XX.00TREECANOPYCOVERMANAGEMENTXX.10PURPOSEXX.11Overallobjective.Thisordinanceseekstomaintainanoverall____%canopycoveragecommunitywide,throughretentionofexistingtreecanopyandmajortrees,ensuringadequatesoilresourcestosupporttreelongevity,andsupplementalplantingsifneeded,onalldevelopmentandredevelopmentsites,whileprovidingflexibilityfordeveloperstomeetsitedevelopmentgoals.Commentary:Thisoverallcanopycoverpercentageisbrokendownbyzoningdistrictlaterintheregulation.Heretheoveralldesirablecoverisgivenasapurposeoftheregulation.Percentagesthatareappropriateforaparticularareaofacommunity,andthecommunityoverall,canvarywidelydependingonthecommunitylocationandclimate;densityofdevelopment;soilconditions;andotherfactors.Percentagesmayrangefrom10to40%.Itishighlyrecommendedthatattheleast,acommunityanalyzeexistingcanopycoverineachzoningdistrict,andpossibletreecanopycover,anddeterminereasonablegoalsforcanopycovertobeachievedforeacharea,andoverall.Seefurthercommentaryunderperformancestandardsbelow.XX.12Specificpurposes.Thepurposesofthisregulationareto:1) Save,maintainandestablishtreecanopyforthebenefitofpresentandfutureresidentsoftheCity/Village,recognizingthelongtermhealthandsafety,propertyprotection,economic,environmentalandcommunitybenefitsprovidedbytreecanopycover;2) Maximizetreecanopyretentionandestablishment;3) Establishprocedures,standardsandrequirementstominimizethelossanddisturbanceofoveralltreecanopyasaresultofdevelopment;and4) SupporttheCity/Village’seffortsincompliancewiththerequirementsoftheEPAPhaseIIrules,asenforcedbytheOhioEPA.
