About This Manual This manual is intended to give you a comprehensive description of the METDATA Monitor system and to provide instructions for the operation, administration and maintenance of the system. In addition to this manual, the documentation includes a User’s Guide manual that contains only the User’s Guide and the Troubleshooting chapters of this manual. In case that you want to distribute a printed user’s guide to operators, we recommend to print the User’s Guide. Structure of the manual The manual is organized in the following way: 1. Introduction Brief introduction to the METDATA Monitoring 2. METDATA Monitor Basics This chapter includes the prerequisites necessary for the METDATA Monitor system, the description of the structure, and instructions for the administrative settings and system maintenance 3. The following changes were made in the version 1.7.3 (the previous release was version 1.7.2). Support for monitoring SYNOP MOBIL Added support for monitoring of SYNOP-MOBIL reports (TAC/BUFR).
Updated SAM template The HTML templates for Special Antarctic monitoring (SAM) were redesigned to fulfil
new requirements. Updated TDFC tables The TDFC (BUFR) tables were updates to include versions 14, 15, 16 and 17.
Zipping RAW files before upload In the previous version, if the RAW data files created during the Antarctic monitoring
(SAM) were too big, the the error „out of memory„ blocked the upload process. From version 1.7.3. the RAW data files created during the Antarctic monitoring (SAM) are packed into ZIP files during the evaluation process. The new files are created with.zip suffix and those ZIP files are added into the list of evaluation files for uploading.
Automatic creation of upload directories In the previous versions, when the user tried to upload the Evaluation results to WMO
ftp server, the process could not be completed if the directory for specific year did not exists on FTP server. From version 1.7.3, if the destination directory does not exist on the FTP server, the METDATA Monitor will create the missing directories during the Evaluation Upload process.
Updates for version 1.7.2
The following changes were made in the version 1.7.2. Installation Sun Java Runtime Environment (JRE) 5.0 is required for installing and running the
METDATA software. The METDATA software can be downloaded from http://metdata.iblsoft.com/ Updates for versions after 1.7.2 will be installed automatically after update request. Button for automatic update available from the administrator general page
Support for monitoring observations presented in BUFR Support for monitoring the observations coded in BUFR is added, are requested by WMO in the Invitation letter and Annexes from 20 June 2007. The monitoring of the following BUFR-coded reports is supported (Annex I):

1. Introduction
The World Weather Watch (WWW), the core of the WMO/OMM programmes, combines observing systems, telecommunication facilities, data processing, and forecasting centres operated by Members to make available meteorological information needed for efficient services in all countries. The Global Telecommunication System is an essential part of these services. To ensure proper and effective functionality of the Global Telecommunication System, it is necessary to have a overview of its operational status. Information about operational status is achieved by performing observation programmes. WMO/OMM defines various observation programmes for observing meteorological data. There are two basic categories of observation programmes:
observation programmes focused on the quality of observed data – these observation programmes are part of the qualitative monitoring
observation programmes focused on reliability of the Global
Telecommunication System – these observation programmes are part of quantitative monitoring
METDATA Monitor is a software for performing non-real time, quantitative monitoring observation programmes. METDATA Monitor is supposed to be used at the National Monitoring Centres and at the Regional Telecommunication Hubs. Deutscher Wetterdienst (DWD), the national meteorological service of Germany, as a member of the World Meteorological Organization (WMO/OMM), in cooperation with IBL Software Engineering, is pleased to contribute to the harmonization of the Global WMO monitoring programmes.

2. METDATA Monitor Basics
2.1 Prerequisites The METDATA Monitor software certain prerequisites regarding the hardware and the operating system.
2.1.1 HARDWARE The minimum hardware prerequisites are the following: CPU: 700 MHz RAM: 192 MB HDD: 512 MB Interfaces: LAN (RJ-45) and/or Serial (RS232) Monitor: 15", resolution 1024 x 768 CD/DVD: any Mouse: standard 2-button
The recommended hardware prerequisites are the following: CPU: 1.7 GHz RAM: 384 MB HDD: 1 GB Interfaces: LAN (RJ-45) and Serial (RS232, optional) Monitor: 17", resolution 1280 x 1024 CD/DVD: any Mouse: wheel 3-button Printer: monochrome A4, laser or ink-jet
2.1.2 OPERATING SYSTEM Any of the following operating system is suitable: Windows NT/XP/2000/2003 Linux
− Glibc 2.3 − X server
2.1.3 REQUIRED TOOLS 2.1.3.1 Web Browsers Mozilla Firefox (recommended), Mozilla, Opera, or Microsoft Internet Explorer. JavaScript support must be enabled. 2.1.3.2 FTP Server An FTP server is used if bulletin data are received via files.

2.1.3.3 Data Base The basis of the METDATA software is a data base called Firebird SQL. This database is part of the distribution and will be installed automatically.
2.1.4 CONNECTIVITY The connectivity needed to access the METDATA Monitor PC, to receive bulletin data and to exchange data with WMO/OMM or with other centres is as follows. • LAN connection (ftp) or serial port (asynchronous data link) to receive bulletin data • LAN connection to access the METDATA Monitor software via Intra/Internet • LAN connection to exchange data with WMO/OMM or other centres 2.1.4.1 Setup of FTP server for Windows XP/2000/2003 The FTP server is necessary if you will receive data from MSS via File Disassembly Channel. (If you will use the asynchronous line for data reception, the FTP server is not necessary). In case that you do not have an FTP server on Windows, it is possible to add it. You will need the Windows Service Pack CD to complete the adding of the FTP server. To check whether you have an FTP server, do the following: Step 1. Press the key and the R key. The Run dialog will be displayed. Step 2. Open box: Enter ftp localhost. Step 3. Press OK. If the displayed window is showing the message unknown or error, then there is no FTP server on your computer. In such case, add the FTP server by doing the following: Step 1. Put the Windows CD in the CD drive. The type of CD depends on the fact whether
you have already installed the Windows Service Pack 2 on your computer. If you have not installed the service pack, put the Windows Installation
with the Service Pack 2 CD to the CD drive. If you have already installed the service pack, put the Windows Service
Pack 2 CD to the CD drive. If you are not sure, whether service pack is installed, you can check in the following way: Right-click My computer, and select Properties in the context menu. Check the System information on the General tab:

Without service pack: With service pack installed:
Step 2. In the displayed Welcome to Microsoft Windows dialog select the option Install
optional Windows components. Step 3. In the displayed Windows Components Wizard check the Internet Information
Services check-box.
Step 4. Click the Details button. Step 5. In the displayed Internet Information Services dialog check the File Transfer
Protocol (FTP) Services and the Common Files check-boxes and click the OK button to go back to the Windows Components Wizard.

Step 6. Click the Next button in the Windows Components Wizard. Step 7. Click the Finish button. The FTP server will be added. Afterwards, install the METDATA Monitor software (see section 2.2.1). When the software is installed, it is necessary to add a new user, specify the properties of the FTP server, and set the firewall to allow the FTP server:
2.1.4.1.1 Adding a new user
Add a new user (this procedure applies for Windows XP, it may be slightly different for Window 2000): Step 1. From the Start menu access the Control Panel. Step 2. Double-click the option User Accounts. Step 3. Select the option Create a new account. Step 4. Enter the name for the new account, e.g. monitor, and click the Next button. Step 5. Select the Limited radio-button to create a user that does not have administrator rights. Step 6. Click the Create new account button. Step 7. Click the created account and select the option Create password. Enter and re-enter
the password, e.g. MONITOR, and click the Create password button.

2.1.4.1.2 Specifying FTP properties
Step 1. Right-click My computer, and select Manage in the context menu. Step 2. In the displayed Computer Management dialog select in the right list the item Default
FTP site, right-click it and select the option Properties.
Step 3. On the FTP site tab do the following:
Description box: Type a name for the FTP server, e.g. METDATA Monitor.
IP Address list: Select the IP address of your computer.

Step 4. On the Security tab do the following: Click the Browse button to find the user that you have created, i.e.
monitor. The selected user will appear in the Username box. Password box: Type the user password, e.g. MONITOR.
Step 5. On the Home directory tab do the following: Select the a directory located on this computer radio-button. Click the Browse button to locate the directory where the METDATA
Monitor software has been installed and then select the subdirectory data.
Check the checkboxes: Read, Write, and Log visits. Select the Unix radio-button.
Step 6. Click OK.

2.1.4.1.3 Setting up the firewall
The setup of the firewall has to be changed to allow the MSS to connect to the FTP server. The procedures are slightly different in case that you have installed the Windows Service Pack 2. WITH SERVICE PACK 2 Step 1. From the Start menu access the Control Panel. Step 2. Double-click the Network Connections icon. Step 3. In the displayed Network Connections dialog double-click the Local Area
Connection icon. Step 4. In the displayed Local Area Connection Status dialog click the Properties button. Step 5. In the displayed Local Area Connection Properties dialog select the Advanced tab
and click the Settings button. Step 6. On the General tab select the On radio-button and uncheck the Don't allow
exceptions check-box. Step 7. Click the Exceptions tab.
If the File Transfer Program check-box is present, check it. If the File Transfer Program check-box is not present, click the Add program button, find and select the File Transfer Program and click OK.
Step 8. Click OK in each successive opened dialog to confirm the settings. WITHOUT SERVICE PACK 2 Step 1. From the Start menu access the Control Panel. Step 2. Double-click the Network Connections icon. Step 3. In the displayed Network Connections dialog double-click the Local Area
Connection icon. Step 4. In the displayed Local Area Connection Status dialog click the Properties button. Step 5. In the displayed Local Area Connection Properties dialog select the Advanced tab
and click the Settings button. The Windows Firewall dialog will be displayed. Step 6. On the General tab select the On radio-button and check the Allow exceptions
check-box. Step 7. On the Advanced tab click the Settings button and check the FTP server check-
box. This will open the firewall port for the FTP server, and click OK to close the Settings dialog.
Step 8. Click OK in each successive opened dialog to confirm the settings.

2.1.4.2 Setup of FTP server for Linux The FTP server is necessary if you will receive data from MSS via File Disassembly Channel. (If you will use the asynchronous line for data reception, the FTP server is not necessary). Linux Operating Systems usually have an FTP server. To check whether you have an FTP server, in the Console type ftp localhost and press ENTER. The message 220 ‐ FTP server ready should appear, indicating that there is an FTP server on your computer. In case that you do not have an FTP server, use the following tools to install and configure the ftp server: Linux Distribution Setup Tool RedHat setup Fedora Core setup Mandrake drakconf Debian aptitude Slackware pkg_add SuSe yast Make sure that there exists a user on the FTP server who has write permissions for the data subdirectory of the METDATA Monitor installation directory – i.e. the directory that is used for storing the data received via the file disassembly channel. Check the firewall settings to make sure that the FTP server can be used.

2.2 Installation
2.2.1 INSTALLATION REQUIREMENTS Windows OS Administrator privileges necessary Java Runtime Environment (JRE) 5.0 must be installed

2.2.2 INSTALLATION OF THE METDATA MONITOR SOFTWARE The METDATA Monitor has to be installed on your computer. The installation of the METDATA Monitor 1.7.1 is made by using the installation package that can be downloaded from the METDATA Monitor Download page http://www.iblsoft.com/?g3173. A step-by-step installation wizard will guide you through the installation process. 2.2.2.1 Windows OS Step 1. Go to http://www.iblsoft.com/?g3173 METDATA Monitor Download page.

Step 2. Click the metdata-monitor-1.7.2-5-windows.jar link. Step 3. In the displayed Open with dialog leave the JAVA program and click OK. Step 4. The first page of the installation wizard will appear. This page gives brief information
about the METDATA Monitor. Step 5. Click the Next button. Step 6. Select the installation path box: Enter the path and the directory where the
METDATA Monitoring program should be stored. You can click the Browse button to browse the system directories and select the required target directory. The standard installation path, selected by default, is:
Step 7. Click the Next button. Step 8. Check the checkboxes corresponding to the packs that you wish to install:

Step 9. Click the Next button. The installation process will start. The progress bars will show
the current state of installation. Depending on your hardware, the installation may take 1-5 minutes.

Select the all users radio-button so that the shortcuts are available for all users.
Select the placement of the METDATA Monitor shortcut in the Start Menu. If the shortcut should be a part of another program group, click the program group in the list.
If the shortcut should be a separate item in the Start Menu, type the name of the shortcut, e.g. METDATA Monitor.
Select the Create shortcut on desktop check-box, if desktop icons should be created for starting and stopping the METDATA Monitor.
Step 12. Click the Next button. Step 13. The information page about the installation process will be displayed.
Warning! The information page displays information about the success of the individual installation procedures. Normally, all procedures should be successfully completed (see screenshot). If some procedures fail, send the text that reports the problem, or the complete log directory to the METDATA Monitor support staff at [email protected].
Step 14. Click the Next button to display the final page about the completion of the installation. Step 15. Click the Done button.
RESULT: The METDATA Monitor will be installed. In case that you have selected the Create icon on desktop option, two new icons will appear on your desktop:

2.2.2.2 Linux OS Step 1. Make sure that you are logged in with root privileges and that you are working under X
windows. Step 2. Go to http://www.iblsoft.com/?g3173 METDATA Monitor Download page.
Step 3. Right-click the metdata-monitor-1.7.2-5-linux.jar link and select option Save
link as (or Save target as – depending on the browser you are using). Step 4. Save the package to the preferred directory. Step 5. Open the terminal window, go to the directory where you stored the METDATA
Monitor package and run command java –jar metdata-monitor-1.7.2-5-linux.jar.
Step 6. The first page of the installation wizard will appear. This page gives brief information
about the METDATA Monitor and basic installation instructions. Step 7. Click the Next button. Step 8. Select the installation path box: Enter the path and the directory where the

The installation of the Firebird SQL Database can cause problems especially on installation on Sun systems. If you are installing the METDATA Monitor on Sun, unselect this checkbox!

2.2.3 WMO VOLUMES AND REFERENCE FILES METDATA Monitor is using WMO Volumes A and C and reference files with station list, NMC centre list, and heading list for the correct execution of the evaluation. The files are downloaded automatically from the METDATA Monitor update server as part of the METDATA Monitor installation and stored in the correct directory (see section 2.6.3). However, in case that the computer where the METDATA Monitor is installed, is not connected to Internet (only to LAN), and cannot download the WMO files from the WMO/OMM sites, it is necessary to manually save the WMO Volumes and reference files onto the METDATA Monitor computer. Do the following:
Step 1. Store the WMO files at a storage device or on a computer connected to the same LAN as your METDATA Monitor computer.
Step 2. Access the files with WMO Volumes and reference files from the METDATA Monitor computer.
Step 3. Save the files into the installation_path/data/wmo directory.
Warning! Do not change the filenames of the WMO files where the WMO Volumes and reference files are stored ! METDATA Monitor is expecting files with the WMO/OMM specified filename. Please check if the content of the new reference files is similar to old ones, at least the columns should be in the same order. As a delimiters the ‘,’ or ‘;’ characters could be used.

2.2.4 UNINSTALLING METDATA MONITOR Use the procedure described below to in case that the METDATA Monitor software should be removed from the computer where it is currently installed. 2.2.4.1 Windows OS Step 1. In the Start menu of the Windows, point to All programs, point to the METDATA
Monitor program, and click the Uninstall METDATA Monitor option. Step 2. In the displayed dialog click the Uninstall button.

2.3.1 TYPES OF MONITORINGS HANDLED BY METDATA MONITOR METDATA Monitor is handling the following monitoring types: 2.3.1.1 Annual Global Monitoring (AGM) Annual Global Monitoring is an internationally coordinated monitoring of the operation of the WWW on a non-realtime basis. Annual Global Monitoring is performed every year in period 1st - 15th October. 2.3.1.2 Special Antarctic Monitoring (SAM) Special Antarctic Monitoring is performed every year in period 1st - 15th January. The following parties should participate in the Special Antarctic Monitoring: all Antarctic collection stations, NMCs and centres with similar functions located on the principal routes by which Antarctic meteorological data enter the GTS as well as RTHs and NMCs operated by members. Centres participating in the Special Antarctic Monitoring should monitor reports for SYNOP, TEMPs Part A, B, C, D, CLIMAT and CLIMAT TEMP reports. During the monitoring period all the incoming SYNOPS and CLIMAT bulletins are stored into RAW files in the evaluation/SAM/rawdata directory. The RAW data files created during the Antarctic monitoring (SAM) are packed into ZIP files during the evaluation process - the new files are created with.zip suffix and those ZIP files are added into the list of evaluation files for uploading.

2.3.1.3 Integrated World Weather Watch Monitoring (IWM) and Integrated World Weather Watch Monitoring – integration part (IWMINT) Integrated WWW Monitoring is a proposed new type of monitoring. It is performed four times a year, in periods 1st - 15th February, April, July, and October. In METDATA Monitor each period is defined as independent monitoring. Integrated WWW Monitoring is divided into two parts: Regular part Integration part
The regular part should be carried out by NMCs and it should collect data from a set similar to AGM. The integration part is performed by RTHs and it combines the evaluation results from NMCs in the particular zone of responsibility with evaluation results achieved by RTH. The final evaluation result, i.e. the evaluation result of the integration part – are tables comparing the data reception at individual NMCs and at the RTH.

2.4 Configuration Files Configuration files are files that configure the METDATA Monitor program. The format of the configuration files is a well-known, self-descriptive XML format. The configuration files are stored in the installation_path/config directory. METDATA Monitor configuration consists of three important parts: config.xml parsers.xml XML files in the subdirectory monitorings
2.4.1 CONFIG.XML This file contains basic system settings, directory locations, database usage, binding to user interface, CCCC identifiers, mail server, and others settings. Every important item in this configuration file can be configured through the web-based user interface. It is not recommended to change this file by manual editing. 2.4.2 PARSERS.XML This file contains the configuration of the used report parsers. The file consists of two parts: rules for updating the SQL database with new reports and bulletins parser configurations
Parser configuration Each configured parser is enclosed by tags <parser> </parser>. Each parser includes the following definitions:

2.5 STARTING
2.5.1 How to Start METDATA Monitor After the installation it is possible to start working with the METDATA Monitor. The starting of the METDATA Monitor has to be done manually. The start-up depends on the operating system that is installed on your computer: To start up the METDATA Monitor on Windows, do the following:
Step 1. Click the Start METDATA Monitor icon that has been automatically created on your desktop after the installation.
Step 2. Open a web browser and enter the address http://localhost:8081/
RESULT: The Login page of the METDATA Monitor system will be displayed.
To start up the METDATA Monitor on Linux, do the following:
Step 1. Run script metdata.startup.sh in the directory where the METDATA Monitor system has been installed.

Warning! The first start-up after the installation might take longer, sometimes up to 30 seconds. All the following start-ups will be immediate.
Warning! Under Windows, a Terminal window pops up after clicking the Start METDATA Monitor icon. This window has to remain open ! If the window is closed, METDATA Monitor is stopped. Inform all other users.
Warning! If your computer is shut down, or restarted, the METDATA Monitor will be automatically stopped. In such cases it is necessary to start the METDATA Monitor again.

2.5.2 How to Log in as Administrator After the first start-up of the METDATA Monitor the first login has to be an administrator login because it is necessary to set the centre identifier and role needed for the correct operation of the system. Use the displayed Login page to log in to METDATA Monitor:

Step 2. Password box: Enter your password. The default password is set to administrator. It is possible to change this default password on the Change password page.

RESULT: The METDATA Monitor system will display the Menu and the General Information page. The page provides information about the current settings of the system (for detailed description see section 3.2)
Warning! Only one person can be logged in as an administrator. Multiple administrator logins are not enabled. All other users must log in as operators.
All METDATA Monitor options (operator options and setting options) will be enabled. The system will be configured according to the configuration files that are part of the installation and according to the information that you entered during the installation. In addition to the compulsory centre setup, some additional setups can be done after the installation. The following table gives an overview of the METDATA Monitor settings:

Maintenance information
Update Information about the available update for METDATA Monitor. In case that you wish to update your software, go to the System
Maintenance page. The updates are automatic, i.e. no further action will be required.
Time information If the software detects a time difference between the METDATA Monitor update server and your system, it will suggest a corrective action that should be taken to synchronize these times.

2.5.4 How to Stop METDATA Monitor In case that you do not wish to view the METDATA Monitor, it is sufficient to close the web browser. The METDATA Monitor system will keep running. In case that you wish to stop the system completely, it is necessary to stop the METDATA Monitor system manually. Do the following: To stop the METDATA Monitor on Windows OS, do the following:
Step 1. Click the Stop METDATA Monitor icon that has been automatically created on your desktop after the installation.
To stop the METDATA Monitor on Linux OS, do the following:
Step 1. Run script metdata.shutdown.sh in the directory where the METDATA Monitor system has been installed.
RESULT: The METDATA Monitor system will be stopped and no data will be received in and stored in the database.

2.6 Settings The proper system setups are an essential prerequisite for the correct operation of the METDATA Monitor system and for the correctly performed evaluations. The basic settings that are necessary for the execution of evaluations are part of the installation. These settings can be changed if required. The settings include some additional settings that do not directly influence the evaluation.
All settings are available after clicking Settings in the Menu. The basic settings are available also after clicking the buttons in the General Information page.
2.6.1 Centre Identifier The Centre Setup page is used to specify your own centre identifier. Use the centre setup:

Step 2. Click the Centre Setup option. The Centre Setup page will be displayed.
Step 3. Identifier box: Click the arrow and select your 4-letter centre identifier. The list includes all NMC identifiers recognised by WMO/OMM.
Step 4. Role box: Click the arrow and select the role of your centre in the GTS hierarchy. The selected role influences the number of stations that are monitored. See list below for the description of roles.
Step 5. Click the OK button.
RESULT: The Centre Setup page with be closed and the General information page will be displayed. The CCCC line displays the entered centre identifier and the abbreviation of the selected role in square bracket.

2.6.2 Monitoring Setup The Monitoring Setup page is used to select the details for the monitoring task to be performed next. During installation, the Annual Global Monitoring is selected as a default monitoring type. The Monitoring Setup page enables to change this default monitoring type to another monitoring type. All other details (i.e. period and download address) will be set to defaults as given in the configuration files delivered together with the software. This means that you just have to select the monitoring type and all other values are automatically supplied. You will be able to download the latest specifications used for upcoming monitoring sessions as well as you are able to specify your own monitoring cases. Before each executed evaluation it is necessary to select the appropriate monitoring type! To select the monitoring for the next evaluation, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Monitoring Setup option. The Monitoring Setup page will be displayed.
Step 3. Type of Monitoring box: Click the arrow and select the monitoring type. For the list of available monitoring types and their associated dates see table below.
Step 4. Start date and End date boxes: These specify the monitoring period. After the selection of the monitoring type, the standard monitoring period is automatically substituted. Change these dates only if a test evaluation should be carried out. The date has to be in format DD.MM.YYYY (day.month.year).
Step 5. Click the OK button.
RESULT: The Monitoring Type page with be closed and the General information page will be displayed. The Type of Monitoring line displays the selected monitoring type. See also section 2.6.4.

2.6.3 Channel Setup The channel configuration is part of the installation. The default channel setup that is used after the installation is the following:

METDATA Monitor can receive the data in two ways:
via a file disassembly line which sends the files from Message Switching System (MSS) to a METDATA Monitor directory.
via an asynchronous line which sends the bulletins from Message Switching System (MSS) to the METDATA Monitor database.
Change the channel setup if you want to: use the asynchronous channel for receiving data change the channel name or the directories where the received data is stored
2.6.3.1 File Disassembly Channel
Files are uploaded from a Message Switching System using the FTP protocol. It is necessary to ensure that an FTP-server is running on this computer, it is properly configured, and the FTP-user has a write-access to the input directory. After disassembling, the bulletins and reports from the files are stored in the METDATA Monitor directory, and the files are deleted from the input directory. A special directory can be specified for storing the incorrectly processed files. In such case, a file that appears in the input directory and it has an error in its structure, it is broken, damaged or in incorrect format, will be moved to the error directory for further analysis. In case that such file is not specified, the erroneous files are automatically deleted. Files should follow the WMO/OMM convention as defined in the WMO/OMM Manual 386 on Global Telecommunication System. The following file formats are recognized by the system: WMO-00 format WMO-01 format SOH/ETX ZCZC/NNNN (autosensing)
The system automatically decides which format of file would be used. Before the actual configuration, it is necessary to create the directory for the input, and optionally the directory for the erroneous files.

To configure the file disassembly channel, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Channel Setup option. The Channel Setup page will be displayed.
Step 3. Channel to configure box: Select the option File Disassembly.
Step 4. Click the Properties button. The Defined File Disassembly channel page will be displayed.
Step 5. Name box: Enter a symbolic name for the channel. This name is used only for display purposes in the system and should be user-readable.
Step 6. Input directory box: Specify the directory on this computer where files are uploaded by MSS. Enter the absolute path or the relative path (relative to the directory from which the METDATA system is run).
Step 7. Error directory box: Specify the directory on this computer where incorrectly processed files will be moved. Enter the absolute path or the relative path.
Step 8. Click the Save button.
RESULT: The data will be received via the configured channel. The Settings page will be displayed.

2.6.3.2 Asynchronous Channel
Bulletins received via the asynchronous channel should be coded in IA5 only (no binary codes are allowed) and enveloped by SOH/ETX or ZCZC/NNNN. To configure the asynchronous channel, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Channel Setup option. The Channel Setup page will be displayed.
Step 3. Channel to configure box: Select the option Asynchronous line.
Step 4. Click the Properties button. The Defined Asynchronous channel page will be displayed.
Step 5. Name box: Enter a symbolic name for the channel. This name is used only for display purposes in the system and should be user-readable.
Step 6. Input device box: Enter the logical name of the input device (serial port) on this computer where the data should be received. Common names of standard ports are /dev/ttyS0 or /dev/ttyS1 (for Linux) and COM1 or COM2 (for Windows). Names for non-standard serial ports can be different.
Step 7. Line speed box: Select the transfer speed of the serial line in bits per second. The options are: 2 400, 4 800, 9 600, 19 200 or 38 400.
Step 8. Data bits box: Select the number of data bits used to transfer data. The options are: 7 or 8.
Step 9. Parity box: Select the parity of transfer data. The options are: none, odd or even.
Step 10. Flow control box: Select the mode of controlling the data flow through the asynchronous line. The options are: XON/XOFF or RTS/CTS.
Step 11. Click the Save button.
RESULT: The data will be received via the configured channel. The Settings page will be displayed.

2.6.4 NMC Setup This is an additional setup that is not set during installation. In the METDATA Monitor system it is possible to include in the evaluation also the monitoring of stations that belong to another National Meteorological Centre (NMC). The Centre Setup is used for the specification of your own NMC and the NMC setup is used for specification of additional NMCs. The final evaluation will include results for all stations – the stations are under your NMC and the stations that are under the additional NMCs. To specify the additional NMCs, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the NMC Setup option. The Additional NMC Setup page will be displayed.
Step 3. NMC box: Click the arrow and select the 4-letter centre identifier of the NMC that you want to include in your evaluation. The list includes all NMC identifiers recognised by WMO/OMM.
Step 4. Click the Add button. The identifier will appear in the Additional NMCs list.
Step 5. Repeat steps 3-4 for all NMCs that should be included in the evaluation made by your NMC.
Step 6. Click the OK button.
RESULT: The added NMC will appear on the list. The evaluation will include also the monitoring of the stations falling under the added NMC.
Warning!
NMC Setup is not available if the role of your centre identifier is set to Main Hub. The main hubs are automatically evaluating all associated NMCs.
To remove the added NMC from the monitored NMCs, do the following:
Step 1. Additional NMCs list: Click the identifier of the NMC that should be removed from the evaluation.
Step 2. Click the Remove selected CCCC from list button.
Step 3. Repeat steps 1-2 for all NMCs that should be removed.
Step 4. Click the OK button.
RESULT: The removed NMC will disappear from the list. The evaluation will no longer include the monitoring of the stations falling under the removed NMC.

2.6.5 Network Setup This is an additional setup that is not set during installation.
The network setup is used for specifying the e-mail server, the sender identification used for the e-mail notifications that are generated by the METDATA Monitor and proxy setup. The addressees and the e-mail notification types are specified on the Notification Setup page.
As a prerequisite, the SMTP mail server that you will use must be configured to trust the METDATA Monitor computer and to allow relay e-mails for it.
To specify the e-mail server and the sender identification, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Network Setup option. The Network Setup page will be displayed.
Step 3. SMTP Mail server to use box: Enter the host-name or the IP address of your SMTP mail server.
Step 4. Displayed name box: Enter the name which will appear in the "From" field of the notification e-mails sent by the METDATA Monitor.
Step 5. E-mail address box: Enter the e-mail address which will appear in the "From" field of the notification e-mails sent by the METDATA Monitor.
Step 6. Click the OK button.
RESULT: The e-mail notifications generated by the METDATA Monitor will be sent through the specified server.
If you do not have direct connection to the internet and are connected via proxy server, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Network Setup option. The Network Setup page will be displayed.
Step 3. Fill in the name or IP address and port number of you HTTP Proxy server.
Step 4. Fill in the name or IP address and port number of you FTP Proxy server.
Step 5. Click the OK button.
RESULT: The specified proxy server will be used for connection to update server.

2.6.6 Notification Setup This is an additional setup that is not set during installation. The Notification Setup page is used for specifying notification e-mails that should be sent in case that certain METDATA Monitor events take place. The e-mail notifications can be also specified by operators. For this reason the detailed description of the purpose and the procedures for the notification setup are described in the User’s Guide chapter, sections 3.4.2‐3.4.4.
2.6.7 Password Change The METDATA Monitor uses two different logins: the administrator login and the operator login. During the installation the password for administrator is set to administrator, and the password for operator is set to operator. The Password Change page is used for changing the operator or the administrator password. The operator password can be also changed by operators. For this reason the procedure for changing the password is described User’s Guide chapter, sections 3.4.1. The only difference between the operator and the administrator is that the operator can change the password only for the operator and the administrator can change the password for both the operator and the administrator.

2.7 Maintenance The Maintenance page is used to perform basic maintenance of the METDATA Monitor.
2.7.1 SOFTWARE UPDATE Since METDATA Monitor version 1.7.1 the software updates will be available automatically. The software checks the update server every 3 hours and in case that some changes are detected between the version on the update server and the version installed on your computer, the update information will be displayed on the General information page and also on the System Maintenance page. 2.7.1.1 View update from the general Information page If an update is available, the information is displayed also on the General information page. The red highlight will inform you that software update is available. The software is usually updated to include the latest WMO monitoring rules and procedures, therefore it is recommended to update the software every time that an update is available. The following type of information is available on the General information page:
Step 1. Click the View Update button.
RESULT: The System Update page will be displayed. The update procedure can be started from this page. See instructions below.
To perform the system update, do the following:

2.7.2 SYSTEM HOUSE-KEEPING After a certain period (approx. 3-4 months with minimal hardware configuration), the databases with the received data and the system logs will become full. In such cases it is necessary to clean the databases, i.e. remove all received data and logs.
To perform the system house-keeping, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Maintenance option. The System Maintenance page will be displayed.
Step 3. Click the Clean button.
RESULT: The database will be cleaned.
Warning!
Do not perform house-keeping during active monitoring period ! This would remove also the data that you are currently monitoring. Check the Status on the General
information page and perform the house-keeping only if the status is not activated, scheduled, or finished.

3. User’s Guide
3.1 Logging in After the system has been installed, started and set by the administrator, it is ready to be used by operators. Several operators can be logged in to the system simultaneously. All operators have the same login and password.
Step 1. Login box: Select the option operator.
Step 2. Password box: Enter your password.

RESULT: The METDATA Monitor system will display the Menu and the General Information page.
Only the operator options will be enabled in the METDATA Monitor. This means that you will not be able to change the monitoring period, or change the system setup. These rights are reserved for the administrator.

3.3.1 How to View and Discard Information about Processes When any of the above three processes are carried out, the description appear in the General Information page and also a Process page is generated. The Process page includes detailed information about the process and it is displayed while the process is being executed. It is possible to access the Process page from the General information page, and if the information is no longer relevant, the page can be deleted. Do the following:
Step 1. Click the process description on General information page. The process descriptions appear in red font. The Process page will be displayed.
Step 2. In case that the information on the Process page is no longer relevant, e.g. information about an upload weeks ago, delete the page by clicking the icon in the top right corner of the page.
RESULT: The Process page will be deleted and the process description will disappear from the General information page. Deleting the Process page does not affect the process itself, i.e. if you delete the Process page about the executed evaluation, the evaluation results will still be available.
3.3.2 How to Display General Information The General Information page is displayed automatically after you have logged in. In case that the General Information page is not displayed and you want to check the general information about the current status of the METDATA Monitor system, do the following.

3.3.3 How to Send Evaluation to WMO/OMM from General Information page In case that the evaluation of the planned monitoring was successfully completed (i.e. the evaluation status is finished), it is possible to send the evaluation results to WMO/OMM directly from the General information page. Do the following:
Step 1. Click the Upload button on the General information page. The Send Evaluation page will be displayed. The ftp upload settings are automatically set according to the WMO/OMM specifications. Do not change any settings!
Step 2. Click the Send button.
RESULT: The evaluation results of the currently set monitoring will be uploaded to the specified directory at the WMO/OMM ftp-site.

3.4 Evaluation The METDATA Monitor collects incoming data and writes these data into the report/bulletin information database during the selected monitoring period. The data are stored in a pre-processed form and will be processed by the program on-demand for viewing and evaluation. After this process is completed, the evaluation results can be checked and sent to WMO/OMM as contribution to the specific WMO/OMM Monitoring program, e.g. AGM. The evaluation that is carried out in the METDATA Monitor system consists of the following procedures: Setup of monitoring type, period, and centre (done by administrator)
In order to evaluate a monitoring, all settings regarding the monitoring type, period, and centre haves to be done by the administrator before the evaluation is executed
Suspension of stations (only if some stations are not issuing reports) Use in case that some stations are not issuing reports during the evaluated period. The stations are still included in the evaluation; this information serves only as additional information to the evaluation.
Suspension of circuits (only if circuit problems occur) Use in case that transmissions on some circuits were not working correctly during the evaluated period. The circuits are still included in the evaluation; this information serves only as additional information to the evaluation.
Addition of comments (optional) Use in case that some explanations and/or comments should be added to the evaluation that is sent to WMO/OMM.
Evaluation The selected monitoring is evaluated. For test purposes, it is possible to run the evaluation for a custom period, not for the standard period defined by the administrator. Ultimately, for producing the evaluation which is sent to WMO/OMM, the evaluation has to be made for the standard period.
The evaluation results can be displayed on separate pages. The required evaluations should be sent to WMO/OMM via file upload to WMO/OMM FTP server. The setup of the monitoring is available only if you are logged in as an administrator. All other options are available after clicking Evaluation in the Menu. In case that all the suspensions and comments have been already added, or they are not required, you can go directly to executing the evaluation (see section 2.3.4)

3.4.1 STATION SUSPENSIONS To comply with specific monitoring requirements issued by WMO/OMM, stations with missing observations during the monitoring period can be suspended. The details of suspension are listed in a special table The Suspension of Stations page is used to specify and comment the suspended stations which may affect the monitoring results. 3.4.1.1 How to View the List of Suspended Stations In case that you want to view the list of suspended stations, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Stations option.
RESULT: The table with details about the suspended stations will be displayed (see example below).

3.4.1.2 How to Suspend a Station In case that you want to suspend a station because this station is not sending reports, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Stations option.
Step 3. Click the Add suspension button. The Suspend Station page will be displayed.
Step 4. Station index number box: Enter the 5-digit station identifier of the station that should be suspended.
Step 5. Duration of suspension boxes: Specify the time period when the station was not issuing reports. The time is entered in the format DD.MM.YYYY HH:MM (day.month.year hours:minutes), e.g. 9 o’clock on 5th March 2005 is 05.03.2005 09:00.
Step 6. Details of suspension and reasons box: Enter additional text explaining the reasons and/or giving details about the station suspension.
Step 7. Type of report list: Select the report type that is not being delivered from the given station. The following report types can be selected: SYNOP, TEMP, and PILOT.
Step 8. Number of reports not made for each time boxes: Specify the number of reports that are missing from the given station during the suspension period. In the 00 box specify the number of missing reports with GGgg = 0000, in the 06 box specify the number of missing reports with GGgg = 0600, etc. The number is interpreted for the whole suspension duration, not for individual days. For example, if a station is suspended for 5 days and it issues a TEMP report everyday with GGgg = 1800, then the number on the 18 box should be 5, because five reports issued for the given time are missing in the database.
Step 9. Click the Save button.
RESULT: The table with details about the suspended stations will be displayed. The newly suspended stations will be added to the list. The information about the suspended station will be included in the final evaluation.
Warning!
The suspensions are applied to all monitorings. This means that if you suspend a station, the information about the suspended station will be added to all evaluations until you delete the circuit from the list of suspended stations.

3.4.1.3 How to Change the Details about a Suspended Station To change details about a station suspension, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Stations option. The Suspend Station page will be displayed.
Step 3. Click the Edit button next to the station for which you want to change the details.
3.4.1.4 How to Cancel a Station Suspension To cancel a station suspension, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Stations option. The Suspend Station page will be displayed.
Step 3. Click the Delete button next to the station that should not be suspended.
Step 4. Confirm your intention to delete the suspension by clicking Yes in the displayed warning message.
RESULT: The station will be deleted from the list. The station will be also removed from the evaluation results for each evaluation that is carried out after the station was deleted from the list of suspended stations.

3.4.2 CIRCUIT SUSPENSIONS
To comply with specific monitoring requirements issued by WMO/OMM, GTS transmission circuits that are not operating correctly during the monitoring period can be suspended. The details of suspension are listed in a special table The Suspension of Circuits page is used to specify and comment the suspended circuits which may affect the monitoring results.
3.3.2.1 How to View the List of Suspended Circuits In case that you want to view the list of suspended circuits, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Circuits option.
RESULT: The table with details about the suspended circuits will be displayed .
Warning! The suspensions are applied to all monitorings. This means that if you suspend a circuit, the information about the suspended station will be added to all evaluations until youdelete the circuit from the list of suspended circuits.

3.4.2.2 How to Suspend a Circuit In case that you want to suspend a circuit because of transmission problems, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Circuits option.
Step 3. Click the Add suspension button. The Suspend Circuit page will be displayed.
Step 4. Circuits boxes: Specify the circuit that you wish to suspend. In the From box enter the identification of sender and the To box enter the identification of receiver. It is customary to identify the circuit end-points by station identifiers (IIIii or CCCC); however you can enter any string with maximum length of 8 characters (e.g. country name).
Step 5. Duration of suspension boxes: Specify the time period when the circuit was not issuing reports. The time is entered in the format DD.MM.YYYY HH:MM (day.month.year hours:minutes), e.g. 9 o’clock on 5th March 2005 is 05.03.2005 09:00.
Step 6. Remarks box: Enter additional text explaining the reasons and/or giving details about the circuit suspension.
Step 7. Click the Save button.
RESULT: The table with details about the suspended circuits will be displayed. The newly suspended circuit will be added to the list. The information about the suspended circuit will be included in the final evaluation.
3.4.2.3 How to Change the Details about a Suspended Circuit To change details about a circuit suspension, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Circuits option. The Suspend Circuit page will be displayed.
Step 3. Click the Edit button next to the circuit for which you want to change the details.

3.4.2.4 How to Cancel a Circuit Suspension To cancel a circuit suspension, do the following:
Step 1. Click the Evaluation option in the Menu.
Step 2. Click the Suspension of Circuits option. The Suspend Circuit page will be displayed.
Step 3. Click the Delete button next to the circuit that should not be suspended.
Step 4. Confirm your intention to delete the suspension by clicking Yes in the displayed warning message.
RESULT: The circuit will be deleted from the list. The circuit will be also removed from the evaluation results for each evaluation that is carried out after the circuit was deleted from the list of suspended circuits.

3.4.3 COMMENTS WMO/OMM recommends to append the evaluation results with a comment. The Comments page is used to enter your comment related to the evaluation. 3.3.3.1 How to Add Comments If you want to add monitoring information to the current monitoring, do the following:
Step 1. Click Evaluation in the Menu.
Step 2. Click the Comments option. The Comments page will be displayed. The monitoring to which the comment will be added is indicated in the line:
Entering information related to:
Step 3. Type your comment.
Step 4. Click the OK button.
RESULT: The comment will be saved and the Evaluation page will be displayed.
This text will be saved in the file with the designator "IN" as specified by WMO/OMM. A file with the designator "FI" for Files information (list of data monitored by the centre concerned) as specified by WMO/OMM will be generated and uploaded to the WMO/OMM server automatically.
Warning! The comments are applied only to the monitoring type. This means that if you enter a comment related to the Annual Global Monitoring, this comment will only appear in theevaluation of the Annual Global Monitoring. The comments for individual monitoringtypes have to be added separately.

3.4.4 EVALUATING The Evaluate page is used to launch the evaluation of the currently set monitoring. The monitoring has to be set by the administrator before the evaluation can be started. 3.3.4.1 How to Make an Evaluation for Standard Time
Step 1. Click Evaluation in the Menu.
Step 2. Click the Evaluate option. The Evaluate page will be displayed stating the currently set monitoring type and time.
Step 3. Click the OK button.
RESULT: The evaluation for the monitoring set by the administrator will be executed.
3.4.4.2 How to Make an Evaluation for Custom Time The monitoring set by the administrator is usually specified in such a way that the standard monitoring time, required by the WMO/OMM, is used. In case that you want to run the evaluation process for your own purposes (i.e. the results will not be sent to WMO/OMM), you can also specify a custom period that should be evaluated.
Warning!
The custom evaluation period must be within the monitoring period!
Step 1. Click Evaluation in the Menu.
Step 2. Click the Evaluate option. The Evaluate page will be displayed stating the currently set monitoring type and time.
Step 3. Start day of evaluation box: Enter the first day of the evaluation process (INCLUDING the first day) in the format DD.MM.YYYY (day.month.year), e.g. 03.10.2011 for 3rd October 2011. The evaluation will start at 00:00:00 UTC of the given date.
Step 4. End day of evaluation box: Enter the first day of the evaluation process (INCLUDING the last day) in the format DD.MM.YYYY (day.month.year), e.g. 11.10.2011 for 11th October 2011. The evaluation will stop at 23:29:59 UTC of the given date.
Step 5. Click the OK button.
RESULT: The evaluation for the monitoring set by the administrator will be executed.

3.4.4.3 Evaluation Process During the evaluation process, the Process page will be displayed. The Process page gives details about the progress of the evaluation.
When the evaluation process is finished, the Process page will display the complete list of evaluations according to bulletin and report types.
The icon that appears on the top of page enables to delete the Process page, i.e. the description of the evaluation process. The deletion of the page does not affect the evaluation results, i.e. the evaluation results will still be accessible.

3.4.4.4 How to View Evaluation Results After the evaluation request has been submitted and executed, the evaluation results can be viewed. There are two options how to view the evaluation results: OPTION 1: Immediately after the execution of the evaluation, from the Process page.
Step 1. Click the click here to see results link in the Process page.
RESULT: The View Evaluation Results page will be displayed..
OPTION 2: Anytime after the evaluation has been carried out, i.e. the evaluation status is
finished.
Step 1. Click Evaluation in the Menu.
Step 2. Click the View Results option.
RESULT: The View Evaluation Results page will be displayed.
The evaluation results are sorted according to the various bulletin and report types that have been monitored. The results are presented as evaluation tables. In addition to the tables with the evaluation, several other tables (summary, comment, information about suspended stations and circuits) are included in the evaluation. To view a specific evaluation table do the following:
Step 1. Type of data list-box on the View Evaluation Results page: Select the evaluation table that you want to display.
Step 2. Click the View button.
RESULT: A separated page entitled Evaluation Results will be displayed. The page shows the selected evaluation table.
The evaluation tables are displayed as separate pages independent from the METDATA Monitor page, so it is possible to display several pages with evaluation tables at once. In case that the you do not want to view the evaluation table any longer, click the Close button. This will only close the given evaluation table, the METDATA Monitor page will remain on the screen.

3.4.4.5 How to Print Evaluation Results In addition to viewing the results on screen, or sending the files with the results to WMO/OMM, it is also possible to print the evaluation tables. Since the tables are displayed separately, they can only be printed separately. To print the displayed evaluation table, do the following:
Step 1. Click the Print button on the Evaluation Results: page.
Step 2. The Print dialog will be displayed. The exact printer settings depend on the printers that are available on your computer.
RESULT: The table will be printed according to the selected printer settings.
Warning! Do not print the evaluation table by using the Print option on the File menu of the web browser. The tables will not be printed correctly and some additional elements willbe printed on the page.

3.4.4.7 How to Send Evaluation Results The results of the evaluation processes are intended to be sent to WMO/OMM as a contribution to the specific WMO/OMM Monitoring programme. The evaluation results of the monitoring can be directly uploaded to the WMO/OMM ftp-site. The settings for the upload are part of the system configuration and they are stored in special configuration files prepared by WMO/OMM. To upload the evaluation results to the directory at the WMO/OMM FTP-site, do the following:
Step 1. Click Evaluation in the Menu.
Step 2. Click the Upload Results option. The Send Evaluation Results page will be displayed stating the current monitoring type and the settings for the FTP upload.
Step 3. Click the Defaults button to make sure that the settings are identical to the WMO/OMM specifications.
Step 4. Click the Send button.
RESULT: The evaluation result will be uploaded to the WMO/OMM FTP-site.
It is also possible to upload the results to an FTP-server other than the default WMO/OMM FTP-server. The only requirement is that the specified path must exist at the specified FTP-server. To upload the evaluation results to a directory at a selected FTP-site, do the following:
Step 1. Click Evaluation in the Menu.
Step 2. Click the Upload Results option. The Send Evaluation Results page will be displayed stating the current monitoring type and the settings for the ftp upload.
Step 3. Server box: Enter the name of the remote FTP-server.
Step 4. Login name box: Enter the login name of your account at the specified FTP-server
Step 5. Password box: Enter the password for your account at the specified FTP-server.
Step 6. Directory box: Enter the directory on the remote FTP-server (preceded by the absolute path to the directory), where the evaluation results should be uploaded. The specified path and directory must exist at the FTP server.
Step 7. Click the Send button.
RESULT: The evaluation result will be uploaded to the specified server.

If the destination directory does not exist on the FTP server, the METDATA Monitor will create the missing directories during the Evaluation Upload process.
3.4.4.8 Upload Process During the uploading, the Process page will be displayed. The Process page gives details about the progress of the upload. When the uploading is finished, the Process page will display the complete list of uploaded files. The icon displayed on the top of page enables to delete the Process page: this will delete the information about the process and does not affect the process itself.

When the results are uploaded, a special sub‐directory is automatically created on the FTP-server. The sent evaluation results are stored in this sub-directory. 3.4.4.9 How to Access Other Evaluation Results For each monitoring the latest evaluation results are stored in the assigned sub-directory. The evaluation results that are displayed after clicking View results are the evaluation results of the latest evaluation of the active monitoring.
In case you execute another evaluation of the same monitoring, the evaluation results are
overwritten, i.e. only the results of the new evaluation will be available. The previous evaluation results are deleted. For each monitoring type, only one set of evaluation tables is stored – the results of the latest executed evaluation.
In case that another monitoring type is selected, the evaluation results of this monitoring
will be displayed after clicking View results. The evaluation results of all other monitoring types are still stored, but the are not active.

3.4.4.10 How to Make Two Monitorings with Coinciding Periods The Annual Global Monitoring and the Integrated WWW Monitoring – period 4 have the same monitoring periods, namely 1st -10th October. As the above illustration shows, the evaluation results are stored regardless of the monitoring type that is currently set. So, in order to make the two monitorings with coinciding periods and get both evaluation results, do the following (let’s suppose that the currently set monitoring is AGM, and you also want to execute the IWM – 4 monitoring):
Step 1. Evaluate the monitoring that is currently set, i.e. AGM, and deal with the evaluation results according to your requirements (view them, print them, or upload them).
Step 2. Change the monitoring to IWM - period4 monitoring (Settings Monitoring Setup Type of Monitoring). In case that you are an operator, ask the administrator to change the monitoring type.
Step 3. Evaluate the currently set monitoring i.e. IWM - period4, and deal with the evaluation results according to your requirements (view them, print them, or upload them).
RESULT: The evaluation results will be stored in the assigned subdirectories. If you change the monitoring type, the corresponding evaluation results will be available for display, printing, or upload.

3.4.4.11 How to Make the Integrated WWW Monitoring Integration part at RTH To do the IWM comparison at RTH (Integrated WWW Monitoring - Integration part), you need to store the regular IWM result files (NOT from the Integration part evaluation) (all *.ASC files from “evaluation/IWMn/” directory - received by email or downloaded from WMO ftp server) from NMC's into the directory “data/wmoresults/” under the METDATA Monitor installation path (like “/usr/local/METDATA Monitor/” or “C:\Program Files\METDATA Monitor\”). If METDATA finds the result files in this directory, it will take those regular results for all NMC's which should be compared to their RTH evaluation results. Example Simple example for NMC=LZIB and RTH=LOWM:
IWM evaluation result files from LZIB (NMC) are sent to WMO ftp server as N2010100115LZIBddp.ASC
then their RTH LOWM will do their own IWM evaluation, so files like R2010100115LOWMddp.ASC will be created and uploaded to WMO ftp server
after that the LOWM needs to download the IWM evaluation files of their corresponding NMCs (like LZIB) from WMO ftp server and store them into the directory “data/wmoresults/”
next the LOWM as an RTH needs to change the monitoring type to “IWM - Integration part” and start the evaluation again to have the merged results in files like G2010100115LOWMddp.ASC which should be uploaded to WMO ftp server later
Note The METDATA Monitor software doesn't create for the IWM Integration part solid evaluation files for all NMC’s and data type like G2010100115[nmc][rth]ddp.ASC but only one file for every data type like G2010100115[rth]ddp.ASC where results from NMCs are merged together.

3.4.5 DATE SELECTOR The Date Selector is a tool for selecting a required day of the year.
The icon gives access to the Date Selector at all places in METDATA Monitor where a date is selected, for example when you specify the start day of evaluation, or the period when a station is suspended.
3.4.5.1 How to Use the Date Selector
Step 1. Click to access the Date Selector.
Step 2. In case that you would like to select the current day, click the Today button.
Step 3. Select the required year: click the << button once to go to the previous year, click the >> button once to go to the next year, or hold down these buttons to display a list of years and click the required year in the list.
Step 4. Select the required month: click the < button once to go to the previous month, click the > once to go to the next month, or hold down any these buttons to display a list of months and click the required month in the list.
Step 5. Click the required day.
RESULT: The Date Selector is closed and the selected date appears in the Date box.

3.5 Settings The Settings options are used the change the system settings. Operators have limited possibilities for changing the system settings; they can only change the login password or activate the sending of notification e-mails about the system events. All other settings are done by the administrator.
3.5.1 How to Change Your Password The METDATA Monitor system recognizes only two users: the operator and the administrator. All operators use the same login name and password If you want to change the operator password, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Password Change option. The Password Change page will be displayed.
Step 3. New Password box: Enter the new password that should be used for operator login.
Step 4. Verification box: Enter the new password again.
Step 5. Click the Change button.
RESULT: The password for operator login will be changed.
Warning! All users that log in as operators must use this new password. Make sure that youinform the other operators about the password change !

3.5.2 How to Get Notification about METDATA Monitor Events by Mail The METDATA Monitor system can automatically send notification e-mails about various events that took place in the system. If you want to setup the sending of notification e-mails, do the following:
Step 1. Click Settings in the Menu.
Step 2. Click the Notification Setup option. The Notification by E-mail page will be displayed.
Step 3. Name box: Type the name of the e-mail recipient.
Step 4. E-mail box: Type the e-mail address of the recipient. The standard address format is expected, i.e. [email protected] .
Step 5. Check the check-boxes for the events about which the recipient should be notified by an e-mail. See table below for the list of event types about which notification e-mails can be sent.
Step 6. Click the Add/Modify button.
RESULT: The notification setup will be added to the list at the bottom of the page. The coloured squares indicate the selected event-type. The notification e-mails are activated, i.e. from this moment the recipient will receive e-mails about the selected events.

3.5.3 How to Change the Setup of the E-mail Notifications The setup of the e-mail notification can be changed. It is possible to change the name, the address, or the selected notification events. Do the following:
Step 1. In the list of e-mail recipients select the recipient for which you want to change the setup. The selected recipient will be highlighted and his/her settings will be displayed
Step 2. In the E-mail box you can change the e-mail address of the recipient.
Step 3. Make the required changes in the check-box selection.
Step 4. Click the Add/Modify button.
RESULT: The setting for the e-mail notification will be updated according to the changes that you have made.
3.5.4 How to Cancel the E-mail Notifications In case that some recipients should not receive the notification e-mails anymore, the sending of the e-mails can be cancelled. Do the following:
Step 1. In the list of e-mail recipients select the recipient for whom the e-mail notification should be cancelled.
Step 2. Click the Delete button.
RESULT: The recipient will be deleted from the list of e-mail recipients. The sending of e-mails to this recipient will be stopped.

3.6 Logs and Statistics The Logs and Statistics menu options allow viewing the system logs, the statistics about message processing and database usage, and the summary information about executed evaluations. 3.6.1 How to View System Statistics If you would like to view the statistics about the message processing and the system database do the following:
Step 1. Click Logs and Statistics in the Menu.
Step 2. Click the Statistics option.
RESULT: The Statistics page with the message processing statistics and the database statistics will be displayed.
The Message Processing Statistics includes information about messages and reports that have been processed since the Messages accepted: Number of messages that have been accepted by the system (no
errors on the physical or logical level). Messages rejected: Number of messages rejected because of detected error on the
logical level. Reports accepted : Number of reports that have been accepted by the system (no
errors on the physical or logical level). Reports rejected: Number of reports rejected because of detected error on the
logical level. The Database Statistics includes information about the number of bulletins and reports that are stored in the system database. Number of bulletins: Number of bulletins stored in the SQL database (since the last
database clean-up). The system considers these bulletins as correct, i.e. no errors on the logical or physical level have been detected.
Number of reports: Number of individual reports stored in the SQL database (since the last database clean-up) The system considers these bulletins as correct, i.e. no errors on the logical or physical level have been detected.
Data with errors on physical level is not included in the statistics.

3.6.2 How to Refresh the Displayed Statistics Since meteorological data is constantly received, the statistics keep changing. If you have kept the Statistics page open for a longer time, the displayed information might not reflect the current state. In order to refresh the displayed information, do the following.

RESULT: The Statistics page with display the latest statistic information.
3.6.3 How to View System Log Entries The log entries provide information about system events which are logged by the METDATA Monitor logging subsystem. To view the log entries do the following:
Step 1. Click Logs and Statistics in the Menu.
Step 2. Click the System Log option.
RESULT: The System Log Entries page with the log entries will be displayed
The following information is included in the displayed log entries:

4. Troubleshooting
Consult this section if you encounter problems when using the METDATA Monitor System. 4.1 The system did not start up If the configuration files were accidentally removed and the METDATA Monitor system was closed, it is not possible to start the system again without the configuration files. The system has to be installed again. 4.2 The connection was refused after login This problem might occur under Windows OS. Probably the Terminal window that appears after the start-up has been closed. Click the Start METDATA Monitor icon to start-up the system and make sure that you leave the Terminal window open. Afterwards, open the browser and proceed as usual. 4.3 I have forgotten my password. In case that the users have forgotten their passwords, it is possible to recover the default administrator password. Afterwards, the administrator can specify new operator passwords on the Change password page. WINDOWS OS Step 1. In the Start menu of the Windows point to the METDATA Monitor program and
click the METDATA Monitor Administration Tool option. Step 2. After the Administration Tool window is opened, enter the command recover. Step 3. You will be prompted to enter the recovery protect password. Type the word metdata
and press ENTER. LINUX OS Step 1. Go to the directory where METDATA Monitor is installed. Step 2. In the console, enter the command ./admtool.sh. Step 3. After the Administration Tool window is opened, enter the command recover. Step 4. You will be prompted to enter the recovery protect password. Type the word metdata
and press ENTER. This will reset the administrator password to the default password: administrator. 4.4 The General Information page is not showing any monitoring. Normally, some monitoring type is always selected. Non-activated monitoring can be only a result of corrupted configuration files or a erroneous manual editing of configuration files. The configuration files are saved again after the selection of a monitoring type. Contact your administrator and ask him/her to set the monitoring (Settings Monitoring Setup Type of Monitoring).

4.5 The General Information page is not showing the monitoring I want. The administrator did not set the monitoring to the required type. Contact your administrator and ask him/her to change the monitoring type (Settings Monitoring Setup Type of Monitoring). 4.6 The General information page displays a list of processes All processes that have been started (evaluation, upload, download) will generate a short process description on the General Information page. In case that this information is no longer relevant, open the Process page by clicking the red hyperlink, and delete the page by clicking the icon. The process description will disappear from the General Information page. 4.7 I performed an action but the Login page was displayed. You have left the system idle for more than 30 minutes. METDATA Monitor automatically performs a logout if no action is executed for more than 30 minutes. Log in and continue with your work.
4.8 The list of monitoring types is missing. The configuration files that contain the rules for various monitorings have been probably deleted. Ask your administrator to download the configuration files from WMO/OMM (Settings Monitoring Setup Download), or to store the configuration files in the installation_path/data/wmo directory. 4.9 The list of CCCC centre identifiers is missing. The file with the list of centre identifiers (based on WMO Volume A) has been probably deleted. Ask your administrator to download the WMO Volumes A and C (Settings WMO Volumes
Download), or to store the configuration files in the installation_path/data/wmo directory. 4.10 I have changed the address in the Download from box and I want to get the address of the WMO site The address of the WMO/OMM site from which the WMO Volumes and the WMO configuration files are downloaded, is part of the program code and it appears in the Download from box each time when the page is opened. In case you have changed the address, go to any other page and then return to the Monitoring Setup/WMO Volumes page.

A: METDATA Monitor has detected that your system's time is different from UTC (with a precision limited by a possible network latency between your server and our update server where the current UTC time is taken from). Since the monitoring capabilities of METDATA Monitor highly depend on the exact notion of a current UTC time, this time difference will have effect on the accuracy of monitoring results.
