Report from the Ohio Attorney General’s Office
Sharon Tassie, Civil Rights Section Assistant Chief – Ohio Attorney General’s Office, reported
that Section Chief Lori Anthony was participating in the Pan Ohio Hope Ride pedaling 328 miles
across Ohio to raise money for charity to fight against Cancer.
In the matter of GMS v. OCRC, the Supreme Court declined to accept jurisdiction in the lawsuit
against Commission.
Report from the Chief Legal Counsel
Another bill has been introduced in the house, HB 303. It appears to be a bi-partisan bill
pertaining to "service animals" in places of public accommodation. On the one hand, it appears
to support rights of disabled individuals; on the other hand it appears to be somewhat restrictive.
It adds to the current law 4112.01(A)(24) - defining "service animal" as a dog individually
trained to work or perform tasks directly related to the patron's disability. Adds 4112.025, which
makes it illegal:
for a place of public accommodation to prohibit the use of a service animal (dog).
for a place of public accommodation to ask about nature/extent of patron’s disability.
for a place of public accommodation to require paperwork or certification of the dog.
for a place of public accommodation to require a surcharge for the animal.
for a patron to pretend an animal is a service animal.
It goes on to say places of public accommodation must make reasonable modifications in
policies, practices and procedures to permit the use of a miniature horse in a place of public
accommodation when necessary. It appears to touch on elements of the Commissioners’
technical policy pertaining to animal assistants. What is troubling is the change from animal
assistant to service animal restricting to dog. Whereas the Ohio Administrative Code provides
examples of dogs and monkeys. More troubling is the restriction on OCRC’s ability to adopt or
enforce rules governing the use of a service or other assistance animal in places of public
accommodation.
Report from Executive Director
Executive Director G. Michael Payton began his report by announcing the departure of summer
extern, Maddie Bellman. He thanked Maddie for her service and wished her well in her future
endeavors. Maddie assisted the public affairs department with preparations for the upcoming
Ohio Civil Right Hall of Fame. Maddie spoke fondly of her experience and thanked the
Commission for the opportunity. Chairman Hubert thanked Maddie for her service and wished
her well.
The EEOC held its annual training conference in Cleveland on July 18th - 20th. The conference
served the purpose of providing training to Fair Employment Practice Agencies throughout the
United States. Chairman Hubert provided welcoming remarks at the conference and read the
governor’s proclamation. Director Payton introduced the EEOC Acting Chair, Victoria Lipnic
who provided a keynote speech. Several OCRC staff attended the event including Keith McNeil,
Stephanie Bostos-Demers, Desmon Martin, Aman Mehra, Darlene Newbern, Bradley Dunn,
Vera Boggs, and Duffy Jamieson. The OCRC was recognized as a model agency.

Finally, Director Payton shared the OCRC central office staff provided a financial contribution to
Hope Lodge in support of Lori Anthony’s ride across Ohio. Hope lodge provides free temporary
housing for persons receiving treatment for cancer. The OCRC is proud of Lori’s efforts.
Remarks
Commissioner Barreras has been officially appointed to the Columbus Women’s Commission -
Pay Equity Committee. The Columbus Women’s Commission is composed of a diverse group
of leaders spanning public and private sectors and non-profit organizations. The goal of the
Commission is to advance the economic well-being of women by working to dismantle barriers
and reduce gender based inequities.
Commission Singh expressed concern regarding the use of Facebook to harass and intimidate individuals
based on discriminatory reasons.
Chairman Hubert asked Commissioners to review the Hall of Fame nominations in preparation
for the next meeting on August 17, 2017.
Finally, the Commissioners expressed thoughts and prayers for the victims of the Ohio State Fair
accident.
