Minutes of 43rd Meeting of Steering Committee of Micro, Small & Medium Enterprises - Cluster Development Programme (MSE-CDP) In Chair Secretary (MSME) Date 09.03.2017 Venue MSME-DI, Extension Centre, New Delhi. Initiating the discussions, Chairman, Steering Committee directed that there is an immediate need to review the on-going projects under MSE-CDP by State Governments in their respective jurisdiction on regular basis and take suitable measures for timely completion of the same. While considering the new proposals in future, the completion of earlier sanctioned proposals would be reviewed. He also informed that the projects are being reviewed in Ministry on weekly / monthly basis. He requested State Governments / Implementing Agencies to forward suggestions, if any for bringing improvement in implementation of scheme at Ministry / Office of DC (MSME). Principal Secretary, Tamil Nadu mentioned that there are lapses on both the sides resulting delay in implementation of projects, however, the implementation can be expedited, if timely financial support is extended by Government of India. AS & DC (MSME) informed that to extend timely financial support in implementation of the project, State Governments have already been requested to provide quarterly projections of funds requirements during 2017-18. He requested State Governments to provide the same for proper financial management. He reiterated the earlier decision of Steering Committee that no funds would be provided for activities like Diagnostic Study Reports (DSRs), Soft Interventions (SIs) and Detailed Project Reports (DPRs) under MSE-CDP. In cases where 1 st installments have been released for earlier approved projects for DSRs/ SIs/ DPRs, the same have to be completed with the 1 st installments only and no further grant would be released. Chairman directed that CDOs and Directors of MSME-DIs must visit the project sites / clustersbefore the same are considered in Steering Committee Meeting and prepare a brief report inrespect of each project for information and consideration of Steering Committee.

In case of new Industrial Estate Projects, Chairman directed that preferential treatment shouldbe given to MSMEs and it should be clearly highlighted while submitting future projects andallotting plots to Industries. Director, MSME-DIs should be made one of the members in theplot allotment committee to oversee the interest of MSMEs.
