What modifications were implemented by the Treaty of Lisbon to reinforce participatory and representative democracy and active European citizenship ? What is the impact of these modifications ? What are their limits ? Which role should organised civil society play in the implementation of these modifications ? What concrete propositions can be made to go beyond the Treaty ?

How do local associative networks act in the citizens’ everyday lives ? How do associations and NGOs encourage the emergence of an active citizenship ? How do they create original spaces of citizens' commitment ? How do they contribute to build a democratic society ?

workshop 7 A Europe of human rights standing for peace ?

The European Union should be exemplary concerning the respect of Human rights on its territory. It is not a value to be taken for granted but the product of a democratic and civic society. If this Europe of Human rights really exits, can it be an example for the rest of the world ?

workshop 11sport: a school for active citizenship ?

To what extent do sports practice and the work of sports associations and NGOs contribute to the development of an active European citizenship? What future can be considered for a European sport policy ?

workshop 12 2009 European elections: a way of putting citizenship in practice.

Can the European elections be the opportunity to decrease the gap between the EU and the citizens? What is the responsibility of the institutions, the political parties and the organised civil society ? How could different actors of civil society be involved in the electoral process ? How to encourage their attention on these elections and on the “European res publica” ?

workshop 13 Associations and NGos: active European citizenship in practice. The case

of NGos acting in the social field.

How do associations working in the social field participate in the European construction ? To what extend do they participate in the emergence of an active European citizenship ?

u with the support of the European Commission as a high-visibility event under the «Europe for citizens» programme, within the framework of the French Presidency of the European Union ; they are part of the «Paroles d'Européens!» programme.

This event addresses NGo and institution leaders and aims at promoting European debate and citizen participation. It will allow association and NGo leaders to share their practices, their methods and to consolidate a great network at European level.
