Appendix N: State Managed Projects August 2013 State of Florida Enhanced Hazard Mitigation Plan Mitigation Projects Over the last three years, DEM’s Mitigation Planning Unit has been coordinating with SHMPAT organizations to collect regular updates on current projects and proposed projects in accordance with the SITE plan monitoring procedures outlined in Section 7: Plan Maintenance. This process has helped cultivate relationships, evaluate the state’s progress on goals and objectives, and track mitigation initiatives at the state level. Florida is a unique state when it comes to mitigation. Local mitigation projects are prioritized by each Local Mitigation Strategy (LMS) working group. Prioritized lists are submitted to the state each year as a part of the Rule 27P-22 update process and again with five- year plan updates. DEM has delegated its authority to set priorities and select projects to the LMS working groups in order to validate the local mitigation planning process embodied in the LMS. Under the rule, only prioritized projects from the LMSs are eligible for Hazard Mitigation Grant Program (HMGP) project funding. Projects submitted to the state for potential funding must be accompanied by a letter informing the state of their prioritized ranking and be endorsed by the LMS working group chairperson. More on project prioritization can be found in Section 5: Funding and Projects.
