MINUTES Thornbury Township Board of Supervisors Meeting Wednesday, March 5, 2014 The Thornbury Township Board of Supervisors held a Public Meeting on Wednesday, March 5, 2014, at the Township Administration Building, 6 Township Drive, Cheyney, PA. Chairman Raith called the meeting to order at 7:00 p.m. with a salute to the flag. PRESENT:

Number of Attendees: 11 APPROVAL OF CHECK REGISTERS On a motion by James Kelly, seconded by Sheri Perkins and carried unanimously, the General Fund check register in the amount of $110,593.13 for February 20, 2014 through March 5, 2014, was approved. Chairman Raith explained that the majority of expenditures were due to the recent winter storms. Jessica Raymond asked about a specific check on the register. Chairman Raith explained. APPROVAL OF MINUTES

On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Wednesday, February 19, 2014 Work Session Meeting minutes were approved as presented. Chairman Raith called for public comment. There was no public comment.

BOARDS AND COMMISSSIONS

PARKS & RECREATION

Joe Burke was not present. Jeff Seagraves mentioned their scheduled events appear in our recent newsletter.

HISTORIC COMMISSION Ric Miller asked if there were any questions on their submitted report. Chairman Raith replied that there were no questions.

PLANNING COMMISSION Jim Quinn was not present.

SEWER COMMITTEE George Morley mentioned a letter of interest to Nice Road and Timber Lane should go out after the bids have been received for Highpoint and Fox Lair.

ENVIRONMENTAL ADVISORY COUNCIL Rich White mentioned there was no recent meeting and mentioned Jim Raith attended the last meeting and reported cooperation on the Locksley entrance and Barrets Meadow parking areas. Chairman Raith commented on a great job.

LIBRARY BOARD Jean Mackenzie was not present.

JR. SUPERVISOR Julia Bove reported on Rustin High School’s upcoming events and activities. Chairman Raith introduced Amy Chessick and thanked her for her support.

AGENDA ITEMS

On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, advertising the Condensed Audit Report provided by the appointed Township Auditors, Leitzell & Economidis, for fiscal year 2013, was approved. Chairman Raith called for public comment. There was no public comment On a motion by Sheri Perkins seconded by James Kelly, and carried unanimously, a contribution to the State Police Media Barracks Troop K, to sponsor 3 State Troopers to attend a 5 day seminar in State College PA, at a total cost of $1,875.00, was approved. Chairman Raith called for public comment. There was no public comment. Chairman Raith explained the training and costs incurred. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, a contribution to the Rustin High School Post Prom Committee in the amount of $250.00, was approved. Chairman Raith called for public comment. There was no public comment On a motion by Sheri, seconded by James Kelly, and carried unanimously, waiving the Historic Resource Impact Study on HRP #54, in accordance with the conditions stated in the March 3, 2014 recommendation from the Township Historical Commission, and authorize the issuance of a demolition permit for 9 Twin Pine Way, was approved. Chairman Raith called for public comment. There was no public comment Jessica Raymond asked who the owner of the property is. Chairman Raith replied, Buzz Burger.

PUBLIC COMMENT

Rich White asked about a possible new location for the Farmer’s Market and also, he is looking forward to the upcoming road inspections.

STAFF REPORTS

TOWNSHIP MANAGER'S REPORT- Jeff Seagraves

The Township Manager’s Report was submitted and is attached. There was no comment on the manager’s report. Jeff mentioned the upcoming Volunteers Appreciation Dinner has been rescheduled for March 9th and he also mentioned today is “Spread the Word to End the Word Day” and he appreciates our township’s support.

TOWNSHIP ROADMASTER’S REPORT – Lindsey Price

The Roadmaster’s Report was submitted and is attached. There was no comment on the roadmaster’s report. Lisa commented on road inspections in the spring and Chairman Raith requested the inspections occurring early April as soon as possible.

TOWNSHIP SOLICITOR’S REPORT – Kenneth Kynett, Esq.

The Township Solicitor’s Report was submitted and is attached. There was no comment on the solicitor’s report.

TOWNSHIP ENGINEER’S REPORT – Elizabeth Catania, PE

The Township Engineer’s Report was submitted and is attached. There was no comment on the engineer’s report. Chairman Raith mentioned the roads and need for invasive brush cut back.

TOWNSHIP SEWER ENGINEER’S REPORT - Charles Faulkner, PE

The Township Sewer Engineer’s Report was submitted and is attached. There was no comment on the sewer engineer’s report.

MANAGER’S REPORT 3-5-14

1. We received a request from Lt Sivo of the PA State Police to sponsor three

troopers to attend advanced homicide training at State College. I am asking for your approval. The cost of the conference is $625.00 per officer and we will also provide payment for lodging.

2. We received a request from the Rustin Post Prom Committee to sponsor this activity in the amount of $250.00.

3. The High Point /Fox Lair project has been advertised, bids are due on March 25, 2014.

4. Ward and Chris Guilday have completed the necessary paperwork for the installation of the public sewers and have escrowed $50,000.00 for that work to be completed. They expect to start within the month. Construction time is approximately 2 weeks depending on weather conditions.

5. We received notification from Percheron Field Services that the contract agent we were working with has resigned and a new agent has been assigned. We recently sent information to their permitting representative regarding the permits that we will require for their proposed work.

6. Pennoni completed the chapter 94 report for the West side sewer district and it has been forwarded to concord for the review and inclusion in their report to DEP.

7. TV inspection contract has been advertised and bids will be due on March 12, 2014. Our plan is to present a recommendation to the Board of supervisors at your March 19, 2014 meeting.

8. We have received a few phone calls regarding mailboxes that were damaged during the process of snow plowing. I just wanted to remind residents that the Township has a long standing policy to only replace a mailbox if a plow truck has physically made contact with the mailbox. The township does not take responsibility for a mailbox that has been affected by snow that is thrown from the plows blade.

9. We received a building application for 188 Dilworthtown Road. Since this property is within 150 feet of an existing HRP and there is a contributing resource on 188 Dilworthtown, the application has been referred to the Historical Commission for their oversight.

10. The Volunteer’s appreciation dinner was rescheduled for Sunday 3-9-14. We are looking forward to a wonderful evening honoring the accomplishments of those who have contributed this past year.

11. I will be out of town on vacation during the week of 3-10-14. I will have limited access to e-mail and phone.

THORNBURY TOWNSHIP Public Works Department Report – Week Ending February 28, 2014

1. Routine maintenance, including cleaning and maintaining equipment.

2. Performed snow removal and salting for various snow/ice events.

3. Receiving salt deliveries at the rate of 50 tons at a time – we will make it work.

4. I would like to send letters to residents that have issues with dead or overgrown vegetation on right of ways throughout the Township for safety reasons. The roadways include the following:

Spoke with Township Right to Know Officer regarding request for resident delinquent sewer information. Advised that an opportunity to review the request against the Right to Know Law would be needed to determine what, if any, information requested constituted a public record. 2. 282 Dilworthtown Road. Corresponded with property owner’s counsel regarding continuing request for auto-dealer related use of property. 3. Cheyney University Demolition. Discussed withdrawal and deferral of Smedley Cottage from current project with DGS. Reviewed correspondence from DGS regarding overall status and withdrawing Smedley Cottage demolition application and provided to Township. 4. Dutcher Property - Proposed Subdivision – Reviewed Delaware County Planning Commission review letter of February 11, 2014 and discussed recommendation and comments with Township Manager. REPORT OF THE ENGINEER March Meeting March 5, 2014 Work completed for the period: Andover – Due to weather conditions, no outside work has been performed. Wills - No further submission has been received. Lawler Subdivision - Received a submission of a two lot subdivision on Sweetwater Road. Review has been completed. Awaiting revised plans. Planning Commission - working with members to address Comp Plan updates. Greenbriar Dallet 5 – Completing Rain Event Inspections. Plans for remedial basin work will be forthcoming in next two weeks. Work is expected on the basin as weather is conducive to this work. Crane Property – Submission has been received and is being reviewed for March Planning Meeting. Mill Creek – Justification for waiver of infiltration in the stormwater basin due to rock is pending submission. Once received and reviewed a recommendation will be made to the Board. Gricco – Work has been halted due to weather conditions. Dutcher – Met with the Developer’s consultants to go over engineering review and comments. Newly revised plans just received for discussion at March Planning Meeting. Romill Associates – No further submission has been received. There are several issues that must be addressed. Road Program 2014 – Propose inspection at the Supervisors’ convenience. Due to harsh weather, will expect maintenance of roadways to dominate the scope of work.
