S.1619 Livable Communities Act of 2009

• Creates HUD Office of Sustainable Housing & Communities

• $100 Million/year 2010-2013 for comprehensive planning grant program for local government consortiums (local & state government, MPO, regional councils) that address one or more of the following:– Develop regional plans/goals/strategies involving land use,

conservation, increasing access/ridership on public transit, creation/preservation of workforce housing, promoting TOD, revitalizing communities, environmental protection, public health, reducing GHG,

– Implementing plans through interjurisdictional agreements that asses regional population growth and impacts to jobs, housing (long-term affordable and workforce), transportation options

S.1619 Livable Communities Act of 2009

• $3.75 Billion total for Sustainability Challenge Grants program 2011-2013 to promote integrated transportation, housing and energy programs that promote sustainable/location-efficient development

• $150 Million reserved for same applicants • 10% for planning; balance project specific goal

implementation from the regional plan• promote livable communities through TODs, public

transportation improvements/complete streets, creating/preserving affordable housing, energy efficiency, mixed income development, smart growth infrastructure maintenance/improvements, land use/zoning reform
