1. Introduction

Slaughter houses are an integral part of densely populated places especially in city areas.

Keeping in view of increasing demand of meat products, facilities of slaughter house shall have

to be kept modern and hygienic. Slaughtering animals on a large scale poses significant

logistical problems and public health concerns with public aversion to meat packing in many

cultures influencing the location of slaughterhouses. Hygiene of slaughter house is very

important to prevent contamination of meat and to improve customer satisfaction. Meat can

be easily contaminated and it causes serious health hazards. At the same time slaughtering of

animals generate large amount of waste products like animal tissues, bones, organs, non edible

offal like lungs, large intestine etc. The average quantity of unusable wet solid waste produced

by slaughtering is estimated as 12 Kg per cattle.

Present waste disposal system causes increased environmental impact. The existing practices in

most of the slaughter houses and chicken stalls are to dispose the waste in its compound

unscientifically or into rivers, water bodies or streams. Almost all bridges and culverts

connecting to Pamba River and its branches are the major points of waste disposal.

Additionally, the indisposed wastes of slaughter house compound become feed of the birds.

The remains left there cause serious environmental pollution. Lack of appropriate slaughtering

facilities and unsatisfactory techniques cause unnecessary losses in meat as well as in valuable

by-products. Animals are slaughtered in places which are frequently polluted with blood,

intestinal contents and dirty effluents, and which are not protected against insects, rodents and

dogs. Meat produced under such conditions will quickly deteriorate due to the bacterial load

and could cause food poisoning.

In the absence of inspection, meat from sick or parasite infested animals may well be a vector

for spreading diseases affecting human beings as well as animals. Furthermore, meat quality is

adversely affected by careless handling under unsanitary conditions in the meat market or

shops. In addition, by-products are not properly utilized and, instead of being an asset, are

considered as a nuisance. By establishing slaughter house of sufficiently high standard, but still

simple and inexpensive, would improve the situation. Therefore, the construction of a small-

scale modern slaughterhouse - which will meet the environmental and legal requirements, is an

immediate necessity. Slaughterhouses are a key element in the meat production and its

distribution chain, but it is also essential to provide adequately trained staff to improve

slaughter hygiene and meat quality, reduce raw material losses, increase utilization of by-

products, and thereby increase profitability and financial returns to the livestock producers.

Thus a proper mechanism for solid waste and waste water treatment is highly significant.

Even though Tiruvalla Municipality has a slaughter house in its region, it is not properly

managed or maintained. The carcasses and remains of slaughtered animals produce serious

environmental hazards to the nearby dwellers and especially to MACFAST family. At the same

time, college has taken series of initiatives to curb this environmental pollution which

Municpality is well aware of. In the recent past the condition of slaughter house is becoming

more pathetic that creates alarming health hazards and disturbances to the community. In this

back ground, MACFAST authorities intend to undertake the slaughter house on a ‘Built

Operating Transfer’ (BoT) basis.

As per the guidelines of Prevention of Cruelty To Animals (Slaughterhouse Rules) 2001:

“Animals not to be slaughtered except in recognized or licensed houses - (1) No person shall

slaughter any animal within a municipal area except in a slaughter house recognized or licensed

by the concerned authority empowered under the law for the time being in force to do so.”

Further the Rules define the slaughterhouse and slaughter as under:

"Slaughter house" means a slaughter house wherein 10 or more than 10 animals are

slaughtered per day and is duly licensed or recognized under a Central, State or Provincial Act

or any rules or regulations made there under.

Where as slaughter means the killing or destruction of any animal for the purpose of food and

includes all the processes and operations performed on all such animals in order to prepare it

for being slaughtered. Thus according to the prevalent laws a modern and scientific

slaughterhouse is mandatory for all municipal/ local administrative bodies where more than 10

animals are slaughtered in a day

2. About MACFAST

MACFAST (Mar Athanasios College for Advanced Studies Tiruvalla), a post graduate and research

institution, was started in 2001, with the objective of offering specially designed courses in Business

Management, Information Technology and Biosciences. MACFAST is an approved research centre for

Biosciences of the Mahatma Gandhi University, Kerala. MACFAST is owned and managed by the

Corporate Educational Agency of the Catholic Archdiocese of Tiruvalla and offers the following courses:

M.Sc. Food Science and Technology

M.Sc. Phytomedical Science and Technology

With world class facilities of MACFAST Bio Campus, Research and Development Department, well

experienced in providing technical consultancy through Clean and Green Tiruvalla Project, MACFAST has

the capability to provide turnkey solution for establishing modern slaughterhouses which also

includes the organization of training courses for the slaughterhouse workers who are to operate these

facilities.

MACFAST gives utmost importance to maintain slaughter house with most Sophisticated Waste

Management Technology which is inevitable to ensure societal hygiene. Based on the

population of the area, the capacity of the slaughter house proposed is 25-50 heads per day.

3.1. Facilities

MACFSAT will provide the following facilities conforming to the Government rule:

a. Reception area for animals

b. Lairage (Resting Area for Animals)

c. Room for Veterinary Doctor for performing anti - mortem and post mortem examination

d. Place for Isolated resting place for diseased animals

e. Stunning Place/Halal Slaughtering Place

f. Bleeding Place (for Removal of Blood)

g. Removal of skin and Washing Place

h. Evisceration Place ( Removal of contents from Stomach)

i. Meat Removal and Examination Place

j. Storage Facilities for akin, bones, blood, fat etc.

k. Proper drainage and facilities for liquid and solid waste management

3.3. Waste Management

MACFAST will follow the strategy of segregated collection and source reduction. Waste will be

disposed at the source itself and used for energy production. Broadly, wastes in slaughter

house can be divided into two; viz: solid and liquid. Solid waste is the main waste product from

slaughter house. It can be divided in to two, namely edible and inedible. Inedible materials are

to be disposed appropriately to prevent contamination of the environment and constituents

thereof from its discharge, deposition, injection, dumping and spillage. Solid wastes can be

converted into energy or recovered as bi – products.

3.3.1. Biogas plant and Aerobic Compost System

It has the capacity to process around 700 - 750 kg solid waste per day. This can be treated in a

bio gas plant with 50m3 capacity. The generated bio gas will be used for

lighting/cooking/heating purpose of the slaughter house.

3.3.2. Equalization Tank for Waste Water Collection

To avoid leakage and environmental contamination waste water will be treated/managed

scientifically. About 10m3 per day of effluent is generated from this modern slaughter house.

This waste water will be treated through anaerobic treatment followed by dispersion trench.

This can be also used for bio gas generation.

3.4. Other Facilities

3.4.1. Fresh – Meat and Fish Products Outlet

This ‘Modern meat and fish product Outlet’ supplies fresh meat and fish at wholesale price. To

avoid contamination, all the meat products will be kept and preserved in modern facilities.

Customers can buy fresh or stored meat products as per their needs. It also offers home

delivery service.

3.4.2. Cattle farm and Fodder Turf

This cattle farm envisions producing milk for local consumption. The fodder turf located at the

Slaughter house can be utilized to feed existing cattle.

3.4.3. Garden and Tennis Court

Garden and Tennis court will be set up in the modern slaughter house to enhance its ambience

and environment.

3.4.4. Research and Development Centre

This Knowledge centre will provide all the technical as well as modern technologies on waste

management. MACFAST has strong team of experts, academicians, practitioners, technical

support units and service providers. MACFAST R & D can provide consultancy services on

various subjects like geo informatics, waste water management, municipal waste management,

water shed management, environment reports, environment impact assessment,

environmental auditing and environmental sustainable reports, feasibility studies, project

monitoring and evaluation, solid waste management, preparation of business plans and

models, e- waste handling, technical support, project coordination and implementation,

providing technology etc.

A collection of books, magazines, information leaflets, booklets, teaching kits and other

publications produced by government departments, local and overseas green groups,

community groups and other organizations on various environmental topics will be made

available here. Local and overseas environmental journals and press clippings in different

categories will also be made available. Access to environmental information through the

Internet will also be provided. CD-ROMs on various environmental and conservation issues will

be made available to the visitors. It also demonstrates different traditional as well as modern

mechanisms for waste management like bio gas plant; vermin compost unit, bacterial

consortium, effective micro organism, aerobic and anaerobic process, cultiverter etc.

3.4.5. Technical Support Cell:

This cell will provide technical support to the various environmental initiatives (such as

composting, Vermi-composting, Bio-Methanation plants, recycling activities etc.) that are going

on in the city and will also encourage more such initiatives.

3.4.6. Public Relations Cell:

This cell will be responsible for interacting with different organizations and stakeholders and

thus will keep the Eco Park informed about their needs, and accordingly, scheduling of various

activities could be done. In short, this cell will act as an interface between the various

stakeholders in the city and the Eco Park.

5. Terms and Condition

Municipality shall permit MACFAST to undertake the slaughter house on a BoT (Built

Operating Transfer) Mode

Period of BoT shall be not less than 20 years

Proposed Modern Slaughter House will be built within a period of 3 years

MACFAST shall be the only administrator and operator of the proposed slaughter house

during all these period

MACFAST will not allow any outsider/general public (other than concerned authorities) to

its compound during its period of operation

MACFSAT shall be the sole authority for the operation of Modern Slaughter house during its

tenure of operation.

Municipality has the right to check/monitor the progress/operation of the slaughter house

at any point of time

Operation of the Modern Slaughter House will be as per Prevention of Cruelty To Animals

(Slaughterhouse Rules) 2001

MACFSAT reserves the right to update its plan based on upcoming trends and technologies

Conditions or events beyond the control of MACFSAT may jeopardize the proposed

performance of project. MACFAST will not be responsible, if the agreement breaks at any

point of time due to any external reasons

MACFAST reserves the right to deploy staffs of slaughter house

In the event of a conflict between the two, the IE&D Project Terms and Conditions shall

prevail

The slaughterhouse would be exclusively for beef vendors. It would have a capacity to

handle about 50 animals a day. All animals were to be brought to the abattoir and the beef

would be screened and certified by veterinarians. A cattle shed has also been provided at

the site.
