Minutes of the 136th Meeting of Operation Coordination Committee
held at Hyderabad on 09.10.2017
1 Introduction
1.1 The 136th Meeting of Operation Coordination Committee was conducted at Hyderabad on
09th October 2017. The list of participants is furnished at Annexure-1A.
1.2 Shri V Sekhar, ED, SR I welcomed all delegates from power sector family of SR to the 136th
OCC Meeting being held at Hyderabad. At the outset he thanked Member Secretary, SRPC
for having given SR-I the opportunity to host the meeting. He expressed that Team
Powergrid is making all efforts to make the meeting successful. SR as a Region has many
systems with a number of complex issues and number of stake holders having diverse
interests. SR Demand was touching about 40,000 MW and OCC forum is a good
enabler/coordinator to resolve issues with the objective that end consumer receives his
share of power with least disturbance. He stated that Shri S R Bhat, MS SRPC has exhibited
excellent and dynamic leadership. The meetings are regularly conducted with a objective
and result oriented approach. Powergrid is also inspired to add new elements/assets to the
SR Grid to ease the power situation by enabling more power. All the utilities have a daunting
task ahead. Though October to December may be a lean season but from January 2018 it
may be a challenging task to manage the grid with proper LGB. He informed that
instructions to the concerned officials have communicated to ensure that all maintenance
works on crucial elements like Talcher-Kolar, Raichur-Sholapur etc completes before
January 2018. Many construction works are going on under Powergrid and thus some of
the shut downs are unavoidable. He appreciated the role of OCC in harmonizing such type
of shut downs. He listed out the major assets which are under construction nearing
commissioning:
Removal of constraints at Vemagiri would be completed by mid of November 2017
765/400 kV ICT at Cudappah, LILO of 765 kV line Kurnool-Thiruvalam at
Cuddapah and 400 kV lines from N P Kunta to Cuddapah and line from N P Kunta
to Hindupur.
4th ICT at N P Kunta. LILO lines are almost in completion stage and will be ready
for commissioning by December end.
Expediting to completing the line from Srikakulam to Garividi.
Shri S R Bhat, MS, SRPC extended a hearty welcome to all the delegates to the 136th OCC
meeting. He thanked Shri V Sekhar, ED, SR I for kindly agreeing to host the Meeting at
Hyderabad. He stated that he cherished his leadership and observed that entire team of SR
I is working dedicatedly in mission mode.

On the Grid Operation side he stated that there are many matters to be addressed and
listed out the following:
Coal Shortage is one of the very serious issues being faced by SR Generators.
SRLDC had also issued a letter to the generators regarding the coal issues.
Chairperson SRPC had already taken up the issue with MoP highlighting the critical
coal stock position of SR Generators. Some policy change had also been requested
like allowing for imported coal etc in view of the existing alarming situation.
PX prices are on the upward trend. CEA had issued one letter on this matter and
had sought the action plan. The issue had been deliberated in depth in the last OCC
Meeting and recommendations/action plan finalized had already been communicated
to CEA.
Possibility for increasing the hydro generation is to be explored as suggested by
CEA.
Complexion of hydro position had changed compared to last month and last year.
Reservoirs are getting filled as there were good rains and inflows compared to last
year.
Considering the five months ahead forecast how load and generation can be
managed on a day to day basis is to be discussed in due course of the Meeting.
A Special Meeting to finalize the phasing plan of Thermal Units for implementation of new
environmental norms was conducted in SRPC on 18th September 2017 with participation of
various stake holders including CEA. Draft Plan for FGD implementation and Phasing Out of
units had been frozen some of the generators had expressed concern/difficulty in getting
approvals and arranging funds etc. In view of the time bound nature and its criticality
Chairperson, SRPC had requested Chairperson, CERC that the concerns expressed by the
generators may kindly be arranged to be examined.
SRLDC had taken good initiative and two RGMO Meetings had been conducted, one with
Tamil Nadu and another with ISGS/ISTS connected IPPs. Action points/suggestions had
been communicated to the concerned immediately after the Meetings. He thanked all the
generators for the cooperation extended and opined that further improvement in
performance was required. As per recent orders, RGMO performance of all generators’
would be under watch of CERC from 1st September 2017. It becomes more imperative for all
to achieve the desired performance.
A mock test had been conducted to see the efficacy of Talcher-Kolar SPS. This is an
ongoing exercise to test the readiness of the SPS in case of eventualities.
MVAR capability test at BTPS was carried out while the MVAR testing at Kaiga was pending
for some time.

The Minutes of the 135th OCC were confirmed.
3 ISGS/CGS
Planned Outages of CGS/ISG stations approved for the month of October/November 2017 are
enclosed at Annexure-3A.
3.1 Rescheduling/ Planned outages of Generating Stations
3.2.1 Neyveli TPS II-Planned Maintenance of Unit-7
In the 135th OCC Meeting held on 12.09.2017 approval was given to take out Unit -7 of TPS II
for 21 days from 23.9.2017 for Annual Overhaul works. NLC vide letter dated 26.09.2017
(Annexure-3B) informed that as there was slight delay in award of contract for the works, the
planned shutdown could not commence on the approved date. The unit was planned to be
taken out of bars for planned works from early hours of 29.09.2017.
3.2.2 Rescheduling of Overhauling
In the earlier OCC Meetings it was emphasized that the maintenance schedule firmed up in
OCC needed to be adhered by the generators since it had LGB, commercial, ATC/TTC, market
and grid security implications. All generators needed to plan the maintenance and have periodic
preliminary review meeting with the OEM / Maintenance Agency to avoid any rescheduling.
Any unilateral decision by the generator could be considered as violation of IEGC.
3.2.3 Non-adherence to maintenance schedule in case of Talcher Unit-III
3.2.3.1 KSEBL vide E-mail dated 05.09.2017 had expressed concern regarding the non-adherence of
maintenance schedule of Talcher Unit III. KSEBL had expressed serious concern regarding
the repeated change in schedule of Talcher Unit III Annual Maintenance Works.
3.2.3.2 Chairperson, SRPC vide letter dated 13.09.2017 had taken up the issue with CMD, NTPC and
had requested to kindly use his good offices to look into the matter urgently and arrange to
give strict instructions to the concerned to strictly adhere to the finalized Maintenance
Schedule. Also it was requested that in case it was necessary to shift the schedule on account
of any reason, the same needs to be done in close consultation with states/RLDC/SRPC.
3.2.3.3 Subsequently NTPC vide letter dated 11.10.2017(Annexure-3C) had assured that in future,
NTPC would adhere to maintenance schedule as decided amongst the constituents in the
OCC Meeting.
3.3 ISTS/State Sector Transmission Lines and Elements Outage proposals for the months of October/November 2017 in respect of Central and State
Transmission lines and elements were approved and posted on SRPC website

(http://www.srpc.kar.nic.in/website/2017/operation/plout136occ.xls). All utilities are to submit
the S/D proposals for the subsequent month by 3rd of the current month. Shutdown requests
for the same month needed to be avoided. An outage coordination group had been created
([email protected]) for review of the previous OCC approved shut
downs (construction/critical).
3.4 Non-availing the OCC approved shut downs
3.4.1 In earlier OCC Meetings, SRPC & SRLDC had stated that in spite of huge efforts being put
into finalizing the shutdown approvals, non-availing of the same was a matter of serious
concern. Power purchase by the states was also being planned based on these approved
outages and any changes may affect their LGB and in some cases ATC/TTC was also getting
affected. It was agreed that SRLDC would post the approved outages availed and non-availed
by 3rd of every month. Subsequently constituents should revert back with the reasons for non-
availing the shut down by 6th of every month.
3.5 Number of Outages approved V/s Availed
3.5.1 Status of shut down availed against shut down approved as furnished by states is as below:

3.5.3 In the Meeting, SRLDC informed that in the analysis they had put an effort to incorporate
comments received from constituents/Powergrid/Generators. It was observed that the availed
percentage was around 70 %.
3.5.4 SR I informed that two shutdowns (Kolar ICT I and Thiruvalam-Sriperumbudur) were not
availed on account of rains. Bidadi-Tumkur-II line S/d was not availed due to site constraints.
Palakkad-Udumalpet-II shutdown was not availed due to OEM Manpower constraints and
Kudankulam APP-Tirunelveli PG-III & IV due to ROW issues (High Court stay not vacated at
01 No tower location). GM, SRLDC felt that deferring of S/d referring manpower constraints is
not in order since approval for the shut down is received one month or more ahead and
requested to ensure that at least in future manpower is available on approved dates.
3.5.5 APTRANSCO informed that two shutdowns (400 kV Kadappa PGCIL and 315 MVA ICT at
VTPS) were not availed on account of heavy rains. Revised approval was taken for Kalpakka-
Asupakka line (after LILOing) and was shown twice. Out of 29 approved 19 S/ds were carried
out. GM, SRLDC requested APTRANSCO to adhere to the schedules. Particularly over
loading at Kalpakka area affects ATC/TTC calculation also.
3.5.6 TSTRANSCO informed that out of 8 approved 5 had been availed. Gazwel ICT S/d was
availed on different day. Malkaram-Ramagundam and Shankarapally lines were deferred by
SLDC because of system constrains (line loading). GM, SRLDC stated that shut downs were
requested by TSTRANSCO after system studies/demand side management and deferring the
same because of system constraints are not understood and requested TSTRANSCO to avoid
such instances.
3.5.7 TANTRANSCO informed that 3 LCs were not availed because of system constraints/rainy
season and D-3 intimation had been given. Two LCs were availed on OSD. GM SRLDC
requested TANTRANCO to mention the system constraints specifically and also requested to
stick to the schedule.
3.5.8 MS, SRPC requested that all efforts should be made to minimize the deviation from schedule
as during any unforeseen contingencies, outages (unplanned/emergency) are scrutinized and
viewed closely. The issue should to percolate to the operating level/ working level it should be
emphasized that they should not deviate from the approved schedule.
3.5.9 SRPC/SRLDC pointed out that few constituents/utilities were not furnishing outage requests
as per specified time schedule and current month proposals for AMP works were also being
furnished. All the utilities were requested to follow the procedure and the time lines.
3.5.10 All utilities were requested to furnish the details/deviations with respect to their Annual Outage
plan schedule vs maintenance carried out on a monthly basis since this information is required
for the Annual Outage Plan Deviation Report being submitted to CERC.
3.5.11 SRLDC informed that only emergency shut downs are being applied through web based
system by APTRANSCO and requested to upload OCC approved shut downs also. On D-3

basis request to be uploaded and if not availing reason should be mentioned. APTRANSCO
informed that this issue already been noticed and they have started to follow the approved
procedure.
3.5.12 SRPC/SRLDC felt that at present APTRANSCO SLDC have stabilized at Vijayawada and
should try to adhere to all requirements mandated for smooth operation of Grid with proper
communication with the concerned.
3.6 LGBR for upcoming five months & TTC/ATC computations
3.6.1 All states were to furnish PSSE base case for February 2018 and the following was noted:

3.6.2 In the Meeting, the following was noted:
APTRANSCO informed that manpower shortage persisted. The issue had already been
apprised to Higher Bodies. Recruitments are over but posting is not yet carried out. GM,
SRLDC requested APTRANSCO to follow up the issue.
KPTCL informed that Nodal Officer had been identified and the name and contact details
would be shared. Subsequently the information had been submitted by KPTCL (Annexure-
3G)
SRLDC/SRPC pointed out that the demand being furnished for POC, ATC and LGB should
be in synch with each other. Different values should not be furnished for different
requirements. Node wise data should be as per the demand which is likely to be met from
various sources keeping in view the MOD etc. Any tendency to increase the internal
generation for POC computation needs to be avoided.
4 Availability and Requirement
4.1 APTRANSCO informed that they were not anticipating any deficits till January 2018. Bundled
power of 386 MW (8.34 MU) is considered from 21.07.2017 onwards. RTPP Stage IV (New)
generation was also expected from November 2017(5- 11 MU). Hinduja is considered only in
October 2017. GVK, Spectrum and LANCO (gas stations)are also scheduled.
4.2 TSTRANSCO informed that they would be in deficit in the coming months. Around 17-23 MU
per day is expected from SGPL. Around 20 MU purchase from CSEB was in place. Deficits, if
any would be met through STOA/PX purchases. 12 MU is kept as Spinning Reserve. The

deficit is increased due to increase in requirement due to extension of 24 hours power supply to
3 districts & LI Loads.
4.3 KPTCL informed that they would be in deficit during October 2017 to February 2018. DVC
power of around 318 MU is considered in the availability. Peak energy growth is considered
with 5% increase from 2016-17
4.4 KSEBL informed that they would be in nominal deficit for the coming months. It was noted that
PX purchases and Kayamkulam Power are not considered in the availability.
4.5 TANTRANSCO informed that they are anticipating surplus from October 2017 onwards.
LTA/MTOA of around 1,800 MU is considered. Wind generation is expected to be around 700
MU in October 2017 and expected to decrease gradually and in February 2018, 200 MU was
anticipated. Around 200 MU is expected from Solar.
4.6 MS, SRPC stated that more emphasis needed to be put in by all the concerned utilities to
finalize a realistic load generation balance.
4.7 Reasons for demand -supply gap and its variation
MoP/CEA specifically needed the reasons for load shedding like transmission constraints,
distribution constraints, regulatory constraints viz the power purchase not allowed beyond an
agreed cost or quantum, natural calamities, tripping of some of major transmission lines etc.
All the constituents to furnish the information in the specified format. Even if load shedding is
zero a ‘Nil’ report needed to be furnished on monthly basis
5 REVIEW OF THE POWER SUPPLY POSITION
Grid Highlights
Frequency remained within IEGC range during September 2017 (49.90 - 50.05 Hz) for
77.29 % of time. Average frequency for the month was 49.98 Hz.
Frequency remained below 49.90 Hz for 14.75 % of time during September 2017.
Frequency remained above 50.05 Hz for 7.96 % of time during September 2017.
Black Start Restoration Workshop for Karnataka Completed on 08th September 2017 at
BTPS.
Black Start Restoration Workshop for Telangana Completed on 22nd September 2017 at
KTPS.
MVAr Capability Testing of BTPS completed on 09th September 2017
RGMO Meeting completed for TN on 25th September 2017 and CGS on 27th September
2017.
Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu Imported 430 MU, 784 MU,
2.50 MU, 6.11 MU & 980 MU respectively intra-regionally through bilateral exchanges.
Andhra Pradesh, Telangana, Karnataka & Tamil Nadu exported 1435 MU, 18 MU 5 MU &
744 MU respectively intra-regionally through bilateral exchanges.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala,Tamil Nadu &
Puducherry imported 136 MU, 470 MU, 146 MU, 62 MU 323 MU & 01MU respectively
through Power Exchange.

Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, Tamil Nadu,
MEPL,TPCIL, CEPL, IL& FS & SGPL Unit I exported 64 MU, 31 MU, 224 MU, 4 MU, 24
MU, 34 MU, 47 MU, 23 MU, 173 MU & 1respectively through Power Exchange.
SR I, Power grid vide letter dated 26.09.2017 (Annexure-5A) had informed that consequent
to the successful completion of Trial Operation, the following assets under transmission
system associated with “Eastern Region strengthening Scheme-IX” have been put under
Commercial Operation w.e.f 00:00 hrs of 27th September 2017 in terms of clause 4 of
CERC (Terms and Conditions of Tariff Regulations, 2014).
400kV, 1 x 125 MVAr, Bus Reactor at Gazuwaka (East bus) along with
associated bays and equipments.
Transmission charges for the above assets are payable w.e.f 27th September 2017. SR I, Power grid vide letter dated 20.10.2017 (Annexure-5B) had informed that consequent
to the successful completion of Trial Operation, the following assets under transmission
system associated with “Provision of line bays for the scheme – Connectivity lines for
Maheshwaram (Hyderabad) 765/400 kV Pooling Station” have been put under Commercial
Operation w.e.f 00:00 hrs of 21st October 2017 in terms of clause 4 of CERC (Terms and
Conditions of Tariff Regulations, 2014).

6 MAJOR ISSUES 6.1 Presentation by States on Operational Issues
In the Meeting, it was noted that all the States/Entities submitted the operational issues /
highlights (Annexure-6A). SRLDC requested that states may kindly upload their presentation by
5th of every month so that SRLDC can compare with their information/data which will help in
better discussion/analysis of the issues.
6.2 Critical Coal stock position in SR and LGB for the coming months

6.2.1 In the 135th OCC Meeting, it was noted that CEA had sought the steps to enhance the availability
in Southern Region. The prices in power exchanges spiked up during peak hours. Thermal plants
are running at alarmingly critical coal stock position. The issue had been deliberated in detail in
the Meeting and recommendations finalized after discussion was forwarded to CEA.
6.2.2 Subsequently CEA vide letter dated 22.09.2017(Annexure-6B) had further communicated in this
regard. The following was noted:
Average price of power in the Power Exchange in the current month(September 2017) has
been consistently on the higher side, due to high demand and less availability. The peak
hour Market Clearing Price (MCP) has touched Rs. 9.9 /Unit during last week.
Decreasing trend in hydro generation is observed in the country in the month of September
2017.
The same situation is likely to persist in the near future.
Due to the upcoming festive season, demand is likely to increase thereby straining the load
generation balance.
It is reported that some of the thermal units are facing severe coal shortage.
CEA desired that States may kindly be advised to mobilize all the required resources in order to
meet the expected high demand. RPCs were also requested to prepare the plans for meeting the
contingency and send the same to CEA within three working days.
6.2.3 SRPC vide letter dated 26.09.2017(Annexure-6C) had furnished the reply to CEA. SRPC vide
letter dated 26.09.2017(Annexure-6D) had taken up the issue with all concerned at TCC Level.
The following was noted:
The issue of critical coal stock has been taken up with MoP by Chairperson SRPC 25.09.2017(Annexure-6E). It had been requested that GENCOs be permitted to avail imported coal, till mandatory stocks are reached. However in the meanwhile, all efforts to increase the coal stock needs to be made by the generators(Dr. Tata Rao, Bellari, Raichur, Mettur, Mettur II, Notrth Channai, NTECL, Vallur, Ramagundam)
Low DC/Low Generation at NTECL, NTPL, Simhadri –II & Tuticorin TPS needs to be
addressed.
Generation and coal stock at Yeramarus & Kudgi needs to be enhanced/ensured.
All the States could consider availing power from PX as per requirement to ensure that
deviations from schedules are within the specified limit.
All the states are requested to improve the availability by considering the purchases from
SEL, MEPL, CEPL, JSWEL and other stations like LANCO, RGCCPP within SR. RTC
power could be considered to improve the coal stock position / meet the
shortfall/conserve hydro.
As the renewable is more varying due to wind withdrawal (end of season) and solar (due to
cloud cover in monsoon), higher number of machines are required to kept on bars.
The maintenance of units can be condensed.
The block wise deviations are likely to be much higher and it makes sense to utilize the
Overarching Agreement either on MCP or Swap, to take care of RE variability and
display the spirit of regional cooperation.
Better RE & Load Forecast would help in power purchase optimization.
In the 5 months LGB(September 2017 to January 2018) TS has shown deficits in the range
of 8 to 33 MU/day. TS is suggested to plan the purchases accordingly.
Optimal purchases needs to be planned from Power Exchanges to hedge the volatility.
Deviations from schedule need to be maintained within specified limit.

6.2.4 In the Meeting, MS, SRPC informed that power supply position, coal stock position along-with
measures to overcome the challenge needed to be spelt out. Some partially dispatched and
undespatched generations are available in SR and possibility of utilizing these generations are
also to be explored. Coal stock positions at some of the stations were distressing like at
Raichur and BTPS. Small disruption in coal movements may lead to huge generation loss.
6.2.5 SRPC presented (Annexure-6F) the loss of DC (accounting for forced and planned outages of
the units) with respect to many of ISG Stations during the month of September 2017.There
had substantial fall in DC at Simhadri Stage I (280 MW), Simhadri Stage II (183 MW), Kudgi
(149 MW), Vallur NTECL (229 MW), NLC TS II Expansion (69 MW), NTPL (207 MW) totaling
around more than 1,000 MW. This was a matter of concern and to be analyzed. It was also
observed that Kudankulam generation also was quite low like around 540 MW (for one unit).
Wind generation has come down and Tamil Nadu vide letters dated 06.10.2017 (Annexure-
6G) had expressed concern regarding low generation level at KKNPP and NTECL Vallur. It
was pointed out that KKNPP Unit II is under outage from 4th August 2017, Tamil Nadu being
the major share holder from the unit ie 563 MW, non availability of generation from KKNPP
Unit II jeopardizes the Tamil Nadu Grid. The partial operation of Unit I ie at around 500 MW
from 26th September 2107 had further aggravated the grid condition. TANTRANSCO had
requested that necessary immediate measures may kindly be arranged to maximize the
generation in KKNPP Unit I and also to restore the KKNPP Unit II at the earliest to manage the
present power scenario. It was also requested that the AOH of the unit already planned for
around 75 days from 15th October 2017 onwards may kindly be postponed since the unit is
under prolonged outage. With respect to NTECL Vallur it was noted that Unit III is under
forced outage from 4th June 2017 due to fire at Generator side and the tentative expected date
for unit to be on bar is 15th November 2017. TANTRANSCO requested that necessary
measures my kindly be arranged to restore the NTECL Unit III at the earliest to enable them to
mange the power crisis. It was also requested that generation levels at Unit I & II may be
maximized since at present only around 500 MW from Unit I & II are being maintained.
6.2.6 The latest coal stock position as on 4th October 2017 available at CEA website was projected
(Annexure-6H).

6.2.7 SRLDC pointed out that SRLDC had taken up the issue of coal with generators and no reply had
been received and desired to know the actual stock position and action plan to improve the coal
stock position from the generators. MS, SRPC, stated that CEA/MoP may need the action
taken/plan to counter the situation and requested all generators to expedite on the same.
6.2.8 The following was noted:
NTPC Simhadri:
NTPC informed that for the month of October 2017 coal realization is only around 19,400
MT/day ie around 5 rakes. Considering transit loss , generation expected is only around 60-
70 %. Being a rail fed station the DC has to be optimized w.r.t stock. FSA is with ECL and
coal realization from ECL is only around 40%. NTPC has approached Lingaraj mines for coal
and 1-2 rakes/day is being managed through them. NTPC management is in touch with MCL
continuously and 7-8 rakes/day is expected from now onwards. Around 80 % generation
could be expected and hoped that from November onwards full DC was anticipated.
Meanwhile Simhadri is looking for various options to improve the coal stock like diverting coal
from Ramagundam. Earlier Simhadri was paying 30 % premium rate to Singareni and was
managing to get coal but at present Singareni realization also has come down. If imported
coal would have been allowed, coal requirement would have been less and could have been
helped to a great extent. 200 MW DC loss from each stage is expected for October 2017.
It was enquired whether any possibility of diverting coal from other stations of other regions
which are scheduled less because of high cost have been explored. On a query, NTPC
clarified that no coal for Simhadri had been diverted to other stations recently and informed
that it was undertaken only in first quarter when coal stock was comfortable.
NTPC informed that they are facing URS issues and in the first half of the year they have
backed down about 1,500 MU. At present NTPC Ramagudam is backed down by 35 MW.
GM, SRLDC stated that surrender presently was for few blocks, basically due to wide spread
rains in the Region and this was a temporary phenomena. After few days rains may come
down and requirement will be high and URS may reduce.
DGM, NLC informed that even though all the states are surrendering power in many blocks,
except TANTRANSCO no entity was giving concurrence for sale of power in market and NLC
is not able to generate at the DC. Last few days NLC surrender was about 7-8 MU per day.
He requested all the states to cooperate to the extent possible by giving consent for trading of
surrendered power. On a query, he confirmed that NLC was able to trade the surrendered
quantum in last few days.
MS, SRPC opined that there could be variations in the demand and even cheaper generators
may have some URS. TSTRANSCO maintained a Spinning Reserve of around 500 MW, from
the costlier plants such that whenever necessary they can recall the power.
DE, TSTRANSCO informed that at present all Srisailam units are under operation reservoirs
levels are reaching at FRL. Overall hydro generation and storage would become high and
accordingly the spinning reserve may be maintained at their own hydro and NOC for ISG
stations for trading would be considered.
SE(O), SRPC stated that with URS, building of coal stock could be considered. He recalled
that during last month discussion regarding the less scheduling it was noted that coal stock
was for 4-5 days and DC declared was less. NTPC informed that being a rail fed station they
always keep margin for contingencies and there was no machine problems.
Subsequently NTPC vide letter dated 11.10.2017 had submitted the following regarding
less DC from Stage II
One Unit of Simhadri Stage II was under AOH from 24.08.2017 to 22.09.2017. Also
during this period, the coal received was wet and slushy resulting in high specific coal

consumption and subsequent reduction in coal stock at site. Since firing of wet and
slushy coal leads to frequent chocking of chutes and interrupted power generation, the
stage wise DC was regulated from 55 % to 85 % in order to ensure running of the units
on sustainable basis.
NTPC Ramagundam:
NTPC informed that there was minor loss in DC due to some local elections in Singareni and
poor quality of coal. Rains had also affected the generation which was a temporary problem.
Simhadri also was supported from Ramagundam. It was assured that Ramagundam Units
will be giving full DC for the coming days.
NTPC Kudgi:
NTPC Kudgi informed that they are receiving coal through different routes and one route
was having some issues and it was being resolved. Ash disposal/evacuation issue also
contributed to less generation. At present 4-6 rakes are received per day and coal stock is
comfortable. He assured 85 % DC for Kudgi Unit I in coming days. He informed that Unit II
Trial Operation is planned from 11th October 2017. Kudgi was having bridge linkage (which
is sufficient for full generation) ends on 31st March 2018. Proposal is put up for extension of
linkage.
SE(O), SRPC recalled that in the last SRPC Meeting states had requested for full
availability CGS stations especially during the high demand months of February, March and
April 2018.
MS, SRPC informed that these issues had been taken up with CMD NTPC by SRPC
Chairperson vide letter dated 13.09.2017. In the SRPC Meeting NTPC had committed for
COD of Units II & III and full availability of 2400 MW to the grid from Kudgi during the peak
demand period. NTPC Kudgi assured that full generation will be available for March 2018 &
April 2018.
Subsequently NTPC vide letter dated 11.10.2017(Annexure-6I) had informed that Unit II of
Kudgi had already been synchronized to grid on 18th February 2017 and it is ready for trial
operation which is expected in October 2017 once the coal position is improved. Unit III also
had been synchronized on 23rd August 2017 and NTPC is making all out efforts to put the
Unit on COD during fourth quarter of FY-2017-18.
MS, SRPC expressed that each state desires to know the likely availability of each ISGS
station so that they can plan their purchases and their internal generation schedule.
KPTCL informed that availability from ISG stations are not clear till last moment and huge
difficulties are faced in planning purchases. Getting consent from Management for purchase
of power is a tedious process. Revision of Kudgi availability is affecting their LGB. KPTCL is
having around 1,500 MW shortage and purchase planning was to be optimal.
DE, TSTRANSCO expressed concern on the frequent revision of availability of generation
due to problems in supply of coal , quality of coal, auxiliary power supply issues etc, details
of which are not being made available to system operator in advance for effective planning.
As the day ahead planning is carried out and accordingly purchases are also tied up, any
last minute revisions of availability results in non economic/planned operation. He added
that one of the criteria for accurate day-ahead planning is estimated time of revival of units
under outages which is more significant for bigger size units. It was observed that on
number of instances the assessment time is not accurate, it is frequently changed and the
information is not updated. TSTRANSCO vide letter dated 06.10.2017 had highlighted the
necessity for streamlining the procedure of declaring revision of availability and estimation
of restoration time. If any of the ISG generators are expecting any generation reduction due
to coal issue or any other problems it can be informed to the states in advance so that they
can plan the internal generation/purchases accordingly. He suggested that generators can

declare the DC three to four days in advance tentatively which will not be used for
commercial purposes. He requested that if possible ISG generators can declare more
during peak hours and less during non peak hours keeping average DC constant since
Power exchange prices are quite high during peak hours.
NTPC expressed difficulty in declaring DC 3-4 days in advance since coal realization was
very dynamic and most of the time coal realization was less than expected.
Deputy CE, KSEBL felt that at present it was a lean period and coal issue was not that
prominent but a definite action plan was required to be firmed up to assure that sufficient
coal stock would be available in the coming peak months.
After deliberations it was decided that for the use of planning purposes, ISG
generators will declare tentative DC (as close as possible for the next three days).
This information will be circulated in closed group. The implementation of the same
will be from 15th October 2017.
NLC TS II :
NLC TS II expansion the DC loss is only 70 MW for the month of September 2017 and it was
not caused by lignite issue. There were some machine issues and rectification would be
taken up during 90 days planned shutdown.
NTPL :
NTPL vide letter dated 26.09.2017(Annexure-6J) had informed that NTPL low generation is
due to the non-availability of coal. Closing stock of coal as on 25.09.2017 was 38,386 MT.
Next ship was expected at VOC Port Tuticorin on 03.10.2017. The available stock of coal
was hardly sufficient to keep only one unit on bar with technical minimum generation till the
next ship was arrived. Lighting up of Unit 2 can be considered only after arrival of further
ship. NTPL had requested that even though the current stock is 38386 MT, station as a
whole may be considered under super critical category for allocation of coal by the
MoC as the Generation (DC) could not be revised in the Unit-I and lighting up of Unit-II is
delayed due to the non-availability of coal to keep the Units in service.
In the Meeting, it was noted that in CEA website as on 4th October 2017 NTPL coal stock is
projected as 12 days. NTPL confirmed that the coal stock as on 09.10.2017 is for 4 days
(1000 MW).
The forum noted that requirement for the day is computed in Tonnes is being calculated
based on the average coal consumption (moving average for the past 10 days). Thus this
does not factor low scheduling by the beneficiaries, unit outages etc. For instance, in a
station with three units, one of the units could be under outage due to any reason or be
under RSD on account of low demand. Thus moving average for the station will show a
lower value on account of unit outage. However, when this unit actually comes back on bars
(due to sudden increase in demand, RE withdrawal, PX prices rising etc), the actual coal
available in number of days would reduce significantly. However, in the daily coal stock
position, the coal stock may be shown relatively comfortable.
Generators suggested that these observations may be considered in computing the coal
stock in number of days, which would help enable them to maintain better coal stock. The
coal stock should be assessed based on the machine capability.
MS, SRPC felt that this issue could have been taken up with CEA by the generators when
this issue was noticed by them. The coal report is coming on CEA website and report is
going to MoP and coal may be released on basis of this report and many review meetings
were carried out by CEA /MoP regarding coal issues.
Subsequently, MS SRPC vide letter dated 17.10.2017(Annexure-6K) had communicated
the concerns expressed by generators in the methodology adopted by CEA in assessing
daily coal stock position.

NTECL :
Coal stock as on 4th October 2017 is only for one day. The absence of NTECL
representative was noted with concern.
Subsequently the following was submitted by NTECL vide letter dated 16.10.2017
(Annexure-6L).
The coal stock at NTECL was 3.5 LMT in the month of May 2017 and from July to
September 2017 period, coal supply reduced considerably and resulted in low stock
at the end. NTECL had taken up the issue with CIL and its subsidiaries and regular
follow up is being done with coal companies and railways. NTECL had posted one
executive at Talcher area for continuous follow up with MCL, Railways and port to
enhance coal dispatch. NTECL had also signed a side agreement with ECL for 10
LMT additional cola to meet the generation requirement.
Realization from the linked mines of MCL was only 66 % for the period from April to
10th October 2017
Director (O), NTPC had requested Joint Secretary, Thermal, MoP for enhancement
of ACQ of NTECL value from 6.24 MMT to 8.863 MMT equivalent to 85 % PLF.
NTECL requested SRPCs intervention in the following issues to improve stock
position at NTECL:
The specific coal consumption norms specified by CEA needs to be reviewed as
the specific coal defined (0.64 kg/kwhr) is far below the actual specific coal
consumption (0.75-0.80 kg/kwhr). This revision will enable NTECL to get higher
FSA quantity as the FSA quantity by coal companies depends on the specific coal
norms defined by CEA.
NTECL being a rail cum sea route, the coal first comes to either to Dharma port or
Paradip port from where the coal is loaded again in ships to transport to the plant.
The total lead time involved is around 15 days. This means the stock below 15
days should be marked critically by CEA, as coal companies supply cola based on
criticality of coal stock position.
SRPC vide letter dated 17.10.2017(refer Annexure-6K) had taken up the issues with Fuel
Management Division of CEA.
AP :
DE, APTRANSCO informed that they had conducted a Meeting with APGENCO. It had
been agreed that each generator would furnish the coal stock position and generation levels
in three days advance.
LGB can be met through solar bundled power, Hinduja is also being scheduled. At present
Krishnapatanam coal stock is only for ½ day. Imported coal had been stopped in
Krishnapatanam Units. APTRANSCO informed that around 70 % DC is assured from
Hinduja and Vijayawada stations. RTPP had 6 days coal stock at present and will give full
DC.
It was observed that surplus is shown in 5 months LGB. Hinduja is considered for October
2017 only. Krishnapatanam and Vijayawada are considered but according to current coal
stock position the actual availability may be less and needs to be factored in assessing
current/future availability. ISG stations are also considered at full DC which are be less by
around 1,000 MW presently.
APTRANSCO informed that they can meet their Load with gas stations and enhanced
hydro in the coming 6 months. LANCO Stage I started generation (around 63 MW) from first
October 2017. From Spectrum 125 MW generation is expected. Gas allocated to
Vijjeswaram JV is being diverted to LANCO and Spectrum units. HNPCL support will be

availed, if needed and during peak hours Lower Sileru and Upper Sileru generation can be
increased.
TS :
TSTRANSCO informed that coal stock is comfortable in all the thermal stations. In the
month of October 2017 anticipated consumption is around 194 MU/day. Because of rains in
last few days demand was less (150 MW) and power was sold in market. For future 500
MW power is tied up through STOA purchases (some quantum from MEL). From 10th
October 2017 onwards 300 MW power is being scheduled. For November and December
marginal shortages are anticipated which can be managed through STOA. From January
onwards requirement is arrived considering 24 hours agricultural power supply to all
districts in the state and shortage is more (around 53 MU). SRPC/SRLDC suggested that
TSTRANSCO may plan for LTA/MTOA to meet the additional requirement due to 24 hours
power supply to all districts since it is a consistent/recurring requirement. TSTRANSCO
informed that after getting the clear idea of situations they will go for firm purchases. Also,
around 400 MW power from intra generation is available which can be tapped further. 200
MW intra generation is already being utilized and further utilization could be availed after
getting clarity on requirement and availability.
KSEBL :
Deputy CE, KSEBL informed that LGB is planned with reference to the availability from
ISG stations. 30 % requirement is normally met from their own hydro. 70 % of the
requirement is based on the coal based stations and their availability is also affected with
respect to coal positions of Thermal Stations. At present 70 % of demand is met through
hydro but still demand deficit is there during peak hours and on annual basis energy deficit
also will be there. He felt that the provision to import coal may be permitted to thermal
stations so that the loss of generation due to coal shortage may be tackled. He informed
that Kerala State Government is planning to take up with MoP/ Higher Forum in this
regard.
With respect to LGB for the coming months Dy CE, KSEBL informed that they are
comfortable this year and not anticipating any major shortage. Hydro position is also
comfortable and with 85 % availability of ISGS power KSEBL would be able to mange the
LBG.
KPTCL KPCL:
KPTCL informed that they have planned for a purchase of 1,000 MW RTC power in two
stages. 500 MW is likely to be operationalised from 15th October 2017. Further 500 MW will
be availed considering the anticipated demand pattern. The approval/contract would be
upto June 2018. In case of any additional requirements/contingencies/shortages would be
met from Hydro generation. From 15th October 2017 to 31st December 2017 they are
planning to conserve Hydro. SRLDC KPTCL informed that power of around 1000 MW from
RTPS and 500 MW from Bellari TPS is anticipated. YTPS also had committed for a power
of around 430 MW and so far it has not been scheduled. For the past two months one unit
at BTPS and two units at RTPS are at shut down due to NLD.
KPCL informed that at present YTPS coal stock position is around for 4-5 days. There is no
coal linkage for YTPS. Coal is procured from market. Discussions are going on with MCL
and it was yet to be finalized.
TANTRANSCO:
EE, SLDC, Erode informed that at present sufficient hydro storage of around 1400 MU is
available. Coal stock position is also comfortable. TANTRANSCO is not anticipating any
deficit for the coming months.

TANTRANSCO informed that they are submitting the coal stock position to Energy Secretary
on daily basis and appropriate action is taken to improve coal stock. At present the coal
stock is comfortable at Thermal generators.
UPCL:
GM, UPCL informed that they will be declaring full DC and coal stock is there for more than
15 days.
TPCIL/SGPL:
Sr. VP, TPCIL informed that they will be declaring full DC in the coming months and coal
stock is comfortable. In December 2017, 15 days outage is planned for one of the units
MEPL:
AGM, MEL informed that as on 09th October 2017 coal stock is for two days. Another
vessel is expected to be reached on 10th October 2017(73,000 MT) which will be sufficient
for 17 days generation.
CEPL:
The non representation from CEPL was noted with concern. SRLDC informed that one unit
is permanently tied up with Tamil Nadu and the other Unit is available for STOA. It was
noted that 150 MW was tied up with Kerala for short period. At present CEPL one unit is
out no requisition.
6.3 RRAS schedule
6.3.1 SRPC had observed that there was regulation up given for the date 17.09.2017 from 03:15 hours
to 06.00 hours (around 2000 MW) and also from 05:30 to 09:30 hours about (around 1200 MW).
The frequency touched 50.32 Hz at 06:04 hours when Regulation up was kicked in. On scrutiny of
RRAS schedule for RGPPL_IR, it was found that down instruction was being implemented from
02:15 hours to 05:45 hours on the same day. However, from the NLDC website, it was seen that
no such instruction appears to have been given to RGPPL_IR. SRPC vide letter dated
20.09.2017(Annexure-6M) had taken up the issue with NLDC and requested to examine the
same.

6.3.2 In the Meeting it was noted that NLDC vide letter dated 03.10.2017(Annexure-6N) had replied to
the same and had noted the following:
RRAS (Regulation Up) was dispatched from 05:30 hours to 09:30 hours on 17.09.2017 as
per prevailing grid conditions. Grid frequency increased to 50.32 Hz at 06:04 hours and
regulation up was withdrawn from 06;30 hours. It was requested that complete sequence
may be seen before coming to any conclusion and mentioned that details are already
available at POSOCO website.
6.3.3 Subsequently SRPC vide letter dated 13.10.2017(Annexure-6O) had again taken up the issue
with NLDC and clarified that the intent of SRPC had been to point out the incident and the action
taken by NLDC from 05:30 hours to 06:30 hours not from 06:30 hours to 09:30 hours. As regards
to the RRAS schedule for RGPPL_IR cited in SRPC letter dated 20.09.2017 the clarification was
awaited from NLDC.
6.4 Hydro generation outage report of unit capacity above 50 MW and is not in running condition due to either planned Outage / Forced Outage
TSGENCO-VS-CE (HPC & HP) had furnished the hydro generation outage report of unit capacity
above 50 MW and is not under running condition due to either planned Outage / Forced Outage
pertaining to TSGENCO (Letter dated 06.09.2017at Annexure-6P)

6.5 Report on energy losses and other related problems due to Siltation / Sedimentation
6.5.1 TSGENCO-CE (HPC & HP) had furnished the report on “Silt status of Hydro Power Stations” and
include the issue of energy losses and other related problems due to Siltation / Sedimentation
(Letter dated 07.09.2017at Annexure-6Q)
6.5.2 In the Meeting MS, SRPC stated that reduction of storage capacity due to sedimentation is one
issue and loss of generation due to sedimentation is another issue. Since there was no storage at
all for generation, loss of generation due to reduction of storage/sedimentation may not arise. He
requested TSTRANSCO to clarify to CEA whether there was loss of generation due to
sedimentation.
6.5.3 TSTRANSCO informed that there could have been a loss generation due to reduction of storage
capacity due to sedimentation only if sufficient storage capacity was there. He agreed that the
issue will be discussed with TSGENCO and clarification to CEA would be furnished.
6.6 System Studies for the State Grid of TANTRANSCO
Member Planning, CEA vide letter dated 08.09.2017(Annexure-6R) had informed Chairman,
TNEB that BHEL has proposed to conduct system studies for the State Grid of TANTRANSCO for
increasing the transmission efficiency, in view of impact of large scale integration of renewable
power in the Sate of Tamil Nadu. They have also offered to do these studies at their own cost as a
special case. A copy of BHEL letter was also attached. Since these studies would be valuable for
Tamil Nadu for the purpose of efficient utilization of the transmission system, this would be a good
opportunity of getting these studies done, with no cost to Tamil Nadu. CEA had also offered the
services of CEA engineers to be associated with the study.
6.7 CERC Order on Petition No. 84/MP/2015 with regard to inadequate/non performance of FGMO
6.7.1 A Petition (No 84/MP/2015) was filed by National Load Despatch Centre (NLDC) with CERC to
direct all utilities to provide Primary Response as provided for in the IEGC in Sections (f), (g), (h)
and (i) in the interest of power system security. In this regard, Hon'ble Commission vide its order
dated 31.07.2017 (available at htpps//posoco.in / spinning-reserves) has directed all ISGS to
provide primary response by all generators in accordance with IEGC which would help in further
improving the frequency profile.
6.7.2 In the 135th OCC Meeting, SRLDC had made a presentation on highlights of the CERC Order on
Petition No. 84/MP/2015 and on approved methodology of FRC Calculation. After deliberations,
it had been decided that the calculation of Power Number may be analyzed in depth and

may be presented in next OCC since the Power Number have direct impact on frequency
correction which is reflected in unrestricted requirement. All SLDCs were requested to
present the FRC calculation in respect of their control area in the next OCC Meeting. All the
States needed to do the exercise for each generators and DISCOM wise.
6.7.3 In the Meeting GM, SRLDC clarified the following :
Time duration for FRC calculation: 60 Seconds
Data updating time in SCADA : 5 to 10 seconds
6.7.4 AII the states were requested to present the FRC computations. APTRANSCO informed that they
need some clarification regarding the calculation of Power Number and FRC and requested
SRLDC to guide them. KSEBL informed that there was some data availability issue from hydro
stations and issue is being taken up. KPTCL informed that because of non availability of data in
specific format they couldn’t do the calculation
6.7.5 SRLDC/SRPC stated that in the 135th OCC Meeting the issue was well deliberated and calculation
part also was explained and as per Regulations calculations should be carried out. If any specific
doubts are there, those can be clarified from SRLDC.
6.7.6 TSTRANSCO stated that the points (A, B & C) to be adopted for Power Number calculation and
FRC calculation need to be clarified. SRLDC clarified that for Power Number computation only
direct response may be considered excluding the primary response of generator. For computation
of FRC both load and primary response will be considered. SRLDC suggested that the calculation
may be carried out using one minute data instead of three minute data. FRC calculation is to be
carried out in line with approved methodology by CERC.
6.7.7 MS SRPC suggested that a workshop through VC for understanding and discussion of FRC
calculation with states may be convened on 30.10.2017. States should participate with
preparation. States are requested to submit the FRC computation before 25th October 2017. If any
incident of RGMO response is there upto 20th October 2017 that incident would be considered for
FRC calculation or otherwise last incident (18th August 2017) which was earlier posted would be
used. Doubts if any, may be clarified with SRLDC.
6.7.8 Subsequently SRLDC vide E-mail dated 26.10.2017 had informed that due to unavoidable
reasons the workshop is rescheduled to 06th November 2017 at 15:00 hours. All SLDCs were
requested to attend the workshop through VC and present the FRC calculation of their control
areas.
6.8 Consideration of Talcher Stage II as Upstream or Downstream based on different congested corridors
6.8.1 In the Commercial Sub Committee Meeting held on 8th August 2017, SRLDC had raised the
following issue:
Talcher-II station of NTPC physically located in ER to be considered as not part of SR
constituents for purpose of declaring as “upstream or downstream” during congestion. It

was opined by SRLDC representative that the electrical behavior of Talcher-II may be
inverse to the desired response from SR constituents.
6.8.2 In this regard SRPC vide letter dated 23.08.2017 had brought some of the issues to kind attention
of NLDC. It was suggested that in future while issuing warning notices, Talcher Stage II should be
specifically informed about the desired action. This is in view of the fact that post facto
correction/changes in upstream or downstream are not possible after real time warning notices are
issued.
6.8.3 In the Meeting it was noted that NLDC vide letter dated 03.10.2017 Annexure-6S) had replied to
SRPC letter and in which it is mentioned that the matter has been noted and required instructions
have been given to NLDC control room. SRLDC clarified that the suggestions/views of SRPC
were well acknowledged and accordingly NLDC had given instructions to NLDC control room. In
each instance whether Talcher Stage II is considered as upstream/downstream will be intimated
specifically.
6.9 Operation of Hydro Power Projects In Peaking Mode
6.9.1 Forum of Load Despatchers (FOLD) and POSOCO have prepared a report “Report on
Operational Analysis for Optimization of Hydro Resources & facilitating Renewable
Integration in India”. MoP had constituted a sub-committee under Chairperson, CEA to study
and recommend the individual hydro power stations which can be operated to achieve peak load
capacity. It was desired by CEA that monthly analysis of performance of Hydro Stations in OCC
Meeting needed to be done, SRLDC may kindly project the performance in every month OCC.
6.9.2 In the Meeting, SRLDC presented the performance of the Hydro Stations (Annexure-6T). Last
month generation data had been taken for the analysis. Day maximum generation in % with
respect to Installed Capacity is computed. Srisailam has achieved 86 % of installed capacity
maximum though out the month. Three fields are made showing greater than 80%, 90 % and upto
100 %. Upper Sileru and Lower Sileru had also performed well. Nagarjunasagar percentage was
very low (12%). TSTRANSCO informed that generation instructions had not been given to
Nagarjunasagar yet. At present only Srisailam units are running and in coming days according to
irrigation requirements Nagarjunasagar units will be brought to operation.
6.9.3 It was felt by the forum that since the analysis is based on the day peak; it is not giving a picture
whether the hydro peaking was at peak hours. It did not factor the unit availability, head, daily
generation quota etc.
6.9.4 KSEBL informed that Lower Periyar units cannot be run at its maximum capacity once the rains
are stopped as they are ROR (operation depends upon upstream discharge). Also the comparison
is based on the entire installed capacity and units under maintenance are not considered.
6.9.5 TANTRANSCO submitted that their scheduling philosophy is specific for each hydro stations and
in stations like Kundah machines are operated in combinations.

6.9.6 SRLDC clarified that the report is a preliminary step of analysis and the analysis is not considered
the following:
Reservoir level
Generator Outages/machine availability
Scheduling Philosophy of the states.
6.9.7 KPCL informed that they have received a MoP query/DO letter regarding the non
operation/scheduling of Sharavathi units.
6.9.8 KPTCL stated that it is SLDCs discretion to decide whether to schedule or not according to their
scheduling philosophy.
6.9.9 After deliberations, it was noted that report was preliminary and no conclusions could be drawn
from it.
6.10 Utilization of RE Generators for Reactive Compensation & High Voltage
6.10.1 In the 135th OCC Meeting, it was noted that even though Solar Generators/Wind Generators have
very controllable reactive injection/absorption possibility they are not being utilized because of
PPA commitments/penalties. It was suggested that SLDCs/STU may approach their Regulator for
a flexible set point as per the directions of SLDCs. The directions of SLDCs could be based on
voltage levels on seasonal basis or on solar/non solar hours on daily basis. After deliberations it
was felt by the forum that SRLDC may address to all SLDCs requesting them to approach the
management to incorporate the modification in the PPAs such that RE generators also can be
utilized for Reactive Power compensation and controlling the voltages. SLDCs should have the
mandate to advise generators to participate in the reactive compensation as and when required.
6.10.2 In the Meeting, APTRANSCO informed that PPA conditions/billing needed to be examined.
6.10.3 As per the inputs there was penalty for drawal of MVAR. It was noted CEA Regulation mandates
that the power factor to be maintained in the range to 0.95 lagging to 0.95 leading.
6.10.4 TANTRANSCO informed that they had a discussion with IWPA and they had assured reactive
support from grid synchronized wind generators in both the ways(absorption/injection). North side
of Tamil Nadu is normally high voltage area. SRPC/SRLDC stated that the instructions to absorb
or inject the MVAR should be on area wise according to grid requirements.
6.10.5 After deliberations it was decided that this issue would be put as an agenda item in the scheduled
RE/LVRT Meeting.
6.11 Powergrid elements which were observed to be in an advanced stage construction/ Commissioning with schedule as per Investment Approval, subsequent to the proposed commissioning /COD
6.11.1 In the 32nd Meeting of SRPC held on 22.08.2017 Power Grid had submitted status of various
upcoming elements in the Region in which some of the elements were observed to be in an
advanced stage of construction/ commissioning with schedule as per Investment Approval,
subsequent to the proposed commissioning /COD. As decided in the Meeting, a Special Meeting
was conducted on 1st September 2017 in SRPC, Bengaluru with participation of CTU, States,
SRLDC and SRPC. The Report had been submitted to Chairperson SRPC vide SRPC letter dated

04.09.201. TSTRANSCO vide letter dated 14.09.2017 had informed that Chairperson, SRPC and
CMD/TSTRANSCO had approved the Report and requested SRPC to take further necessary
action.
6.11.2 Accordingly SRPC vide letter dated 26.09.2017(Annexure-6U) had forwarded the Report to
Powergrid/CTU/States.
6.11.3 In the Meeting, OCC noted the above.
6.12 Terms and Reference for the proposed study on Renewable Integration
The issue was further deliberated in 31st TCC/32nd SRC meetings and it was agreed that a
separate meeting would be held at SRPC with participation from constituents/RE
Developers. TANTRANSCO would coordinate for RE Developers participation.
6.13 Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources
6.13.1 CEA vide letter dated 12.04.2017 & 08.05.2017 (enclosing MoP letter 06.04.2017) and Special
Meeting on 28.06.2017 & 11.09.2017 had observed that it was obligatory for all the grid connected
renewable generators to provide necessary facilities for data-communication and data-storage and
other parameters as may be stipulated. It was decided by CEA that the respective states will
submit weekly reports of data communication status to CEA as well as to respective RPC/RLDC
and NLDC.
6.13.2 In the Meeting it was noted that weekly reports are received from all the states except from
Karnataka and Tamil Nadu. SRPC/SRLDC felt that to have focused discussion on the issues a
special meeting may be convened on 25th October 2017 at SRPC. KSEBL suggested that RE
Developers like CIAL & BPCL may also be called to the meeting.
6.13.3 The 4th Meeting on LVRT for compliance of Orders of Hon’ble CERC in respect of Petition No.
420/MP/2014 & provisions of CEA/CERC Regulations and other RE issues was held on
25.10.2017 at SRPC, Bengaluru. Officials from SLDCs of TN, AP, TS, Kerala, TANGEDCO,
IWPA, SRLDC & SRPC participated in this Meeting. The Minutes of the Meeting is available at the
SRPC website.

The following were noted in the RE/LVRT Meeting:
SRPC pointed out that 100 % RE visibility was required to be ensured and the issue was
being viewed by MoP / CEA. Weekly status reports were to be furnished to CEA.
TANTRANSCO informed that SS under 10(1) have been issued notices for SCADA
availability. Within 15 days, 100% SCADA availability of Wind was expected. SRLDC stated
that RE details could be extended to SRLDC by 30.11.2017. For Solar SCADA availability,
both TANTRANSCO (Communication part) and TANGEDCO (Metering part) had jointly
initiated the action and it was targeted to be completed by March 2018.
APTRANSCO informed that pending SCADA availability was for RE connected at Distribution
level for which, action had already been taken for compliance.
TSTRANSCO informed that 100 % RE SCADA availability had been ensured at 132 kV and
above. Action for balance pending at 33 kV and below was being followed up and notices had
been issued.
SRPC / SRLDC requested the SLDCs that pending SCADA availability of RE sincerely with
concerted efforts for compliance of CEA / CERC Regulations.
SRLDC pointed out that availability of redundant / reliable path, internet etc could also be
considered by the SLDCs.
6.14 Shifting of PMU from GMR-Vemagiri to NP Kunta-Status
All the States were requested to give the requirements for Second Phase to CTU.
PMU had reached NP Kunta on 19th September 2017 and commissioning activities were
being taken up.
6.15 State-wise allocation of 540 MW power from RGPPL to Railways
6.15.1 540 MW power from Ratnagiri Gas and Power Private Limited (RGPPL) has been allocated to
Indian Railways. Allocation to SR States (out of 540 MW) would be as under:

6.15.2 CTU vide letters dated 20.04.2017 & 08.06.2017 had informed that the power transfer can be
effective upon commissioning of upcoming Nizamabad-Maheswaram 765 kV D/C line, which is
likely to be commissioned by October 2017 . This issue was further deliberated in the 32nd SRPC
Meeting held on 22nd August 2017 in which CTU had informed that the Transmission Corridor for
the above allocations was likely to be available from 1st October 2017.
6.15.3 SRPC vide letter dated 27.08.2017 had taken up the issue with the concerned States and had
requested that the matter be taken up with Indian Railways urgently, so that all pending issues
such as metering etc. are resolved well before 1st October 2017.
6.15.4 In the 135th OCC meeting the following was noted.
Secretary, Power had taken a Meeting on 06.09.2017
TSTRANSCO had informed that one more internal Meeting had been convened on
31.08.2017 with Railways. TSTRANSCO had forwarded the Minutes of the Meeting.
TANTRANSCO had informed that TANGEDCO is convening an internal meeting with
Railways on 12.09.2017. The outcome will be shared.
KPTCL had informed that the railway issue is under discussion. At present Railways have
PPA with BESCOM. Railways have asked BESCOM to disconnect the supply as they
would be accessing the power through Open Access. BESCOM was not agreeing with
Railways and they are planning to go for an appeal. Matter had already been referred to
Legal Section and opinion from them was awaited.
6.15.5 SRPC vide letter dated 28.09.2017(Annexure-6V) had further taken up the issue of 35 MW
allocation to Karnataka with KPTCL and requested to have suitable mechanism in place to
implement the allocation. MoP letter dated 07.06.2017 in this regard was also enclosed.
6.15.6 TANTRANSCO vide letter dated 28.09.2017(Annexure-6W) informed that in principle NOC for
availing open access power of 100 MW from M/s RGPPL for Railway Traction in the State of Tamil
Nadu is issued subject to the following conditions:
For availing 100 MW of power from M/s RGPPL by Southern Railway, the energy
accounting procedure has to be framed by SLDC which requires the following
a. All the drawal points of Southern Railway Traction Sub-Stations (TSS) has to be
integrated with SLDC’s SCADA for online monitoring of power drawal by providing
RTU at TSS end at the expenditure of Southern Railway.
b. All the drawal points of Southern Railway TSS has to be provided with energy meter
having ABT, DLMS and AMR complied with class of accuracy as per CEA guidelines
at the expenditure of Southern Railway.
c. The Southern Railway has to furnish daily day-ahead block wise drawal schedule for
all their drawal points of TSS.
d. The Energy Accounting and Scheduling should be as per the CERC Regulations.
However the deviation settlement mechanism is in the purview of state and the Intra-
state ABT mechanism is yet to be notified.
The energy drawn from the TANGEDCO due to non-availability of OA power will be billed
under HT Tariff (I-B Railway traction) till Intra-State ABT Regulation is notified.

The Southern Railway has to pay all other applicable charges such as open access
charges, transmission charges, wheeling charges, Scheduling and System operation
charges etc.
The Charges including Cross subsidy surcharges and additional surcharges shall be levied
subject to the final decision in Appeal No.276/2015 pending before the APTEL and such
second appeal if any filed before the Supreme Court in future.
In case of failure of alternate supply and if Railways continue to draw power from the grid,
TANGEDCO has to keep 100 MW of power available and hence fixed charges as
applicable are liable to be paid by the Southern Railway.
The Southern Railway has to execute an agreement with TANGEDCO on 03.10.2017
agreeing to the above conditions without fail.
6.15.7 South Western Railway vide letter dated 27.09.2017(Annexure-6X) had informed BESCOM that
Railway load drawal points shall be treated as disconnected w.e.f 1st October 2017 as consumer.
It was requested to depute authorized representative at 00:00 hours of 01.10.2017 for taking the
joint meter reading at the three locations ie Whitefield traction substation, Someswara traction
substation and Rail Wheel factory. Railway will start taking power as deemed licensee from 00:00
hours of 01.10.2017 from RGPL plant at the Dabhol as per the allocation of Power.
6.15.8 In the Meeting, SRLDC informed that LTA of 35 MW to SW Railways (Kar) had been kept on hold
by CTU because of pending commissioning of 400kV Nizamabad-Shankarapalli D/C line
6.15.9 KPTCL informed that BESCOM had written a letter on 28.09.2017(Annexure-6Y) and had
submitted that Railway request for disconnection as mentioned in Railway letter cannot be
considered as DDL from BESCOM end and also 3 Nos. EHT Railway installations will continue to
be treated as BESCOM consumers.
6.15.10 GM, SRLDC noted that KPTCL had given 25 years NOC to Railways as a deemed Distribution
Licensee. As there is a firm MoP allocation and NOC is available, SRLDC would have to start
scheduling the power as soon as CTU operationalises the LTA.
6.15.11 KPTCL informed that SLDC can schedule the power treating as an OA consumer. BESCOM and
Railway needed to be arrive at a consensus. The metering equipments are owned by BESCOM.
Management views had already been recorded in the 32nd SRPC meeting.
6.15.12 GM, SRLDC stated that no other state other than KPTCL & TANTRANSCO had given NOC (copy
of NOC at Annexure-6Z). He requested KPTCL to expedite and finalize the required internal
arrangements/modalities between BESCOM and Railways to see that the power can be
scheduled. He added that the entire scheduling program is being made ready.
6.16 Confirmation for the indicated plan for FGD/Phasing Out Plan for implementation of new Environmental Norms for Thermal Plants issued by MOEF & CC
6.16.1 In regard to compliance of new Environmental Norms for Thermal Plants, issued by MOEF&CC,
FGD phasing plan and Phasing Out Plan are under diiscusion.

6.16.2 Funding from PSDF was further discussed in the 32nd SRPC Meeting held on 22nd August 2017.
Accordingly Chairperson, SRPC vide letter dated 28.08.2017(Annexure-6AA) had taken up the
issue with MoP.
6.16.3 CEA vide letter dated 01.09.2017 (Annexure-6AB) had communicated regarding convening of
Special Meeting to revise the Phasing Plan for identified units for ESP up gradation and FGD
installation. Subsequently Meeting was conducted on 18.09.2017 at SRPC Bangalore with
participation from CEA and all the concerned power utilities of Southern Region. The minutes of
the Meeting are available at SRPC website.
6.16.4 During discussions in the Meeting, stake holders expressed certain issues as follows which had
been communicated to Chairperson, CERC vide letter dated 04.10.2017.
It was noted that Hon’ble Commission had pronounced its Orders on 20.03.2017 in respect
of Petition No 72/MP/2016. This petition was seeking ‘in principle’ approval of abstract
schemes of capital expenditure in compliance of Environmental (Protection) Amendment
Rues, 2015.
It had been ordered by Hon’ble Commission that 2014 Tariff Regulations do not provide for
grant of “in principle approval” for capital expenditure. Thus, the prayer of the Petitioner for
“in principle approval” by relaxing provisions of the Tariff Regulations is not maintainable.
In the Meeting held on 18.09.2017, stake holders expressed that the implementation of
new environmental norms was highly capital intensive (about Rs 100 lakhs/MW).
In view of uncertainty in regulatory aspects, generators would be facing challenges,
especially in arranging the funds etc.
SERC and CERC could consider suo-moto approval of the new environmental norms and
the associated costs for installation of FGD and other system systems ‘Change in Law’ for
both Section 62 and Section 63 PPAs enabling Generators to implement the required
schemes without fail.
Compensation under Change in Law provisions of PPAs can be approved after due
prudence check of completed cost by the respective Commissions on a case to case
basis.
This issue being of national importance, FOLD may like to kindly deliberate on these
aspects and take a view on the matter.
Since phasing plan is to be implemented in a highly time bound manner, there may need to
be some procedural acceleration, say by way of bypassing of consent of beneficiaries etc.
In view of the time bound nature and its critically, it had been requested that the concerns
expressed by the generators may kindly be arranged to be examined.
6.17 Scheduling of Simhadri Stage I Station
In the Meeting SRLDC informed that Main/Check meters at Simhadri Stage - I end of Inter
connector had been installed on 27.09.2017.

6.18 Monitoring of scheme funded from PSDF
In the meeting, it was noted that NPC Meeting was conducted on 08.09.2017. The minutes of the
Meeting was awaited.
6.19 Right of Way issue of 400 kV Nelamangala-Hoody Line/ commissioning of 400 kV Yelahanka substation/220 kV evacuation system of KPTCL at Yelahanka substation
SR II, PGCIL had informed that the issue is being followed up with State Administration for
removal of ROW issues for LILO of Nelamangala - Hoody at Yelahanka. KPTCL had informed that
cable had been received and it was scheduled to be commissioned in December 2017. ROW
issues are being resolved.
6.20 Daily Load Forecasting by SLDCs/RLDCS/NLDC
6.20.1 The mean absolute error (forecast Vs actual demand) for the month of September 2017 as
furnished by SRLDC is at Annexure-6AC.

6.20.2 In the Meeting, it was noted that at the end of the month the forecast error was observed to be
high. All the states informed that the huge error is due to unexpected rains. SRLDC informed that
for all the states they had used the data furnished by respective states for analysis.
6.20.3 KPTCL informed that on demand had reduced by 3,800 MW and on energy basis the consumption
was reduced from 170 MU to 113 MU.
6.20.4 KSEBL informed that they have approached many forecasting agencies but accuracy level of
KSEBL was far better. KSEBL has analyzed the incidents where forecast error had gone above 10
% and found that after fall in demand, restoration took more time which caused more error.
6.20.5 GM, SRLDC requested states to incorporate weather inputs in the methodology so that the error is
minimized and suggested to approach well recognized forecast agencies.
6.20.6 It was urged that forecast error should be within the limits as per the industry practice.
6.20.7 In the 126th OCC Meeting, SRLDC had informed that a Pilot Project for RE forecasting had been
started. Pilot Project for load forecasting was yet to commence. RE Connect has been entrusted
the work.
6.21 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW)

In earlier Meeting, NTPC had informed that written communication to MoP would be shared with
SRLDC/SRPC. The same was shared.
6.22 Upcoming Wind/Solar Projects
6.22.1 In the earlier OCC Meetings the following was noted:
It was noted that procedure for RE Frameworks had been notified and is available at
NLDC website. It was requested to all the concerned to take up with generators and
whatever information as mentioned in the Notified Procedure are to be collected/ensured
from RE generators.
SRPC had informed that the progress of works of RE Generators and evacuation system
are available in TCC/SRPC Minutes. All the concerned were requested to update the
same and revert back at the earliest incorporating appropriate changes.
6.22.2 In the Meeting SE(O), requested all the concerned to furnish the updated information and
emphasized that in the expected high addition of RE generators in the coming future.
6.23 Status Review of REMC project implementation.
6.23.1 In the 134th OCC Meeting SRLDC had informed that the proposal has been put up to Empowered
Committee. Approval had been delayed due to administrative issues and approval is expected by
this month end. Execution period is 15 months from approval date. There are four schemes for
three states namely for Andhra Pradesh, Karnataka and Tamil Nadu and one for SRLDC.
6.23.2 SRLDC informed that official memorandum from Ministry of Power (GOI) containing sanction had
been received in Sep 2017.
6.24 Power Flow Analysis under high RE scenario
6.24.1 A project has been undertaken jointly by POSOCO, USAID and NREL for power flow analysis
under high RE scenario. In the Meeting, SRLDC informed that APTRANSCO needed to furnish
the data and requested them to furnish the details at the earliest.
6.25 PSS Tuning of generators
6.25.1 5th Meeting to review the status of PSS tuning of the generators was convened on 26th July 2017
and minutes of the Meeting are available at SRPC website. All the generators to follow the action
plan finalized in the 5th PSS meeting.

6.26.1 In the Meeting it was noted that the issues related to URTDSM would be discussed in the
scheduled Meeting on 25.10.2017.
6.27 Status of Voice communication between regional entities and SRLDC 6.27.1 In the Meeting SRLDC has pointed out the following:

CGS and critical Powergrid 765/400 kV S/s are regularly not available. Many handsets are
placed in unmanned location.
SRLDC items like handsets, Head phones etc., till not received as per approved BOQ.
6.28 Video Conferencing facility at SLDCs

APSLDC informed that VC facility was commissioned on 7th October 2017.
Puducherry would take up VC requirement in the next financial year 2017-18.
6.29 Status of important elements
ICT at Madurai
It was noted that the provision of one No. of 500 MVA additional ICT at Checkanoorani 400/230
kV S/s in PGCIL end 400 kV side was commissioned on 29.12.2016. TANTRANSCO had
informed that LV side 230 kV bay work is under progress and would be completed on
31.10.2017(tender was opened on 16.05.2017).
Completion of Kamudhi bay at Karaikudi – PGCIL and TN SLDC to update
In the Meeting, PGCIL had informed that the works will be commissioned by
15.11.2017(Schedule as per LOA is by April 2018, 95 % supply and 60 % erection is
completed).

6.29.1 Advance intimation regarding first time synchronization of transmission elements with all
necessary
In the earlier Meetings the following were noted:
The approved procedure needs to be followed.
SRLDC had informed that even after continuous communications made /awareness
workshops conducted, the issue of advance intimation of first time synchronization of
transmission elements with all the necessary documents are not received in some of the
cases.
In the 135th OCC Meeting, SRPC had requested SRLDC to come up with specific cases
so that such cases may be taken up at appropriate level.
6.29.2 In the Meeting, GM SRLDC informed that the issue still persists and difficulties are faced in
receiving data availability and intimation for integration being received few days earlier in some
cases.
6.29.3 MS, SRPC felt that the issue is persisting since long and it needed to be addressed.
6.29.4 SRLDC submitted the list of elements (from May 2017) (Annexure-6AD) for which A1 to A6
formats were not submitted 10 days in advance.
6.30 Letter from MNRE
In the 134th OCC Meeting SRLDC informed that SRLDC has received a letter from MNRE on
Ministry of Defense request to MNRE to formulate a methodology to switch ON or OFF the wind
farms/turbines near to IAF/Railways during war time using centralized system in order to avoid
any interference to IAF operations in the war. SRLDC had informed that they would
communicate to states to furnish the information as sought by MNRE. They would seek clarity
on ‘vicinity’ from MNRE.
In the Meeting, it was noted that clarification on Vicinity has been sought from MNRE through
NLDC considering the issue was common to all the Regions. Reply from MNRE is awaited.
6.31 Load Change Over mitigation during Morning and Evening Peak hours
6.31.1 In the Meeting SRLDC presented the load change over during the period from 12th to 18th
September 2017 (Annexure-6AE). AP and Karnataka were showing large changeovers. In
respect of AP/KAR the variation was around 1,000 MW at 18:00 hours. KSEBL was contributing
around 200 MW at 18:00 hours.
6.31.2 APTRANSCO informed that staggering of loads under APEPDCL/APSPDCL were over and
they had analysed the data from 20th to 30th September 2017 and the variation observed was
around 400 MW only. SRLDC agreed that they will analyze the data for the same days and

revert back. GM, SRLDC requested that the analysis done by States may kindly be forwarded
to SRLDC before 5th of every month to avoid such mismatch in future.
6.31.3 In case of Karnataka it is observed that at 1800 hours there is a sudden increase in demand.
KPTCL informed that they will stagger the load changeover and would take care of the sudden
increase in demand.
6.31.4 MS SRPC pointed out that internal generation should be increased according to steep increase
in demand in the state control areas and ISTS drawals should be maintained within limits to
ensure IR flow/critical line flows are not affected.
6.31.5 SRLDC agreed that in the next Meeting SRLDC will come up with multiple minute wise data
analysis (drawal pattern of states/IR flows etc. also will be plotted).
6.32 Huge negative Deviation by Tamil Nadu on 27.09.17
6.32.1 SRLDC vide letter dated 28.09.2017 (Annexure-6AF) informed that on 27.09.17 TN was under
drawing continuously at regular intervals since morning, to the maximum negative deviation of -
700 MW at 11:00 hours (TN Chart also was enclosed). Such huge deviations are in turn
reflecting in the Inter regional deviation and skew in the line flows of various transmission corridors
& high frequency in the grid. It was requested that TN may forecast their load and RE and adopt
optimum scheduling, and Load Despatch Control Room Officials may also be sensitized to
mitigate the deviations. Further it was also requested to explore the possibility of implementing
Overarching agreement for selling the surplus power of Tamil Nadu on real-time basis.
6.32.2 MS SRPC stated that since TANTRANSCO was under drawing in a sustained way, it could have
resorted to selling the power to trader/PX/. Maintaining the grid parameters within the limits as per
Regulations to ensure safe grid operation was of paramount importance.
6.32.3 EE, SLDC Madurai informed that during June to September they could manage the wind
generation in a proper manner. From 20th September 2017 onwards the wind started changing
the direction but maximum potential is available if wind direction is from West to South. There is
no proper prediction of wind direction. During the S-W monsoon when wind season recedes the
change of direction takes place in sudden manner even on the same day. On 27th September
2017, actual wind direction was from S-W though forecast was from W-S. This phenomenon
occurs during the start and end of the wind season for 15 days. He assured that except during
these periods TATRANSCO is able maintain the deviations within the limits. He assured that the
issue of selling the power will be apprised to Higher Management.
6.33 Request for Review of SPS
6.33.1 Review of Raichur - Sholapur link associated SPSs was carried out in February 2016 and
subsequently, the revised logics were implemented and some of the SPSs were disconnected.
Since then, number of parallel circuits like Wardha-Nizamabad and Angul-Srikakulam have
come up between NEW and SR grid. It has been observed that the flow of Raichur-Sholapur has
reduced and the sensitivity of upstream elements like Wardha-Parli, Parli-Sholapur and

Aurangabad-Sholapur wrt SR loads would have come down. Any non-operation of SPS and
partial reliefs are viewed seriously. There have been few instances of mal-operation of the SPS.
Keeping in view the above SRPC vide letter dated 06.10.2017 (Annexure-6AG) suggested to
NLDC that the SPS schemes could be reviewed for modification/disconnection etc. It was also
suggested that the modification/disconnection could be further deliberated through VC.
6.33.2 In the Meeting, SE(O), SRPC informed that it was perceived in all the forums that more number
of SPS bring down the security level. There had been instances of spurious trippings and on
some occasions desired relief was not realized.
6.33.3 States agreed and suggested for review of SPS schemes. SRLDC was requested to kindly co-
ordinate with NLDC.
6.34 Supply of Spare RTU Cards
6.34.1 KKNPP vide letter dated 13.09.2017(Annexure-6AH) informed that the RTU panel was
supplied, installed and commissioned by M/s PGCIL and this panel consist of components such
as analog, digital and CPU cards of GE make. Presently KKNPP analog data was not updating
at SRLDC which was communicated through email dated 12.9.2017. RTU panel Analog card
was checked and found two out of three Analog cards are defective. KKNPP requested SRLDC
to make arrangements to provide two analog cards on urgent basis for replacing the defective
cards. KKNPP was planning to purchase the spare cards from M/s PGCIL and requested
PGCIL to inform KKNPP regarding the willingness for supply of spare cards for RTU panel.
6.34.2 In the Meeting, it was urged that spare cards needed to be maintained so that during emergencies
the same can be used and downtime could be minimized.
6.34.3 SR II informed that they have received the letter from KKNPP and it had been put up to
Management. Powergrid suggested that KKNPP may approach M/s GE directly since tendering
process will take time.
6.35 Non Availability of Kaiga, Trichy & Hyderabad Voltage(SCADA) data at SRLDC
6.35.1 In the meeting SRLDC informed that this issue is prevailing since long and to be attended
immediately.
6.35.2 SR-I informed that Hyderabad 400 kV voltage is made through and problem is with 220 kV side
which is under TSTRANSCO.
6.35.3 TANTRANSCO, Kaiga GS and TSTRANSCO were requested to attend the problem at the
earliest.
6.36 KKNPP Opening of ICT In the meeting GM, SRLDC informed that KKNPP is keeping one ICT permanently out on 220 kV
side (out of two ICTs). On enquiry KKNPP had mentioned that it was a general practice. It was
emphasized that no element should be taken out without the consent of SRLDC and requested
KKNPP to take the element into service.

6.37 NOC for trading: NLC request
6.37.1 NLC requested AP and Karnataka to furnish NOC for trading URS power. The power exchange
price was going upto Rs 4-5 even at night hours and it would be a good financial benefit for them,
if even for a few blocks they could sell the power in the market.
6.37.2 KPTCL informed that they had entered into the contracts of power purchase of 1,000 MW to meet
the demand from October 2017 and in the expected increasing demand growth there may not be
any URS from KPTCL.
6.38 Nodal Officer list : Disaster Management
SRLDC requested all the concerned to update the Nodal Officer list at the earliest. The updated
status as per the information available with SRLDC has already been shared and requested all to
inform changes, if any.
7 GRID FREQUENCY
7.1 High frequency
7.1.1 High Frequency Grid Operation
7.1.1.1 It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for 14.75 %
of the time. It was also noted that the frequency on some of the days was higher for
considerable periods as shown below:

7.1.1.2 SRLDC informed that maximum frequency touched 50.31 Hz on 17th September 2017 at 06:04
hrs. It was observed that during the instance all the SR States drawal were under limits except
Karnataka. KAR under drawal was around 440 MW during the instance. (Graph at Annexure-
7A)
7.1.1.3 SRLDC presented the underdrawal of states when frequency was above 50.05 Hz.
(Annexure-7B). Out of 7 instances which met the criteria for frequency, sustained under
drawals were observed for Tamil Nadu in 1 instance.
7.1.1.4 The maximum under drawal touched by States are as follows:

TS : 572 MW for 05 minutes on 30.09.2017

7.1.1.5 Constituents were advised to kindly avoid uneconomic operation at high frequencies. It was
noted that this affects the power transfer between NEW Grid and SR grid to a great extent.MS,
SRPC requested all the constituents that action needs be taken to stick to the schedule since it
had commercial/operational impacts even for under drawals.
7.1.2 High frequency excursions w.r.t. 5.2 (j) of IEGC during load change over and remedial
measures to arrest such instances
7.1.2.1 All SLDCs/constituents were again requested to kindly adhere to the Regulations in place or
take up with appropriate forum for any exemption / amendment. Following remedial measures
to arrest high frequency operation in the Grid were noted:-
Implementation of staggered load changeover by the constituents/DISCOMs
Moderating own generation
Restricted Governor Mode of Operation of all eligible machines to be in place
Proper load management to prevent the sharp rise in frequency
ADMS healthiness
Exploring the possibility of running in pump mode the Kadamparai and Srisailam units
Planned and advance intimation for surrender of ISGS
Reduction in purchases/MTOA/STOA transactions
7.1.3 Operation of Nagarjunasagar / Srisailam / Kadamparai units in pump mode
7.1.3.1 It was noted that there was no pump mode operation at Kadamparai & Srisailam LB units
during the month of September 2017.
7.2 Low Frequency
7.2.1 It was noted that the frequency of grid operation was at times in the lower range of IEGC. The
grid had operated below IEGC range i.e. 49.90 Hz for 7.96% of time. It was also noted that the
frequency on some of the days was less than 49.90 Hz for significant duration as shown below:

7.2.2 SRLDC informed that minimum frequency touched was 49.65 Hz at 18:27 hours on 23rd
September 2017. It was observed that Southern Regional states drawals were within limit
except TS which was over drawing around 234 MW during the incidence. (Graph at Annexure-
7C).
7.2.3 Overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-7D) was presented
by SRLDC. SRLDC stated that proper demand side management measures needed to be
implemented by the constituents to curtail low frequency operation. The maximum over-drawals
touched by States during September 2017 are as follows:
AP : 765 MW for 83 minutes on 15.09.2017
TS : 524 MW for 38 minutes on 11.09.2017
KAR: 577 MW for 24 minutes on 13.09..2017
KER: 334 MW for 6 minutes on 15.09.2017
TN : 797 MW for 75 minutes on 06.09.2017
7.2.4 SRPC & SRLDC felt that automatic control was required in such situations. SRLDC suggested
that ADMS settings may be changed to 49.90 Hz. and contingency plan w.r.t Tamil Nadu needs
to be reviewed considering generation loss at pooling station level. TANTRANSCO had been
suggested to revert back.

7.2.7 SE(O), SRPC stated there were many instances of sustained under drawls and over drawals
and corresponding emergency/noncompliance messages were to be suitably issued. SRPC
analysis Ffrom 16th August 2017 to 15th September 2017 is at Annexure-7E.

7.2.8 SRLDC presented the scattered diagram of deviations of each state. From the analysis it is
evident that sustained overdrawal/underdrawal are observed in AP(400 MW) , KAR(1,000 MW),
TS(350-400 MW) and TN( 1,000 MW). SRLDC/SRPC requested the states to take steps to
ensure that these type large quantum and sustained underdrawal/overdrawal are curtailed and
exchange of power may be explored. Kerala deviations are observed to be under limit.
7.2.9 SRLDC informed that 379 (real time-emergency/alert) messages had been issued to SR
constituents during September 2017. AP (102), TS(50), KAR(57), KER(5), TN(163),and Pudu(2).
(Annexure-7F) Beyond the real time messages issued, they are in touch with states over phone
to get the situation improved.
8 VOLTAGE PROFILE
8.1 Low voltage
8.1.1 In the Meeting it was noted that there was no low voltage as such in September 2017.
8.2 UV Relay
8.2.1 The following was noted in the 135th OCC Meeting:

8.3 Installation of Shunt Capacitors (Status as on 1st October 2017 at Appendix)
8.3.1 The information regarding installation/healthy capacitors in the required format needed to be
regularly furnished every month. SRLDC requested that installation & ensuring healthiness of
capacitor banks at distribution level should be ensured by all the constituents.
8.3.2 PSS/E Base Case model has been received from the states of SR for low voltage scenario.
Complete converged network of SR had also been modeled by SRLDC/SRPC and submitted to
CPRI on 23rd March 2017 for capacitor requirement assessment
8.3.3 In the Meeting, it was noted that CPRI may be submitting the study report shortly.
8.4 High Voltage

8.4.1 SRLDC highlighted the severity of high voltage problem at the following nodes as given in table:
8.4.2 SRLDC pointed out that the high voltage nodes are increasing in almost all the states and
requested all the concerned to initiate action to mitigate the high voltage.
8.4.3 SR II informed that due to over voltage Bidadi-Tumkur lines are tripping frequently. Bidadi –
Nelamangala line was hand tripped many times. Narendra-Hassan-Mysore-Tumkur are facing
sustained high voltages. At Hiriyur, over flux alarm is coming continuously at 220 kV side and
voltage is touching even 237 kV. Equipments like CTs/CVTs are getting damaged. He requested
SRLDC to suggest for Tap position change or KPTCL may be requested to remove capacitor
banks. KPTCL informed that 60 % of capacitor banks are switched off whenever voltages are
high. Many parallel lines are hand tripped and even 220 kV lines are hand tripped and assured
that all possible actions will be taken to curtail the over voltage
8.4.4 SRLDC noted that O/V phenomena at Bidadi started recently and will be discussed in the next
OCC Meeting. It was clarified that since the both side voltages are high, tap change at Hiriyur

Transformer may not give desired result. Reactor installation could be considered. Hiriyur-
Nelamangala line is not allowed to open since it feds Bangalore loads. It was noted that in this
area all the lines and ICTs are injecting VARs.
8.4.5 SE(O), SRPC observed that at Hiriyur area lot of wind generation are available and reactive
support from wind generators may be explored.
8.4.6 After deliberations it was agreed that SRLDC may study the proposal of changing the tap position
at Narendra and Hiriyur as requested by Powergrid.
8.4.7 SRLDC suggested all the SLDCs to review / optimize the LT stage capacitors in service in high
voltage areas and take up the issues with DISCOMs. Action taken report could be submitted. Tap
optimization is useful only in II & IV quadrant.
8.4.8 GM, SRLDC observed that 400 kV voltages at NP Kunta substation were above 410 kV for
considerable time (more than 50 %) and some of the days though out the day. At present settings
at STATCOM are at 420 kV & 380 kV, and it was noted that available STATCOM could not be
effectively utilized for mitigating high voltage. He requested Powergrid to revise the voltage
settings to 410 kV.
8.4.9 Powergrid agreed to revise the present settings to 390 kV and 410 kV respectively.
8.4.10 Subsequently SRLDC vide letter dated 20.10.2017(Annexure-8A) had requested Powergrid to
revise the present voltage settings to 390 kV and 410 kV at the earliest.
8.5 Condenser mode of operation of Nagarjunasagar and Srisailam LB
8.5.1 In the Meeting SRLDC presented condenser mode operation of Srisailam and Nagarjunasagar
Units (Annexure-8B). Nagarjunasagar had operated upto 60 MVAR. Srisailam units have also
operated this month under condenser mode. It was noted that on some of the days there was no
MVAR absorption by N’sagar units(19th to 26th). SRLDC requested TSGENCO to take action to
absorb MVAR to the extent possible to curtail over voltages. It was noted that voltage is
maintained at 425 kV keeping many parallel lines in open condition and it is of great concern that
last option to mitigate the over voltage(opening of lines) are carried out first and first option(MVAR
absorption) is being taken up at the end.
8.5.1.1 TSGENCO informed that all the units of Nagarjunasagar except Unit I & IV can be operated in
condenser mode of operation to arrest high voltage conditions. Nagarjunasagar units were not
put under operation on few days as there was instruction from SLDC. TSTRANSCO informed that
they are also watching MVAR absorption and giving instructions to generators to absorb MVAR
as and when over voltages are observed.
8.5.1.2 Subsequently TSTRANSCO vide letter dated 13.10.2017 had addressed to TSGENCO, HPC &
HP in this regard and requested that all the units available for condenser mode of operation at

Nagarjunasagar and Srisailam may be put into condenser mode if the bus voltage exceeds 415
kV to arrest high voltage in coordination with SLDC control room and depending on requirement
on day to day basis.
8.5.2 Status review of GT Tap positions

8.5.2.2 GT taps of all new units getting synchronized to grid should be kept at nominal grid voltage level
of 400 kV or 220/230 kV. SRLDC would ensure the requirement for ISTS connected generators
while SLDCs need to ensure it for their embedded generators.
8.5.2.3 SRLDC informed that MVAR testing is scheduled as follows:
TPCIL/SGPL: 16th to 17th October 2017.
NTPL: 3rd week of November 2017.
Kaiga to be firmed up.
8.5.2.4 SRLDC informed that recently Kaiga-Kodasalli maintenance works were to be carried out and the
line was taken out and Kadra bus shut down was also there. Karwar supply was to be extended
Being a Nuclear station Kaiga had expressed that they can’t charge from their end(dead bus) and
requested Kadra to charge the line from their end which they refused. Finally SRLDC discussed
with KPTCL and the supply was extended from Kadra end. It was desired that this issue would be
brought to the notice of OCC forum.
8.5.2.5 KPTCL informed that healthy line was taken out because of bus shut down. In case of faulty line
SLDC never insist to charge from generator side.
8.5.2.6 GM, SRLDC stated that whenever Kaiga-Kodasalli line is out on any fault or M/W the line will be
charged from Kadra end and synchronized at Kaiga end. Being a nuclear station Kaiga cannot be
insisted to charge from their end.
8.5.2.7 SRLDC had furnished the MVAR Capability Test Report w.r.t to BTPS Unit I (KPCL) carried out
on 09.09.2017 is at Annexure-8B-I.
8.6 MVAR Interchange/MVAR capability testing
Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by fourth of
every month) so that SRLDC can correlate it with SCADA data and analysis could be done
facilitating actions for further improvement.
Recommendations finalized in the Special Meetings/Capability Testing Reports were
required to be implemented.
All the SLDCs to kindly monitor VAR absorption/injection of generating units in their
respective control areas in real-time.
Order of Hon’ble CERC dated 23.12.2009 merited attention in this regard. It had been
stated in the Order that all agencies needed to provide required reactive compensation
thus avoiding the need for exchange of reactive power to/from ISTS and maintain ISTS
voltage within specific range.
8.6.1 Regional entities to implement the steps to contain the rise in the voltages in their
respective control area stations as given below:

8.6.2 In the Meeting, SRLDC informed that in the MVAR data submitted by SGPL it is mentioned that
present tap position of GT is set at 9 corresponding to 409.5 kV. The units are injecting MVAR
even at voltages of 410 kV and above. (Presentation at Annexure-8C). SRLDC expressing
concern regarding the high voltage at Nellore area requested SGPL to change the tap position
corresponding to 400 kV and also requested to contain injection of MVAR at voltages 400 kV
and above.
8.6.3 SRLDC stated that the MVAR absorption behaviour of Ramagundam Units is observed to be not
as desired in the last few months. SRLDC presented the MVAR response of Ramagundam
Units(Annexure-8D). At present except Unit VI, absorption starts at around 409 kV only ( at 423
kV absorption is only 30 MVAR). Earlier at Ramagundam units, taps were set corresponding to
399 kV and absorption were starting from 400 kV and were giving up to 140-150 MVAR at 420
kV. SRLDC enquired whether Tap position/ LV set point had been changed.
8.6.4 NTPC clarified that tap position were the same and they would revert back after ascertaining with
the station.
8.6.5 SRLDC requested to check/review the LV set point and revert back on the same.
8.6.6 With respect to NTPL units SRLDC informed that absorption had been improved but injection to
be reduced above 400 kV.

9 Network Protection/Security issues
9.1 U/F & df/dt Relays Schemes
9.1.1 Implementation of SRPC recommended quantum
It was noted that all the States had implemented AUFR and df/dt schemes fully. All the
Constituents were requested to furnish the details of the feeders implemented in AUFR & df/dt
schemes along with the status of SCADA mapping as per the specified Formats.

In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents
shall submit a detailed report of operation of AUFR at different frequencies to SRLDC and
SRPC on daily basis. It was noted that only KSEBL and PED were submitting the daily report
regarding operation of relays.
9.1.1.1 SRLDC presented the load relief realized as a percentage of AUFR quantum declared in the
identified feeders during the month of September 2017 as follows: (Presentation at Annexure-
9A)
AP: 74 %, TS: 61 % KAR: 56 %, KER: 80 %, TN: 58 %, Pudu: 77%. SR : 61 %.
9.1.1.2 SRPC & SRLDC expressed concern that the load relief observed in real time in respect of
KAR, TS and TN was very less.
9.1.1.3 TANTRANSCO informed that transducer issues were getting addressed.
9.1.1.4 SRPC/SRLDC suggested that TN/KAR/TS may analyze the relief on each feeders and sort
out the feeders which are giving less relief. Accordingly additional feeders may be increased.
9.1.1.5 TSTRANSCO informed that as per their analysis also ,relief is coming as 61 % and the less
relief is due to the demand drop due to rains in the state because of less load on the feeders.
Initially there was a discrepancy in the data and the relief shown was less and at present after
rectifying the entire issues relief realisation was more except last month.
9.1.1.6 KPTCL informed that the less realisation is due to demand drop in the state. It was noted that
KPTCL had declared more than actually recommended. KPTCL was requested to review the
average relief values of the feeders identified. It was also noted that KPTCL had identified
more feeders(quantum) in lower stage(III) which may not fully serve the purpose of the system
protection security and requested them to review it and identify stage wise as recommended.
Stage I identified quantum was noted to be less.
9.1.1.7 OCC forum appreciated APTRANSCO for the higher realisation and observed that their
realisation had achieved around 92 % in some of the months.
9.1.1.8 SE(O), SRPC informed in respect to Karnataka and Andhra Pradesh that it had been observed
during the UFR/df/dt Relay inspection that many of the feeders with RE injection also had
been identified for trippings and requested all the constituents to exclude those feeders and
revise the feeder list including different feeders. Segregation of feeders also needs to be taken
up.
9.1.1.9 MS, SRPC expressed concern that less realization was threat to system security. The issue
needed to be addressed and was to be reviewed appropriately. If required, additional feeders
may be required to be identified. He suggested that from next month onwards the analysis
may be carried out for the last six months and accordingly if average is noticed to be less
states may be recommended to add the feeders or change the feeders.

9.1.2 SCADA mapping of feeders of AUFR &df/dt schemes
9.1.2.1 As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC vide letter
dated 29.01.2016 had submitted the status report duly certified by SRLDC and SRPC w.r.t
implementation of SCADA mapping of all the constituents to Hon’ble CERC. SCADA mapping
confirmation report of KSEBL had also been submitted to Hon’ble CERC.

10 SPS operations
10.1 SRLDC informed that there was no SPS Operations during the month of September 2017.
10.2 It was noted that as decided in the 135th OCC Meeting mock test on SPS of Talcher-Kolar poles
were carried out on 27.09.2017. Mock test was conducted for testing the SPS signal transmission
from Kolar HVDC station to respective load points without actual tripping of loads. SRLDC had
furnished a Report (Annexure-10A) and the summary is given below:

10.3 Dy CE, KSEBL informed that Trip Signal II was received in the DTPCs at Kanhirode and
Madakkathara at 11:38 hours and Trip Signal III received at locations 220 kV Edappon and
Pallom at 12:04 hours. The system was normalised at respective stations after getting
normalisation code from SRLDC. He informed that the following were observed after
normalisation and requested Powergrid to look into the issue and rectify the same
While restoring the trip circuit from DTPC to the respective feeders tripping occurred at 220
kV substation Pallom due to the acting of T-K signal III. Tripping had happened due to the
fault in the interface card of DTPC at Pallom. After replacing the faulty interface card with
the available spare at station, the system was normalised.
At Madakkathara and Kanjirode it was observed that a major alarm indication was
intermittently present in the DTPC module.
10.4 KSEBL letter in this regard at Annexure-10B
Powergrid agreed to look into the issue at the earliest.
10.5 SRLDC informed that except Narnoor all the stations had received the signals. Multiplexer issue at
Narnoor was identified even during the mock exercise carried out on 23rd March 2017. SRLDC
enquired APTRANSCO about the delay in rectifying the issue.
10.6 APTRANSCO informed that the Multiplexer had reached Narnoor and cabling works are over and
will be in operational within one week.
10.7 System Protection using Optimization Technique (SPOT)- SRLDC proposal
10.7.1 System Protection using Optimization Technique (SPOT) Engine was discussed in earlier OCC
Meetings.
10.7.2 SRLDC suggested dropping the issue, till some concrete proposal is firmed up.
10.8 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES
(Petition No. 265/MP/2012)
10.8.1 In the Meeting SRLDC pointed out the following:

10.8.2 At present setting there were around 48 instances when the frequency was below 49.8 Hz. out
of which only one instance (AP) was matching with ADMS operation and frequency range was
49.72 to 49.78 Hz, OD by AP was 282-400 MW(9th September 2017) . Between 49.9 Hz. and
49.8 Hz. states are not supposed to operate many instances of over drawals are noted and
manual intervention is not sufficient. If settings were at 49.9 Hz.(proposed) in auto mode ADMS
would have been acted to safeguard the system.
10.8.3 SRPC endorsed the views of SRLDC and suggested that change in the settings was required
keeping in view coal shortages, wind withdrawal, higher RE ingress, duration of frequency below
IEGC range and since manual action seems to inadequate .
10.8.4 TSTRANSCO felt that it is not a regulator phenomena change of settings may not be required.
After the limit the OD to 250 MW the only option left out was manual load shedding and suggested
that changing the settings can be reviewed in next TCC/SRPC Meetings or after discussing in
Higher forum. SRLDC/SRPC clarified that ADMS will take care of such situations and will reduce
the pressure on SLDC system operator.
10.8.5 Dy. CE, KSEBL informed that instructions are given to operators to manually interrupt the loads
/judiciously switch off the feeders whenever deviations are observed and not left out only to
ADMS operation. He also enquired whether all the other regions had implemented the revised
settings.
10.8.6 TANTRANSCO informed that they cannot concur to revised settings. It is very difficult for them to
limit the drawal to 250 MW since they are managing with a huge quantum of wind generation.
TANTRANSCO informed that revision can be considered in no wind season and the proposal will
be apprised to Management. SRLDC pointed out that the concern of TN has been noted by
Hon’ble CERC in many of the Petitions and Commission in its Orders have stated that Grid Code
has to be followed and system security cannot be put under threat.
10.8.7 APTRANSCO informed that they will apprise their Higher management about the change in
settings recommendations.
10.8.8 After deliberations it was decided that the setting would be revised to 49.85 Hz and below for
frequency and for deviation of minimum DSM limits for 15 minutes. It would be reviewed for few
months and setting may be changed to 49.90 Hz (IEGC limit) in next step. Implementation of the
revised setting will be from 01.11.2017. An alarm can be set at 49.90 Hz and below for 10 minutes
to enable SLDC operator to take manual action. Also the performance/functioning of ADMS is
required to be tested periodically by the respective SLDCs following the practices similar to that
carried out by Kerala. It was requested to communicate the confirmation of revised logic
implementation to SRLDC/SRPC.

10.8.9 SRLDC had pointed out that similar to existing ADMS logic (O/D), backing down of generation
during the sustained U/Ds during high grid frequency may be required. It was observed that
KSEBL and KPTCL were having provisions of tripping/backing down of the generators in case of
U/Ds during high frequency. States were requested to examine the technical feasibility/provision
for backing down of generators and revert back.
10.9 Grouping of loads (IEGC clause 5.4.2 (e))
10.9.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network
security, the interruptible loads were to be arranged in four groups of loads, This was for the
purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to
be shed through UF relays, df/dt relays and loads to be shed under any SPS scheme. These
loads are to be grouped in such a manner that there is no overlapping between different groups
of loads.
10.9.2 The issue was noted for compliance by the concerned utilities. SRLDC requested all the states to
kindly furnish the updated details in this regard.
10.10 Tripping Details/Reports
In various forums SRLDC had raised concern that it was not getting tripping information/data
within 24 hrs as per IEGC/CEA regulations and sometimes the information from both the ends
was not being received. Also at times, tripping details only were being received without DR& EL
details. SRLDC was unable to analyse events on account of non-receipt of details of tripping in a
timely manner. SRLDC had stated that all tripping details should be uploaded on the SRLDC web
portal. Para 29 of Hon’ble CERC Order dated 20.02.2014 in respect of Petition No.146/MP/2013
was brought to attention of the OCC. Non-furnishing of timely tripping details would be treated as
non-compliance. Procedure for timely furnishing information was needed to be streamlined by the
utilities. It was noted that tripping information details were to be uploaded within the stipulated
time frames.
10.11 Declaration of availability and healthiness of various protection / defense mechanism
10.11.1 SRLDC stated that the healthiness certification was not being received in timely manner from all
the constituents.
10.11.2 Healthiness certificates and other reports were being sought as per directives of higher bodies.
Validated certificates needed to be communicated in a timely manner.
10.12 LVRT Implementation
10.12.1 Hon’ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The
Order directs a number of actionable points by various utilities for compliance of LVRT, CEA &
CERC Regulations etc. Three Special Meeting were conducted at SRPC Bangalore on

05.02.2016, 18.04.2016 & 05.07.2016 (Meeting minutes are available at SRPC website). This
issue was further discussed in the Special TCC Meeting held on 02.08.2016.
10.12.2 In the Meeting, it was decided that next LVRT Meeting may be conducted on 25.10.2017.

11.2 CEA vide letter dated 21.07.2017 had informed that a Meeting was held in the Cabinet
secretariat under the Chairmanship of Secretary (Security) on 28th June 2017 to discuss the
action taken report on the decisions taken at the early meeting on 9.03.2016 on the Crisis
Management Plan in respect of MoP. It was noted that ERS were in procurement stage in most
of the states and the response from the states was not very encouraging. Secretary (Security)
has sought a note from CEA in the matter so that he may take up the matter with the concerned
States at the highest level. CEA requested that state wise requirement and current availability of
ERS and the action taken on/status of procurement of ERS may please be sent to GM Division
for onward transmission to Cabinet Secretariat.
11.3 Subsequently SRPC vide letter dated 01.08.2017 had submitted the required information to GM
Division, CEA.
12 SCADA AND COMMUNICATION
12.1 A Special Meeting was held on 07.02.2017 to deliberate on pending SCADA/Communication
issues. Minutes of the Meeting is uploaded on SRPC website. The status of pending Items as

6 OPGW stringing on balance portion of KPTCL lines
Except Hassan-Santhigrama (7.4 kM) OPGW stringing is completed on all the lines of KPTCL. Because of non-readiness of direct line, KPTCL recommended to execute the connectivity through 3 different lines of 35 km and the same may not be possible in the on-going project as the supplies are completed.
7 Migration of SCADA periphery in line with SEM
Both AP & TS: Migrated to SEM based philosophy from 11:00 hours of 09.05.2017. TN migrated on 08.06.2017. KPTCL migrated from 04.07.2017.
8 SCADA Data failure Protocol
RTU not reporting/data failure would be communicated to the concerned entity/user with a copy to PGCIL. User would take lead role in getting the issue resolved. User/SRLDC would ensure necessary verification at their ends as explained in the training. Parallely, PGCIL would look into communication issues. User/SRLDC would appraise PGCIL about the verification at their end for PGCIL to sort out the communication issues.
Official email ID for SCADA issues to be created for each entity/User involved for easier communication and proper delivery of information. All correspondences regarding any SCADA issue to be made through this mail ID only. Details to be communicated to SRLDC/SRPC within a weeks’ time.

10 Issues with Orange Exchange
It was noted in the Meeting that a Meeting was held on 16.03.2017 at SR II Bangalore and the issues are being addressed. Except Remote sub-scriber units with PLCC links, all issues have been addressed.
12.2 SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto
Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by Hon’ble CERC
that NLDC and respective RLDC are directed to update the status of telemetry every month at
their website and persistent non-availability of data from the generating stations/substations be
taken up in RPC meeting for appropriate direction and action. Also, NLDC had been directed
to submit user wise latest telemetry by 31.08.2016. SRLDC informed that they had started
posting this information from February 2016 on their website.
12.3 In the Meeting, GM, SRLDC expressed the issues regarding the Data Availability and
requested Powergrid’s active participation to resolve the issue. The system was installed in
view that the old system was not capable of handling huge data and was hanging. In GE
system, Y connector problems, redundant path, DCPC hanging issues etc were encountered.
He expressed concern that not even one hour of a single day, there is 100 % data availability
and it is reflecting in the drawal computation and leading to dispute in the real time. He added
that the same difficulties are being faced with communication also. He observed that the hot
line communications are mainly meant for meeting the crisis /contingency situations to make
use for BSRPs. He requested Powergrid to make available at least one communication facility
in Control room which can be extended to sub stations or security which can be made use of
in contingencies . He informed that it has been observed that data for many elements stops
reporting after trial operation and commissioning after few days and the same need to be
followed with inclusion in data discrepancy list. It was the approved procedure that in case of
no fibre cut the issue will be attended within three hours and in case of fibre cut within a day
and cases which cannot be solved in time it will be escalated to senior management level and
referred to OEM etc. He expressed concern that there were occasions where even one week
data was not available. He requested to deliberate on the way forward to mitigate these
issues for better system operation since most of the data comes from Powergrid stations.
State data are also not coming properly. Kayathar data is not coming and it was informed that
it will take more than three months to resolve. AP-Telangana tie lines data is hanging in some
of the places. He pointed out that Regulations also have been notified and it is mandatory to
assure 100 % communication/data availability.

12.4 SR I informed that they are facing some issues with orange communication. At present most of
the substations are made unmanned except some of the critical sub stations like Vizag and
Nellore. There are 7 critical stations which are manned at present. The intentions of SRLDC
are well noted and whenever RLDC is informing regarding non operation of the phones the
personnel were sent to the respective stations and it was being attended. Regarding data
availability, fibre cut whenever Whats App messages are received the issues are being
attended urgently.
12.5 GM, SRLDC informed that they are facing problem with stations where only BSNL
communications are available and in old stations like Sriperumbudur, Warngal etc. It was
noted that most of the issues are observed at morning or evening peak hours. He requested
Powergrid to make available of an identified official on 24/7 hours basis who will look into the
communication / data availability issues.
12.6 SR-I informed that one official is deputed specifically for looking into communication and ULDC
issues. A separate official is taking care of hardware issues. Apart from shift person , one
person is there from RTAMC also. Warangal had a hardware issue, one of the data card had
gone and loop test was to be carried out. Except Nizamabad all communication channels had
been shifted to fibre network.
12.7 SRLDC pointed out that Warangal is one of the drawal point for Telangana and problem at
Warangal was affecting the drawal computation of Telangana. In Tamil Nadu Kayathar-
Kanarpetty area data was not available for more than 6 months. In Karnataka Hiriyur-
Nelamangala –Gooty data was unstable. As on date (09.10.2017) Raichur, Arasur, Hosur,
Salem, Dharmapuri data were not available.
12.8 MS SRPC noted that as per recent communication regulations the percentage availability
mandated was quite high. SRLDC stated that already provisions are there in Terms and
Conditions of Tariff which was not invoked by it yet.
12.9 SR II confirmed that SCADA maintenance protocol was being followed by SR II.
12.10 After deliberations it was decided that a Special Meeting may be convened to have focused
discussion on the issues on 27th October 2017 at SRPC Bengaluru.
12.11 Subsequently A Special Meeting was convened at SRPC Bangalore to deliberate on the issues
w.r.t URTDSM / SCADA / Communication issues and minutes of the Meeting are available at
SRPC website.
12.12 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission
Hon’ble Commission vide order dated 19.12.2013 on Suo-moto petition No. 56/SM/2013
had directed all the utilities to provide the required telemetry within six months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance status of
pending SCADA inputs the earliest. Details in this regard were available on SRLDC web
site.
For KKNPP only 2 points are pending w.r.t GT tap position. Re -tendering was going on
and it will take 5 more months to complete the works.
12.13 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START
PROCEDURE
12.13.1 Physical and Cyber Security
Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every
quarter. Information regarding Cyber Security was to be furnished to Chief Engineer, DPD,
CEA, Sewa Bhavan, New Delhi-110066. Report on Physical Security, other Mock Drills for
CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA,
Sewa Bhavan, New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat
([email protected] and [email protected]). Information required by CEA (vide letter dated
26.11.2013) regarding Security of power installations was to be furnished to CEA.
12.14 Black Start Procedure
12.14.1 In earlier OCC Meetings, SRPC/SRLDC had expressed concern that black start mock test
procedure is not being followed properly, mock exercise by point to point method is not
carried out by all and schedules are also not being furnished. All the concerned entities were
requested to furnish the details of BSRP Mock test completed during 2nd half i.e July 2017
to Dec 2017 and schedule for next year ie Jan 2018 to June 2018 t.
12.14.2 In case of postponement or non-conducting of mock drill exercise then it must be intimated to
SRLDC along with the reason.
12.14.3 The following was noted in the Meeting:
KKNPP mock exercise on was firmed up on 31.10.2017
Kaiga GS mock exercise to be firmed up during S/D in November 2017.
AP has confirmed BSRP workshop for VTPS for 27.10.2017
Kerala date finalised in the last meeting, venue to be finalised.
All future workshops conducted in states: BSRP System Restoration presentations of
respective states to be presented by SLDC and SRLDC will be presenting Regulatory
aspects, RGMO, MVAR, SR Overview etc. Necessary assistance will be given to SLDC for
gearing up.
12.15 Conducting mock exercise from RTPS to Jurala, Nagheri to BTPS
12.15.1 In the Meeting, SRLDC informed that as per SRLDC records Upper Jurala and Lower Jurala
are having Self Start facility which can be utilised during black start restoration. It was

observed during the BSRP workshop at Telangana that 2 nos of DG set available (2 x 250
KVA) at Jurala were not sufficient for starting one unit (40 MW) and auxiliaries at Jurala for
black start. Upper Jurala and Lower Jurala being an important station of Telanagana for
black start activity TS need to take immediate action to upgrade the DG capacity so that at
least minimum one unit can be started from black start. The action plan needed to be
communicated to SRPC/SRLDC.
12.15.2 It was decided that SRLDC will take up with TSSLDC regarding this highlighting the
provisions of CEA(Technical Standards for connectivity to the Grid), Amendment Regulations,
2013 and CEA, (Technical Standards for construction of electrical plants and Electric lines)
Regulations 2010. Subsequently vide letter dated 13.10.2017 (Annexure-12A) SRLDC had
taken up the issue with TSSLDC.
12.15.3 TSTRANSCO vide letter dated 13.10.2017 (Annexure-12B) had taken up the issue with
TSGENCO and had requested to arrange adequate capacity of DG set for supplyingg
auxiliary power supply to start the units at Upper Jurala.
12.15.4 On a query from GM, SRLDC regarding Bhadravathi alternate power supply PGCIL informed
that they had put a 250 MVA, 400 kV transformer diverted from Moga , and commissioning
details would be shared.
12.15.5 SRLDC recalled that three stations, Harthi, Gadag and Lingapur have confirmed that double
bus is available. Some modifications are going on at Harthi and Gadag . After the rectification
works the mock exercise may be planned . During the mock exercise at BTPS it was assured
that they will complete the works within 15 days. SRLDC requested KPTCL to take up the
issue on immediate basis. It was suggested that by November first week mock exercise could
be completed.
12.15.6 SRLDC expressed concern that most of the SR constituents had slipped from the mock drill
exercise schedules submitted by them and requested all constituents to furnish the status
update and reasons for slippage. Constituents were requested to conduct the point to point
mock drill. The format attached with the letter needed to be filled by the respective states and
sent to SRLDC within 10 days. It was also requested to submit the reports of mock exercise
carried out within 7 days.
12.15.7 KGS and MAPS are requested to furnish the details regarding House Load Operation and
regarding restoration from complete black out of the Units.
12.16 Priority for Railways/Metros in the matter of Restoration of Supply
12.16.1 The following had been noted in earlier Meetings:
KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in
the Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnished the Operating Procedure for
extending supply of power to Kochi Metro.
TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the
special meeting in respect of Chennai Metro may be expedited
TSTRANSCO: was requested to take proactive action in respect of Hyderabad Metro.
12.16.2 In the Meeting, TSTRANSCO was requested to take up the issues with Hyderabad Metro and
if needed Meeting also may be convened. TSTRANSCO informed that as per records Metro
was supposed to come by this year end.
13 RGMO/FGMO
13.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings.
Inadequate response was an area of serious concern and there was no noticeable
improvement. MS, SRPC had stated that the recommendations finalized in the special
RGMO/MVAR interchange meeting should be complied by all the utilities.
13.2 In earlier OCC Meetings, the following had been noted:
SLDCs were requested to analyze the RGMO instances posted by SRLDC for the
generators in their control area and take up action as per the Order on Petition No.
84/MP/2015. Inadequate Response to be taken up with SERC (Petition No.302/MP/2013).
Action on recommendations finalized in the Special Meetings needed to be taken by
generators/states. All generators were kindly requested to take all steps to ensure intended
RGMO/FGMO response.
RGMO logic for all the generating stations shall be revised as per the IEGC 5th amendment
regulations.

SRLDC/SRPC expressed serious concern over the very low percentage of response
especially from TRANTRANSCO and ISGS. TANTRANSCO was suggested to take up the
issue with TANGEDCO regarding the poor response.
It was decided that each state may conduct a special meeting at SLDC with generators
under their control areas including IPPs and SRLDC/SRPC can join the Meeting by VC.
ISGS Stations may be separately called for a Meeting and each generator may be
requested to give a presentation on the performance of respective Generators unit wise.
As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity also should
come under RGMO/FGMO Operation from 1st October 2017. SLDCs were requested to
take action to comply the Amendment. AP, TN and NTPC (Kayamkulam) were requested
to take up the issue seriously with respective generators.
All generators should keep a Margin for RGMO response while declaring DC in all level ie
at full load/partial load operation.
13.5 Subsequently a Meeting was conducted by TNSLDC through VC on 25.09.2017 and RGMO
response of TN generators was discussed in detail. SRLDC vide letter dated 26.09.2017 had
communicated to TNSLDC regarding the actions taken to improve the performance. It was
requested to TNSLDC that the issues may kindly take up with generators for time bound
resolution. It was also requested to update the status in the forth coming OCC Meeting.
13.6 RGMO meeting was conducted on 27.09.2017 at SRLDC, Bengaluru, with participation from all
CGS / ISGS generating station, ISTS Connected MPPs, SRPC and SRLDC. RGMO response
of the generators, RGMO status point extension & healthiness and new logic implementation
as per IEGC 5th Amendment etc were discussed during the meeting. SRLDC vide letter dated
04.10.2017 (Annexure-13A) had listed out some points which were observed during the
meeting. The Station-wise actionable points/recommendations were also enclosed.
13.7 TSTRANSCO vide letter dated 22.09.2017(Annexure-13B) had taken up the issue of non
performance of RGMO response with STPP Unit I & II.
13.8 It was noted that as per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity
also should come under RGMO/FGMO Operation from 1st October 2017. SLDCs wetre
requested to take action to comply the Amendment. AP, TN and NTPC (Kayamkulam) were
requested to take up the issue seriously with respective generators.
13.9 SRLDC emphasised that all generators should keep adequate Margin for RGMO response while
declaring DC. Merely not operating in wide valve does not guarantee that there is margin for
RGMO response, but margin is to be ensured at all generation levels.

13.10 TANTRANSCO informed that they had requested gas stations to give the action plan and it
was informed that they are planning to approach CERC for exemption since gas availability is
very less. TTPS - Unit V came under RGMO on 26.09.2017. With respect to Hydro stations it
was informed that exemption has received for all irrigation based hydro stations and others yet
to be received.
13.11 MS, SRPC clarified that even though Hon’ble Commission is approached for any exemption,
till the same is received, stations would need to deliver the required performance as per the
Regulation in force.
13.12 SRLDC requested that the list of all hydro stations and gas stations which are covered under
FGMO/RGMO response along with the status clearly mentioning the CERC order in case
exemption/extension is received from Commission may be furnished.
13.13 IL & FS informed that in July 2017 they had done some fine tuning. During the next incident
both the Units were out of bar and they couldn’t carry out the analysis. SE(O), SRPC
requested IL & FS to ensure the representation in all the Meetings which was agreed by IL &
FS.
13.14 MS, SRPC requested NLC to coordinate with the concern to rectify all the issues like RGMO
Status point mismatch at NLC TS I Expansion etc. on immediate basis(commitment for
rectification as agreed in the meting was 7th October 2017). NLC TS I Expansion needed to
remove the load limiter, which is preventing the governors from providing response, as agreed
in the special meeting and it was reiterated that no load limiters should be put into service.
13.15 NLC informed that the issue is with RTU and they had requested for Power grid support in
rectifying the problem. PGCIL had agreed to extend support. Action will be taken to remove
load limiter.
13.16 With respect to Talcher it was noted that status point was to be extended and the analysis was
to be submitted for the incidents.
13.17 Talcher representative informed that new RTU to be integrated to make available of status
point by October end. MS, SRPC recalled that in the special meeting held with ISTS
generators NTPC representative had assured that Talcher Stage II status point will be
extended to SRLDC by October 2017 and analysis for the past incidences would also be
submitted by them.
13.18 SRPC/SRLDC clarified that even though Talcher Stage II is located in ER, electrically it was
with SR. Representation to Sub Committee/ RGMO meetings along with analysis needed to be
ensured.

13.19 NTPC SRHQ assured that all relevant communications would be passed on to Talcher NTPC.
It was noted that already Talcher Stage II is in the RGMO Group. The last meeting was not
attended since they were busy with Directors’ visit.
13.20 It was observed that Kudgi response is not available and suggested that Kudgi also will be
added to the group and Kudgi was requested to come up with analysis.
13.21 RGMO analysis for Units 1, 2 & 3 of Ramagundam for the incidents needed to be submitted as
agreed in the Special Meeting. It had been agreed in the 27.09.2017 Meeting that the
analysis would be submitted within a week.
13.22 SRLDC requested all the states(except Tamil Nadu) to finalize the dates for RGMO meetings
and may be informed accordingly(within three days) so that SRPC/SRLDC may also
participate through VC. SLDCs are requested to convene the meeting with all generators in
their control area including embedded private generators.
14 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES
14.1 Loadability of ICTs and revisit of the associated protection settings to prevent cascade tripping of
ICTs/high loading of transmission lines. Insufficient action in controlling the loading of ICTs
leads to N-1 criteria violation in compliance of Regulation 3.1 f(8) of CEA(Grid Standards)
Regulations 2010 and Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations
2010.
14.2 Over Loading of both ICTs and N-1 violation at Hoody, Gazuwaka, Nellore.
14.3 SRLDC requested all the constituents that whenever real time messages were issued to control
over ICT loadings, constituents should be committed to take necessary steps/load shedding to
curtail the overloading. SRLDC requested for urgent action to alleviate the loading of 400/220
kV ICTs. A long term solution of augmentation/load reconfiguration needed to be considered /
implemented in view of grid security. Action Plan of constituents to restrict the loading to
permissible limit may kindly be furnished to SRLDC and immediate action needs to be
initiated.
15 Prolonged Outages
15.1 Status review of prolonged outage of grid elements in SR & realistic action plan for revival of
the prolonged outage was awaited from some of the constituents. Monthly reports are
required to be submitted to CERC.
15.2 The following was noted in the Meeting:
KKNPP had informed in the 32nd SRPC Meeting that the Rectors-1 & 2 would be back in
service after rectification in December 2017 and June 2018 respectively.

All constituents were requested to convey the schedule of revival for the elements under
prolonged outage to SRPC, which was to be reported to Hon’ble CERC on monthly basis.

17 LGBR & OUTAGE PLANNING
17.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause
5.4.2
17.1.1 The issue was noted for compliance by the states/SLDCs.
17.1.2 The following was noted from the Order dated 19.12.2013 on Petition No. 249/250/251/MP/2012
“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to
forecast their demand and make adequate arrangements to avoid dependence on
Unscheduled Interchange for meeting their demand or for injecting short term surplus power,
irrespective of the frequency”
17.1.3 There was need for further involvement of DISCOMs for their 96 block load forecast and by
state generators of their 96 block generation forecast. SLDCs needed to play more
proactive role in this regard.
17.1.4 Outage deviation report for the period April 2017 – September 2017 in respect of Generating
Units/Transmission Elements of Southern Region need to be submitted by all the
constituents which is to be communicated to Hon’ble CERC.
18 OTHER ISSUES
18.1 Collection of data regarding Power Supply to Rural Areas
18.1.1 In the Meeting held at MoP on 09.04.2014 it had been decided to collect the data invariably
from DISCOMs. It is requested that the data in this regard in the required format may please
be arranged to be communicated to SRPC Secretariat at the following E-mail addresses:

recommendations of the Enquiry Committee on Grid Disturbances on 30th and 31st July 2012
to CEA in the prescribed format on fortnightly basis regularly i.e. the status as on last day of
the month to be forwarded by the 3rd day of the following month, and that as on 15th of the
month to be forwarded by 17th of the month. All the constituents were requested to furnish
timely status updates.
18.4 Energy Generation data Management from Renewable Energy Sources Monthly generation data in respect of Renewable Energy Sources was to be submitted to
CEA with a copy to SRPC.
Information furnished by states as on 30.10.2017 is at Annexure-18A
18.5 Power supply hours in various States/UTs (Rural and Urban areas) for Replying to Parliament Questions: CEA Requirement Power supply hours to Rural and Urban areas of states/UTs (Rural and Urban category wise is
to be furnished SRPC Secretariat.
18.6 Wind Generation
SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu during
the period 1st September 2017 to 30th September 2017. Wind generation in Tamil Nadu had
varied between 69.502 MU (19.09.2017) to 4.166 MU (12.09.2017). Wind generation in
Karnataka had varied between 44.988 MU (19.09.2017) to 3.302 MU (08.09.2017)
(Annexure-18B).
18.7 Generators were requested to take steps to maintain the coal stock position.
