One of the reasons could be the deployment of new Russian sea-launched cruise missiles Putinannounced at a recent meeting in Novorossiysk, neutralizing American power and Washington'smilitary superiority in the large geopolitical region from Warsaw to Kabul, from Rome to Baghdad.

But first things first.

On September 10 Russian news agencies reported urbi et orbi that President Putin is taking a personallead of the Military-Industrial Commission, until then led by the government, ordering to prepare a newversion of the Military Doctrine of Russia by December 2014.

The President proposed to discuss in detail which weapon systems should be developed in order toadequately respond to new threats. Putin named precision-guided munitions as one of the mostpromising directions for the development of the military industrial complex. He stressed that abreakthrough development of all components of such weapons is necessary in coming years.

In addition, the head of the State said that it is necessary to create unified models of weapons, militaryand general purpose equipment emphasizing that Russian Navy needs to develop new ship designs withcomprehensive armament, control and communication systems.

The head of the State justified it by the fact that Russia has to respond to new threats to its security: theUS continues building the missile defense system ignoring Russia attempts to negotiate. Moreover,parts of this system are getting deployed in Europe and Alaska, next to our borders, he said. Also, theUS is developing the doctrine of global preemptive strike, the president added.

There are other things that really concern us, said Putin and hinted at some other unpleasant surprisesfor Western partners, concluding sarcastically that these hints are important now to save them from theirhysteria later.

First, only a few people paid a due attention to these strange words about hysteria. Most of variousanalysts and political scientists, interpreters and commentators took Putin's words as a mere figurativespeech, usual political rhetoric designed to demonstrate to the West, led by Washington, our president'sdetermination to defend Russian national interests. Only a few experts took his words about the surpriseand hysteria seriously. But while these few were wondering what surprises Uncle Vova prepared fortheirs Uncle Sam, the situation began to clarify on its own.

On September 23 Putin arrived to Novorossiysk for a meeting on ports development. At the meeting,Admiral Vitko reported to him on the progress of building the Black Sea Fleet base in Novorossiysk. Inparticular the admiral said: submarines to be based in Novorossiysk have a long-range cruise missilesand the stealth of exit points here is on an order of magnitude better than in Sevastopol. When thepresident asked what kind of range these missiles have, the commander of the Black Sea Fleet said:more than a fifteen hundred kilometers. The pier area accommodates eight submarines, but for now weplan to have seven. At the end of 2016 the base will be completed.

All national TV channels showed this meeting, all news agencies of the country wrote about that.

So what? - an average reader might ask.

To understand the scale of this “surprise”, first it is necessary to say a few words about the submarinessoon to be placed on Novorossiysk naval base. According to media reports the submarine comes fromproject 636.3, a deep modernization of the so-called Warszawianka.

Warszawianka is the third generation of large diesel-electric submarines of the Soviet Navy. The firstgeneration of these submarines, Project 641 was called a “piece of iron”, the second, 641B, was called“rubber” for its rubber light body. In 1983 the third generation of these submarines, project 877, wascompleted, nicknamed Warszawianka for the intent to supply the submarines not only to the SovietNavy, but also to the fleets of our allies in the Warsaw Pact. The present modernized version of thissubmarine is operated under the name: Project 636.

Originally Warszawianka was not equipped to carry any missiles. The development of cruise missilesadapted for launching from Warszawianka began only in 1983, when submarines of the project 877were already included in the combat forces of the Soviet Navy and the first demonstration of thesecruise missiles took place a decade later in 1993. At first, Biryuza (SS-NX-27) cruise missile and thenCaliber (3M-54 Klub) were designed for Warszawianka Project 877. The maximum range of thesemissiles is less than 300 kilometers according to open sources.

Since its inception Warszawianka project 877 has become the largest and most powerful non-nuclearsubmarine in the world, and later, the world's only non-nuclear submarine equipped with missiles. Themissiles that are included in its ammunition, are the first in our Navy models of cruise missiles launchedfrom torpedo tubes of 533 mm diameter. Prior to that, only ballistic missiles were launched from suchtorpedo tubes: 81R, 83R, 84R and their modifications. They were used in nuclear warheads since themid 70s, and in the missile-torpedo modification - from the mid-80s. Their range did not exceed 50 km.

And now the Black Sea Fleet commander reports to the President of Russia, that these submarines willbe armed with cruise missiles that can hit targets at distances of more than a thousand miles away!

If all this is true (how could the admiral lie to the commander in chief) and Russian arm makersmanaged to stuff into a 533 millimeter torpedo tube a cruise missile with a range of 1,500 kilometersthen this is truly a breakthrough, an outstanding achievement of national defense.

Moreover, that means a complete failure of the American military strategy and a qualitative change inthe balance of power in favor of Russia. Now any warship of the Russian Navy, not only a submarine,but also a surface ship can become a carrier of strategic missiles. Why strategic? Because equipment ofsuch extraordinary missiles with nuclear warheads is only a matter of time and Kremlin political will.

Surface ships require a separate explanation. If these new long-range missiles indeed do not exceed thedimensions of the Caliber missile system - in fact, Caliber is installed on Warszawianka – then they canbe included in ammunition of any ship currently equipped with Caliber. The fact is that the Caliber iseasy to install on any ship of the Russian Navy, from missile boats to cruisers. The only question is thenumber of missiles, which really depends on the ship tonnage. Until now it was believed that theperformance characteristics of Caliber do not allow a use of these missiles against any ship or a groundtarget beyond the 300 km range.

Now, attention please, we have another surprise.

On September 29, 2014 the world media reported about the Caspian Summit, attended by heads of thefive Caspian States: Russia, Iran, Kazakhstan, Turkmenistan and Azerbaijan. The participants of thesummit agreed on a political statement expressing for the first time a unanimous agreement on thefuture status of the Caspian Sea.

Vladimir Putin commented on the event: Most importantly we have agreed for the first time on a policysetting out the main principles of the five-sided cooperation in the Caspian Sea. The agreements reflectlong-term interests of all parties. He also said that the cooperation between the five Caspian States willstrengthen the security in the region. The five agreed that the presence of foreign armed forces in theregion will not be acceptable.

With that, media reports about including nine missile corvettes Buyan-M from project 21631 in combatforces of the Russian Caspian Fleet become especially interesting. These nimble ships equipped with jetengines with the displacement of only 950 tons, can even be based on Volga river, if necessary. Theyare specifically designed as river-sea ships. But most importantly, in spite of their small size, they arealso equipped with the Caliber missile system with eight missiles in the vertical launcher.

Three of such ships are already in service, and the rest will be in the combat fleet before 2018.Assuming they will be armed with conventional missiles with a range up to 300 km, it is not clearagainst whom Russia is going to use them in the Caspian Sea. One such missile can sink a destroyer,but none of the Caspian countries has ships of this class. Conventional missiles can only destroy groundtargets on territories of Azerbaijan, Turkmenistan, Kazakhstan and Iran, which is absolutelyunnecessary today.

But if we assume that Buyan-M will be equipped with the new long-range missiles, such asNovorossiysk Warszawianka, then everything at once falls in place.

The Intermediate-Range Nuclear Forces Treaty signed by Moscow and Washington in the far 1987, stillprohibits Russia from deploying land-based missiles with a range greater than 500 km. But thisprohibition does not apply to surface ship based missiles. This means that nine Buyans armed with anew super weapon, will be able to destroy up to 72 targets at a range of over 1,500 km in one launch.

Given the size of the Caspian water area, which is now becoming a common pad for Buyan corvettes,it is easy to understand that they will cover the large region of Eurasia. And if you add the missiles thatwill be placed on Warszawianka in the Black Sea water area, together they will cover a huge space.Warsaw and Rome, Baghdad and Kabul, bases of the United States Sixth Mediterranean Fleet and itsstriking ship groups. Israel and the lion's share of the Mediterranean southern coast will be under thereach of new Russian missiles.

All this comes together with the fact that the United States cannot deploy any forces to counter this newunexpected “Russian threat" in Black or Caspian Sea. The Montreux Convention of 1936 prevents it inthe Black Sea and the leaders of the Caspian States just announced that there will be zero tolerance forforeign military presence in the Caspian region.

Nothing more to say, Putin prepared a nice surprise for our “American partners". The State Department
