, promptingmore than one food chainto offer their customersalternatives to the non-biodegradable bags.

In the past year,Esterhazy BigWay Foodsowner Keith Dunster hasnoticed more and morepeople carrying clothbags into his store, in andout of the post office, andaround town yet, hisstore still dispenses thee n v i r o n m e n t a l l y -unfriendly plastic check-stand bags. “I can’t helpbut wonder what is hap-

pening to those bags,” hetold The Miner-Journal.

BigWay Foods is nowoffering a recycle pro-gram for all plastic thatits store and other retail-ers generate, “from usedgrocery bags to plasticwrap and overwrap onproducts – as much as wecan humanly handle,” hesaid. “In the first fourweeks of our recycle pro-gram, we have baggedeight to 10 rain-barrel-size bags full of recyclableplastic.

“There is some laborinvolved in that theBigWay staff must sortclear plastic from plastic

that has been inked orstamped in any way.”

Many retailers aremarketing themselves asgreen retailers, accordingto Dunster, and leavingthemselves suspect as towhere the plastic endsup. He assures his cus-tomers that the plasticthat BigWay Foods col-lects is being shipped toto TGP, BigWay’s whole-saler, to be used in theconstruction of TREXdecking and railing prod-ucts made from primarilyrecycled plastic grocerybags, reclaimed palletwrap and waste wood.

by Helen SolmesIf historian Arnold

Roos is able to convincethe National HistoricSites Board that theEsterhazy Flour Mill is,as he sees it, that is, as arare example of a technol-ogy that was once vital tothe agriculture economyof Saskatchewan, thenpossibly the mill willhave a national designa-tion to add to its provin-cial designation.

The mill was designat-ed a Saskatchewanprovincial heritage site in2005. The Friends ofFlour Mill Committee hasapplied to the HistoricSites and MonumentsBoard of Canada fornational-historic site des-ignation.

Roos visited Esterhazylast week, toured the mill, and read through history

documents in theEsterhazy communitymuseum. “The technologythat was used in the millis common but the mill israre in that it has sur-vived when othershaven’t, according toRoos. “The mill is ofnational significance inthat it is one of fewremaining flour mills,” hesaid. “It’s rare in that ithas survived when othershaven’t.”

The grandson of one ofthe mill owners during its100-year-history was onhand last week to givefirst hand accounts of theoperation of the mill.Keith Paulger is thegrandson of Joe Junekwho operated the mill in1950-59. “My grandfatherwas a great people-per-son. I remember himweighing grain, milling it,

and bagging the flour,”Paulger said. “I remem-ber going back to the millin the evenings to feedthe mill cats.”

Paulger also remem-bers seeing the mill aban-doned and looking verydilapidated before theFriends of the EsterhazyFlour Mill Committeestarted its renovations. “Isaw it at its worst,” hesaid. “I would have beenright in there renovatingit if I lived closer.

“My grandfather wasan amazing man. Ibelieve he owned a hard-ware store in Stockholmat one time and he didcustom threshing. He wasalso a tinsmith. Whenthe people in the areawere converting from coalto oil furnaces, Joe madeduct work in the mill’sboiler room.”

Historian Arnold Roos of Ottawa listens to Keith Paulger’s accounts ofthe days when Paulger’s grandfather, Joe Junek, operated the EsterhazyFlour Mill (1950-59). Roos toured the mill and studied documents in prepa-ration of his report to the Canadian Historic Sites and Monuments Board. The Friends of the Esterhazy Flour Mill Committee has applied to the boardfor designation as a national historic site.

Looking Back

The Internet genius who set up mywebsite said “Naturally, you’ll want toinclude a blog”.

“Why?” I asked.“Well, so you can share your

thoughts on news of the day with thepeople who read your newspaper andmagazine columns,” he said.

“That’s what the columns are for,” Isaid. ‘You want me to write a secondcolumn for free?”

“Oh, not for free,” he said. “Youcould sell advertising on your site andcollect royalties.”

Oh right, I thought. And thatmeans that I would also get to keep asecond set of books. And I would need

to pay an accountant to figure out myGST and PST – when I wasn’t rushingto my laptop to share my thoughtswith the world on the news of the day.

“No thanks,” I told the Internetgenius.

At the time we had that conversa-tion, blogging was shaping up tobecome one of the oddest phenomenaof the new millennium. Everybodyand their Aunt Minnie was setting upa web log. In 2006 blogs were beingcreated at the rate of 100,000 a day.

No longer. Nowadays the Internetlandscape is littered with thebleached and bloating carcasses ofabandoned blogs – more than 200 mil-

lion of them world wide, according toGartner Inc., a U.S. research firm.

Why? Because a lot of bloggers arediscovering that life on the Internet isa lot like real life – it takes a lot ofwork to maintain it. They are also dis-covering something that any profes-sional writer could have told them:that writing for free soon loses itscharm.

The Canadian indie pop sensationknown as Feist is the latest celebrityfor whom blogging doesn’t seem likesuch a hot idea anymore. She person-ally axed her entire website in themost appropriate way – on line. Nextto a photo of the musician, a hand-written open letter was posted on thesite. A letter that began with“AAAAAAAAGH” – printed in blockletters.

Reasons? Feist said the site hadbecome ‘robotic’ and ‘not beautiful’. “Icouldn’t recognize myself in it,” shesays. She also blamed her ‘analoguemind’.

Mind you, Maria Amelia Lopez ofMuxia, Spain would wonder what allthe fuss was about. A year ago shedidn’t know the Internet existed. Then a relative showed her how to goonline and set her up with a personalaccount as a birthday present. Now,she’s a full-blown addict. She blogsdaily and about everything: her niecesand nephews, the construction of anapartment building next door, miniskirts: “a miniskirt with a goodpair of legs – that, I love. But youreally need to have good legs.”

She loves her blog connections evenmore. “It’s a whole new universe,” shesays. Indeed it is, and Maria Amelia isa big part of it. In the past eightmonths her blog has had more than350,000 hits from correspondentsaround the world. Her fans check herblog faithfully – even if it’s only to findout the latest about Maria Amelia’sswollen joints.

Did I mention that Maria Amelia isquite possibly the world’s oldest activeblogger?

Ninety-five and posting.Perhaps blogging isn’t really dying.

Maybe it’s just in transition. My news-paper also carried a story about JodyGnant, an aspiring singer/songwriterin Phoenix, Arizona who doesn’t justshare her thoughts on her blog. Sheshares everything she has. Literally.

It’s called Lifecasting. Jody Gnantcarries a webcam from wakeup tolights out every day. She videocastseverything she does, short of bath-room time and locations which don’tallow cameras.

Payoff? Gnant says lugging a web-cam around 24/7 has firmed up herbiceps.

“Besides,” she says, I never feelalone.”

I guess not. But I wonder why the lyrics to

Eleanor Rigby keep running throughmy mind?

Fifty years ago, 1957 -The Saltcoats Liberal Association held a grand banquet and

dance in Langenburg. The banquet presented a speech fromRoss Thatcher of Moose Jaw, a well-know political figure in theprovince. Thatcher was the Liberal candidate for Assiniboia inthe previous federal election. He received a large amount ofpublicity for this election when he took part in a debate withpremier J.C. Douglas at Mossbank as a part of the electioncampaign.

Forty years ago, 1967 -One hundred and fifty people attended the annual Chamber of

Commerce social evening held at the rainbow Club. K.E. Snedker,MLA for Saltcoats Constituency, was the guest speaker. Many tro-phies for the centennial parade were presented by president DarylEggen following the banquet and speeches. presented these tro-phies. Morris Studios received the commercial award; SchentagConstruction, the industrial; Kaposvar Church, the out-of-town;the Cave Men from Melville, best comedy; Schentag COnsturction,old-timer; Patricia Patrick, best dressed cowgirl; and Roger Boyle, best dressed cowboy.

Thirty years ago, 1977 -The United States Ambassador to Canada, Thomas O.

Enders, and his wife Gaetana visited the IMC Potash Mine onNov. 7. The ambassador and his party were met by Richard A.Lenon, chairman, president and chief executive of IMC and byCharles E. Childers, vice president, when they arrived at thesite. The ambassador was returning from a trip to westernCanada when he stopped off at the minesite to tour the opera-tion. The ambassador and his party left for Winnipeg.

Twenty years ago, 1987 -The candidates would compete in a by-election for the posi-

tion of alderman on Stockholm Village Council. Box Giroux andCurtis Polson, both miners at IMC, were selected to the posi-tion following the previous council meeting.

•St. Anthony’s Hospital Board gave approval to allow the hos-

pital to offer a mobile ultrasound machine. The service wouldbe offered Wednesday afternoons on a weekly basis. The new-found service would benefit local patients since they would nothave to travel to Yorkton or Regina for ultrasound testing.

Sask. Party domination of rural seats remarkableOnly time will tell whether Brad Wall’s

Saskatchewan Party government that officially takesover this week is a good one that keeps its promises.

In fact, that’s pretty much all we’ll be assessingbetween now and Nov. 7, 2011, when the next provin-cial election is held. (Although, the very fact that Wallhas made good on his first promise to hold set elec-tions every four years suggests he’s off to a prettygood start.)

But before we go much further in that process andbefore we leave the Nov. 7, 2007 vote too far behind,we really need to take a moment to explore the mag-nitude of the Sask. Party’s wins in 28 of the province’s29 rural seats.

It’s like nothing we’ve seen before in ruralSaskatchewan and perhaps like nothing we’ve seenbefore anywhere in the province.

Admittedly, one could argue that the NDP havebeen even more dominant in the cities in recent elec-tions. After all, New Democrats won all but one urban(Regina, Saskatoon, Moose Jaw and Prince Albert)seat in 1991, 1995 and 1999 and all but three in 2003.(And in each of those four elections, the NDP sweptRegina, Moose Jaw and Prince Albert.)

But for one party to virtually sweep virtual everysquare inch of rural (excluding the largely urban TheBattlefords riding where the NDP’s Len Taylor heldon with 43 per cent of the vote) from the grass ranchland of the southwest to the forested parkland of thenortheast is, arguably, even more mind-boggling.

How mind-boggling? Well, usually a party will takea couple of its stronghold seats by 60 per cent of thevote. (The NDP accomplished this in the 2007 vote as

Joan Beatty won Cumberland with 65.9 per cent ofvote in Cumberland and Warren McCall took ReginaElphinstone-Centre with 62.2 per cent.)

But to take 20 rural of 29 by more than 60 per centof vote is phenomenal. Consider the vote totals theSask. Party candidates ran up in rural Saskatchewanridings: Glen Hart in Last Mountain-Touchwood, 60.3per cent; Dustin Duncan in Weyburn-Big Muddy, 60.5per cent; Michael Chisholm in Cut Knife-Turtleford,60.9 per cent; Tim McMillan in Lloydminster, 61.1 percent; Fred Bradshaw in Carrot River Valley, 61.7 percent; Bob Bjornerud in Melville-Saltcoats, 62.2 percent; Don McMorris in Indian Head-Milestone, 63.9per cent; Lyle Stewart in Thunder Creek, 64.3 percent; Ken Krawetz in Canora-Pelly, 64.4 per cent; RodGantefoer in Melfort, 65.2 per cent; Doreen Eagles inEstevan 66.1 per cent; Bill Boyd in Kindersley, 66.7per cent; June Draude in Kelvington-Wadena, 68 per

cent; Yogi Huyghebaert in Wood River, 69.5 per cent;Jim Reiter in Rosetown-Elrose, 69.7 per cent; BradWall in Swift Current, 70.6 per cent; Don Toth inMoosomin, 72.2 per cent; Nancy Heppner inMartensville, 73. 4 per cent; Wayne Elhard in CypressHills, 75.7 per cent, and; Dan D’Autremont inCannington, 77.6 per cent. (One might also want totoss in Ken Cheveldayoff ’s 61.7-per-cent total inSaskatoon Silver Springs, given that it has a ruralcomponent.)

And also consider how many other Sask. Partyrural candidates came close to that 60-per-cent fig-ure: Randy Weekes in Biggar, 59.8 per cent; GregOttenbreit in Yorkton, 59.3 per cent, Delbert Kirschin Batoche, 58.1 per cent; Greg Brkich in Arm River-Watrous, 57.7 per cent; Donna Harpauer inHumboldt, 57. 5 per cent; Dennis Allchurch inRosthern-Shellbrook, 57.4 per cent, and; NadineWilson in Saskatchewan Rivers, 54.7 per cent.

Besides it’s loss in The Battlefords, JeremyHarrison’s narrow win in Meadow Lake is the onlyother rural seat where a Sask. Party candidate evencame close to losing.

In fact, after Taylor and Maynard Sonntag, the nextbest showing by a non-Sask. Party candidate in ruralSaskatchewan was NDP incumbent Lon Borgersonwho, at 41.2-per-cent of the vote in SaskatchewanRivers, was still 13.5-per-cent behind. Only nineother NDP candidates in rural Saskatchewan broke30 per cent or more.

Truly, it was the most dominate performance by aparty in rural Saskatchewan that we’ve seen.

reportsfrom the

SaskatchewanLegislature

Quebec City is the place to be in 2008while Canada’s oldest city celebratesits 400th anniversary .

Quebec City is Quebec’s secondlargest city, North America’s only forti-fied city north of Mexico, and a worldheritage site.

Quebec City’s 400th anniversary, inmy opinion, places Canada outside therealm of recent history. A walk throughOld Quebec leaves one with a sense ofantiquity that is more often associatedwith the grand cathedrals and castlesof long ago times in Europe. There arecities in North America that date backearlier than Quebec City – St. John’sin Newfoundland, Port Royal in NovaScotia, St. Augustine in Florida, SanteFe in New Mexico and Tadousac inQuebec date back earlier than QuebecCity. However, they were regarded ascommercial outposts for the extractionof resources and wealth. Quebec City,on the other hand, was designed to be apermanent settlement and hasendured the hostilities initiallybetween the French and the natives, then between the French and theBritish in the 1700s, and between theBritish and American revolutionarytroops in the early 1800s.

The Province of Quebec is facing itsmodern-day battles to resolve issues oflanguage and culture within the

province and sovereignty withinCanada and at the same time maintainan economic viability despite dwin-dling resources and declining popula-tion. And economic competition fromits wealthy Ontario neighbors. Themessage I heard, however, when in

Quebec City in 2006, when PremierJean Charest addressed the CanadianCommunity Newspaper Associationdelegates, was a positive, upbeat one inanticipation of the 400th celebrationwhen Quebec City and the Province ofQuebec would open its arms to the

world to join Quebecers in celebration. True enough: The party is about to

start, beginning on New Year’s Eve andcontinuing until October, with 130events for a total estimated cost of $90million. The city is undergoing $400million in renovations and constructionfor the celebrations, in addition to themuch-needed expansion to the JeanLesage International airport.

Flying into Quebec City can be anightmare. I flew from Regina toWinnipeg, Winnipeg to Ottawa, Ottawato Quebec City on the way to the con-ference. The third flight was in a craftonly a notch above a cargo craft. On theway back, I was given the option ofstaying in Quebec City, an extra day –all expenses paid – or stopping over inToronto for a night. I chose to spend anextra day in Quebec City – who would-n’t? The city oozes with culture, history, architecture, and beautifully expres-sive people who respectfully acknowl-edge outsiders’ efforts to speak French, but who would, frankly, much ratherpractice their English.

To truly appreciate Quebec City onemust be prepared to walk, and walk, and walk. It takes little if any effort toabsorb the history and culture of thecity – it’s everywhere for anyone whohas the time to wander and watch andlisten.

Dear citizens:Town Council has been

working towards provid-ing a more effective andefficient waste collectionand disposal system. Weare trying to improverecycling practices, meetthe needs of the residentsand be practical and cost-effective.

One area that requiresthe public’s support is inregards to the blue binsand cardboard/paper col-lection. Cardboard/paperis to be disposed in theblue bins. The cardboardis to be flattened first andthen deposited. No otherrefuse/waste, etc. is to beplaced in the blue bins.

The contractor emptiesthe blue bins once a week.To ensure an efficient sys-tem, the public’s supportis requested to ensure allcardboard boxes are firstflattened before putting inthe blue bins. Also, ensurethat all other waste, suchas styrofoam and/or plas-tics for example, are notplaced in the blue bins.

It has been observedthat there is still a lot ofcardboard finding its wayto the waste disposal site. This takes up valuablespace in the pit and short-ens the useful life of thepit. A pit at the dumpused to last two years.Compiling with ProvincialRegulations it now justtakes one year before anew pit has to be dug.

By properly recyclingpractices and keepingcardboard/paper out ofthe pit, you will be helpingto extend the life of the pitand keep the costs down.

Should you have anypositive feedback pleasegive me a call.

William (Bill)Frank Sapara

August 17, 1925 –November 2, 2007

A Funeral Mass forWilliam (Bill) FrankSapara was held at OurLady Of Victories RomanCatholic Church inEsterhazy on Nov. 9, 2007,with Father AlbertSchmitz officiating.

Urnbearer was PaulLucas; honourary pall-bearers, all in Attendance;honour Guard: RoyalCanadian Legion, TheKnights of Columbus, andEsterhazy Senior GolfClub.

Interment is to be heldat Regina MemorialGardens at a later date.Luncheon held at RoyalCanadian Legion follow-ing service. Donations canbe made to Esterhazy &District Charity GolfClassic or to St. Anthony’sHospital, in Esterhazy.

William was the firstchild born to Christianand Katherine Sapara, inKillaly, Sask., on Aug. 17,1925. He passed awaysuddenly but peacefullyon Friday, Nov. 2, 2007 athis new residence inSumner Place in Ester-hazy.

Bill did many things inhis lifetime: He was afarmhand and a truck-driver. He pumped gasand fixed cars. He was asoldier in the army and a

grain buyer.On March 1, 1947, he

married his sweetheart,Opal Kohl of Neudorf, andin 1963, Bill and Opalwere blessed with the longawaited arrival of theironly child, a daughter,Pamela.

In 1965, they moved toEsterhazy were Bill hadbeen working as the pay-roll master for SchentagConstruction. Later heworked for WeberConstruction in the build-ing of K2 IMC. Bill didthe hiring of all the menthat would be first work-ing at IMC.

In 1967, Bill went intopartnership with his brothers in the IGA store. In 1972, Opal went intopartnership with himafter buying out his broth-ers.

In 1981, Bill and Opalsold the store and retired.Bill spent his time fishing, gardening, golfing, andmany endless hours withhis pride and joys, his fourgranddaughters – Christine,Janine, Amythest, andMorgan. Then in 2000,Bill welcomed the arrivalof his first great-grand-child, Drew WilliamBrown and in 2005 hissecond great-grandchild,Kohl William Marklinger.

In May of 2000, the loveof his life, Opal, was hos-pitalized, and after count-less hours by her side,Opal passed away in2001.

The Esterhazy &District Charity GolfClassic came along thatsame year. Bill knew fromthe many months, days, and hours spent at the St.Anthony’s hospital byOpal’s side, how necessaryit was to have a hospitalhere. He also knew theimportance of having

much-needed equipmentand modern methods. With that, he began hisfund raising. From Sept.10, 2001, until Sept. 10,2007, he fund raised witha vengeance, even fromhis own hospital bed. Hedid this every year not forthe recognition or for hisname or picture in thepaper but for Opal andothers like her, and for thestaff needing the hospital.Even while fund raisingBill grew his garden, which everyone hasenjoyed from his roses, lilies, trumpet lilies to histomatoes, cucumbers, andcarrots.

In October of this year,Bill made an extremelydifficult decision to moveinto Sumner Place and tosell his house. He wasstarting to adjust andenjoy himself at his newplace when he passedaway in his sleep.

Bill was predeceased byhis wife Opal; his parentsChristian and Katherine;brothers Con and Norm;brother-in-law CarlGerhardt.

He is lovingly remem-bered and sadly missed byhis only daughter, Pamela(Alan) Lucas ofEsterhazy; granddaugh-ters Christine (Joe) ofStockholm, Janine (Steve)of Roche Percee, Amythestof Yorkton and Morgan ofEsterhazy; great-grand-sons Drew of Stockholmand Kohl of Roche Percee;brothers Jim (Alice) ofEdmonton and George(Delores) of Esterhazy;sister Connie (Wayne) ofKitchener, Ont.; sisters-in-law Nina of Esterhazy,Marie of Edmonton, Iris(Fred) of Regina and Fernof Regina; many nephews, nieces and friends.
