1. MINUTES OF OCTOBER 2. 1996 MEETING

- Minutes of October 2/96 meeting were accepted and signed

Discussion regarding minutes:

Bev Daybutch 's Home -Bev could not be contacted but Gwen Cada's daughter will be contacted to find out what Gwen wants to do with her furniture and then Council will have to decide who will live in this house

Cockburn Island First Nation - more information is required regarding the storage of tires - in the meantime, Movetech has faxed a memo stating that

there should be no problem storing 5000 tires at a time

Troy Morningstar - Troy has contacted the band office stating that he would like a letter stating that Council does not want any loud partying going on at his home, then he can show proof to the visitors that he means business

2. COMMUNITY OPPORTUNITY PLANNER - VAL CHIBLOW

- Val provided a breakdown of how the monies are flowing down to Naadmaadwiukfrom Human Resource Development Commission - she is hoping that Mississauga will get $50,000 for Job Development - presently there is an application/or $21,000 for renovations - there is a contract in Mississauga/or $14,000 not yet used - Section 25: Two clients - Ted Boyer Sr. and Laurie Jacques - Council had no problem with these clients except the fact that if ever the position comes up for a Housing Co-ordinator, then the position will be posted - new programs will be coming on board, they are for the Youths and Phase II Section 25 - Phase II Section 25 for clients who have received UIC Benefits in the last three years, jobs can be created - (see attached breakdown as per Val's attachment) - priorities for the usage of money from Naadmaadwiuk

- completion of administration building - water extension on the main road to Larry Niganobe - brushing - fores try stands cleaned up

- with these ideas, Val will be working on some projects

3. BAND ADMINISTRATOR'S UPDATE-JIM CADA JR.

a) Program Manager's Report - discussion on the Priority Management Training- this is scheduled/or October 30, 1996 - there was an update on holiday forms - discussion took place regarding Christmas Holidays - Council agreed that the band office will be closed on December 24/96 to January 3/97, reopening on January 6, 1997 - a memo will be going out to staff to find out if November 1/96 or November 11/96 will be taken as a holiday, MAJORITY RULES - the next staff meeting will be held on October 31/96 - the next Finance Committee Meeting will be held on November 5/96 - the next Program Manager's Meeting will be held on November 5/96 - Canada Savings Bond applications are in, deadline date for opting to go on a payroll deduction is November 8/96, the rate is 4.40677%

b) Finance Committee Report - the Committee met and reviewed the general government budget - a lengthy discussion was held regarding the Community Opportunity Planner budget - her budget needs to be revised and will be dealt with at the next Finance Committee Meetillg

c) Housing - Drywall Quotes - three quotes were received: John Gerrish

- Council agreed that if Bill Boyer Jr. will bring his price down to $650 then 4 homes will be given to Bev and 4 will be given to Bill Boyer Jr. - this will ensure that both band members are getting the colltract

d) Planned Meeting Dates - Water Engineering Study - October 21/96 - 1 :00 p.m. - Environmental Assessment - Mine Capping - October 21/96 - 10:00 a.m.

e)NCGas - a representative has met with Jim Cada Jr. - Jim will be preparing a list of the band buildings stating the consumption

f) Funds Held In Trust - Jim has been contacted by INA C statillg that they fin ally see the error regarding the $550,000 that has been sitting in this account since August 1994 - the discussion regarding this money has come up with Council previously -INAC states that the monies will be withdrawn from Funds Held in Trust plus interest that this money has been accruing up until March 31/96

4. RENTAL AGREEMENT- JACK SCOTT PROPERTY

- a rental agreement was prepared between Mississauga First Nation and Mr. Jack Scott for the rent of the home on the property being purchased - the cost of rental of the unit will be $450.00 per month in addition at the lessee's cost hydro, gas propane, hot water tank and propane stove will also be his responsibility - he will allow a representative of the Mississauga First Nation to enter the residence periodically for inspection purposes at a duly agreed upon time and date - Council had no problem with this agreement as it will safeguard against vandalism - Chief Boyer will be meeting with the Trust to ask questions regarding who the agreement will be between, who pays the property taxes, this will take place on Friday morning

5. DEVELOPMENT CORPORATION BOARD OF DIRECTORS

- the Ad Hoc Committee presented the recommendations for the Board of Directors - there were five applicants and one candidate declined on the basis of a "conflict of interest"

this being Fidele Jokinen - the recommendation is the following: Louisa Chiblow

- Council agreed with this recommendation

- as outlined in the study by BDO, the initial Board should have five (5) members - 1 appointed representative from the elected body of Chief and Council - 1 appointed representative from the elected body of the Mississagi Trust - 3 representatives from the community

- Chief Boyer asked if any Council Member has any interest in sitting on this Board - Chief Boyer stated that if there was no one, he would be willing to be a Board Member until election time **- Chief Boyer contacted Jim Cada Sr. regarding this Board and since then Jim Cada Sr. has agreed to be a Board of Director for the Development Corporation** - the Trust will appoint their delegate on Friday, October 19, 1996

7. OTHER BUSINESS

a) Membership - formal letter from Peter Boyer not accepting membership transfers for 4 persons on the list posted - copy of this letter has been forwarded to the membership clerk for a reply as to the process that will be fallowed for a referendum vote

b) SFL Negotiator - Resignation - Glen Austin has resigned as the Sustainable Forestry License Negotiator - Chief Boyer states that he has accepted Glen's resignation and from now on Greg Day butch and Clayton Labranche, who are working inf orestry, will be doing the negotiating and because Lorne Boyer is knowledgeable in forestry, he will be attending meetings also

c) Movetech - a faxwas received from William Forlippa stating that is is entirely legal and no permits would be requiared to store up to 5000 tires

d) Heavy Equipment Operators - Ray and Wilfred Morningstar to be heavy equipment operators - Don Gionette to be driving the black truck and Frank Gionette to be driving the white truck - Gerry Bobiwash to look after other duties (public works) - Chief Boyer states that he will talk to Jim Cada Jr. to let the workers know this plan

No other business was discussed Meeting adjourned at 8:00 o'clock
