State of Florida Enhanced Hazard Mitigation Plan

Mitigation Projects Over the last three years, DEM’s Mitigation Planning Unit has been coordinating with

SHMPAT organizations to collect regular updates on current projects and proposed projects in accordance with the SITE plan monitoring procedures outlined in Section 7: Plan Maintenance. This process has helped cultivate relationships, evaluate the state’s progress on goals and objectives, and track mitigation initiatives at the state level.

Florida is a unique state when it comes to mitigation. Local mitigation projects are

prioritized by each Local Mitigation Strategy (LMS) working group. Prioritized lists are submitted to the state each year as a part of the Rule 27P-22 update process and again with five- year plan updates. DEM has delegated its authority to set priorities and select projects to the LMS working groups in order to validate the local mitigation planning process embodied in the LMS. Under the rule, only prioritized projects from the LMSs are eligible for Hazard Mitigation Grant Program (HMGP) project funding. Projects submitted to the state for potential funding must be accompanied by a letter informing the state of their prioritized ranking and be endorsed by the LMS working group chairperson. More on project prioritization can be found in Section 5: Funding and Projects.

Appendix N: State Managed Projects consists of the following tables:

• Table 1 is a compilation of all projects awarded between 2010 and December 2012. Projects on this list are all managed by DEM and kept updated in the project management database, FloridaMitigaion.org.

• Table 2 is the most recent version of the SITE database, which is used to track the SHMPAT’s mitigation initiatives. Table 2 consists of all current initiatives.

• Table 3 contains the initiatives identified by SHMPAT member organizations that have been completed throughout the past few years.

• Table 4 identifies the number of projects that have been funded under the annual federally funded non-disaster grant programs and the target closeout date of the full grant package.

• Table 5 shows the disaster declarations the past 20 years which received HMGP, the closeout dates, and which ones are still currently open and being managed by DEM and FEMA.

• Table 6 provides the most up-to-date information on the HMGP applications received under Tropical Storm Debby. The table lists submitted projects by county and by the funding priority established by the LMS working groups.

SFWMD East Coast Protection Levees

This project concerns the Levee which runs the length of Broward County. The project involves increasing ground inspections of the levee, installation of instrumentation along the levee to monitor water levels on a continuous basis, stockpiling rock in upland areas in case levee conditions change, installation of ring dikes as seepage control measures, and removal of vegetation for ease of inspection in order to meet FEMA accreditation standards.

Results emphasized using land use strategies as a mitigation tool.
