Welcome To Our Quinceañera
This beloved Mexican “Quinceañera” tradition
is a joyful occasion and rite of passage of young
women into society. In this spirit, Mixteca now
celebrates 15 years of immigrant services and
advocacy in Brooklyn. We wish to highlight our
renewed leadership and continued commitment
to our roots and decades-old trajectory. Indeed,
Mixteca’s founder, Dr. Gabriel Rincón, began
envisioning a stronger and healthier Mexican
community ever since his arrival from Puebla in
the eighties. Thanks to his dedication and passion,
today Mixteca enjoys a 30 year legacy and remains
a courageous voice of this vibrant community,
composed mainly of recent and second-generation
immigrants, people whose journey has taken them
away from a beautiful and impoverished moun-
tainous region in central Mexico to the sunny hills
of South Brooklyn and Sunset Park. The Statute
of Liberty directly faces the communities of this
corner of our great city, as if watching over to
ensure they take the right steps in order to fulfill
the dreams they had upon leaving their
homelands: a better life, more opportunities, a
system that works for all, an education, dignity,
equality, fairness, rights.
Yet, as our work at Mixteca has shown over the
years, none of the goods of a democratic society
are attainable without hard work and leadership.
While the neighborhoods we serve have long been
attractive enclaves for recently-arrived immigrant
families, today we are confronted with
gentrification, higher costs of living, and limited
access to services that threaten Brooklyn’s
immigrant identity.
These and other external challenges are paired
with an equally threatening reality from the inside.
Years of screening for preventable diseases at
Mixteca have also revealed the underlying truth
of domestic violence and oppression in our
immigrant families. For this reason, the recent
incorporation of Mixteca into the New York
Women’s Foundation strengthens our position as
a household name for immigrant empowerment,
and will allow us to build on our legacy of
promoting women’s leadership and
entrepreneurship. Mixteca has raised red flags on
domestic violence for years, and in 2012 created a
program to confront it. Now we are in a better
position to address the problem while

consolidating a safe haven and resource hub
for immigrant families.
Like the New York Women’s Foundation, Brooklyn
Community Foundation, the New York
Immigration Coalition, and many other institutions
know, investing in Mixteca is an impactful way
to give back to the community and take a strong
stance to ensure that immigrant families in need
have a trusted venue to articulate their dreams of
finding an easier passage into full-blown civic and
social participation. You can contribute in different
ways, through financial or in-kind donations,
by volunteering, and participating with us in this
journey of immigrant enfranchisement in New York
and beyond.
We thank you for joining us on this special evening
and look forward to celebrating the next 15 years
together.

Immigrant Rights Advocate of the Year Award Presented by:

New York City Council Member Carlos Menchaca
is Chair of the Committee on Immigration and
a member of the LGBT Caucus. He authored,
introduced and passed legislation to create the
first municipal identification card program in New
York City, and worked to secure funding for the
largest public defender program for undocumented
immigrants in the nation. Carlos represents an
incredibly diverse district of front-line communities
in New York: a large Chinese and Latino immigrant
population, the second largest public housing
development in the City, and a waterfront
community heavily impacted by Hurricane Sandy.
After a successful first round of Participatory
Budgeting last fiscal year, Carlos plans to bring a
broader vision of participatory democracy to this
diverse district by encouraging community
involvement in the entire budget, legislative,
and policy making process.

Lic. Josefina Vázquez MotaBusinesswoman and Politician
Josefina Vázquez Mota was the first woman in
charge of the Mexican Secretary of Education
(2006-2009) and also the first woman designated
as Secretary of Social Development (2000-2006).
In both positions she actively promoted the
development and recognition of the Mexican
community in the United States through
cross-border initiatives aimed at empowering
Mexican families. During her time as Secretary
of Social Development (SEDESOL) she
dramatically enhanced the 3x1 Immigrant’s
Program, a government initiative aimed at
fostering growth of remittance-receiving regions
in Mexico. When she arrived to SEDESOL this
initiative congregated 20 active organizations. At
the end of her tenure, almost 1000 organizations
were involved in the program. Ms. Vázquez Mota
served as a member of Congress (2009-2011) as
her party’s leader and became the National Action
Party’s (PAN) presidential candidate in the 2012
Mexican elections.
Throughout her exemplary career, Josefina
Vázquez Mota has promoted the development
of Mexico and the Mexican communities in the
United States. Her most recent book, Nuestra
oportunidad. Un México para todos (Our
opportunity. A México for everyone) is an inspiring
dialogue with 22 leaders of the Mexican diaspora.

As a career diplomat, Sandra Fuentes-Berain
ascended the ranks of the Foreign Service until
she was appointed Ambassador in 1988 when
she served as Consul General in Hong Kong. She
has served as Mexico’s Head of Mission to the
European Union and Ambassador to Belgium and
Luxembourg, Canada, France and The
Netherlands; as well as Consul General in Milan,
where she headed the Office for the Promotion of
Businesses between Mexico and the European
Union. At the Ministry of Foreign Affairs, she was
Director General for Europe, Director General for
Asia/Pacific and Adviser to the Minister. As an
acknowledgement of her remarkable career as
a member of the Mexican Foreign Service, the
President of Mexico granted Ambassador Sandra
Fuentes-Berain in 2012 the lifetime rank of
Ambassador Emeritus.
As Consul General of Mexico in New York,
Ambassador Fuentes-Berain has worked to
formalize and institutionalize the Ventanilla de
Salud (Window of Health Program), an umbrella
initiative that links entry-level, health-related
services for immigrants and operates in all 50
Mexican consulates in the US. Under her watch,
this public-private collaborative of multinational
breath is now a signed Memorandum of
Understanding that amalgamates the will of the
most outstanding health institutions for the sake of
underserved immigrant communities nationwide.

About Us Our Mission: To empower the Mexican and Hispanic immigrants by providing access to services that enhance their quality of life and allows them to reach sustainable social and economic development.
To write about the birth of Mixteca Organization,
Inc. is to place ourselves within the history of the
HIV/AIDS awareness services in the United States.
In the mid-1990s, information about AIDS was
on the rise, but in immigrant and underserved
communities —particularly Hispanic ones—
levels of HIV/AIDS infection was still rampant.
New York City had, and still does, one of the
highest number of Hispanics infected with
HIV/AIDS. In 1991 Dr. Gabriel Rincón bears
witness to the lack of information available in
Spanish and decides to take action by organizing
talks about HIV/AIDS, its risks, forms of
prevention, and treatment. In 2000, together with
Facundo Méndez and Alejandra Rodríguez, Dr.
Rincón formalizes his outreach activity and obtains
nonprofit status for an organization united under
one mission: To empower the Mexican and
Hispanic immigrants by providing access to
services that enhance their quality of life
and allows them to reach sustainable social and
economic development.
A New House with a Widened Scope
Today Mixteca provides hundreds of immigrant
families and adults with HIV/AIDS testing and
education, preventative health services, English
classes, adult and computer literacy, certification
courses, talks on nutrition, immigration,
entrepreneurship and leadership. In 2012 we
expanded our programming to include Domestic
Violence awareness education and screenings.
Most recently Mixteca has continued to explore
the empowerment of women and families through
the generous support of the New York Women’s
Foundation and partners dedicated to the integral
development of communities and families.

Our Impact in 2014
Access to Health Care: Our Access to Health
Care Program is an array of direct services which
uses the lay health promoter model. Mixteca has
successfully adapted this model, originally used
in small villages across Latin America, to tap into
social networks within the immigrant community to
share life-saving health information and resources.
HIV/AIDS Prevention, Counseling and Testing:
Our HIV/AIDS Prevention, Counseling and Testing
Program brings lifesaving information to the
community and builds awareness. Mixteca health
promoters have been trained by the New York City
Department of Health and Mental Hygiene to offer
confidential HIV rapid testing and counseling.
Domestic Violence Awareness, Prevention and
Support: Through this initiative we seek to increase
awareness that domestic violence is a crime for which
there are laws and resources in this country; challenge
community norms that perpetuate or tolerate gender
violence and link individuals/families in need of
domestic violence support and services to culturally
sensitive resources.
