The Thornbury Township Board of Supervisors held a Public Meeting on Wednesday, August 20, 2014, at the Township Administration Building, 6 Township Drive, Cheyney, PA.

Chairman Raith called the meeting to order at 7:00 p.m. with a salute to the flag. PRESENT: James H. Raith, Chairman

APPROVAL OF CHECK REGISTERS On a motion by James Kelly, seconded by Sheri Perkins and carried unanimously, the General Fund check register in the amount of $278,236.34 for July 17, 2014 through August 20, 2014, was approved. Chairman Raith called for public comment. There was no public comment. APPROVAL OF MINUTES

On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Wednesday, July 16, 2014 Public Meeting minutes as presented. Chairman Raith called for public comment. There was no public comment.

BOARDS AND COMMISSSIONS

PARKS & RECREATION Joe Burke will be reviewing upcoming events at their next meeting which include the movie and fireworks on September 5th, canasta card games to be held on Thursdays at 1:00 pm. Saturday October 18th is the Annual Fishing Derby, Daffodil bulb sales will resume this year with pick-up of orders at the Fall Festival on Saturday, October 26th. Wednesday October 29th will be the Senior Fall Luncheon. Saturday November 1st will be the Annual New York City Bus Trip and tickets are $30.00. Finally, the annual Christmas Tree Lighting will be held on Saturday evening, December 6th, with refreshments. Joe also wished a happy birthday to Chairman Raith. Sheri Perkins asked Joe if the Holiday Train Ride will be held this year, and Joe apologized and confirmed that it will go on again this year.

HISTORICAL COMMISSION Ric Miller had nothing to highlight on their report then wished Chairman Raith a happy birthday.

PLANNING COMMISSION Al McCann reported they had a very short meeting regarding the Audi Dealership that lasted only eleven minutes. He then wished Chairman Raith a happy birthday. SEWER COMMITTEE Ted Jacquet was not present. Jeff Seagraves mentioned their next scheduled meeting on August 28th has been canceled.

ENVIRONMENTAL ADVISORY COUNCIL Rich White was not present. Al mac reported they worked on their schedule for the rest of the year. Chairman Raith asked to attend their next meeting.

LIBRARY BOARD

Jean Mackenzie was not present.

AGENDA ITEMS

On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, Resolution 2014 - 9, conditionally approving the “West Chester AUDI” Preliminary / Final Subdivision application, made by Romill Associates, L.P., located at 1421 West Chester Pike, was approved. Chairman Raith called for public comment. There was no public comment, but Vice Chairman Kelly thanked the Planning Commission for working through the issues because he knew that this was before them multiple times, and to please pass that onto the rest of the Planning Commission. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, advertising for a Public Hearing to consider an ordinance amending the Thornbury Township Zoning Code, to permit Seasonal Outdoor Dining by Conditional Use, in conjunction with a permitted restaurant use, was approved. Chairman Raith called for public comment. There was no public comment. Chairman Raith mentioned that the content of this ordinance had a lot to do with public comment and input which was good, and he is looking forward to more. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the 1 year Scheduled Generator and Equipment Maintenance Contract from Mardinly Industrial Power of Broomall, PA, in the amount of $3591.00, and the Specified Service Visits Contract in the amount of $446.00, was approved. Chairman Raith called for public comment. There was no public comment. Chairman Raith added that they have done a great job for us in the past. On a motion by Sheri Perkins, seconded by James Kelly and carried unanimously, the purchase of salt from Oceanport Industries, through the Inter-Municipal Salt Consortium, for the 2014-15 winter season, at $56.47 per ton delivered, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the extension granted on the "Wills" Subdivision, extending the present action date from September 20th, 2014, to December 19th, 2014, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly and carried unanimously, Escrow Release #5, on the Mill Creek Subdivision, as recommended by the Township Engineer, in the amount of $97,431.25, was approved. Chairman Raith called for public comment. There was no public comment. PUBLIC COMMENT Beth Alois wished Chairman Raith happy birthday and asked about the Audi dealership. Chairman Raith explained the breakdown of the parcel and the process. Jeff Seagraves explained Chadds Ford’s role and the timing of the approvals. Dewey Yesner asked about the Road Program and the PennDot State roads. He asked about Creek Road in particular and if there is any way to push them along. Chairman Raith explained that it is scheduled for spring.

STAFF REPORTS

TOWNSHIP MANAGER'S REPORT- Jeff Seagraves

The Township Manager’s Report was submitted and is attached. There was no comment on the manager’s report. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, a donation to the PA State Police, Media Barracks Troop K, for training course expenses, for the total amount of $1,545.00, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, correcting the Fee schedule misprint under Zoning, where the fees read $200.00, to the correct amounts of $350.00, was approved. Chairman Raith called for public comment. There was no public comment. Jeff wished Jim a happy birthday. TOWNSHIP ROADMASTER’S REPORT – Lindsey Price The Roadmaster’s Report was submitted and is attached. Lindsey wished Jim a happy birthday. There was no comment on the roadmaster’s report.

TREASURER’S REPORT – Peter Barsz, CPA

Peter wished Jim a happy birthday. The Township Treasurer’s Report was submitted and is attached. There was no comment on the treasurer’s report. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Treasurer's Report for July 31, 2014, was accepted as presented.

TOWNSHIP SOLICITOR’S REPORT – Kenneth Kynett, Esq. Ken wished Jim a happy birthday. The Township Solicitor’s Report was submitted and is attached. There was no comment on the solicitor’s report. TOWNSHIP ENGINEER’S REPORT – Michael Ciocco, PE Mike wished Jim a happy birthday. The Township Engineer’s Report was submitted and is attached. There was no comment on the engineer’s report. Mike reported the 2014 Road Program will begin on Monday. Jeff Seagraves added that residents have been notified.

TOWNSHIP SEWER ENGINEER’S REPORT – Charles Faulkner, PE Chuck wished Jim a happy birthday. The Township Sewer Engineer’s Report was submitted and is attached. There was no comment on the sewer engineer’s report.

MANAGER’S REPORT

8-20-14

1. We received two requests from the PA State Police to pay for training for troopers that are stationed at the Lima Barracks. The first is Heavy Vehicle Electronic module control data use in Crash reconstruction. The cost of training is $995.00. The second is an interviewing and interrogation technique training held by The Reid Institute. The cost for that training is $550.00

2. We are currently working on processing information on the dedication of Greenbriar II. 3. Construction of the Highpoint and Fox Lair low pressure main is moving along well. All of the

main has been installed and the contractor feels that he should be completed with the laterals by the end of the month.

4. We held our annual Crab party on Friday July 25th. We ordered 48 dozen crabs. 5. We held our Friday Night Movie on August 15th. Makin’ Music entertained before the movie,

which was Despicable Me 2. 6. We have our last Friday Night event planned for Friday September 5, 2014. We are showing

The Lego Movie and also have Brick 4 Kidz doing their demonstration before the movie in the pavilion. The Movie will be followed by fireworks.

7. A reminder that The Glen Mills Schools is holding their 125th Anniversary event on Friday September 19, 2014. The township will be sponsoring the fireworks after their football game against HD Woodson.

8. The fall edition of the township Newsletter has been completed and mailed to residents. 9. I have been in contact with Penn DOT about the possibility of using the Brinton lake area as

a wetland banking location. Penn DOT requested information regarding the site, which I received from Carole Clarke and forwarded that info to Penn DOT.

10. We received a Zoning Hearing decision on the appeal for a swimming pool at 12 Strickland Way. The zoning board approved a Special exception to allow the pool no closer than 25’ from the property line.

THORNBURY TOWNSHIP Public Works Department Report – Week Ending August 15, 2014

1. Performed routine maintenance throughout the Township, including mowing

of all parks, cleaning inlets, etc.

2. Continue to make ongoing repairs throughout the Township as a result of washouts along road edges.

3. Completed installation of rear entrance walkway at the Township Building. Plantings will be forthcoming in the fall of this year.

4. Replaced fencing around playground at Day Care Center. We are currently in the process of obtaining estimates to replace playground equipment as existing equipment is out of date.

5. Two Eagle Scout projects are underway – The bridge at Martin Park and landscaping and plantings at Locksley Train Station.

6. Road program to begin the week of August 18 – Township Engineer will

keep the Board up to date.

7. Salt Contract with the consortium has been awarded – see attached. Still waiting for COSTARS to award remaining 300-ton Contract.

8. Summer help has returned to school. They did a commendable job this

season. All three students would like to return next year.

REPORT OF THE ENGINEER August Meeting August 20, 2014 Work completed for the period: Grading and Road Encroachment Permits – Reviewed several plans for grading and road encroachment. Currently doing inspections and advising permittees of deficiencies. Many of the deficiencies have been or are in process of being corrected. Andover – The Developer is requesting repair of curb and sidewalk in lieu of replacement. I would recommend the curb and sidewalk be replaced prior to final paving, however, the Developer has been advised to submit the repair materials he is proposing to utilize. Wills - No further submission has been received. Lawler Subdivision - Awaiting revised plans. Megill Subdivision – The Developer is proposing a 2 lot subdivision and land development on Middletown Road. The residences are located in Edgmont Township with the common drive and stormwater discharges in Thornbury Township. A review of the plan has been completed. Planning Commission - Working with members on Comp Plan updates and ordinances. Greenbriar Dallet 5 – Developer has provided as-built plans and legal descriptions for the close out of the project. An estimate for the Maintenance Bond has been submitted, reviewed and approved. Crane Property – Met with the Developer’s representatives for a walk through to discuss location of the trail system, landscaping and buffering. No further action. Mill Creek – Nothing further has been done at the site. Chip Reeves has indicated he is currently soliciting proposals for work to be completed. We have received a pencil request for Escrow Release #5 of trail and landscaping and have contacted Cutler to determine if the request will be formally submitted. Romill Associates – Final submission has been received and reviewed August meeting. Review comments have been satisfied. Road Program 2014 – PADOT 329 application has been approved. Paving is scheduled for the week of August 18, weather permitting. Joint Road Program – Contracts and PaDOT 329 approval are completed. Pre-construction meeting was held on Tuesday, August 12. Work is expected to start on August 25, 2014 and will last 3 days. Equipment will be housed at the Nursery. The contractor has requested the road be closed. John Neff is currently working on a culvert replacement which will need to be completed prior to the resurfacing project.
