SMART Mobile Applications I. MyCIDCO Mobile App Background Considering that citizens now prefer to use mobiles for many of their day to day activities and the fact that Navi Mumbai has a large proportion of young, educated and IT savvy population, the Corporation has proposed to develop mobile apps as part of the “Ease of Business” philosophy, providing facilities to citizens to obtain specific city related information available on their mobile phones. The Corporation has developed a few web based applications, which can be accessed online. Of these, the applications which can be provided on a mobile platform, for easy access to citizens, are identified for implementation in the first phase. This mobile app will increase transparency and provide critical city related information to citizens on their mobile phones as part of an m-governance initiative. Location The application will be hosted on the State Data Centre servers Scale City Cost Rs. 20 Lakh Date of Commencement January 2016 Date of Completion April 2016 Detailed Scope Mobile application shall be compatible across all mobile platforms The home screen of the application shall have icons with relevant titles, to lead the user to the website of the respective service The application shall provide following online services Online Payment of Water Charges Online Payment of Service Charges Online Legal Tracking information Online Estate CFC Application Tracker View of status of Social Facility plots allotted by the Corporation View CIDCO Board resolutions online Online RTI Online Complaints to Vigilance Department Online Grievances Redressal Online Mangrove related complaints Online Feedback

II. Mobile App for GPS based Smart Grievances Reporting

Background With the availability of smart phones with large population it has become imperative to allow use Information and Communication Technology for increased citizen participation in monitoring of civic functions to help the administration in the maintenance and upkeep of the cities. Accordingly, the Corporation has proposed that a mobile app based platform should be developed to enable citizens to report issues in real time and forward them to appropriate officers also in real time. This initiative will definitely be a very powerful tool to improve repair and maintenance of civic assets across the city. It will also ensure better monitoring and accountability of various agencies appointed for various works Cost Rs. 20 Lakhs Date of Commencement January 2016 Date of Completion April 2016 Detailed Scope • The proposed system shall employ mobile app technologies in

a way that enables citizens to report all kinds of civic issues from their android or iOS based mobile quickly and easily with pictures and GPS locations

• Services proposed are: 1. Garbage Disposal 2. Non Functional Street Lights 3. Encroachments 4. Mangrove Destruction 5. Potholes 6. Water Supply and Drainage complaints • The complaints shall be automatically routed to concerned

officers via email and SMS and should include all the relevant

details of the complaints like pictures, locations (displayed on

a map), date and time when picture was taken, contact details

of the complainant etc.

• The administration section shall allow a complete complaint monitoring and resolution work flow with updates to complainants at every step of the process

• The support and maintenance plan shall include capability to address updates for newer version of phones as they become available to ensure solution continuity

Progress It is proposed to invite RFPs. Benefits • The citizens can submit their complaints with the help of actual

images, thereby reducing the reporting time for complaints at the same time ensuring that only genuine complaints are logged into the system

• Inherent cut down in reporting time for complaints and much better documentation of the civic issues via tamper proof images and GPS location information

• Allow citizens to participate and contribute towards management of their city and making it more beautiful and livable

• Real time monitoring and image capture. • The application will ensure accountability of field officers,

vendors and their site staff

III. Smart Parking System Mobile App Context CIDCO Smart Parking is an intelligent parking management system that automates and smartens the parking management functions by providing solutions such as access control, revenue management, parking enforcement and permit management, security and surveillance, automated parking, parking guidance and slot management. Smart parking management systems enables parking site operators to offer their customers various parking conveniences such as minimal time wastage, cashless payment options, enhanced vehicle security, and options for pre-booking parking spots. The Corporation has developed many public parking spaces, mainly in the forecourt areas of the various Railway Stations on the Mankhurd-Panvel and the Thane-Turbhe railway line. It is proposed that these parking spaces can be taken up for implementing the smart parking solutions, so as to provide the citizens of Navi Mumbai a mobile app based SMART parking solution which will not only solve the gruelling parking issues but will also be a huge step towards making our city a technology and citizen friendly smart city. In addition it will also be beneficial to the Corporation as it will improve parking occupancy as also improve parking revenues.

Detailed Scope Each demarcated parking slot will have an embedded sensor which can detect occupancy of that parking spot. And accordingly that sensor relays this information wirelessly to the central gateway. The information thus received at the gateway is pushed to the cloud platforms which displays the same to the mobile and web applications. Through these applications then, the end user will be able to view the parking spot availability details and book the desired spot on the go. The payment for reserving this spot can be made online through the payment gateway integrated with the App. The same information will be available to a Central monitoring system for an administrator to have a centralized control over the entire system for surveillance and vigilance. Also there can be data statistically displayed on the dashboards at the central location for various purposes of Reporting and Analytics. Citizens can book a slot on the go with the mobile app or through a web app. A user friendly Mobile/Web application will be created for citizens to make the parking bookings. Broadly and inclusively following will be the steps involved in Parking Reservations. • Create an account by logging in • Search the desired location on the GPS locator of the App • Reserve an available spot • Make the payment online • Receive a confirmation/reservation message Benefits • Citizens can book a parking from their mobiles and also pay

the parking charges online through a payment gateway • Eliminates Manual discretion. Increases visibility and

transparency in the system

• Smart Parking plays a major role in creating better urban environment by reducing the emission of CO2 and other pollutants

• Smart Parking enables better and real time monitoring and managing of available parking space, resulting in optimizing revenue generation.

• Provides tools to optimize parking workforce management
