MRVC agreed. MMRDA was to give detailed proposal. Part proposal given by MMRDA on 14.10.14. PDC 30.10.14. New PDC 17/11/14. Drawings received from MMRDA on 18.11.14. Approved by DRM,COM,CEE,CSTE. Approval of CAO/C & CBE will be done by 8/1/15. Sion bridge GAD will be cleared by 23/12/14 (CBE). In complete level of upto 21 M is agreed for CSTM-Panvel Corridor. Three designers shall sit together & finalise this by 25/12/14. Chunabhatti level crossing shall be closed with this solution. Chunabhatti GADs received and approved by DRM, HQr approval by 20/1/15. 1. GAD approved by CBE on 16.01.15. 2. & 3. Under scrutiny - PDC 23.01.15. PDC for submission for item(1) (2) & (3) 31.1.15. MMRDA also indicated that they are not able to lower the level of the connector by 1.5 m as requested by MRVC. This will result into keeping the PNVL - CSTM fast corridor at level of 25 to 26 meters right from SCL Road and Kurla point to EE highway Chunabhatti point. It was requested by CRly to add a Road also along with Fast corridor for effective disaster Management. 2 MMRDA CR CBE Mumbai -Trans Harbour links (MTHL) Approval of GAD’s of ROB’s over Central Railway land at Chirle Mainland Nhava side Drg. MMRDA suggested on 23.09.2014 that proposed elevated corridor (CSTM-Panvel) may be raised at Chunabhatti to the same level as at Kurla to enable ROB 2 & ROB 3 at Chunabhatti to remain underneath. MRVC agreed. MMRDA was to give detailed proposal. Part proposal given by MMRDA on 14.10.14. PDC 30.10.14. New PDC 17/11/14. Drawings received from MMRDA on 18.11.14. Approved by DRM,COM,CEE,CSTE. Approval of CAO/C & CBE will be done by 8/1/15. Sion bridge GAD will be cleared by 23/12/14 (CBE). In complete level of upto 21 M is agreed for CSTM-Panvel Corridor. Three designers shall sit together & finalise this by 25/12/14. Chunabhatti level crossing shall be closed with this solution. Chunabhatti GADs received and approved by DRM, HQr approval by 20/1/15. 1. GAD approved by CBE on 16.01.15. 2. & 3. Under scrutiny - PDC 23.01.15. PDC for submission for item(1) (2) & (3) – 31.1.15. MMRDA also indicated that they are not able to lower the level of the connector by 1.5 m as requested by MRVC. This will result into keeping the PNVL - CSTM fast corridor at level of 25 to 26 meters right from SCL Road and Kurla point to EE highway Chunabhatti point. It was requested by CRly to add a Road also along with Fast corridor for effective disaster Management.

Mumbai -Trans Harbour links (MTHL) Approval of GAD’s of ROB’s over Central Railway land at Chirle Mainland Nhava side Drg. No. 180581/142 sheets, and 2180581/ 1 to 7 sheets.

Observations regarding span arrangement over running lines conveyed to MMRDA vide letter dated 17.07.2014. MMRDA was to provide revised GAD of this by 07/10/14. Now target shifted to 14/10/14. Target busted again. Again PDC fixed at 30.10.14. PDC 17/11/14. Meeting held on 12/11/14. Crossings will be with 3 spans. Instead of 5 sets of piers it was decided to submit GAD with 2 sets of piers. CBE: Final GAD from MMRDA is awaited.

During CRS inspection on 08.09.2014, modification to GAD has been suggested to Monorail Authorities (Mr. Murthy) regarding infringements. Revised GAD received in division sent to CRS on 24.09.2014. CRS sanction received and conveyed to MMRDA.

HQ.(25.11.14) During presentation CRS, wanted revised launching scheme from MMRDA. PDC 01/01/2015. Revised PDC 15/1/15 (MMRDA decided to discus with CRS) CBE: Presentation was done on 13.01.15 with CRS. Revised launching scheme as advised by CRS is awaited from MMRDA. This is being submitted to Division on date.

Proposal of crossing of Navi Mumbai Metro line at Taloja station on Diva-Panvel railway line by DFCCIL.

It is necessary to accord approval by

Railways to the Metro Station No.10, portion of Depot approach via duct and the pier at the edge of the railway boundary (to facilitate the NHAI span crossing) since all these work are away from the operational area of Diva-Panvel line and it will expedite the execution of the Metro works held up on the Railway land.

Meeting held between CIDCO & DRM, Central Railway along with other railway officials on 18.09.2014. Central Railway & DFCC came to an Agreement on the track layout of their respective track layout at Taloja Station. Further item was discussed with DRM/BB, CE/CIDCO and PCE with GM/CR on 07.10.2014. Revised drawing with relocation of RUB at location of existing LC will be given by CIDCO by 10/10/14. This will permit some more space for expansion to C.Rly. Meeting in GM’s Room held at 15.30 hours on 07.10.2014. CIDCO submitted revised GAD based on the discussions by 14/10/14. PDC for Railways and DFC 26/10/14. Rly gave feedback 22/10/14. GAD by CIDCO to be given on 25/12/14. Central Railway agreed that the structure of station No 10 and Depot Approach Viaduct of Navi Mumbai Metro, located away from the operational area of Diva panel line are permitted for construction. GM , Central Railway instructed the concerned Railway officials to release letter by 27/11/14, to commence construction. Central Railway confirmed that on formal submission of GAD of superstructure of NM Metro crossing of operational Diva- Panvel line, the construction of pier of NHA3 crossing stands approved for construction. Since this is located away from the operational area of Diva- Panvel line and at edge of Railway Boundary. CIDCO is requested to expedite submission of

GAD of through type girder. In view ofdelay on part of CIDCO designer, it was decided today that maintenance agreement will be submitted by Railway to CIDCO 15/1/15. As soon as agreements is executed by CIDCO, the construction of Depot, station no 10 and NH crossing can be started. CBE: Follow-up meeting was held by CAO(C)/ PCE with CBE/CR, and CE/CIDCO on 13.1.2015 and decided that CIDCO will submit GAD showing vertical and Horizontal clearances pending superstructure structural drawing in weeks time. Draft Agreement submitted for legal check on 19.01.2015. After legal vetting of Agreement same will be sent to BB Divn for execution with CIDCO. After execution of agreement and receipt of GAD permission for work will be processed.

Carnac Road Over Bridge & Hancock ROB: - Rebuilding of Carnac Road over bridge at KMs. 0/1-2 & Hancock Road over bridge at KMs. 2/6-7.

MCGM has agreed for dismantling of existing ROBs by Railways at their cost. Estimate for demolition of existing bridge submitted to MCGM on 30.05.2014 but acceptance is still awaited. Dismantling scheme of existing ROB has been submitted on 08.08.2014. MCGM was to approve this by 5/10/14. CAO (C) CSTM will execute the work of demolition. It was decided to process for CRS sanction simultaneously for dismantling MCGM submitted the GAD & TAD to Railway for approval on 14.08.2014 for the new bridges to be constructed. GAD and TAD returned to MCGM with observation vide letter no. W.294.Rehab.Genl. dated 20.08.2014 regarding launching. Revised GAD and TAD was awaited from MCGM by 15/10/14. Today MCGM clarified that they need approved plan of 5th and 6th line. MCGM was requested by Railways to delink dismantling from the new bridge in view of public safety. Central Railway was to give approved plan of 5th and 6th line plan by 20/10/14. Plan given on 16.10.14. PDC for MCGM 15.11.14. Scrap will be removed by Rlys as cost of scrap has been subtracted from estimate. Utilities planning in interim to be detailed by MCGM by 5/12/14. Rs.2.6 Cr received from MCGM on 27.11.14. Utility shifting – JJ hospital pipe of 300 mm dia and 9 cables of BEST , 3 cables of MTNL be taken along with 900 mm dia pipe of MCGM pipe bridge 2M away. Abandoned pipe of 600 mm dia to be thrown.

For shifting of utility services on pipeline bridge needs strengthening before shifting which is being advised to Construction Dept. Pipe and cables will be provided by user dept. of MCGM. Tender for dismantling of 2 ROBs opened on 06.01.15 and under finalization with CAO/C. PDC for strengthening of pipe bridge and dismantling --

Estimate amounting for Currey Road ROB Rs.2,50,91,702/- and for Tilak ROB Rs.2,35,70,677/- vide letter No. B.W. 3512. Estimate.ROB.Gen.DB. dated 30.06.2014 submitted to MCGM. 5% land for amenities was earmarked along the station road and as BEST service station. MCGM postponed the targets from 05/10/14 to 30/10/14. Now Railways will be forced to have a relook on rules. Status: issue is taken up with BEST by MCGM. BEST remarks received. Case being processed by BMC.

Approval of layout for proposed construction of Railway Staff Quarters on replacement account at Gunpowder road railway colony near Dockyard station.

MCGM has submitted a comprehensive report with Ch Eng (DP) / MC. Under process with MCGM. TDC was 30/9/14. No progress by MCGM, will be taken up after elections. Status: Approval of layout will be issued by

30/11/14. Letter is yet to be issued.

Encroachments on the approach road are the main cause of delay. TMC decided to do a survey and come up with revised plan of action by 15.11.14. Board meeting of Dec ’14 is likely to clear this project. None attended from TMC on 6/1/15.

ROB at level crossing no 47-B between Shahad- Ambivali station has been completed in Railway portion but work on the approaches by KDMC is at stand still.

Contractor of KMDC is not progressing the work. Due to problem of land acquisition. 12 out of 16 foundation works started, remaining 4 foundations, one will be started by Dec.14. (One NRC pipeline to be shifted) work of three foundations also started. June 15 requested as final date. Land dispute of 2 piers will be solved by KDMC by 3/1/2015. KDMC is negotiating with a builder (Mr Gadda) who is having one of the two POA of the land lady. Expected PDC 31/1/15. FIR lodged by land owner. Progress to be reviewed in next meeting. Approved GAD of 38C (Thakurli gate) submitted by KDMC on 16/12/14. Rly to clear landing permission in Rly land at Thakurli by 10/1/15. Way leave facility –charges will be decided

by DRM/BB on 20.01.15 in a meeting with KDMC at 1600 hrs.

a) Releasing of funds for cost sharing of railway projects Thane-Turbhe-Nerul / Vashi and Nerul/Belapur-Seawood-Uran.

The fund utilization statement for Nerul-Belapur-Uran corridor upto August 2014 was asked for release of further funds. The fund utilization statement for Nerul-

Belapur-Uran corridor up to August 2014 was given on 15.09.2014 and the process for release of funds is in progress. C.Rly will give forecast of fund utilization up to March 2015 also by 30.9.14 to enable CIDCO to release funds, regularly every month, as

discussed. CIDCO informed Railways that they will have to submit the proper reconciliation of the funds duly certified by their Accounts Department to enable Advance Payments made by CIDCO. TDC for release of funds (24 crores) 10/10/14. Cheque of 24 Crores received on 14/10/14.

Funds for Seawood – Uran have to be sanctioned by 31/12/14 to avoid break in progress. Rs. 72 Crore deposited by CIDCO ON 25.11.14. ITEM CLOSED

b) Land acquisition for Nerul/Belapur-Seawoods – Uran Rly project. (Ch: 8000 to Ch.11000)

237 allotments done out of 1680 encroachments. 150 shifted out of 237. SPARC (NGO) coordinates. PDC Dec ’14 - given by MMRDA but progress on ground is not commensurate. Fresh allotments are held up due to MMRDA. New shifting held up for want of repairs to tenement by MMRDA. (Civil Engineering Dept). Dy CE MbPT: Demolition of the hutments vacated by the slum dwellers and construction of the compound wall along the safety zone is in progress.

ROB’s in lieu of 13 nos. of Level Crossings have been sanctioned by Railway Board on cost sharing basis in connection with DFCCIL alignment. Sanction of State Government for sharing 50% of the cost is awaited. 6 GADs submitted to CIDCO (One pertains to MMRDA ) (LC 9 does not pertain to CIDCO area)

(LC 6 near Bomali village needs to be clarified whether the approach road pertains to PWD or CIDCO)

There are no guidelines regarding cost sharing. It was decided to technically finalize the GAD drawings of these ROBs without waiting for clarity on cost sharing. DFCCIL to get the appropriate letter issued from Board, on cost sharing. TDC for approval of GADs 30/10/14 (with 4 lane modification). Meeting fixed by CAO/C on 29.10.14. 3 Drawings will be approved by CIDCO by 14/11/14. Rest 3 by 31/12/14.

In the last meeting between CIDCO & C. Rly. held on 13.11.2014, the nodal drawing of three locations LC 10, LC 20 & LC 23 were given to C. Rly. to super impose the GAD of the ROB / RUB for checking the junction arrangement details. PDC 5/1/15. There is delay of 15 days on both PDCs due to feedback from DFC.

Progress held up for want of revised Board circular on cost sharing.

released. The remaining funds shall also be transferred to Central Railway so that developmental works for Kumbh Mela at Nasik can be completed without any delay.

Release of funds expected by 15.10.14. Any further delay beyond this will entail in discharge

acquisitions

GoM clarified on 23.09.14 that this encroachment will have to be removed by

Railways only. GoM will, however, provide police bandobast. To be done after elections. Planned in next 10 days. CAO ( C) to fence & put Cess material on the same day. Meanwhile a copy of wrongly drawn minutes was seen. These will be cancelled and as when encroachments are removed, track will be slewed to increase the speed.

Payment of MAHAGENCO: An outstanding of `84.34 Crs on net demurrage and other charges is pending with MAHAGENCO for payment to Central Railway.

GoM is requested to offset the electricity bills of Central Railway by the amount of agreed upon demurrage. Issue is pending for last 18 months. GoM indicated that MAHAGENCO officers visit CS every Thursday in 2nd half. CCM/CR to ask for slot on 20/11/14. Meeting cancelled by CS. New date awaited. To be fixed after new set of officers settle down.

GoM has advised CR to prefer an appeal with Divl. Commissioner, Pune in the matter. Previous Chief Secretary had agreed to a proposal that transactions between CR and GoM shall be debited and Credited as per the then value of land in a Register of Running accounts. 20/11/14 fixed for Meeting with CS. Meeting cancelled by CS. New meeting date awaited.

b) Allotment of Land at Pune in lieu of land already handed over between Latur-Harangul in Latur District. (14 crore)

C) Relinquishment of land at Belapur-Shevgaon in Ahmednagar district.

checked by PWD/Nagpur. Rs 10 Crs will be release shortly. Part estimate under sanction with Railway Board. FLS and Geo- technical exploration has been completed.

Hon’ble CM requested Hon’ble MR to expedite sanction of revised estimates for the project.

Rs. 10 crores will be released soon. ii. Survey report submitted to Rly Board on 03.05.2013 at a cost of 48.4 crs. ROR

Google map of sites required for Metro 3 were handed over to W.Rly on 14/10/14. Joint inspection at all four stations has been completed on 16.10.14 by BCT division along with MMRDA officials. Based on joint inspection MMRDA has been given clearance to prepare final drawing duly indicating exact dimensions vide letter no. W.220/2/737 dated 20.10.14. Copy again given

in the meeting to Advisor (Civil) MMRDA.

The final approval for two ROBs taken up for construction at MSEB Sub-station and Uran Station on Nerul-Uran Railway Line are awaited from Railway.

Work of Kurla Carshed Nallah at Kurla (East) near Kranti Nagar was undertaken by CR in last fair season, which was stopped during monsoon. Addl Municipal Commissioner (Eastern Suburb) vide letter dated 20.05.14 and 07.07.14 had

requested GM/CR to give suitable instructions to concerned staff for restarting the work immediately. However, same is not still started on site. The same may be instructed to be started early.

Meeting between Sr.DEN/S and Director/Project/SWD is scheduled on 14.10.2014. Laying of three pipes (1800mm dia.) out of five pipes under Yard/Main line completed. In order to complete the widening project in all respect,

four addititional works yet to be planned. Therefore, MCGM has to deposit additional funds of Rs.9,53,58,685/- for completion of balance work and same has been intimated to MCGM Vide Mumbai division Sr DEN/S/BB letter no.BB/W/3512/BMC/CLA-nallah/DB dated 24.09.2014. Further, way leave charges of Rs. 3.0Cr has been deposited so far, balance Rs. 6.40 Cr. yet to be deposited by MCGM. Same has been advised vide above letter. To complete balance work above funds may deposited with Railway at earliest. Pending approval of AMC for RE . PDC – Feb 2015. Leftover work of connectivity is being started and shall be completed by 28.02.15.

1. The work consists of laying 1.60 M.dia. pipe under steel casing of 2.50 M.dia. MCGM has made payment of Rs. 58,40,408/- on 13.01.2001 to CR. The work was reported to have been completed by CR in the year 2007. Now, MCGM has taken up work of laying 1.60 M.dia pipe below the MbPT Railway track on downstream side of the said work. A Trial pit was for the said work when it is observed that the Railway authorities have laid only the steel casing pipe below harbour Railway track and the 1.60 M. dia pipe is not laid inside the casing pipes. CR to expedite the work of laying 1.60 M.dia RCC pipe inside the casing pipe for the portion below Harbour Railway track to enable MCGM to lay the downstream side pipe line with proper connectivity. 2.
