Russia test launches missile fromsubmarine

MOSCOW, 5 March —Russia on Thursday suc-cessfully test-launched aSineva intercontinentalballistic missile from asubmarine.

The missile waslaunched at 07:50 a.m.Moscow Time (0450GMT) from the Tula sub-marine in the Barents Sea,a Defence Ministryspokesman said.

The Sineva already inservice is a liquid-propel-lant submarine-launchedballistic missile, designedfor Delta IV-class subma-rines, according to the RIA

Novosti news agency.The Sineva is seen as

a rival to the troublesomeBulava, a three-stage liq-uid and solid-propellantballistic missile designedfor deployment on Borey-class submarines.

By now, seven of the12 test-launches of theBulava missile have beenreported as unsuccessful.

Further developmentof the missile has beenquestioned by some leg-islators and defence ex-perts, but the military in-sisted there was no alter-native to the Bulava and

pledged to continue test-ing the missile until it wasready to be put into serv-ice with the Navy.

BAGHDAD, 5 March — A spate ofattacks near polling stations in Bagh-dad killed at least 12 people and in-jured dozens despite tightened securityas Iraq began an early voting on Thurs-day across the country for Sunday’sparlimentary election.

More than 800,000 Iraqi soldiers,police, hospital staff and prisoners casttheir votes in the voting which beganearly morning on Thursday, as theywill not be able to go to the polls onthe election day due to work.

Up to 458 polling centres wereopened in Iraq’s 18 provinces to re-ceive the eligible people, most ofwhom were from the country’s secu-rity forces, said Qassim al-Abboudi, asenior official with the Iraqi Independ-ent High Electoral Commission.

Qassim Atta, spokesman of the Bagh-dad Operation Command, said that theIraqi security forces have beefed up se-curity for polling centres across Bagh-dad.

However, the voting was still over-shadowed with three deadly bombings.

The first attack was a roadside bombwhich detonated near a polling centre inBaghdad’s northern neighbourhood of al-Hurriyah, killing five civilians andwounding 22 others. The polling centeris ready to be used for Sunday’s generalelections.

In the afternoon, a suicide bomberstruck a bus carrying Iraqi soldiers out-side a polling centre in Baghdad’s west-ern district of Mansour, killing three sol-diers and wounding 15 others.

According to earlierreports by the private TVARY News, Mohtasim,who is a son-in-law ofMullah MuhammadOmar, the prominent Af-ghan war lord, was cap-tured on Thursday as in-telligence agencies, actingon a tip-off, conducted araid on a house at EhsanAbad area of the city.

Mohtasim is the former

chief administrator of theTaleban regime in the late1990s. He is also believedto be the Taleban’s politi-cal and military strategist.

Russia approves long-termstrategy for auto industry

The aggregate volumeof investments in the in-dustry until 2020 is ex-pected to reach 1.2 to 1.8trillion roubles (40.3 to60.5 billion dollars), saidthe minister.

By 2020, the capacityof the car market in Rus-sia will total 3. 5 millionto 3.6 million units annu-ally, with the share of im-ported and exported carsat 20 and 8 percent re-spectively.

The strategy, whichshould be finalized by theend of this month, also

WARSAW, 5 March — Poland’s labour and So-cial Policy Ministry estimates the February unem-ployment rate stood at 13.0 percent, MinisterJolanta Fedak said on Thursday.

“The pace of the rate growth is slower than inthe same period of 2009. It is clear that the unem-ployment level stabilizes,” she said, adding that thenumber of the unemployed people totals 2.1 mil-lion. According to the Central Statistical officeGUS, in January the unemployment rate stood at12.7 percent. BEIJING, 5 March—China will build an “indus-trial system” and “con-sumption pattern” withlow carbon emissions, Pre-mier Wen Jiabao said inthe government work re-port he delivered at theparliament’s annual ses-sion on Friday.

China will work hard todevelop low-carbon tech-nologies as well as newand renewable energy re-sources to actively respondto climate change, Wensaid at the session of theNational People’s Con-gress, adding that the de-velopment of smart power

grids should be intensified.Other measures to com-

bat climate change includeincreasing forest carbonsinks and expanding Chi-na’s forests by at least 5.92million hectares in 2010.

He promised that Chinawould participate in inter-national cooperation to ad-dress climate change andwork for further progressin the global cause.

“We will increase our

energy-saving capacityby an equivalent of 80 mil-lion tons of standard coal,”he said.

Chile declares state ofagriculture emergency

in central, southern zonesSANTIAGO, 5 March—The Chilean government de-

clared on Thursday a state of agriculture emergency inthe regions of Valparaiso, O’Higgins, Maule, Bio Bio,La Araucania and Metropolitana, due to the devastat-ing earthquake that shook the central and southern partsof the country on Saturday.

Agriculture Minister Marigen Hornkohl said the gov-ernment took the decision on Thursday after having thefirst reports of the situations of the disaster regions.

The decision aimed to provide concrete aids to thepeasants to minimize the impact of the earthquake andto facilitate the relief measures in the affected regions,Hornkohl said. Among the aids, the government willissue emergency coupons worth a maximum 150,000Chilean pesos (some 300 US dollars) to each peasant tohelp farmers restore agricultural production.

STOCKHOLM, 5 March— The Swed-ish Maritime Administration said onThursday that about 50 vessels are stuckin the thick ice in the Baltic Sea offSweden’s east coast.

Among the vessels, there are six largepassenger ferries which are in total car-rying more than 2,000 passengers, theadministration said in a statement.

Two of the ferries, including the largeIsabella passenger ferry carrying 1,322passengers and crew, have been freed.

Four other vessels, including theAmorella, another passenger ferry with753 passengers and 190 crew membersaboard, are still stuck.

The administration has sent all the icebreakers in the area to free the ferries, butgale-force winds are hampering the effort.No one is hurt and there are no immediateplans to bring people off the ferries, buthelicopters and military hovercraft are onstandby in case evacuations become nec-essary, the administration added.—Xinhua

Mokkha Dam willbe built on upstream ofMokkha Creek in MinhlaTownship, Bago Division(West), and upon comple-tion, the dam will irrigateabout 1,000 acres of farm-land. The dam will alsohelp improve the livingstandard of local people

and greening of the region.The third project is

earthen-type Natkar Damto be constructed by dam-ming the Natkar Creek nearMae-dee Village,Pyawbwe Township,Yamethin District, Man-dalay Division. On com-pletion, the project will beable to benefit some 1200acres of farmlands and helpgreen nearby regions.

The fourth project isearthen-type Phayahla Damto be constructed by dam-ming the Phayahla Creek,about one and a half milesupstream Sangyi ThayetkonVillage, Hainggyigyun,Labutta District,Ayeyawady Division. Oncompletion, the project willbe able to irrigate about 800acres of farmlands inHainggyigyun.

After completion ofthe road, communicationsbetween Thaton,Mawlamyine, Hpa-an,Hlaingbwe, Myawady andvillages along the road willbe easier. It contributes notonly to development of re-gion's administration, eco-nomic, social, education,and health but also to en-suring peace and stability.

Ayeyawady Bridge(Nyaungdon) that linksYangon Division withAyeyawady Division, onwhich motor road and railroad run parallel, will bebuilt by spanningAyeyawady River nearNyaungdon. The bridge

will be constructed likeThanlwin Bridge (Mawla-myine). It has 9382 feetlong motor road bridge and10,377 feet long railroadbridge. It comprises of 28feet wide area for motor-way, 14 feet wide area forrailroad and three feet widepavement on both sides.

Ayeyawady Bridge(Pakokku) is a bridge thatlinks Letpanchepaw inNyaungU Township on theeastern bank of theAyeyawady River withPakokku on the westernbank. It has two way lanemotor way and one rail roadlike Thanlwin Bridge Itwill be 14191 feet long 28feet wide flanked by threefeet wide walkway on eachside and 21886 feet longand 14 feet wide railread.

It is the longest bridgein Myanmar. Upon com-pletion, there will be a railnetwork in the countryhelping facilitate all roadsfor development of thewest bank of AyeyawadyRiver.

Spanning the river,Ayeyawady Bridge(Malun) will be built nearPahtanago and Malun tolink Pathein-Kyangin-Pakokku railroad on thewest bank and Pyay-Aunglan-Taungdwingyi-Magway-Chauk railroadon the east bank. It has4695 feet long motor roadbridge and 5510 feet longrail Road Bridge. It com-prises of 28 feet wide areafor motorway, 14 feet widearea for railroad and fourfeet wide pavement on bothsides.

Ayeyawady bridge(Yadanatheinga) in SagaingDivision will be built toconnect Kachin and ShanStates through Sagaing Di-vision. It will spanAyeyawady River nearKyaukmyaung in Singu ofMandalay Division andShwebo of Sagaing Divi-sion. It has 2814 feet long,28 feet wide two-way laneand three feet wide pave-ment on both sides.

There was only Inwabridge on the Ayeyawadyin the past. From 1988 tothis date, the governmentbuilt eight new bridges onthe river. At present, fivebridges – Sinkhan,Pakokku, Malun,Nyaungdon andYadanatheinga – are un-der construction. So therewill be altogether 13bridges spanning theAyeyawady.

Narcotic drugs seized near Wampon Village in Tachilek TownshipNAY PYI TAW, 5 March — Acting on the

information that a group of drug traffickers wereoperating near and around Wampon Village inTachilek Township, Shan State (East), a localTatmadaw column combed the area from 23 to 25February and found 15 tents on an island of theMekong River, where the smugglers stayed. Furthersearch led to the seizure of 365 blocks of caffeine and38 packets of caffeine powder in plastic containersburied by the seafront, 878 (40) MM granades of M-79 launcher , 162 Point-38 bullets, 1,500 rounds ofM-16 magazines and five RPG granades.

The group was from the gang of escaped drugtrafficker Sai Naw Kham. Police Inspector Khin

Maung Yin-led anti-drug squad ran across the drugtrafficking group while patrolling in the MekongRiver on 20 February, and a skirmish broke outbetween them. Eight Police Force members and twomilitiamen were fallen and two Police Force memberswounded. Moreover, three motorboat operators werekilled.

Mulashidee suspension bridge on Myitkyina-Sumprabum-Putao road in Putao District, KachinState, will be substituted with a 560 ft all-weatherbridge which will support a two-lane road in thefuture.

The length of roads built by and under themaintenance of Construction Ministry at present is21361 miles up 7726 miles from 13635 miles in 1988.At present, 45 road projects and 10 bridge projects areunder construction. Up to now, 236 over -180-foot-long bridges have been erected.
