Open Space on Brandon ParkPublic open space would be provided on a former school site in Brandon Park under a Monash Council proposal.

At its February meeting, Council adopted the Brandon Park Structure Plan, which includes preferred guidelines for future development of the former Brandon Park Secondary College site.

The plan proposes that the five-hectare school site be rezoned for housing but that 15% of the site be set aside for public open space. The preferred guidelines provide for a part two storey, part four storey residential development on the site.

Council will now ask the State Government for authorisation to propose an amendment to the Monash Planning Scheme which would rezone the site while also putting in place specific guidelines for its future development. If the authorisation is granted, Council will seek community feedback on the proposed amendment before a final amendment is adopted.

Mayor’s Message

New Look Eaton MallA celebration will be held on 12 March at Oakleigh’s Eaton Mall to mark the completion of its $2.2 million Stage Two upgrade.

Mayor Micaela Drieberg will be joined by Minister for Multicultural Affairs and Citizenship Nicholas Kotsiras to unveil a plaque commemorating the enhancement works that began in June last year.

Performers from the Manasis School of Greek Dance and Culture will entertain the lunchtime crowd at the various public performance spaces that have been built into the Mall’s new-look design.

Eaton Mall has undergone a complete makeover, with the replacement of out of date infrastructure that dated back to the Mall’s construction in 1978. This has been replaced with an innovative, environmental and water sensitive design including stylish street furniture, landscaping and rain gardens, striking sculptural pieces and high-quality granite stone paving.

The Stage Two works were funded by the Office of Multicultural Affairs and Citizenship ($1M), Department of Planning & Community Development ($300k) and Monash Council ($900k). This follows a $500,000 revamp of the southern end of the Mall in 2010.

Thank you to everyone who took part in our International Women’s Day events earlier this month. I hope you were inspired by the panel discussion and liked being able to take part in free fitness classes at our leisure facilities. We look forward to introducing you to the winners of the Monash Empowering Women Awards in the April edition of the Bulletin.

As a young (ish!) female leader, I was keen to see Council hold International Women’s Day events. Celebrating women’s achievements helps encourage others to push ahead despite the hurdles that might be in their way. We’ll be holding events to support and

encourage men in our community during Men’s Health Week in June.

In other news, we’re pleased the State Government has pledged to continue funding all existing supervised school crossings in Monash. We had raised concerns after being told by VicRoads that supervisors might not be funded at up to 10 crossings. We can all breathe a sigh of relief now we know there’ll be no funding cuts.

Change to Fire Services LevyFrom 1 July 2013, the Victorian Government will require councils across the state to collect a Fire Services Property Levy on their behalf as part of rates notices.

This change follows a recommendation by the Victorian Bushfire Royal Commission and will replace the existing insurance-based funding of the Metropolitan Fire and Emergency Services Board (MFB) and Country Fire Authority (CFA).

Until now, residents and businesses have made fire services contributions through their insurance premiums on property. People with insurance against fire will from 1 July 2013 no longer pay a levy through their premiums. Instead, it will be charged on your council rates notice.

The Oakleigh Cannons Junior Soccer Club will get a boost with Council announcing plans to upgrade their homeground pavilion at Jack Edwards Reserve.

At its February meeting, Council awarded the tender for the pavilion redevelopment to Programmed Facility Management Pty Ltd which will start works this month at the Edward Street facility.

The works will ensure accessible compliance of the toilets, upgrading of umpire facilities, internal lighting, roof and window replacement, sewerage and drainage works and creation of a multipurpose room.

The total project budget is $988,468 which includes $25,000 allocated for environmental initiatives such as insulation and special windows as part of Council’s Environmental Sustainability Road Map.

Council has consulted with the Club’s junior and senior committee members who have endorsed the plans. The project is expected to be completed by late October this year.

Improving footpaths and drainage and preserving parks and open spaces were two priorities identified by local residents in a recent community survey.

A total of 660 residents gave us their thoughts on a range of local issues as part of the Monash in Four survey.

The community feedback will be used to develop the next four-year Council Plan (which sets out Council’s priorities) and 13 strategic documents (such as the Road Management Plan and the Domestic Animal Management Plan).

Here are some interesting results from the survey:

» 80% of those who responded to a question about whether smoking in alfresco dining areas was an issue for their health and wellbeing, said it was an important or very important issue.

» 69% of people who responded to a question about whether it should be compulsory for all newly registered cats to be desexed, said it should be compulsory

» 85% of people who responded to a question about safety said they felt safe when walking alone in their local area during the day but only 37% felt safe when walking alone in their local area after dark.

Green Light Monash StreetsMonash is one step closer to our goal of replacing 8,200 street lights with energy efficient light bulbs.Monash Council has joined forces with the Cities of Maroondah, Stonnington and Whitehorse to apply for funding under the Australian Government’s Community Energy Efficiency Program.

‘Green Light Melbourne’s East’ regional project involves changing over 16,550 street lights from inefficient 80 watt technology to super-efficient 30 watt alternatives. This will benefit more than half a million residents.

As part of Council’s Environmental Sustainability Road Map, a target was set to reduce our greenhouse gas emissions by 20% by 2020. To achieve this target, we need to retrofit our street lighting, as that one measure will reduce Council’s overall energy consumption by 18%. Monash has about 8,200 80 watt lights that contribute approximately 8,800 tonnes of greenhouse gas emissions each year, making up 37% of Council’s total greenhouse gas emissions.

Our recent Monash in Four survey results show that 89.4% of people said it was ‘important’ or ‘very important’ that Council invest in sustainable street lighting.

If the funding application is successful, the grant would contribute about $1M to the total project cost of $4M.

Popular dogs Maltese and Maltese cross dogs are the most popular breed of dog in Monash, with Labrador Retrievers coming second.

Council is sharing information about the most popular dog breeds in Monash to raise awareness about the upcoming annual deadline for registering your dog or cat.

Animal registrations are due by 10 April. All dogs and cats aged three months or older must be registered with their local Council and microchipped. If your pet ever gets lost, it will be easier for us to find its owner if it is registered.

Councillor News – Cr Paul KlisarisThe past month has been a busy time in the City of Monash with much to celebrate. The Chinese New Year Lantern Festival in Glen Waverley was enjoyed by 30,000 people and another 20,000 had a great time at the

Clayton Street Festival on 24 February. This week the 10-day Oakleigh Music Festival is in full swing with the Carnival of Suburbia attracting top international artists and the big festival day this Sunday set to be a great day out for the whole family.

We are proud of our reputation as a progressive council and the many achievements and awards for excellence received each year by our dedicated staff. Recently we undertook a benchmarking exercise to see how our customer service compared to other organisations and I am delighted to say we achieved a great result. Congratulations to all staff. Your efforts are very much appreciated by the Monash community. I invite everyone to visit the Monash Civic Centre and see our fabulous new customer service one-stop-shop. We have also

added a ‘Make a Request’ online service to our website making it even easier for you to “Speak To Us”.

Today also heralds the completion of the Eaton Mall enhancement and it has been wonderful to see the renewed vitality in Monash’s multicultural mecca. Visitors and traders have been very positive in their praise of the improvements, particularly the stylish street furniture, Mediterranean landscaping and design features. It is terrific to see how much was accomplished by the project team whilst still allowing traders to operate their businesses as usual. If you haven’t seen it yet, come on down for a stroll through Eaton Mall and enjoy the fruits of our labour.

Youth Music GroupHoliday fun this EasterLooking for a holiday program for your primary school aged children? Well look no further!

We have three programs which run in Glen Waverley, Mount Waverley and Chadstone. In April we will be operating from Tuesday 2 April until Friday 12 April with fun activities and excursions for children aged 5-12.

These holidays children will have the chance to venture to the city to participate in pirate activities on the tall ship Polly Woodside. They can be amazed by Amazing Mr Twist’s magic show and learn some frisbee tricks at Fitnessworx. There will be Easter activities along with toys and games from the past, present and future.

Enrolment brochures are available from most local schools and libraries. Regular holiday program users should note that our main office has moved and enrolments are only accepted via mail to PO Box 1, Glen Waverley VIC 3150.

Bookings close on Friday 22 March. Fees are $45 per child for a centre based day and $56 for an excursion day, but are reduced significantly by the Child Care Benefit (CCB).

Also known as ‘The Harmony Games’, the event is run as a mini-Olympics with the participation of several overseas teams from Hong Kong, New Zealand and Malaysia. It is expected to draw visitors from New Zealand, UK, Canada, India, Malaysia, Singapore, Hong Kong and Indonesia as well as interstate contingents from all over Australia.

Teams will compete in hockey, soccer, volleyball, netball, kabaddi, cricket, tug of war, athletics and golf. There will also be wrestling exhibition matches, many stalls selling Indian merchandise and food, activities for kids and on stage cultural

performances. Free food will be served on all three days for anyone attending the Games.

These Games also coincide with the celebration of the Vaisakhi Festival, which is a major event in the Sikh calendar and celebrated by Sikhs around the world.

Monash University has been selected as the Games venue with its international class facilities in Clayton. Some events will also be held at Caloola Reserve in Oakleigh and Ashwood Reserve.

Sikh Games in MonashThe 26th Australian Sikh Games will be held in Monash from 29 to 31 March with Mayor Micaela Drieberg welcoming the international athletes.

Quiksound Productions is looking for new members to join their committee.

Quiksound is the FReeZA group for the City of Monash, and is a committee of young people aged 12 to 25 who share an interest in providing events for young people.

Quiksound has previously hosted events such as the annual Battle of the Bands, the Glen Waverley Festival and various dance, arts and cultural events.

With opportunities to develop new skills in stage management, promotions and marketing, audio/visual techniques, and to work with bands and artists, being part of Quiksound can be the first step to a career in event management or the music industry.

The committee meets weekly on Monday evenings at the Monash Youth and Family Services office, 14 Bogong Ave, Glen Waverley, to discuss and plan upcoming events.
