APPROVAL OF MINUTES OF JANUARY 14, 2016 MEETING On a motion by Mr. Stieler, seconded by Mr. Calloway, the minutes of the January 14, 2016, meeting of the Board of Trustees were approved. B. ESTABLISHMENT OF NEXT MEETING DATE, TIME, AND LOCATION Mr. Knight called on Vice President Brinker, who reported the next meeting of the Board of Trustees is scheduled for Friday, April 29, 2016, on campus. C. REPORT OF THE ACADEMIC AFFAIRS COMMITTEE The Academic Affairs Committee met prior to the Board of Trustees meeting on March 3, 2016. Chair Knight called on Committee Chair Ira Boots for a report. Mr. Boots told the Trustees the Committee heard a report from Associate Provost for Academic Affairs Dr. Shelly Blunt and Associate Provost for Student Affairs Dr. Marcia Kiessling entitled "Supporting Students Holistically An Academic Affairs/Student Affairs Partnership." D. PRESIDENT'S REPORT President Bennett began by noting the University's budget hearings were nearing completion. She explained that the hearings give the vice presidents, deans, and directors opportunity to make public presentations about the progress their respective departments have made in the past year and prioritize what they see as critical needs for the coming year. Dr. Bennett stated the hearings opened with of a summary of revenues coming into campus and an overview of what was funded in the past year. She noted that the University's emphasis for current hearings is growth and collaborative clusters of units were required to outline how they can contribute to growth in enrollments on campus. Dr. Bennett discussed the University's new partnership with Pollux Systems, Inc., a revenue cycle management and medical coding company with locations in several states. She explained that the partnership will begin with faculty internships at Pollux, expand to student internships this summer, and open a Pollux office on USI's campus in fall 2016 which will facilitate collaboration with faculty and students and the integration of competency-based tracks in existing majors to meet the needs of the growing medical coding industry. Continuing with this semester's campus theme of "civility," Dr. Bennett reminded the trustees that Senator Richard G. Lugar and Congressman Lee H. Hamilton will give an on-campus presentation entitled "Civility in American Politics" on March 23.

President Bennett reported the 2016 Spring Commencement ceremonies mark the fifth time USI will celebrate Spring Commencement at home since the event returned to campus in 2012. She called on Vice President Brinker to share the schedule of activities for Commencement weekend. Vice President Brinker stated that 1,423 students are eligible to participate in Commencement and referred the Trustees to a handout with detailed information about the events. She noted that the Commencement speakers for each of the ceremonies are alumni of the University, very accomplished in their professional lives, and wonderful role models for USI graduates. Ms. Brinker reported the Commencement Reception and Luncheon on Friday, April 29, 2016, in Carter Hall is an opportunity to recognize the honorary degree recipients, President's Medalist, Distinguished Professor, and Commencement speakers. Following the luncheon, the Board of Trustees will meet. The Graduate Ceremony will be held on Friday at 6:30 p.m. The speaker is Danyelle E. Granger M'05, Vice President, Diversity and Inclusion Director of Old National Bancorp. She completed her masters of public administration at USI after receiving a bachelor of arts in business administration from Ball State University in 2002. She has studied abroad in Korea, Japan, and China. Ms. Granger is devoted to community engagement and diversity for the Evansville community. Vice President Brinker reviewed the schedule for Saturday, May 30, 2016, beginning at 9 a.m. with the ceremony for the Romain College of Business, and Outreach and Engagement, followed by ceremonies for the College of Liberal Arts (12 noon); the Pott College of Science, Engineering, and Education (3 p.m.), and the College of Nursing and Health Professions (6 p.m.). Ms. Brinker shared information about the speakers for each ceremony. Robert Hon ’89 will deliver the Commencement address for the Romain College of Business and Outreach and Engagement. He graduated with a bachelor of science in marketing, and later attended Universidad Autonama de Guadalajara in Guadalajara, Mexico for an independent study on the North American Free Trade Agreement (NAFTA). He is currently managing director for Wells Fargo Advisors in Chicago, Illinois. Becky Boling will deliver the Commencement address for the College of Liberal Arts. She is a graduate of USI and completed her bachelor's degree in Spanish studies in 1975. She is currently a professor of Spanish at Carleton College and has completed extensive work in Spanish and liberal arts studies. Eileen Weber, class of 1998 is the speaker for the Pott College of Science, Engineering, and Education ceremony. She is a product manager at Red Spot Paint and Varnish Company, where she has been employed for 18 years. Ms. Weber was a standout as a member of the USI Women's Basketball team and is currently a member of the USI Alumni Council and the University Athletics Council, and has served in numerous leadership roles during her terms. Ms. Weber has twice been inducted in the USI Athletic Hall of Fame, once in 2009 as an individual and in 2012 as a member of the Women's Basketball team. Also in 2012, Weber was inducted into the Great Lakes Valley Conference Hall of Fame. USI recognized Ms. Weber during its 50

th

anniversary in 2015 as one of the 50 Phenomenal Women of USI. The final Commencement speaker is Lisa R. Gish. She received her bachelor of science in nursing degree from USI in 2000 and her master of health administration degree in 2004. She will deliver the Commencement address at the 6 p.m. ceremony for the College of Nursing and Health Professions. She is the director of Clinic Operations with Tri-State Community Clinics, LLC and president of Integrity Healthcare Solutions, LLC. In 2007, Ms. Gish was named USI's Distinguished Nursing Alumna and was the 2011 Alumni-in-Residence with the University. Ms. Brinker noted the graduates and their families will be invited to a reception hosted by the Alumni Association in University Center East following each ceremony. She expressed appreciation for the Trustees' participation in the 2016 spring Commencement. President Bennett reported that the University's focus on growth is not only centered on the recruitment of students, but also the retention of current students. She noted that USI's student body is diverse with many needs and the University is meeting those needs in creative ways. She called on Provost Rochon for a report on one of those successful programs. He introduced Assistant Vice President for Academic Success Michael (Brody) Broshears, and Program Director of Student Support Services Heather M. Bauer for a report on the Student Support Services Program and how Student Support Services strategies and services have impacted the diverse populations being served by University Division. The presentation was entitled, "Student Support

Services and University Division: Meeting the Needs of our Diverse Student Populations." Mr. Broshears advised that Ms. Bauer would be reporting on the renewal of the Department of Education's federal grant, the TRIO Student Support Services program for which the University was awarded $1.1 million for the duration of the grant, 2015-2020. Ms. Bauer began by noting that the USI Trio Student Support Service Program (SSS) is comprised of three full-time staff, 24 peer mentors, and two student workers. She noted that the SSS staff have a strong commitment to serving diverse and underrepresented student populations and have come from similar backgrounds and had to overcome similar barriers themselves. The TRIO program was first implemented by President Lyndon B. Johnson over 50 years ago, starting first with three programs, Upward Bound, Talent Search, and Student Support Services, and now is comprised of eight different programs. SSS serves students who self-report, as first-generation, income eligible as defined by the Department of Health and Human Services, or who have a documented disability. Approximately 40 percent of USI's undergraduate population is eligible to participate in the SSS program based on their status as low income, first generation, and/or having a documented disability. The funding the program receives, allows the University to serve only 140 students each academic year. Once accepted, students remain a part of TRIO program until graduation. Ms. Bauer advised that as part of the Student Support Services grant, the focus is on three main areas that are reported to the Department of Education in an Annual Performance Report (APR): Persistence; Good Academic Standing; and Six-Year Graduation Rates. In 2014-2015, 86 percent of SSS students persisted to the fall 2015 semester and 92 percent of SSS students were in good academic standing. Six-Year Graduation rates will be reported for the first time in fall 2016 and USI SSS anticipates a 56 percent graduation rate for students in the 2010-2011 cohort. In closing, Ms. Bauer discussed several of the opportunities afforded to USI SSS students including: intrusive academic advising; private tutoring; peer coaching/mentoring; student leadership opportunities; financial, career, and personal counseling; graduate school visits; cultural enrichment activities; fall/spring retreats and scholarships and SSS grant aid. President Bennett noted that later in the agenda, the Trustees will be asked to authorize employment of the faculty and staff. This annual authorization by the Board of Trustees also includes granting leaves of absence, and she asked Provost Rochon for a report. Dr. Rochon reported the following leaves of absence are approved for 2016-2017: Dr. Andrew Buck Spring 2017 College of Liberal Arts Dr. Kevin Celuch Spring 2017 Romain College of Business Dr. Paul Doss 2016-2017 Pott College of Science, Engineering, and Education Dr. Denise Lynn Spring 2017 College of Liberal Arts Jeanette Maier-Lytle Spring 2017 Romain College of Business Dr. Aimee Mark Fall 2016 College of Liberal Arts Dr. Yalcon Sarol Spring 2017 Pott College of Science, Engineering, and Education President Bennett invited Vice President Andrew Wright to give the Enrollment Management report. Mr. Wright provided a brief update of fall 2016 application, admission, and enrollment numbers for new freshmen, transfer students, and graduate students. President Bennett called on Dr. Rex Strange, chair of Faculty Senate, for a report. Dr. Strange reported that since the last Board of Trustees meeting, the Senate has endorsed a number of new policies that had been brought before the Senate including the Freedom of Expression Policy, the Drone (Unmanned Aircraft) Use

Policy, and the New Policy on Faculty Qualifications (without Terminal Degree). Dr. Strange discussed charges brought before the Senate regarding the assessment of auxiliary units, and recommended changes to the University Promotions and Tenure Committee. He announced that Faculty Senate elected Dr. Nicholas L. LaRowe, Assistant Professor of Political Science and Public Administration as chair of the Faculty Senate for the 2016-2017 academic year. President Bennett invited Alexa Bueltel, president of the Student Government Association, for a report. Ms. Bueltel discussed an SGA initiative designed to bring USI student leaders and campus administrators together four times each semester to help student leaders gain a better understanding of University processes. She advised that two such meetings had taken place this semester focused on university governance, and marketing and advertising. She noted that two additional meetings are scheduled to take place this spring regarding finance processes and BuyUSI, the University's new procurement program, and campus life and the 24-7 initiative. In closing, Ms. Bueltel reported on the upcoming SGA election of officers for the 2016-2017 academic year. President Bennett concluded her report by recognizing Dr. Scott Gordon, dean of the Pott College of Science, Engineering, and Education on his dedication and service to the University over more than 20 years. She announced that Dr. Gordon will leave USI to begin his new role as Provost at Eastern Washington University in July 2016. E. REPORT ON THE INDIANA GENERAL ASSEMBLY Mr. Knight called on Vice President Brinker for a report on the Indiana General Assembly. Ms. Brinker noted that it has been a fast and busy session for the Indiana General Assembly which is scheduled to end on March 14. Ms. Brinker reviewed a few of the bills being considered which have an impact on higher education.

HB1002 – Next Generation Hoosier Educators Scholarship (now the Commission for Higher Education Scholarship) – Bill originally awarded 200 scholarships of up to $7,500 per year to encourage high-performing students to enter the teaching profession. The bill was amended in the Senate and now requires the Commission for Higher Education to prepare a report which must include certain data about current federal, state, and institutional scholarship programs and other incentives for high achieving students who intend to enter the teaching profession.

HB1034 – Teacher Scholarships and Stipends – Renames the Minority Teacher Scholarship program in honor of Representative William Crawford. The bill would unify academic eligibility requirements for existing teacher aid programs, and clarify how the Commission for Higher Education shall award funds to stay within the appropriation that it has received for those scholarships.

HB1248 – Various Higher Education Matters – Amends provisions regarding satisfactory academic progress requirements for higher education awards. It allows the Commission for Higher Education to reduce the Frank O'Bannon award amounts when needed. In addition, it adds buildings used for academic instruction and student dormitories and other resident facilities to the types of buildings and equipment that may be developed and managed through an agreement between a state educational institution and a private entity.

HB1370 – Requires the Commission for Higher Education to study methods to ensure opportunities for secondary school students to earn college credits while enrolled in high school. It would provide incentives for a high school teacher to obtain a master's degree with at least 18 hours of graduate course work in the subject matter and is teaching or wishes to teach as part of a dual credit course.

SB301 – Workforce Education – Ivy Tech Community College Bill – Charges the Department of Workforce Development with providing data to help the Commission for Higher Education and Ivy Tech Community College measure labor market outcomes associated with programs. It establishes two vice presidents at Ivy Tech Community College – one for workforce training programs and one for transferable associate degrees and related certificates. In addition, it calls on the Commission for Higher Education to recommend a funding mechanism for the corporate training programs offered by Ivy Tech Community College for the upcoming biennium.

Ms. Brinker noted that other bills dealt with during the legislative session pertained to veterans' issues, transportation, Regional Cities Initiative, and ISTEP.

F. APPROVAL OF STRATEGIC PLAN 2016-2020 Mr. Knight called on President Bennett to review the 2016-2020 Strategic Plan. Exhibit I-A is a one page description of the goals for the next phase of USI’s Strategic Plan. After many discussions about these goals, involvement in initiatives to bring these goals to life and measurement is already occurring. Dr. Bennett acknowledged the work of key people in this effort:

Drs. Matt Hanka and Kevin Valadares were the lead researchers in developing the “environmental scan” to outline major national and international trends that will affect USI’s future. Dr. Bennett thanked the Trustees who participated in those conversations;

Drs. Valadares and Hanka led the effort to develop the strategic goals for the 2015-2020 plan, convening an advisory group that included community members, faculty, staff, parents, students, and alumni;

Jill Carlson, graduate student, not only tracked information from those sessions, but contributed to discussions about the strategic goals, and framed the report on what was achieved in our first strategic plan;

Dr. Katherine Draughon provided data, guidance, and organizational talent to the implementation framework that will help USI make progress on the three goals.

Dr. Bennett also recognized the contributions of alumnus Dr. Joey Barnett, 2015 honorary doctorate recipient, for leading the process with a cluster of faculty to discuss a “signature initiative” that will spark on-campus learning collaborations and focus much of the work under the new strategic plan. More details on that initiative will come later.

USI's first plan had six strategic goals and efforts on those goals are now integrated into its processes. Looking ahead some will reappear as a dimension of one or more of the three future goals. The mission and vision statement from the first planning process will remain the same. Future goals are:

1. Excellence in learning for the entire USI community:

a. Focus will not only be on students, but also on the learning community with which they engage.

b. To recruit and retain outstanding students, USI must be intentional in how faculty, staff, and community continue to learn and develop.

i. The goal is for 100 percent of USI graduates to have an applied learning experience by 2020. It could be through an internship, study abroad, applied research project, co-op, or other project that helps students apply their learning in a setting outside a classroom.

ii. Create opportunities for faculty internships and field experiences of varying durations. iii. Enhance professional development opportunities for support and administrative staff,

as well as faculty taking on administrative roles.

2. Access and Opportunity by Design:

a. Focus on how USI engages communities, organizations and businesses

i. To continue to make progress on diversity in recruiting students, faculty, and staff;

1. Flexibility in programming (both by going online and breaking the standard

scheduling framework) will assist in outreach to rural and nontraditional

students; and,

2. Persistence and graduation rates for all students is critical to overall

success;

b. To develop intentional partnerships that deepens credit and non-credit opportunities for

students, faculty, and staff.

3. Purposeful and Sustainable Growth:

a. In student enrollment, in full-time faculty, in programs particularly with a focus on graduate

education, in reputation, and in geographic reach.

b. USI’s current total enrollment including dual enrollment across 27 high schools, on campus,

and online enrollments is almost 11,000. The goal is to increase total enrollment to 15,000 by

2025.

Dr. Bennett summarized by stating this strategic plan will be the focus of USI’s efforts through 2020 and will continue the progress made thus far. Dr. Bennett brought the framework of the plan to the Trustees for approval. On a motion by Mr. Dunn, seconded by Mr. Boots, the 2016-2020 Strategic Plan described in Exhibit I-A was approved. G. APPROVAL OF CANDIDATES FOR DEGREES Mr. Knight called on Provost Rochon, who referred the Trustees to Exhibit I-B, a list of candidates for doctoral, master's, bachelor's, and associate's degrees to be conferred April 29 and 30, 2016, and recommended approval of the degrees subject to the completion of all requirements. On a motion by Mr. Stieler, seconded by Mr. Romain, award of the degrees in Exhibit I-B, subject to the completion of all requirements, was approved. H. APPROVAL OF CANDIDATES FOR HONORARY DEGREES Chair Knight called on President Bennett, who read from the USI Honorary Degree Policy, "An honorary degree from the University of Southern Indiana is the highest form of recognition granted by the institution. Individuals who have given distinguished and extraordinary service consistent with the mission of the University are eligible for consideration. That service may be to the University itself, and/or to local, statewide, national, or international communities. Individuals selected to receive an honorary degree should exemplify the highest ideals of integrity, service, and dedication to learning. The 2015-2016 Honorary Degree Committee, chaired by Provost Rochon, made the following recommendations. In accordance with the policy, President Bennett recommended the conferral of honorary degrees during Commencement Ceremonies on Friday April 29, 2016, be approved as follows: DOCTOR OF LAWS to Donald E. Pitzer, Professor Emeritus of History and Director Emeritus of the Center for Communal Studies of the University of Southern Indiana, whose devotion to scholarship and knowledge of communal studies has benefitted USI and New Harmony, Indiana. DOCTOR OF HUMANITIES to Philip H. Hagemann, composer, choral conductor, and theatrical producer who was born and raised in Mt. Vernon, Indiana and continues to support the arts in Posey County and at USI. On a motion by Mr. Knight, seconded by Mr. Romain, the candidates for honorary degrees were approved.

SECTION II – FINANCIAL MATTERS A. REPORT OF FINANCE/AUDIT COMMITTEE Mr. Knight called on Finance/Audit Committee Chair Harold Calloway for a report. Mr. Calloway reported the Committee met prior to the Board of Trustees meeting and reviewed the Completed Audits and approved the 2016 Annual Audit Plan. In addition, the committee heard a report on construction change orders for the Griffin Center issued by the Vice President for Finance and Administration. B. REPORT ON CURRENT CONSTRUCTION PROJECTS Mr. Knight called on Vice President Bridges, who introduced Director of Facility Operations and Planning James Wolfe for a report on the status of current construction projects. Mr. Wolfe reported that the Griffin Center will be complete with the installation of exterior landscaping. He noted that the Physical Plant and Atheneum are undergoing roof replacements. He referred the Trustees to Exhibit II-A for a list of projects and a summary of the cost and funding sources for each project.
