Approvals for world marketsOverview
The standard versions of most Moeller devicesare approved for use throughout the world,including the USA and Canada.As such, they can be used without restriction asdevices for world markets.
The standard versions of some devices, such ascircuit-breakers, can be used worldwide except inthe USA and Canada.
Such devices are available in special UL- and CSA-approved versions for export to these countries.
Moeller low-voltage switchgear and switchgearassemblies conform to national and internationalspecifications, making it possible to construct controlsystems that will conform to the national internationalspecifications of any country in the world.This, of course, means that due consideration must begiven to the particular national standards of thecountry in question, such as those concerninginstallation, operation, installation materials andmethods, as well as any pertaining to circumstancessuch as severe environmental conditions.The component rating data for 220 240 V, 380 440 V, 500 V, 600 V and 690 V given in this cataloguecover virtually all existing three-phase systemsworldwide.
Ratings are also given for the supply voltages incommon use in the USA and in Canada.
In addition to the widely differing system conditions,special installation standards and approvalrequirements also have to be observed for theworldwide use of switchgear:Where screw fuses have to be used in a control system,some European countries such as Denmark, Finland,the Netherlands, Norway and Sweden require gaugescrews. In this case , FORM P fuse bess must beused. Switzerland no longer requires the use of gaugescrews, but they are often still requested by customers.
The majority of countries permit the import ofswitchgear assemblies and devices on themanufacturers undertaking that they have been
constructed in accordance with the pertinentspecifications. In some countries, such as the USA andCanada, however, there is a legal obligation to obtainofficial approval.In these countries, devices and enclosures sometimeseven complete control systems are tested andapproved by independent bodies.
To a certain extent, there also used to be a legalobligation to obtain official approval for low-voltageswitchgear and controlgear in Scandinavia and inSwitzerland. For industrial switchgear, this legalobligation has now been abolished, provided thedevices have been manufactured and tested inaccordance with harmonized European standards(such as IEC/EN 60947). There is then no longer arequirement for them to carry their country's ownaprroval mark. Moeller develops switchgear to
international standards, such as IEC/EN 60947 andapplies the corresponding marks.
Since January 1997, all devices must conform to theEuropean Low-Voltage Directive and, where intendedfor sale within the European Union, must carry the CEmark.
This mark denotes that the device carrying it conformsto all relevant requirements and specifications. Themandatory application of this mark therefore enablesthe unrestricted use of marked devices within theEuropean economic area.
Since January 1996, all devices sold within theEuropean union must comply with the ElectromagneticCompatibility (EMC) Directive. Moeller has passed therequired tests for all products subject to theseDirectives, and the devices carry the CE mark,demonstrating compliance with the EMC Directive.Because devices bearing the CE mark comply with theharmonized standards, approval and the associatedmarking is no longer required in the following
countries:
An exception is equipment for service installations. The
device group of miniature circuit-breakers andresidual-current circuit-breakers in certain areas is stillsubject to mandatory marking and therefore providedwith the appropriate approval marks:
Devices for export to the USA and Canada have eitheradditional UL and CSA approval or are available in aseparate version with UL and CSA approval.
Recently introduced is the mandatory approval ofelectrical products for Slovakia Poland South Africa China Russia Turkey Argentina
Marking is partly mandatory for these countries. TheIEC rating data is accepted as in other European
countries.
Approval is not mandatory in the Czech Republic andHungary. The manufacturers declaration ofconformity is sufficient here.
Romania requires that components that are to be usedin public buildings must be approved by the Romaniantest authority ICECON.
RussiaDevices for Russia must bear the appropriate marking.
South AfricaApproval is mandatory in South Africa for circuit-breakers and busbar trunking systems. These devicesmust bear the appropriate marking.
ArgentinaIn Argentina, mandatory approval is based onResolution 92/98. From 01/04/2001, miniature circuit-breakers and residual-current circuit-breakers aresubject to mandatory approval. From 01/04/2002,protective switches up to Ie= 63 A and Ue max= 440 Vare subject to mandatory approval and must bear thefollowing markings:

Approvals for world marketsOverview
Selection of devices
Selection appropriate for export does not meanmerely meeting the requisite approvals and conformityto relevant specifications. The meaning of the termgoes a great deal further by even including thatequipment and installations must be designed to aconcept with export in mind.The following are important criteria for selectingswitchgear suitable for export:
For motor-protective circuit-breakersUse inherently short-circuit proof switches capable ofcontrolling the highest prospective fault levels at thepoint of installation without the need for back-upprotection.Advantage: No restrictions whatsoever for installation Complete independence from the on-site protective
system No problems getting spare parts
For circuit-breakersUse types with visible contacts, quick-make andquick-break operation as standard. Use current-limit-ing circuit-breakers for high short-circuit levels. Selec-tive switches are recommended for the selectivegraduation of networks.Advantage: Independence from local accident prevention regu-
lations requiring visible contacts, and safety frofaults caused by inexperienced operating person-nel.
The effects of short-circuits are kept to a minimum. Fuseless installations offer greater safety and relia-
bility in plant operation. In the event of a fault, onlythe faulty section of the system is isolated.
For contactorsUse contactors whose entire range provides consist-ently reliable operation in the event of voltage drops(80% Unshould be aimed for) and whose contact sys-tem will not assume an indeterminate position eitheron closing or on opening in such conditions.Advantage: During the electrification work in areas such as Afri-
ca and the Middle East, an insufficient voltage sta-bility is at least for a certain time likely in manyapplications (for example due to long spur lines orsmall local generators). The use of devices that full-fill the above requirements will eliminate one of themaim failure causes related to contactors.
For enclosuresUse insulated enclosures with transparent covers (i.e.totally insulated enclosures).Advantage: Total insulation is the best possible protective meas-
ure from the users point of view, avoiding, relianceon the possibly doubtful skills of unknown installa-tion personnel. Furthermore, protective measuresbased on earthing are often extremely difficult, ifnot impossible (in the Middle East, for example, dueto the dryness of the ground).
Insulated enclosures completely eliminate the need
for any additional protection against corrosion. Thetransparent covers contribute significantly to thecorrect operation of a system, because switchgearoperation can be monitored even with the doors orcovers closed, thus virtually eliminating the possibil-ity of these being left open through carelessness.The transparent cover is an important contributionto safety, especially where exports to areas of un-certain skills are concerned.
For overcurrent protective devicesAlways use circuit-breakers and motor-protective cir-cuit-breakers. Avoid fuses as far as possible.Advantage: The operational reliability of a system is especially
important for export contracts. Circuit-breakers andmotor-protective circuit-breakers provide this relia-bility in full measure since they can be immediately
reclosed once a fault has been cleared, they discon-nect all poles, they have ideal protection throughhigh tripping accuracy and they can be used for se-lective operation. Because they have no fuses orother consumables, they also greatly reduce theproblem of obtaining replacement parts. The ad-vantages of fuseless design for export are especiallyevident in this case. No complicated investigation isneeded to find out which fusing system is used inthe respective location and which specificationshave to be followed to select the correct fuses. Of-ten several different fuse systems with widely vary-ing characteristics are used side-by-side in the samecountry. For the uninitiated, it may be almost im-possible to find the right fuse in these circumstanc-es. These problems do not arise where a circuit-breaker is used.
For main switchesand safety switches
Use devices with positive contact separation andclear switch position indication.Advantage: The mechanical coupling of the actuating element
with the contacts ensues that the Off position is in-dicated only when all main contacts are separatedby the prescribed distance, and only in this positioncan the switch be padlocked. This ensures safetywhen carrying out maintenance and repair work onthe installation or machinery.

Switchgear for North AmericaApprovals
In the USA, the legally established OSHA (OccupationalSafety and Health Act) and the NEC (National ElectricalCode) require the use of approved devices andsystems.
In Canada, all electrical apparatus must comply withthe CEC (Canadian Electrical Code), which requiresthat all equipment and installations have CSAapproval.
In view of these requirements, and because US andCanadian standards deviate widely from those of otherindustrial countries and the IEC, Moeller has, untilrecently, modified product series to bring them in linewith North American standards.
New developments are designed as devices for worldmarkets from the outset, which means that they meetall requirements including those of the USA andCanada without the need for any additionalequipment or modifications.
In addition to the normal UL and CSA approvals, thetrade regulations originating from the NAFTAagreements allow the application for a joint UL andCSA approval. The devices then carry a logo that isrecognized in both countries.
Because market acceptance of the joint approval is stillquite low, Moeller has not made use of this facility untilnow. Some local inspectors and end users still refuse toaccept the joint listing. This section of the Cataloguecontains two group of switching devices for NorthAmerica:
They have all required approvals including the UL andCSA approval (UL = Underwriters Laboratories,CSA = Canadian Standards Association) and can beused throughout the world.
They have ratings plates with all important data forworldwide use as well as their use in the USA and inCanada.
For unrestricted sale in European Union memberstates, the devices contain the CE mark.
They are UL- and/or CSA-approved and can be usedin the USA, in Canada and in any country in whichUL- and CSA-approval or conformance with NorthAmerican standards are required.
They have ratings plates containing all importantdata for use in the USA and in Canada.
Except for occasional differences in their designdetail required for approval, they are largelyidentical with the normal devices of the sameseries.
Approvals for the USA and for Canada areindicated by a suffix in the devices typedesignation. The type of approval for a device isindicated on the ratings plates by the followingtype suffixes and approval marks:
As a rule, devices for North America also carry IECor CE-..., for example NZM...-NA circuit-breakers.

These devices are of a rugged design and have largerinsulating clearances than other switching devices (for301 600 V: 1 inch = 25.4 mm clearance and2 inches = 50.8 mm creepage distance).In power distribution switchgear (switchgear,switchboards, panelboards), only these devices mustbe used for power supply and tap-off. In addition, theyare also used as main switches or circuit-breakers inmotor and other load circuits in industrial control.
Testing of these devices is especially stringent, withrunning production being subject to regular checks bytest authority inspectors. The type tests for circuit-
breakers with UL- and CSA-approval are among theworlds strictest tests.
Circuit-breakers from Moeller have passed all of thesetests.

These devices have smaller physical dimensions andthe insulating clearances are not as great as those ofthe devices for power distribution. Running productionis also monitored by test authority inspectors, but theinspection requirements are not as extensive as thosefor circuit-breakers.
This industrial control equipment is used mainly inelectrical controllers, motor circuits and consumer
circuits of all types, in motor control centres (MCC) andin power distribution systems. In controllers, they canbe combined directly with devices for powerdistribution, for example with circuit-breakers as mainswitches or in a motor feeder.
Similar to the utilization categories for low-voltageswitchgear of the IEC and other national standards,duty types for the various types of switched loadshave been defined for industrial control equipment inCanada and the USA. The type of load for each dutytype is indicated on the devices ratings plate or in itstechnical specifications and defines is applicationpurpose. The table below provides an overview of thisassignment.

Switchgear for North AmericaSelection of devices
In North America, these devices are industrial controlequipment according to UL 508 and CSA-C 22-2No. 14). For the North American market, contactorsmust have so-called NEMA-sizes, unless they areused for switching motors, for which orders will specifyratings in HP.
NEMA=National Electrical Manufacturers Association(USA).
This part of the Main Catalogue lists the contactorswith the HP ratings approved for North America.
The table on aPage A1/16 provides an overview ofthe NEMA sizes in relation to the HP ratings andcontinuous currents.
First of all, it is important to know that when NorthAmerican customers speak of non-combination motorstarters they mean what in Europe is referred to as acontactor and overcurrent relay and will give thesame ordering information as for contactors. Complete
contactor and overcurrent relay combinations can beassembled as per aPage A1/23.
Motor starters, which in Europe combine all devices forshort-circuit protection, overload protection andoperational switching of the motor (such as circuit-breaker, contactor and overcurrent relay), are termedcombination motor starter in North America. Thistype of motor starter must be configured like a smallcontrol system complete with all relevant individualdevices. Contactor and overcurrent relay are selectedas previously described.
According to UL 508 and CSA C 22.2 No. 14, approvedmotor starters must be short-circuit-protected with UL-or CSA-approved circuit-breakers or fuses. This short-circuit protection is fitted separately.
According to a supplement to UL 508, motor starterscan now also be tested as combination motorcontroller type E for which an additional short-circuitprotection is not required (self-protected starter). Thistest is also accepted by CSA.
All components for a complete motor starter, includingfull short-circuit protection, are contained in a singledevice. This reduces the required space and eliminatesthe wiring between the components. These devices
are used in motor control centres (MCC), in controllersand as discrete starters in separate enclosures. Up tothe specified switching capacity, these devices do notneed additional short-circuit protection.
In the PKZ2 system, these devices are available withtype designation PKZ2/ZM-../S-SP.
In addition, the type E combination motorcontrollers comprise the manual self-protectedstarters, which require larger clearances andcreepage distances according to UL 508 or CSA-C 22.2No. 5.2 if no upstream short-circuit protective devicesare to be used. These devices are suitable for manualswitching of motors.
The manual self-protected starters are implementedwith a PKZM0 or PKZM4 with an additional, specialBK25/3-PKZ0-E or BK50/3-PKZ4-E incoming terminal.On the PKZM4, the HB-PKZ4 terminal shroud can beused instead of the incoming terminal. For use inCanada, these devices must also be lockable, meaningthat starters must be fitted with the AK-PKZ0 rotaryhandle.aPage A1/32
From the combination of a manual type E starterwith a contactor, you can build type F combinationmotor controllers. These, too do not need anadditional short-circuit protection device.
Type F starters can be combined and used as peraPage A1/33.
In North America, these devices are industrial controlequipment to UL 508 and CSA-C 22.2 No. 14) and areused as manually operated motor starters in controllersor separately as discrete devices. They are rated in HPand if they are equipped with auxiliary contacts
they contain duty type information (pilot duties,aPage A1/16). The devices have fixed or adjustablemagnetic short-circuit releases for short-circuitprotection and adjustable overload relays for motoroverload protection. They can be used for switchingmotor circuits, and their auxiliary contacts forswitching control circuits.
In combination with a downstream contactor, theybecome a motor starter combination, in which thecontactor, acting as motor controller switches andregulates the motor current and the PKZM providesprotection. Although PKZM motor-protective circuit-breakers have an inherent short-circuit withstandcapability, they must, according to North Americanstandards, always be operated with an upstream short-circuit protection device. With most devices, thespecified short-circuit protection device can also beused for protecting a group of PKZMs. This property isreferred to as group-protection in North America.Some devices can be used only for individualprotection.
In North America, these devices are industrial controlequipment to UL 508 and CSA-C 22.2 No. 14) and areused mainly in controllers and motor control centres(MCC). They are rated in HP, their short-circuit s trengthis given in kA and if they are equipped with auxiliarycontacts contain duty type information (pilot duties,aPage A1/16).
The devices have adjustable magnetic short-circuitreleases for short-circuit protection and adjustable
overload relays for motor overload protection. Theycan be used for switching motor circuits, and theirauxiliary contacts for switching control circuits.
In combination with a downstream contactor, theybecome a motor starter combination, in which thecontactor, acting as motor controller switches andregulates the motor current and the NZM providesprotection.
NZM motor-protective circuit-breakers can be used inmotor circuits up to the specified short-circuit rating,whereby the inclusion of a short-circuit protectivedevice in the main incoming supply (for example amotor control centre) is assumed.
In North America, these devices are circuit-breakers(molded case circuit breakers according to UL 489 orservice entrance branch circuit breakers according toCSA-C 22.2 No.5.1) and are used mainly in motorcontrol centres (MCC), controllers and encloseddiscrete equipment. They are rated in A and if theyare equipped with auxiliary contacts contain duty
type information (pilot duties,a
Page A1/16).The devices have adjustable magnetic short-circuitreleases for short-circuit protection. They can be usedfor switching motor circuits and other main circuits,and their auxiliary contacts for switching controlcircuits.
NZM...OBI circuit-breakers are not used as discretedevices; they are always combined to a combinationmotor starter with a downstream contactor andoverload relay, in which the contactor performsoperational switching and regulation of the motorcurrent, the overload relay acts as overload protectivedevice and the motor-protective circuit-breaker actingas short-circuit protection device. This combinationallows a separate indication of trips caused byoverload and by short-circuits through the auxiliary
contact of the overload relay and the motor-protectivecircuit-breaker. In North America, combinations of thistype are used in motor control centres (MCC) and asdiscrete starters in separate enclosures.
At locations with short-circuit currents up to theswitching capacity specified for the completecombination motor starter, they can be usedwithout upstream short-circuit protection device.
In motor starter outputs, they can be used as mainswitches.

Switchgear for North AmericaSelection of devices
P 1 and P 3 can be used as main switches in motorcircuits and in controllers. The required line fuses aredetailed on the devices ratings plates.
In North America, these devices are industrial controlequipment to UL 508 and CSA-C 22.2 No. 14) and areused mainly in controllers and motor control centres
(MCC). They are rated in HP, their rated current is givenin A and if they are equipped with auxiliary contacts they contain duty type information (pilot duties,aPage A1/16).
The devices can be used for switching motor circuitsand other main circuits, and their auxiliary contacts forswitching control circuits.
N switch-disconnectors require an upstream short-circuit protection device.
In main current outgoing and incoming lines, bothdevices can be used as main switches.
1) Avoid the use of fuses by using fuseless devices,
such as motor-protective circuit-breakers,observing the selection criteria (aPage A1/17).The reasons for this are as follows:
a) Fuse bases for North American fuses are verylarge and take up a lot of space.
b) NZM circuit-breakers provide current isolation,short-circuit protection and overload protectionin a single device and are much less expensiveand smaller than a combination of fuse base,fuses and overload relay.
c) In the USA and in Canada, many different fusesystems are in use. For non-American vendors, itmay be almost impossible to find out the fusesystem used by the end customer (who may notbe known at all to the vendor).
d) The plant or machine becomes independent ofthe locally used fuse system.
2) Because no replacement fuses are needed, spareparts management is simplified. If the use of fusesis unavoidable, we recommend that you observe thefollowing points:
a) North American fuses are classified according tophysical size, switching capacity and currenttime characteristics. The table on Seite 17/18(Enclosure protection types...) provides a roughoverview. It is best, however, to always ask theend customer about the required fuse types.
b) Motor circuits:Where slow fuses (dual element time delayfuses or time delay fuses) are used:Rated current of max. line fuse F1.75 ratedmotor current or next-higher fuse rated current(max. 2.25 rated motor current).
Where fast fuses (non-time delay fuses) areused:Rated current of max. line fuseF 3 ratedmotor current or next-higher rated fuse current(max. 4 rated motor current).
c) Circuits with non-motor loads: Select the linefuse specified by the manufacturer.
d) Switchgear:For switchgear requiring line fuses for their ownshort-circuit protection, select fuses accordingto the information in the devices technical dataor on the ratings plate. For short-circuitprotection of the combination of Moellercontactor and overcurrent relay,see aPage A1/23for the max. line fuses.
To ensure both trouble-free motor starting and short-circuit protection of all devices within a circuit, selectthe smallest fuse required according to criteria 2b), 2c)and 2d).
In North America, these devices are industrial controlequipment and protectors (supplementary protectors
according to UL 1077 and CSA-C22.2 No. 235). Theyare used mainly in controllers. They can also be usedas additional protective device in electrical deviceswhose incomer is already short-circuit protected ordoes not need short-circuit protection.
These devices rated current is given in A. They havenon-adjustable magnetic short-circuit releases forshort-circuit protection and fixed-current or adjustableoverload relays for overload protection for non-motor-driven outgoing circuits.
They can be used as overload and short-circuitprotection devices in single-phase control circuits withor without additional neutral pole. They must inaddition be fitted with an upstream short-circuitprotection device as per device specifications(technical data aPage A1/38).
FAZ supplementary protectors are especially wellsuited for fuseless protection of control circuits on thesecondary side of transformers whose primary side isalready short-circuit protected or does not need short-circuit protection.
For the practice common in Europe of making itpossible for customers to retrofit devices with auxiliarycontacts, undervoltage releases, shunt releases andother accessories, the corresponding UL and CSAapprovals can now be issued.The modular method makes it possible to extend therange of applications of contactors, circuit-breakers,the PKZ2 system and control circuit devices by fitting
add-on modules. For detailed information, see thedevice data.
Continuous currents and switching duties for auxiliaryswitches according to the tables for auxiliary switcheson aPage A1/16 are assigned to the codedesignations and switching duty types indicated in thedevices technical specifications and on their ratingsplates. The auxiliary contacts of Moeller devicesapproved mainly for heavy pilot duty, and on somedevices for standard pilot duty. For detailedinformation, see the technical data for the devices. Theratings plate for some auxiliary switches containsinformation such as 600 V, same polarity. Thismeans that adjacent auxiliary contacts of the sameauxiliary switch or switch block must be connectedonly to the same control voltage source.
Requirements:1) In North America, enclosures are often classified
and ordered by NEMA type, and in Canada byEEMAC type, even though the binding design,ingress protection, etc. requirements of enclosuresare today contained in NEC NFPA 70, UL 508 andUL 50 for the USA, and in CSA-22.2 No. 14 andCSA-C 22.2 No. 94 for Canada.
2) The enclosures used by Moeller are accepted foruse in North America, since they are UL- and CSA-approved and meet the most important NEMArequirements regarding contact protection,corrosion protection and ingress protection againstsolids and liquids.
3) To some extent, the requirement for NEMA typesalso covers design details, such as hinged doors orcovers that can be opened and locks only with atool, external fixing strips for wall-mountingenclosures, etc. To fulfill the NEMA requirement,consult Moeller about the intended application.
4) Degrees of protection:The IEC standards define the ingress protection ofenclosures against solids and water. The
comparable standards in Canada and the USA gofurther, also covering protection against ingress ofoil and coolant, and corrosion protection of theenclosure; they also define its place ofinstallation. The table on aPage A1/18providesan overview of the requirements in Canada andthe USA and a comparison with the IP ratings.
5) Sheet steel enclosures:Sheet steel enclosures can be used for all types ofcontrollers. In North America, cables are still laidmainly in metal conduits that act as continuousearth conductor at the same time. They areconnected to the enclosure flanges with suitablemetal screwed glands, while flanged enclosuresensure continuous conductivity between incomingand outgoing conduits. All enclosures used musttherefore contain metal flanges, and are includedin the protective earthing. Sheet steel enclosureswith metal flanges are also suitable for connectingplastic conduits and cables, which are connectedwith commercial glands. In this configuration, anearth conductor routed with the cabling providesthe protective earthing. The metal flanges can betaken off for drilling the holes for the glands.
Insulated enclosures:The CI enclosures fulfill the North Americanstatutory design and ingress protectionrequirements (laid out by UL 508 and NEMA 250for the USA, in CSA 22.2 No.14 for Canada), andare therefore suitable for the assembly of motorstarters and miniature and small control systemsfor plants and machines. Their absolute corrosionresistance makes them ideal for use in humid orcorrosive environments. The enclosures are
suitable for the connection of both metal conduitsand plastic conduits and cables, which areconnected with commercial screwed glands.Because total insulation is usually notrecognized for insulated enclosures in the USA andCanada, protective earthing must be implementedwhen these conduits and cables are connected tothem. The earth conductor must be routed throughthe enclosures as described in the attachedinstallation instructions.The CI-...-NA enclosures are approved both withand without insulated flanges.
