MODIFICATIONS FOR C87 RELEASE 2.1.0.7
1. Once an entry is opened for the first time on a given day, the lodgment date is
automatically updated to the current day. The exchange rate is also automatically
updated to match the lodgment date provided that the exchange rate exists in the
system.
2. The lodgment date and exchange rate fields are no longer editable.
3. Changes in the entry class, report date, invoice currency and the PCP information will
result in events and validations to determine the exchange rate.
4. Exchange rate determination was modified as follows:
i. For entries created on or after implementation, the lodgment date is used to
determine the exchange rate.
ii. For Denovo entries, where the original entry was paid before implementation, the
day preceding the reported date is used to determine the exchange rate.
iii. For Denovo entries where the original entry was paid after implementation, the
lodgment date of the original entry is used to determine the exchange rate.

1. Modifications were made to allow qualified importers to get a discount on the item
specific CAF on blended stock as raw material in bulk quantities at a rate of $0.35 per
litre.
2. Issues with tax sequence and calculations on some petroleum items for SCTA and SCTS
were resolved.

1. Modifications were made to correct an issue where only the first item in an entry was
having its CAF compounded into the GCT base.

2. Modifications were made to facilitate the processing of Enclosure Entries containing
ICAF items.
Please note that ICAF items will retain their CAF Fees and these will not be prorated
across the entries in the enclosure or other items on the entry.
3. ICAF Fees will no longer be prorated across all the items on the entry for single entries.
4. Motor bike examination fee for the CAF will now be calculated based on the statistical
quantity instead of the number of packages.
5. Modifications were made to facilitate the use of a single CASE URL set within the
application. Please note, however, that the location (Kingston, Montego Bay or St. Ann’s
Bay) must still be selected in ‘System Settings’ to ensure the entry is submitted to the

2. The freecode for Government Employee has been changed from 031.40 to 031.36.
3. Modifications made to facilitate the processing of multiple package groups, for e.g.,
mixing LCL with Regular on the entry, for single and enclosure entries.
4. Denovo enclosures predating the implementation of the CAF enclosures can now be
processed. i.e., the “number of entries” field which was disabled is once again enabled.
Please note that this field should only be used for denovo entries with a PCP date
preceding the implementation of CAF.
5. The motor vehicle concession information has been removed from the Description
Section of the Item Details.

1. New feature implemented that allows the first one hundred (100) entries to be loaded
upon logging in to the application. Other entries can be loaded as needed.
2. Implementation of the Omnibus Tax Incentive which includes the introduction and
removal of tariff codes as well as modifications to some existing rates (rates for import
duty and additional stamp duty).
3. The examination rate for Less Than Container Load (LCL) shipments is to be adjusted as
follows:
a. Pallets, skids, D containers, drum and barrels of a commercial nature to be
charged at a rate of $2,500 each up to a maximum of $40,000.

b. All other commercial consolidated cargo to be charged as follows: The first five
pieces at a flat rate of $2,500 with each additional five pieces or part thereof
attracting a flat rate of $1, 000. This examination fee will be capped at $40,000.

1. Modifications were made to prevent the calculation of Item CAF on Ex-Warehouse
entries. Only the CAF rate of $10,000 for the Ex-Warehouse entries will be applied.
2. CAF on the fuel oil used by the bauxite companies to be reduced from $3.50 to $0.02 per
litre effective April 1, 2013.
3. CAF on the diesel oil used by the bauxite companies to be reduced from $3.50 to $0.02
per litre effective April 1, 2013.
4. CAF on caustic soda used in the bauxite industry being charged at $0.02 per kg for bulk
cargo effective April 1, 2013.
5. Introduction of item specific rate of $50 per Metric Tonne for bulk salt and $125 per
Metric Tonne for sulphuric acid imported as raw material effective April 1, 2013.
6. Addition of new fields to the Item Details Tab Page to accept the motor vehicle
concession applicant’s TRN and application reference number. Please note that once the
950.20 freecode is applied to a motor vehicle entry that is being done for a concession
holder, the concession applicant’s TRN and application reference number must be
entered.

1. Modifications were made to correct the application of the Stamp Duty.
2. Modifications were made to correct the application of the $2500 Processing Fee for Ex-
Warehouse Deferred Duty Free entries.
3. Modifications were made to apply the correct CAF Processing Fee of $5,000 for Ex-
Warehouse motor vehicle entries.

1. Modifications were made to apply the correct of CAF Processing Fee of $5,000 for Ex-
Warehouse motor vehicle entries.
2. Application of $2500 Processing Fee for Ex-Warehouse Deferred Duty Free entries.
3. Removal of calculation of GCT on the CAF for Ex-Warehouse Deferred entries (entry
type 33).
4. Corrections made to apply GCT on the CAF value only for Warehouse entries and not the
total GCT value.
5. Increase of examination CAF rate from $25,000 to $40,000 dollars on AEO entries.
Please note that the lodgement date must reflect the current date in order for the new rate
to be applied.
6. Modifications to apply manufacturer discount. A check box is displayed on the
Breakdown Entry Tab Page and is to be checked if a manufacturer discount is to be
applied to an entry. Please note that the box is to be checked/selected before the entry is
itemized. If the box is deselected, the entry must be re-itemized. See screen shot below:

1. Modifications were made to correct errors occurring when trying to post entries with
special characters (i.e. %, =, etc.).
2. Installer now copies the tariff.txt file back into the c78 folder after installation. This file
cache’s the tariff descriptions used when entering items on the Breakdown screen.
3. Stamp Duty and Stamp Duty (Bill of Sight) are now referenced from the fee_rates table
in the database.
4. Modifications were made to the application to prevent the temporary import entries from
calculating the LCL’s on a per piece basis.

1. Modifications were made to replace the missing items from the C87 Printed form i.e. BOXES
5,10,12,21, 27,28
2. Posting and querying errors have been rectified.

1. Modifications were made to facilitate the processing of Enclosure Entries. Please note that
enclosures with entries that have an Item CAF are not facilitated in this release.
Please see website for document explaining the new procedures for enclosure entries.
2. Menu options for Enclosure processing were added to the ‘Functions Menu’ and related icons
were added to the Entry Control Screen.
3. Resolved issue that was being experienced with the updating of the Tariff Group Maintenance.
4. Additional fields were added to accommodate the new motor vehicle declarations.
5. The application was migrated to PowerBuilder 12.5 therefore additional files are included in the
release to be installed and the icons in the Entry Control Screen will appear different.

1. Modifications were made to the CAF rate for unmanufactured tobacco. The SCTS rate was
changed from $10.50 per 0.7 grams of tobacco to $15,000 per kg of tobacco. The affected tariff
codes are listed below:

2. Corrections were made to prevent an Item CAF from being applied to an Ex-Warehouse Entry
that was warehoused on or after April 1, 2013 as the Item CAF is currently being charged on the
Warehouse Entry.
3. Meats and fish with the exception of poultry will now attract an Item CAF of JMD $4.00 per kg.
The new tariffs were added to Tariff Group Details option in the Master Maintenance Menu.
4. The document fee for Non-AEO LCL imports has been increased from JMD $5,000 per entry to
JMD $10,000 per entry. Please note that the lodgment date for all entries being submitted
must reflect the current date.
5. The rate for the non-bulk examination fee for Non-AEO LCL imports has been increased from a
flat fee of JMD $2,500 per entry to JMD $2,500 per package (or per piece).
6. Modifications were made to prevent short shipments entries where the original entry was
submitted prior to March 1, 2013 from attracting GCT on the processing fees.
7. A new tariff update with series code 20130601 was prepared and is updated on the website. This
includes the new meat and fish tariff rates.

1. Non bulk examination is now being applied to petroleum entries
2. Modification to allow only $55,000 CAF to be charged on motor vehicle duty concession entries
with a value exceeding US $35,000. Add the second item as customary and change the excess
flag to Yes. Follow the regular procedures for completing the entry.
3. Changes to Pre-Arrival processing where error free entries must be submitted between five (5)
and one (1) working days before the report date of the goods.
4. Correction to the validation of Trade Board License for motor vehicle entries.
5. Modification to correct error where GCT is being reversed with Import Duty.
6. CAF details now reflecting the correct calculations in Header (2).
7. Modification to correct remitted/exempted amount displaying a negative figure.
8. Short Shipment entries are now accepting zero in Box 29 (Invoice Amount).

9. CUF is now being automatically added to the tax details for Denovo entries where the original
entry was submitted prior to April 1, 2013 and no calculation change is required.
10. Modifications to include CAF for ex-warehouse entries where the warehouse entry was done
before April 1, 2013.

1. The errors with calculations for diplomatic entries were resolved.
2. Ex-Warehouse calculations corrected for general cargo warehoused prior to April 1, 2013-04-23
3. Modifications to calculation for Short Shipment entries except in the case where these short
shipments are mixed with new cargo
4. GCT to be calculated on the CAF amounts for the following entry types:
a. Temporary Import
b. Warehouse
c. Deposit Entry
d. Short Shipment
5. CAF calculations are now being applied to Freezone entries.
6. Modifications completed for De novo entries where document or calculation changes are to be
applied. The De novo reason is to be selected on Entry Header (1).
7. Modifications to correct the problem of the disappearing entries.
8. CAF calculations added for Deposit Entry. Service type for this entry is Non AEO.
9. Tariff series 20130401 was updated to make corrections.

1. The current version number of the application is displayed on the C87 Control Screen. See figure
below:

2. A Version Control feature was introduced in the application. Entries that are not submitted with
the latest version of C87 Electronic Entry Lodgement System will be failed.
3. Correction of rounding error on payable CAF.

4. Modifications to allow the creation and processing of motor bike entries
After installation of Release 1.9.0.5, all entries that were created and not yet submitted for error
analysis must be re-itemised and saved prior to submission.
In addition, after installation of Release 1.9.0.5 all entries that were previously submitted but
require resubmission should also be re-itemised and saved prior to submission.

1. Issues with the C87 and C87A forms not being printed with correct alignment were resolved.

1. CAF values are now displayed in the Payable column.
2. Total CAF payable amounts are displayed in Box 58 Payable section.
3. CAF is now calculated for Ex-Warehouse entries with Motor Vehicles in Warehouse prior to
April 1, 2013.
4. An examination fee of $2,500 is being applied for Ex-Warehouse entries with General Cargo.
5. Tariff codes for Lubricants and other related products that have unit of measurement as
Kilograms (Kg) but should reflect Litre (L) can be changed by the brokers via the Tariff
Maintenance screen to allow for correct CAF calculation.
6. Calculation of CAF on Bulk items is corrected
7. CAF is printed in the payable column for the Temporary Import Entries.

1. Calculations for lubricating oils were corrected.
2. Ex-Warehouse entries for vehicles placed under bond prior to April 1st 2013 now attract the
$55,000.00 processing fee. Bill of sight is not needed for these entries as a supporting document.

1. Please note that this patch requires a database update as well as a tariff update to be run.

6. Processing fee for Temporary Import is now being calculated.

1. A new menu option, Tariff Group Details was added to the Maintenance Menu. See 1a below for
menu access. This maintenance option allows for the grouping of tariff that has a common
calculation, for e.g., cigarette.

2. A new field labeled Calculation Mode was added to the Free Code Master Maintenance Menu
option. Codes that are assigned as operation codes calculate off the value and compound on the
Payable. Codes that are assigned as free codes calculate the free rate as well as compound on the
calculated value. See screen below:

3. A new field labeled Service Type was added to the Entry Header (1) tab page. This field is
mandatory and helps in determining whether or not AEO calculations should be applied. The
service type can be AEO or Non-AEO. If the incorrect Service Type is chosen, the entry will be
failed at the point of validation. See screen below:

4. A new field labeled Denovo Reason was added to the Entry Header (1) tab page. This field is
mandatory if a PCP Date and number are entered and the PCP Code ‘9’ (Denovo) is selected.

5. Fields on the top right column of the Entry Header (2) screen were removed to the bottom left
column of the same screen. Additional fields were added to display the new totals for the CAF
calculations. See screen below:

6. The Total Processing Fee field on Entry Header (2) was renamed to Total Processing Fee CAF.
7. A new field Package Type has been added to the Attachment Details section of the Other Details
Tab Page. This field is only displayed when Bill of Sight is selected as an attachment. It
facilitates the selection of the package type which will apply the applicable fee to the Bill of
Sight. See screen below:

8. A new field Exam Location was added to the Package Details section of the Other Details Tab
Page. Selection of the examination location will determine the CAF examination fee that is to be
applied. See screen above.
9. A new field Bulk Flag was added to the Breakdown Tab Page. This indicates whether or not the
goods are bulk and allows the relevant fees to be applied.

10. A CAF Details tab page was added to the C87 Entry Processing Screen. This tab page will display the
values that have been calculated for the CAF on the entry.

11. Warehouse entries now attract a payable amount for CAF. GCT will be applied to the CAF value
and will be payable on the warehouse entry.
12. Modifications were made to implement calculations for the Customs Administrative Fee (CAF).
13. CAF details are displayed on Entry Header (2) of the Entry Control Screen.
14. CAF details are displayed on the Print Preview for the C87 entry.
