The Executive Director presented to the Commission Members the Comprehensive Projected Budget for 2015-2016. After a brief discussion regarding the budget, Commissioner Duhon made a motion to adopt the followingresolution:

“To adopt the Louisiana Motor Vehicle Commission Comprehensive Projected Budget for 2015 - 2016, forsubmission to the Office of the Legislative Auditor.

WHEREAS, the Louisiana Motor Vehicle Commission has reviewed the Comprehensive Projected Budgetfor 2015 - 2016 and find same to be a complete financial plan for the ensuing year.

THEREFORE, BE IT RESOLVED, by the Louisiana Motor Vehicle Commission, that the ComprehensiveProjected for 2015 - 2016 be adopted.”

Commissioner Guidry seconded this motion and it was unanimously approved.

The Executive Director presented to the Commission Members a correspondence from Megan Phelps, ProjectManager of Jackson Dawson on behalf of Ford Motor Company, dated October 3, 2014, to Neil Rogers,Commission Investigator, requesting approval for “Built Ford Tough Round-up 3" off-site display:

“Please accept this request for approval from the Louisiana Motor Vehicle Commission to hold a dealershiptraining ride and drive program in the state of Louisiana on behalf of Ford Motor Company.

The program we’re requesting approval for is titled “Built Ford Tough Round-up 3.” We would like to hold thisevent at the following venue on December 2, 2014:

The program brings vehicles and other support assets to the venue for Ford dealership personnel toexperience the 2015 F-150. Activities and assets in the program include:

The program anticipates 200-250 Ford dealers and personnel will attend this event.

After a brief discussion, Commissioner Guidry made a motion to approve Jackson Dawson’s request for thedealership training, ride and drive, and staff personnel at No Problem Raceway, Belle Rose, Louisiana onDecember 2, 2014, conditioned upon the Law and the Rules and Regulations promulgated by this Commissionbeing strictly adhered to and all representations made in the request correspondence of October 3, 2014, remainingconstant. Commissioner LeBlanc seconded this motion and it was unanimously approved.

The Executive Director presented to the Commission Members an e-mail correspondence from George Denegre,Esq., Attorney for Ford Motor Company, dated November 6, 2014, requesting approval for Ford’s F-150 “TheFuture of Tough” Consumer Drive Tour:

“In furtherance of our call and email exchange yesterday, I write on behalf of Ford Motor Company to seekapproval of the six events that are scheduled in Louisiana in connection with the Ford’s F-150 ‘The Futureof Tough’ Consumer Drive Tour. A description of the events and the locations is set forth below. Will youkindly place this request o the Commission’s agenda for next Monday? If there is anything further that youneed on this, please let me know. Thank you very much.

LMVC - F150 Consumer Drive Tour in Louisiana2015 F-150 ‘The Future of Tough’ Consumer Drive TourBackground• The Truck Marketing team of Ford Motor Company will execute a tour of the contiguous United

States to promote the launch of the All-New 2015 F-150 during the 4th quarter of 2014.

• Four (4) F-150 Touring Teams will operate concurrently in separate regions of the U.S., hitting 38Major Markets.

• The ‘Central East’ tour will travel to 10 markets, which include Baton Rouge and New Orleans. A totalof 6 retail location events will take place in the state of Louisiana.

Tour Objectives• To promote the launch of the launch of the 2015 Ford F-150 and allow consumers to experience the

vehicles before it is available in Ford Dealerships.

• The program will be about customers actually driving the vehicle - providing consumers with theopportunity to test drive the vehicle in a non-sales situation with a well-trained product experts. Theensure the test drive experience is completely relaxed in a non-selling environment, these events willtake place at retail locations in cooperation with local retailers.

• Ford Dealers in these markets have been notified of the tour and were provided a list of the retailevent locations as well. Overall, the Ford dealer network has been very supportive of the tour, butdo not engage directly with the test drive locations.

Overview• Each Touring team will consist of four (4) 2015 Ford F-150s, driven by product experts.

• Tour events will occur at pre-determined retail store locations, planned well in advance of the Driveevent date.

• A registration website where consumers can sign-up for a test drive has been launched in supportof the tour and promoted through multiple digital channels.

• In support of the Ford dealers, the tour will visit also visit selected Ford Dealerships(up to 5) on certain weeknights while it is market.

Timeframe• The national tour will be on the road October 11 - December 21, 2014

After a brief discussion, Commissioner Timmons made a motion to approve Ford Motor Company’s request topromote the 2015 Ford F-150, the staffing of product expert and the test drive events in Baton Rouge and NewOrleans from December 2, 2014 to December 13, 2014, conditioned upon the Law and the Rules and Regulationspromulgated by this Commission being strictly adhered to and all representations made in the requestcorrespondence of November 6, 2014, 2014, remaining constant. Commissioner Ryan seconded this motion andit was unanimously approved.

The Executive Director advised the Commission Members a pre-hearing had been on September 9, 2014, pursuantto LSA-R.S. 49:961C, regarding Bertucci #2014-012, Northshore Volkswagen, L.L.C. DBA NorthshoreVolkswagen, for alleged violations of LSA-R.S. 32:1254 A.(16) and (18), LSA-R.S. 32:1254 E.(4)(a) and (9)(b),LSA-R.S. 32:1261 A.(2)(d), LSA-R.S. 32:1270.11 (2)(d), Louisiana Administrative Code Title 46. Part V. Subpart1. Chapter 5. Motor Vehicle Salesmen; Dealers; Distributors §503. Unlicensed Motor Vehicle Salesmen; and Chapter 17. Recreational Product Static Offsite Displays; Offsite Expositions. In attendance representingNorthshore Volkswagen, L.L.C. A. Any further procedural rights or remedies afforded under the law;

B. The requirement that the Commission's judgment recites statement of a findings of fact andconclusions of law; and

C. All rights to seek judicial review or otherwise to challenge or contest the validity of the judgmententered pursuant to this agreement
