REGULAR MEETING
TO ALL MEMBERS OF THE BOARD OF EDUCATION:
A Regular Meeting of the Board of Education of the Hanover Park Regional High School District, in the County of, New
Jersey, was held in an on-line format via Zoom on Wednesday, May 6, 2020 at 7:30 p.m.

The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance
notice of and to attend the meetings of public bodies at which any business affecting their interests in
discussed or acted upon. In accordance with the provisions of this Act, due notice of this meeting was sent
to the Morris County Daily Record, the Madison / Florham Park / Hanover Eagle and the town clerks of the
constituent districts as well as posted at the Board of education Building on the Friday immediately
preceding the meeting.
Statement from Mrs. Carrell, Superintendent
Good Evening. Before turning the floor over to the Board of Education President, I would like to make a
statement regarding end of year activities. As you well know, on Monday, May 4, Governor Murphy closed
schools for the remainder of the year. In anticipation of this event, I have been working closely with the
Administrative Team, Board of Education, PTO/Project Graduation Organizations, Offices of Emergency
Management, Police Chiefs and the Morris County Department of Education office. As of today, no guidance
has come out from the state nor has any guidance timelines been provided.
We, as a district, need to move forward. Over the course of several weeks, we have evaluated multiple other
plans including parades, drive-in graduations, ceremonies and other graduation events. These plans have
all been considered and vetted for safety and security. The plan that was found to meet our needs and
comply with the safety concerns for all students, staff and families is what was presented by the Board of
Education and Administration. We have coordinated with township officials to enact that plan based upon
the timelines provided. This plan is in line with the current executive orders as dictated by the Governor's
Office and the State of New Jersey. Of course, if additional guidance is provided by the state in a timely

fashion, the district will look at possible ways to enhance our plan while keeping the health and safety of all
in mind.
As a resident of the community and a proud Hanover Park High School graduate, the last thing that I wanted
to do in my first year as Superintendent is modify senior events in this fashion. I recognize and have empathy
for these senior students who have worked so hard and will not have senior year traditions that were afforded
to many of us. I also recognize the parents, understanding that this important milestone has been stripped
away from you and your twelfth grade student.
Please know that we will continue to look at various ways to creatively pivot from the already existing plan
we have in place; however, we will need to do so if and when additional guidance is provided. At this time,
we need to move forward within the current executive orders governed by the State of New Jersey but will
continue to work with outside parent organizations to think outside of the box on future events. Thank you.
Statement from Board of Education regarding school year continuing to be remote
As you are well aware by now, on Monday, May 4 New Jersey Governor Phil Murphy announced that
schools would remain closed for the remainder of the school year. In his statement, Governor Murphy was
very clear that the decision to keep schools closed was based on science and not emotion. He continued
that his experts could not guarantee at this point that schools could be re-opened “safely”.
This decision has the support of the NJEA, New Jersey School Boards and New Jersey Principals and
Supervisors Association as well as the Superintendents Association. As of yesterday, New Jersey had over
128,000 confirmed Corona Virus cases and over 8,000 deaths.
We, the Board of Education as well as the District Administration fully recognize that the closings have a
serious impact on our students and their families in terms of a “Normal” graduation and other events that
seniors usually participate in. The Administration has been working on contingency plans for several weeks,
“in the event” the Governor made the decision that he did. Included in these discussions were the Police
Chiefs and OEM Chairs for all three towns as well as the school principals and other administrators.
In the last 24 hours I have participated in ZOOM meetings along with the Superintendent, Mrs. Carrell and
our respective school principals Mr. Callanan and Mr. Kelly with parents of Senior students at Hanover
Park and Whippany Park. These meetings allowed the District the opportunity to explain further what the
plans are for Graduation should conditions remain as they are currently, and to listen to the parents explain
what their hopes and wishes would be to make the rest of the school year as “Normal” as possible for the
graduating class. I came away from these discussions with the feeling we all want the same thing for these
students and we can work together to make their Graduation memorable. The one word I heard more than
any from the parents was the word HOPE and I think we should all keep that thought in our minds as we
further plan to honor these deserving students. That being said, we also must obey the current orders of the
Governor with respect to groups congregating or organizing and we must continue to practice social
distancing while it is still in effect.
The single most important factor in organizing any type of graduation ceremony is the health and safety of
everyone who would participate. In addition, we cannot violate the mandate set forth by the Governor
regarding social distancing.
The District continues to look at different ideas on how we can honor and recognize the graduating Seniors
of Hanover Park and Whippany Park. We welcome dialogue from Students and parents who may have ideas
however any suggestions must meet the requirements of social distancing and safety of all who would
participate.

V. PUBLIC COMMENT
Diane Doyle, Hanover Park, asked for clarification on what was said on open to suggestions on virtual
graduation.
Maria Carrell indicated the District has a plan in place and needs to move forward as it takes time for
production and process. If other ideas are with the government EO, then District may modify plan if
possible.
Alana Gilespie Whippany Park asked if all school districts were under the same rule? There is a letter from
Passaic Valley Regional School District saying they are holding an outdoor graduation.
Maria Carrell, stated that there have been discussions and that plans had been run by the OEM, Police and
Health Department. Modifications may be made pending Governor’s Executive Order. Local decision,
however, may interpret differently as the District does not want to put any student at risk.
Rosemarie Primmamora East Hanover, stated her appreciation what the District is doing noting that some
schools have done nothing. Her son is unhappy about not having friends in theater during the virtual
graduation..
Maria Carrell indicated she appreciates what is being said and noted the Governor’s Executive Order there
is not to be an event with greater than 10.
Robert and Danielle Rosalli, Whippany Park noted there is a lot of talk about guidance and plan be presented
to OEM.
Maria Carrell said the District had conversations with OEM and Police and said we must follow OEM.
Robert and Danielle Rosalli asked if the Board of Education put forth a proposal to Governor for outside
graduation.
Maria Carrell recommended a virtual graduation.
Robert and Danielle Rosalli, asked if the Board of Education has a Plan B if things change.
Robert and Danielle Rosalli, stated the District cannot predict what is going to happen and need time due to
production.
Maria Carrell stated if the Governor’s Executive Order changes, plan may be changed to reflect or pivot.
John Winters, Florham Park, asked if the District was taking any projects in advance of summer.
William Albert, Business Administrator, indicated that on guidance from the Department of Education, the
District is not going to undertake any major projects.
Cloe Jakubowski Senior at Whippany Park, felt the letter received from Mr. Kelly was cold. She worked
hard for grades and asking for the same fight from administration, joint letter to Governor regarding
graduation.
Maria Carrell said she appreciates what is being said but the health and safety is first and foremost. It wasn’t
an easy decision but the District must follow the Governor’s Executive Order and practice social distancing.
The administration is working to put in place other pieces.

James Herbert indicated the Board of Education reviewed the letter from Mrs. Carrell and noted that she is
trying to be factual and trying to do everything she can.
Janis Catalano, Whippany Park, taken aback by letter, cold protocols, keep passion.
Maria Carrell said District was looking for creative ways to keep the passion going.
Alicia Sauchelli Whippany Park, indicated she has spoken to Mrs. Carrell and Mr. Herbert this morning.
Discussed concern about the safety of students. Proposed drive-in graduation, would be able to see students
graduate. Believes it to be safe and not more than 10 people; asked the Board to have faith in parents.
Maria Carrell, said that will be taken into consideration.
John Brucheski, Whippany Park, asked have schools approved outdoor graduation. The district owes it to
students. Suggested having it the first week of July.
Maria Carrell stated the District cannot host event as they are not our students. She has been talking with
PTOs.
James Herbert asked Ms. Gilespie to send letter from PVR.
Barbara Massey, East Hanover, said the lines of communication need to be better; that other schools have
administrators on social media.
Maria Carrell expressed her thanks.
Deanne and John Roe, Whippany Park, appreciates everyone’s effort. Would like to put form and time
period committee. Interim considering when will public hear from the District?
Maria Carrell stated the District will provide progress on May 27th. Will move forward with current plan.
Julian Campise, Senior at Whippany Park High School, stated it seems like some of the plans where nixed
because the Senior Class cannot be trusted. Would like to see friends graduate.
Maria Carrell said she will ask to see if we can provide that.
Julian Campisi would like to have better communication with classmates; students left in the dark.
Maria Carrell said she will talk with the principals about class meetings.
James Herbert said there was no thought that District does not trust students.
James Carlson, Whippany Park, had four great years at Whippany Park High School and said it’s unfortunate
to end his time. Current circumstances does not undo love from administration. PVR will have class of 400
and will not be able to have under 10 people gathering as per the Governor’s Executive Order. Silly to say
if they can do it so can we.
Letter should have been sent earlier but trust you are doing the best for students.
Mike Petro, asked if the State opens up congregating what would lead time be?
Maria Carrell noted the District would need significant time, need chairs, sound system.

Alyssa Campbell, Whippany Park, said conversation was much different this morning than tonight.
James Herbert noted nothing has changed since this morning. Cap May is opening hotels.
Maria Carrell said there has been no decision from State on graduation.
Alyssa Campbell asked if they can use Bayer from this morning’s discussion.
Maria Carrell indicated the District is moving forward with plan in place and will explore other options.
Mike Mihalko, Hanover Township, owner of Party Pleasing Rental, stated the District can get chairs, etc.
Suzanne DeMont noted that when kids walked out of school they had no idea that it would be the last time.
Asked if kids can get back into school and together and have party, families’ cars parades through town for
graduates with police escort.
Karen McClenus, Whippany Park, asked what would be concerns of the Town with car parade. Police
Chiefs have had concerns with car parades in town.
Roc Moore asked that instead of car parade just have a regular parade.
Yvette Quioque, East Hanover, noted Seniors are not enthusiastic about classes. They are given work in the
morning and no interaction after that.
Maria Carrell indicated constantly monitoring distance learning, began conversation for continual
engagement now that school will not be in session.

20.499. Maternity/Child Rearing Leave of Absence
Motioned by Mrs. Peterson, seconded by Mrs. Davis, that the Board approve the request of Kimberly Senius,
Whippany Park Special Education Teacher, for a maternity/child rearing leave of absence to begin on or
about September 2, 2020 through June 30, 2021. Ms. Senius plans to use 40 accumulated sick days during
this leave. This leave will run concurrently with FMLA and NJFLA. It is anticipated that Ms. Senius will
return to her teaching position effective September 1, 2021.

Cumulative Examinations/Projects for the 2019-2020 school year due to the COVID-19 pandemic. All
students will be exempted from culminating final examinations/projects for the 2019-2020 school year. In
accordance with the 2019-2020 School Calendar, the last day of instruction for students and faculty for the
Hanover Park Regional High School District will be Monday, June 22, 2020.

functions is expected to adhere to state guidelines established in Circular A-87 of the New Jersey Office of

Superintendent, that the Board of Education of the Hanover Park Regional High School District, in the
County of Morris, New Jersey approves the following resolution:
Be it resolved, to approve a tentative 2020-2021 school district budget as follows:
General Fund $ 38,727,315
Special Revenue Fund $ 272,778
Debt Service Fund $ 3,471,600

Be it further resolved, that there should be raised for the

School District Board of Education, in the County of Morris, New Jersey approves the need for Special

Education and the use of $1 of banked cap for the 2020-2021 budget and will complete said purpose by June
2021.
WHEREAS, school district policy and NJAC 6A:23A-7.3(a) provides that the board of education shall
establish in the annual school budget a maximum expenditure amount that may be allotted for such travel and
expense reimbursement for the 2020-2021 school year; and
WHEREAS, maximum expenditure amount allotted for travel and expense reimbursement for the 2019-2020
school year was $75,000; and
WHEREAS, travel and expense reimbursement has reached a total amount $28,532 as of March 1, 2020;
Now, it therefore, be resolved, that the Board of Education Hanover Park Regional High School District, in
the County of Morris, New Jersey hereby establishes the school district travel maximum for the 2020-2021
school year at the sum of $75,000; and
Be it further resolved, that the School Business Administrator shall track and record these costs to insure that
the maximum amount is not exceeded.
WHEREAS, N.J.A.C. 6A:23A:5.2 (a) mandates boards to establish annually prior to budget preparation, for
public relations and each type of professional service a maximum level of spending for the ensuring school
year; and
WHEREAS, the tentative budget includes the following appropriations
Legal $ 76,500
Accounting $ 47,000
Architect $ 10,000
School Physician $ 23,100
WHEREAS, the Board and Administration wishes to minimize the amount of paperwork involved in this
area;
Be it further resolved, that the Hanover Park Regional High School District Board of Education, in the County
of Morris, New Jersey established maximums for professional services in the areas listed above at a level of
120% of the amounts listed above.

20.516. Final Adoption of the 2020-2021 Budget
Motioned by Mr. Donohue, seconded by Mrs. Davis, that the Board approve the final adoption of the 2020-
2021 budget in the amount of $38,727,315 along with $272,778 for Special Projects and $3,471,600 for
Debt Service.
And, be it further resolved, the sum of $33,594,935 should be raised for general fund levy and $3,241,312
should be raised for the debt fund levy for local school district purposes for the 2020 -2021 school year.

for Distribution of School District Taxes from East Hanover Township, Florham Park Borough and Hanover
Township. Said request is to be considered a replacement for the T-1 forms normally generated for the
payment of taxes to a local school district in accordance with statute and code.
