EventhoughIndiafacesvarioussocio-economic tensions,the strength ofitsinstitutionsand divisiondivision of power between the Judiciary, Legislature and Executive, have together ensuredarobustdemocracy. ManypeoplearguethatIndiahaschosento pursuedemocracyattheexpenseofeconomic growth.Economicgrowth isso crucialto a countrylikeIndiabecauseithelpsliftmillionsof peopleoutofpovertyeachyear.Peoplemake frequentcomparisonswithChina,claimingthat the northern neighbor has succeeded in achievinghighergrowthratesunderaone-party regime.Democracy doesbring elementsof policy paralysis,because the processes of building consensus and short-term,populist thinkingonthepartofthegovernmentcanstifle economicdevelopment.But,whenquestioned, mostIndiansvalue theirindividualliberties, frfreedom andtheabilitytovoicetheiropinions viarepresentativedemocracy.Theywouldbe happytosacrificesomedegreeofeconomic progressfortheprivilegeofdemocracy. Sothenwhydoesthiselectionmatter?Thisisa historicelectionformainlyonereason.India currently enjoys a demographic dividend: aroundtwo-thirdsofitspopulationisunderthe ageof35.Thismeansthatithasalaborforceof over500millionpeople,analogoustoChinain the early1980swhen theireconomyreally tooktookoff.From apolicymakersstandpoint,this laborforcehastobeputtoproductivework, preferablyintheorganizedsector.Thedemand for labor needs to be created through advancementofbusiness,especiallysmalland medium enterprisesthattendtohaveahigher employmentelasticity ofgrowth.Economic growth will also help raise government revenues,whichcouldsustainablyfundmanyof theexpansivesocialwelfareschemes(Rightto Education, Food Security, etc.) that the Parliamenthaspromised. NaNarendraModifitsthebillonpreciselythat front.AsChiefMinisterofthesuccessfulstateof Gujarat,he has a proven track record of fostering an environment for facilitating investmentandcreatingjobs.Hisstatehasseen tremendousgrowthinallthreemajorsectors (services, manufacturing and agriculture), thetherebyraisingtherevenuesnecessarytofund infrastructure, skill development and educationalprograms.Hiseconomicsuccessis welldocumentedbythemedia,buttheyoften ignorehisworkonjudicial,administrativeand governancereforms,whichconstituteavitalpart ofhis developmentmodel.From Goldman SachsSachstoCitibank,everymajorinvestmenthouse is upgrading their forecast for the Indian economy,based on the expectation ofhis electoralvictory. Otherthancreatingtheinfrastructurenecessary forattracting investment,Modiwould bring some degree of policy stability to the government.Underthe currentgovernment, there have been many instances ofpolicy inconsistency like the cases of Vodafone retrospective taxation,JetEtihad dealand OrOrdinanceonconvictedMPs,amongstothers. Forexample,RahulGandhiproposedthatan ordinancesignedbythePMandCabinetshould betornupandthrownaway,disrespecting theirauthority. ThePrimeMinisterandtheGandhifamilyhave createdadualpowercenter.TheofficeofPrime Minister,constitutionallyendowedtohavethe powertosaythebuckstopshere,hasbeen frequently disrespected by the Gandhi household,whichhasunofficiallysupersededit. Modirecognizestheimportanceofcreatinga ststrong team, soliciting opinions and recommendations,butultimatelymaking the finaldecision.Heunderstandsthedynamicsof authorityand accountabilityforthedecisions that he makes. India needs stabilityin governanceanddecisiveleadership. NaNarendraModidoes,however,continuetoface allegationsofpoorlyrespondingtoanti-Muslim riotsthattookplaceinhisstateofGujarat,back inMarch2002.HehadbecomeChiefMinisterof thestateonlymonthsbeforeinOctober2001. Hispoliticalopposition makestwo principle claims:first,thathewassilentduringtheriots, andand second,thathe did notuse hisstate machineryappropriatelytoendrioting.These inflammatory political accusations are particularly unfortunate, because Modis statementtothepeopleofGujaratatthetimeof theriotsiswidelyavailableonYouTube.Heis clearlyseendenouncinganyviolentactionsand makesmakesanearnestpleatomaintainpeace.In termsofactingfast,Modirealizedthathisstate machinerywasinadequatelyequippedtotackle theviolence,andthereforerequestedaidfrom the Congress-ruled neighboring state of MadhyaPradesh,who refused him anyhelp. Simultaneously,he requested help from the nationalnationalarmy,whichintervenedbythesecond dayoftheriotsandpreventeditfromspreading. Thesefactsareallwelldocumented,andthereis clearevidenceofModiseffortstocontainthe riots.Furthermore,theSupremeCourtofIndia ordered SpecialInvestigative Teams(SITs)to investigateModisroleintheriots,andtheyhave notfoundashredofevidenceagainsthim.Many criticsfurtherquestionthisruling,claimingthat thetheSupremeCourtcouldhavebeeninfluenced bythecentralgovernmentinthisdecision.They fail to recognize that the investigations happenedbetween2010and2012,atwhich pointtheCongressPartywasinpower.Since severalCongresspoliticianswereouttoindict Modiofanypotentialwrongdoings,theycould haveonlyinfluencedthecaseagainsthim.haveonlyinfluencedthecaseagainsthim. TheCongressPartyhastrieditsbesttocontinue allegingthatModiisanti-Muslim(andagainstall othercommunities)forthelast12years.They haverealizedthattheycannotchallengehimon hisdevelopmentalagendaandtrackrecordof goodgovernance.Thus,theyhavecontinuedto painthim asthisanti-Muslim figure,soasto polarizepolarizetheMuslim vote(whichis13percentof thepopulation)againstModi.Ifcurrentopinion pollsareanythingtogoby,though,itseemsas though the Congress Party is failing in its attemptto shiftthe election agenda from developmenttosecularism.
