MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 28TH FEBRUARY 2012 TO CONSIDER NEW PROJECT PROPOSALS UNDER THE SCHEME OF INTEGRATED PROGRAMME FOR OLDER PERSONS (IPOP).

A meeting of the Screening Committee of Social Defence Bureau of the

Ministry of Social Justice and Empowerment was held on 28th February, 2012 under the Chairmanship of Shri T.R. Meena, Joint Secretary (Social Defence) to scrutinize and make recommendation on the new proposals of NGOs received through State Governments/Union Territories under the Scheme of Integrated Programme for Older Persons (IPOP). Shri M.M. Sabharwal from Helpage India, Fr. Joe Pereira from Kripa Foundation, and Shri T.V.A. Ram, Deputy Secretary (IFD) in the Ministry of Social Justice and Empowerment, Department of Social Justice & Empowerment, Members of the Committee, attended the meeting. Shri Lalsanglur, Director (SD), Shri J.K. Sahu, Under Secretary (Ageing) and Shri Budharattan, Section Officer (Ageing) were present in the meeting to assist the Committee in the scrutiny of the proposals during the meeting.

2. At the outset, the Members of the Screening Committee were briefed about the budget allocation for 2011-12 and the notional allocation fixed for the States/UTs for 2011-12, existing guideline of the Ministry issued vide Order No.1-31/2006-Cdn dated 05.09.2008, the norms and guidelines of the Scheme, and number of new proposals received after the last Screening Committee held on 14th June 2011, etc.

The Committee, in the first instant, has observed that requirement of the current year recommendations of the State/UT Grants-in-aid Committees along with inspection reports for the current year for new project proposals is a hindrance for the organizations to be able to receive grant under the Scheme, as the recommendations of the State/UT Governments are received in the Ministry very late and thereafter a considerable time is required for examining the proposals. The Committee, therefore, recommends that grant-in-aid to the new organizations should be considered on the basis of available recommendations and inspection reports of the State/UT Governments. Accordingly, the Committee recommended that guidelines contained in the Ministry’s Office Order No.1-31/2006-Cdn dated 05.09.2008 may be suitably amended, if it is found feasible.

4. The Committee decided to defer consideration of the new proposals of NGOs received from the States of Goa, Punjab, Manipur, Uttar Pradesh and Uttrakhand keeping in view the imposition of election code of conduct due to forthcoming Legislative Assembly elections.

5. The Committee also decided to give priority to the proposals received from un-served/under-served States/Districts, followed by innovative projects in the revised Scheme of IPOP which has been implemented w.e.f 1.4.2008, while considering the project proposals for recommendations, subject to fulfillment of other requirements of the scheme and availability of funds.

6. The Committee, during examination of the proposals, observed that a large number of new proposals recommended by the State Government were incomplete

in many respects and therefore, did not find it possible to recommend these proposals. The Committee decided that all such incomplete proposals should be returned to the respective State/UT Governments with the request to advise the concerned Organization to rectify these shortcomings and re-recommend for consideration of the Screening Committee in the future meeting.

7. Total 526 proposals for the year 2010-11 and 2011-12 received from the following State Governments were placed before the Committee for consideration. State wise number of proposals placed before the Committee and number of proposals recommended is as follows:

8. State wise position of the new proposals placed before the Committee are given as under:

(i) Andhra Pradesh: All the 31 new proposals duly recommended by the State level GIA Committee and received through Govt. of Andhra Pradesh were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure-I.

(ii) Assam: All the 73 new proposals duly recommended by the State level GIA Committee and received through Govt. of Assam were placed before the

Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, found only six proposals suitable for recommendation whose detail is given as under:

(iii) Bihar: All the 6 new proposals duly recommended by the State level GIA Committee and received through Govt. of Bihar were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure-III.

(iv) Chhattisgarh: All the 4 new proposals duly recommended by the State level GIA Committee and received through Govt. of Chhattisgarh were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure-IV.

(v) Delhi: All the 2 new proposals duly recommended by the State level GIA Committee and received through Govt. of Delhi were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure-V.

(vi) Gujarat: All the 26 new proposals duly recommended by the State level GIA Committee and received through Govt. of Gujarat were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. (vii) Haryana: All the 20 new proposals duly recommended by the State level GIA Committee and received through Govt. of Haryana were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, found only one proposal suitable for recommendation whose details are given below:

(ix) Jharkhand: All the 4 new proposals duly recommended by the State level GIA Committee and received through Govt. of Jharkhand were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. (x) Karnataka: All the 60 new proposals duly recommended by the State level GIA Committee and received through Govt. of Karnataka were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, found only one proposal suitable for recommendation details of which is given below:

(xi) Kerala: All the 18 new proposals duly recommended by the State level GIA Committee and received through Govt. of Kerala were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation.

(xii) Maharashtra: All the 65 new proposals for 2010-11 which could not be considered in the last meeting of the Screening Committee held on 13-14 June 2011 and 65 new proposals for 2011-12 duly recommended by the State level GIA Committee and received through Govt. of Maharashtra were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, found ten proposals suitable for recommendation details of which are given below:

(xiii) Meghalaya: State level GIA Committee of Meghalaya had recommended only one proposal which was received through Government and was placed before the Screening Committee for consideration. The Committee, on scrutinizing the proposal in detail, did not find the proposal suitable for recommendation. Details of the proposal along with the remarks of the Committee are at Annexure-XIV.

(xiv) Madhya Pradesh: All the 22 new proposals duly recommended by the State level GIA Committee and received through Government of Madhya Pradesh were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure-XV.

(xv) Mizoram: All the 3 new proposals duly recommended by the State level GIA Committee and received through Government of Mizoram were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. (xvi) Nagaland: All the 4 new proposals duly recommended by the State level GIA Committee and received through Government of Nagaland were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, found only one proposal suitable for recommendation, details of which are given below:

(xix) Rajasthan: All the 61 new proposals duly recommended by the State level GIA Committee and received through Government of Rajasthan were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not find any of the proposals suitable for recommendation. (xx) Sikkim: State level GIA Committee of Sikkim had recommended only one proposal which was through the State Government and was placed before the Screening Committee for consideration. The Committee, on scrutinizing the proposal in detail, did not find the proposal suitable for recommendation. Details of the proposal along with the remarks of the Committee are at Annexure-XXI.

(xxi) Tamil Nadu: All the 13 new proposals duly recommended by the State level GIA Committee and received through Government of Tamil Nadu were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, found eight proposals suitable for recommendation details of which are given below:
