CHAPTER REPORTS Central- Susan Barnes The Central Missouri Chapter continues to meet on the third

Thursday of every month with an average of 6-8 members in attendance. In an effort to increase attendance and local involvement, the April meeting was hosted by Boone Hospital in Columbia Missouri. There was an educational offering by a local doctor on eye emergencies with CEUs and snacks provided. The event was well received, and more than doubled

typical attendance to the monthly meeting. The chapter continues to offer educational presentations at meetings provided by local members.

Chapter members are busy planning for the annual Emergency Nurses’ Day dinner on October 9th and Emergency Nursing Update on October 10th. The chapter is also planning to hold a CEN review class in January 2014. Several local hospitals have expressed interest in being involved, and Boone Hospital has graciously offered to host the event.

At the beginning of the year, the chapter identified one of their goals as increasing involvement in continuing education and ENA member involvement on a local, state and national level. At the May meeting, a member was chosen for a free scholarship to the MOENA conference in July. At the June meeting, a member will be chosen for a free scholarship to the national ENA conference in Nashville, Tennessee in September.

Crescent Chapter is working on joint project for injury prevention in Oct . Multiple community members joining in on this project.

Heartland Chapter ENA continues to struggle with meetings attendance and member participation. Several of our members are very busy with work, school, life and all the facets that involve. I have made contact with our executive officers and spoken individually about tasks. We are all struggling to meet the daily requirements. Unfortunately several of our hospitals are instituting EMR and are overwhelmed at this time.

We continue to hold TNCC classes and while we had to cancel our Feb class for lack of attendance we had 6 attend our May class and several more scheduled for our July class. Arrangements continue for our Second Annual ENA banquet in October.

Our financial report should already be in Larry's email.

The Kansas City chapter has continued to meet quarterly. We have had Talk Fusion running at our two meetings this year, but haven’t had anyone sign in.

Spring Training was held in March at Liberty Hospital. There were 62 attendees that represented 17 facilities. We also had one nursing student in attendance. We gave away two 2014 Spring Training tickets, one ENA membership and one CEN review course.

NEMO

The chapter had booths at the Midwest Trauma Society’s annual conference and the Forensics’ conferences. We gave away another 2014 Spring Training ticket and CEN Review course at the MTS conference. The chapter will be partnering with Centerpoint on September 5th and 6th for a CEN review course by Pat Clutter.

The chapter donated $500.00 to the ENA foundation this year.

We are in the planning stages of a Walk for Woo 2 in the fall. We will be partnering with Truman Lakewood and the date has not yet been determined.

Newsletter Results: A survey was sent out to see how members would like to get the chapter newsletter. 66% stated they would like it by email only. At the last meeting, we discussed this. It was decided to print copies to be mailed to hospitals, and then email it to individuals.

The Winter NEMO Chapter Meeting Minutes were reviewed.

Checking account balance for NEMO Chapter is $575.99

Invitations were sent via Facebook to attend the NEMO ENA meeting. Facebook “events” were scheduled for the future meetings to increase awareness of upcoming meeting times and place.

We are currently looking for an educational offering later in the summer or early fall.

NEMO ENA will continue to work with MoDOT’s Blueprint team to promote seatbelt safety and the Battle of the Belt programming.

The Chapter members will be hosting a sand volleyball tournament on August 10th to raise funds and to increase NEMO awareness. We will also try to have a silent auction at the same time.

Our Chapter has been asked to assist with the local domestic and sexual assault advocacy agency, AVENUES, in their awareness campaign called “Walk a Mile in Her Shoes.” Local political and businesses will sponsor walkers for this event to raise awareness about sexual assault.

Ozark Chapter ENA -        The Ozark Chapter continues to meet on a monthly basis. May 4thwas our annual Tri-Lakes Coalition for Kids (TLC for Kids).  400 peoplewere in attendance - we gave away 75 life jackets and fit approximately100 bike helmets.We continue to do a Risky Behaviors program for teens.  At this point wehave worked with the local law enforcement with education as well asseveral local colleges and high schools.TNCC and ENPC courses continue.Our local conference was in March.  We had 75 participants. The chaptergave as a door prize 1 scholarship to the MoENA conference

Treasurer’s report was deferred due to Mark Lynch not being present and information not available.

Julie Dale made a motion to require the treasurer’s report by email statement with the treasurer’s balance indicating how much money we have in the bank and any money that will be coming in. The motion was seconded by Ashley Elkins.

We went over the goals for next year. Goal #1 was to expand to fortify SEMO Chapter and MOENA membership to promote leadership and generate greater involvement in the Missouri Emergency Nursing community. This is to help increase membership involvement.Goal #2 is to expand and formalize committee activities. We did nominate new committee chairs for this. These will be reviewed and possibly combined. We suggested that the next SEMO ENA Chapter meeting be at Ray’s in Kelso.

Discussion about the successful presentation of this class ensued with some positive resolution.Discussion regarding the pre class modules….

Jamie was able to voice some response regarding the TNCC update, regular phone conferences and face to face meetings for this update. Three National speakers have been secured to speak at the State Conference, Joan Lazarus, Ann Marie Papa, Michael MoonHighlights on the program, BACA will be the opening presentation. 2nd day opening, two lawyers will be here and presenting on documentation/legal. Program brochure will be available next week. At present 7 paid vendors with completed contracts. Approximately 14 vendors total at this time. Menus have been selected; Awards banquet will be Thurs afternoon. Luncheon will be provided and then a reception will be Wed 630, with cash bar and snacks. Reminder was given that chapters have been asked to provide 5 small items for door prizes. Education committee would also like each chapter to man the MOENA booth at different times, and then each chapter have personal to assist in introduction of speakers…

Joan brought forth the future of these annuals conferences, and the planning needs to initiate the next year as soon as one conference is completed. Pat moved that the annual conference be approved for the oncoming year, to allow for immediate planning to begin. Discussion ensued regarding the

Grant being completed, regarding reimbursement for sending participants to Advocacy events.

Foundation donation on, State, KC & Ozark have made donations, St Louis will also donate

Ken Steinhardt was appointed new Director of Government Relations for ENA - His main responsibility will be to assist the states on legislative matters & he has been sending out notices of upcoming legislation.

Joann received email from National, regarding 7 bills, 3 of the bills related to nurse practitioners, HB 555, see hand out…. Helmet law repealed. Passed on May 4th.

Day at the Hill May 14/15, national ENA’s Facebook site has posted pictures, 77 nurses were able to attend. No one from MOENA was able to attend this year.

Texas, HB 105 questioning regarding decrease in violence and laws that are passed. MISSOURI ENA STATE COUNCIL REPORT OF INJURY PREVENTION

A dark day for the State of Missouri began on the 4th of May with the Missouri House of Representatives passed legislation that would allow motorcyclists to ride without wearing helmets. House Bill 555 would life the mandatory helmet requirement for motorcycle riders and passengers who are at least 21 yrs of age or older not to wear a helmet. To those of us who work in the front line, Emergency/Trauma Centers this will a tragedy that we will deal with frequently…

In July of 2009 Gov. Jay Nixon vetoed the Senate Bill 202 citing two primary concerns:The significantly increased health care costs that could result from the repeal and the safety if Missouri’s motorcycle riders. “By keeping Missouri helmet law intact, we will save numerous lives, while also saving Missouri taxpayers millions of dollars in increased health care costs.” Has that changed? The statistics are out there to show not only the cost but also the end result of wrecks without a helmet. States who have repealed their helmet law have seen significant increases in the cost of treating victims who were not wearing a helmet.

In 2002 Florida repealed their helmet law and with into 30 months according to NHTSA the number of motorcycle fatalities jumped 24% more than they expected. In other states where universal helmet laws have been repealed, the trend is similar.

My catchment area border 3 states who repealed their helmet laws. There have been periods when I would have 3 major head injured patients from motorcycle wrecks from all 3 of the bordering states. This is not only a traumatic event for families it is a very real insult to our health care resources.

As an organization we can hope and pray that the Governor will again veto this law.

State Fatality Totals have decreased by 31% this year, but seatbelt usage is only 48%. 52% are unbuckled which is a trend across the state. Last year it was 66%, which means we are seeing some improvement. Alcohol and drug usage continues to also be a major factor in motor vehicle wrecks. As nurses we face many challenges as we attempt to educate the public.

Larry, giveaways, pens and the recycle bag with the ENA logo, with our website. Larry passed around an example. The pens and bags are done for the conference. The committee’s next task will be delegate shirts etc, for national.

Membership reports that there are 775 members as of today, a membership drive will begin today. Allot each chapter $400 for the drive, $20 per new member, $ 10 for renewing members. This drive will end July 31st; any monies not used by then will then be opened up to other chapters.Next meeting June 8th, have approved to give 2 memberships away at the state conference. Review of the point system will take place at the June meeting, and any comments or changes need to be send to the membership committee for considerations.

The National ENA Resolution Committee has accepted the Lifelong Learning Resolution. Jan commended Gordon on his support and expertise.

Gordon moves that the MO ENA officially endorse this resolution. To continue to gather support, a motion by Jan was made to create a letter that requests Nancy Barr, Jan K. and Teresa to create and approve the

National News & updates

Gordon moves that the MO ENA officially endorse this resolution. To continues to gather support, a motion by Jan was made to create a letter that requests supports of this resolution and solicitation of this supportJan spoke to the research a/evidence that continued education learning, IOM summit, June 5/6 in MO action coalition, and MONO, APN legislation regarding scripts.. (See attached). Also a waiver regarding the mileage limit on their collaborating physicians.

Suggestion brought forth a Jan and Nancy to be made part of the state delegation for National where this resolution will be presented. No final decision followed. See typed report below for complete resolution and details at end of minutes. Susan spoke regarding making motions appropriately, then spoke regarding unanimous consensus.

Nursing Practice: The final revision of the Lifelong Learning Resolution was submitted to the National ENA Resolution Committee on April 25 th, 2013. The Resolution Committee met the following day and we have been notified that the proposed resolution was accepted for presentation at the 2013 General Assembly. Nancy Barr,

as Chair of the MONA Nursing Practice Committee has sent a letter to Peter McMenamin-- Senior Policy Fellow of the national American Nurses Association, informing him of our plan to submit this resolution and ask for partnership with ANA in pursuing research associating different types of Life Long Learning with nursing competency, and perhaps licensing.

Nancy, myself, and the Practice Committee wish to acknowledge and thank Gordon for his tremendous support and mentoring through this application process. He was a motivating force and great technical advisor.

1. Gain approval/support of the MOENA State Council as a sponsor for this Resolution.

2. Develop a letter soliciting support/sponsorship from other ENA State and Presidents and State Councils. We have until July 1st to amend the sponsoring section in the Resolution.

3. All members of the Nursing Practice Committee and the MOENA Delegates need to be knowledgeable regarding the content and talking points relating to this proposed resolution.

Resolution Title: Evidenced-Based Standards for Life Long LearningWhereas, The mission of the Emergency Nurses Association (ENA) is to advocate for patient safety and excellence in emergency nursing practice; and

Whereas, The ENA has formally endorsed the recommendations of the Institute of Medicine (IOM) Future of Nursing Report: Leading Change and Advancing Health; and Whereas, The Future of Nursing Report articulates ensuring that nurses engage in life long learning; and

Whereas, It is the accountability of the nursing profession to ensure the competence of its members and to define what those competencies are; and

Whereas, There is a lack of research on the correlation between continuing nursing education and patient outcomes, therefore, be it

Resolved, That the Institute for Emergency Nursing Research (IENR), conduct research studies examining the relationships between continuing education and patient outcomes; and be it further

Resolved, That based on evidence from this research, ENA develop the standard by which a registered nurse demonstrates current and ongoing competence in emergency nursing; and be it further

Resolved, That ENA engage with other stake-holders in a dialogue regarding how continuing education should be related to validation of competence and re-licensure.

HealthNet and adds certain APRN services to the list of covered MO HealthNet services

ADVANCED PRACTICE REGISTERED NURSES

This act adds advanced practice registered nurses to the list of those who can prescribe drugs covered by MO HealthNet payments. Services of an advanced practice registered nurse are also added to the list of services qualified for MO HealthNet payments. (Section 208.152)

This provision is identical to provisions in SB 167 (2013) and HB 314 (2013).

SB 330

Modifies provisions relating to professional licenses

COLLABORATIVE PRACTICE ARRANGEMENTS:

Currently, a collaborative practice arrangement must include provisions providing how the collaborating physician and the advanced practice registered nurse will maintain geographic proximity. This act adds that an arrangement may allow for the waiver of the proximity requirement for no more than twenty-eight days per year in order for the advanced practice registered nurse to provide care at a rural health clinic that is located more than fifty miles from the hospital sponsor.

The provisions of this section are similar to SCS/HB 625 (2013).

Unfortunately, the complete removal of the mileage restriction or other barriers to care and collaborative practice agreements did not make final passage
