Minutes of the Empowered Committee Meeting of MAI held on 16.06.2016 in Room No. 47 under the Chairpersonship of Ms. Rita Teaotia, Commerce Secretary, Department of Commerce.

The budgetary allocation for Market Access Initiatives (MAI) Scheme has been enhanced from ₹200.00 crores in the BE 2015-16 to ₹250.00 crores in BE 2016-17. The Empowered Committee in its meetings, held on 20.11.2015, 02.12.2015 and 07.12.2015, had approved proposals for MAI assistance worth about ₹200.00 crores. In view of the fact that additional funds were available and in order to diversify assistance under MAI scheme for other activities, proposals were invited form EPCs and Trade Bodies through the concerned Divisions. These proposals were considered by the Sub-Committee in the meetings held under the Chairmanship of Shri Ravi Capoor, Joint Secretary on 08.06.2016 and 09.06.2016. Based on the recommendations of the Sub-Committee, 70 proposals were submitted for consideration of the Empowered Committee. 2. Meeting of the Empowered Committee (EC) was held on 16.06.2016 under the chairpersonship of Commerce Secretary. The list of participants is annexed. 3. In addition to the specific direction/decision in respect of the individual proposals, the EC observed/directed as under:

(i) Some of the proposals were very vague and contained too many sectors for projection. Participation in multi-product events is not a great idea as there is no focus and these are not outcome oriented. Instead focus should be on 3-4 verticals, keeping in view the sectors of interest of the country.

(ii) Participating agency should ensure that company selection is good and finest products are showcased. Efforts should be made to project Brand India during the event.

(iii) In the case of assistance for defending anti-dumping/CVD cases, MAI funding can be made available for few such cases due to limited resources. EPCs may consider whether the Council itself defends such cases or 1 or 2 major exporters defend them.

(iv) In respect of AD/CVD cases, the Embassies should be alerted, which would in turn

take up the matter with the concerned Govt. agencies in that Country.

(v) Events like RBSM on textiles or leather proposed by ITPO should not be encouraged since EPCs are meant to do these activities.

The minutes of the EC meetings held on 20.11.2015, 02.12.2015 and 07.12.2015 were taken on record as confirmed.

EC considered the proposals one by one as mentioned below. The detailed item-wise approval is at Annexure-I.

II. Proposals recommended by Sub-Committee (detailed decision is at Appendix) Item No. 1. Proposal of FICCI for organising 8th BRICS 2016 Trade Fair at New Delhi during 12-14 October 2016. 1.1 EC approved the proposal with MAI assistance of ₹1200.00 Lakhs under para

7.1.8 and para 4.4 of the MAI guidelines. EC directed FICCI to submit the detailed component wise break up of estimated expenditure as well as distribution of assistance of ₹1200.00 Lakhs.

Item No. 2: Proposal of ASSOCHAM for organising India Pavilion in 25th Asia Food Expo at Manila, Philippines from 10-13 September, 2016. 2.1 EC approved the proposal with MAI assistance of ₹50.00 Lakhs under para 7.1.2

of the MAI guidelines subject to ASSOCHAM ensuring participation of 50 Indian exhibitors.

Item No. 3: Proposal of ITPO for organizing India Sourcing Fair in Bangladesh during January 2017.

3.1 EC approved the proposal with MAI assistance of ₹100.00 Lakhs under para 7.1.2 of the MAI guidelines subject to ITPO ensuring participation of 100 Indian exhibitors.

Item No.4. Carpet EPC 4.1. Proposal of Carpet EPC for enhancing MAI assistance for organising RBSM

during India Carpet Expo at Varanasi (U.P.) during October, 2016.

4.1.1 EC approved the enhancement of the MAI assistance for the event to ₹300.00

Lakhs under para 7.1.8 and para 7.5.2 of the MAI guidelines subject to Carpet EPC ensuring participation of 200 Indian exhibitors and inviting 200 foreign buyers.

4.2. Proposal of Carpet EPC for enhancing MAI assistance for organising RBSM

during India Carpet Expo at New Delhi during March, 2017.

4.2.1 EC approved the enhancement of the MAI assistance for the event to ₹300.00 Lakhs under para 7.1.8 and para 7.5.2 of the MAI guidelines subject to Carpet EPC ensuring participation of 200 Indian exhibitors and inviting 200 foreign buyers.

4.3. Proposal of Carpet EPC for enhancing MAI assistance for organising National

level participation in Domotex Asia / China Floor at Shanghai, China during March, 2017.

4.3.1 EC approved the enhancement of the MAI assistance for the event to ₹100.00

Item No. 5: Proposal of EPCES for participation in Expo Medical 14 International Show for Products, Services and Equipments for Healthcare sector at Buenos Aires, Argentina during 28-30 September 2016. 5.1 EC approved the proposal with MAI assistance of ₹50.00 Lakhs under para 7.1.2

of the MAI guidelines subject to EPCES ensuring participation of 50 Indian exhibitors. The EPC shall explore the possibility of participation of exporters from other sectors. In case of any shortfall, EPCES should make a reference to Department of Commerce.

Item No. 6: Proposal of Texprocil for defending Anti-Dumping investigation initiated by Pakistan on import of Cotton Yarn of counts 55.5 and above from India. 6.1 EC approved the proposal with MAI assistance of ₹38.50 Lakhs under para 7.3.3

of the MAI guidelines subject to verification of expenditure by Ministry of Textiles. Item No. 7: Proposal of SRTEPC for Expiry Review of Anti-Dumping duty by Turkey on “Yarn made our of manmade or Synthetic or Artificial staple fibres of Indian Origins. 7.1 EC approved the proposal with MAI assistance of ₹33.04 Lakhs under para 7.3.3

of the MAI guidelines subject to verification of expenditure by M/o Textiles and inputs from the EP (Textile) Division.

Item No. 8: Proposal of FFFAI for Dry Run from Nhava Sheva , India to Moscow via Armenia. 8.1 EC approved the proposal with MAI assistance of ₹30.00 Lakhs under para 7.4.1

of the MAI guidelines. Item No. 9: Proposal of TEPC for organizing 8th RBSM 2016-17 at Bangalore during August / October 2016. 9.1 EC approved the proposal with MAI assistance of ₹73.00 Lakhs under para 7.1.8

of the MAI guidelines subject TEPC ensuring participation of 50 Indian exhibitors and inviting 50 foreign buyers.

Item No. 10: The proposal of M.P. Laghu Udyog Nigam Ltd. for Organising Reverse Buyer Seller Meet 10th MPEXPORTECH at Bhopal during September 2016.

10.1 EC did not approve the proposal as EC had earlier decided not to support state-specific proposals.

Item No. 11: The proposal of Shefexcil for Guar Gum Development of Marketing Information System for guar and Dissemination of best Agricultural Practices for Guar, development of the same to strategically support guar Gum exporters to boost exports.

11.1 EC approved the proposal with MAI assistance of ₹50.00 Lakhs under para 7.1.6 of the MAI guidelines for current year for MIS, dissemination of best agricultural practices and R&D related work. For the remaining two years, it will be considered separately.

Item No. 12: Proposal of SRTEPC for participation in Federal Trade Fair, Moscow, Russia during September 2016. 12.1 EC approved the proposal with MAI assistance of ₹50.00 Lakhs under para 7.1.2

of the MAI guidelines subject to SRTPC ensuring participation of 40 Indian exhibitors (25 from SRTEPC and 15 from AEPC). EC also directed Ministry of Textiles to coordinate with SRTEPC and AEPC.

Item No. 13: The proposal of Project EPC for National Level participation at Infra Oman 2016 during 10-12 October 2016.

13.1 EC approved the proposal with MAI assistance of ₹16.10 Lakhs under para 7.1.2 of the MAI guidelines.

Item No. 14: Proposal of Plastic EPC for organizing India Participation in Interplastica- Moscow, Russia during 24-27 January 2017.

14.1 EC approved the proposal with MAI assistance of ₹100.00 Lakhs under para 7.1.2 of the MAI guidelines subject to Plastic EPC ensuring participation of 50 Indian exhibitors.

Item No. 15: Proposal of Plastic EPC for organizing India Participation in International Housewares, Household and General Merchandise EPPS at St. Pete Beach, FL, USA during 4-6 December 2016.

15.1 EC approved the proposal with MAI assistance of ₹90.00 Lakhs under para 7.1.2 of the MAI guidelines subject to Plastic EPC ensuring participation of 30 Indian exhibitors. Plastic EPC was directed to verify the genuiness of the cost through the concerned Embassy.

Item No. 16: Proposal of CLE for hiring Consultant in Japan for promotion of export of Footwear (leather and non-leather), leather garments, leather goods and accessories. 16.1 EC approved the proposal with MAI assistance of ₹58.50 Lakhs under para 7.2.5

of the MAI guidelines for hiring of Consultant subject to the conditions that at least 50 Indian exporters are introduced to at least 3-4 people in Japan and cost is verified from the Embassy. EC also directed CLE to clearly document the work of Consultant and to furnish a report as to how it improved India’s exports.

Item No. 17: Proposal of CLE for hiring Consultant in USA for promotion of export of Footwear (leather and non-leather), leather garments, leather goods and accessories. 17.1 EC approved the proposal with MAI assistance of ₹48.00 Lakhs and ₹58.00

Lakhs for hiring of Consultants under para 7.2.5 of the MAI guidelines subject to the condition that cost is verified from the Embassy and detailed outcome report is submitted by CLE, indicating inter alia the details of Indian exporters who have been introduced by the Consultants and how many foreign buyers they met. EC also directed CLE to clearly document the work of Consultant and to furnish a report as to how it improved India’s exports. EC further directed that there would not be regular funding for this activity and the above approval is only for one year.

Item No. 18: Proposal of FIEO for organizing India Pavilion in PowerElec Ghana, Accra, Ghana during 1-3 September, 2016. 18.1 EC approved the proposal with MAI assistance of ₹100.00 Lakhs under para 7.1.2

of the MAI guidelines subject to FIEO ensuring participation of 50 Indian exhibitors.

Item No. 19: Proposal of FIEO for organizing India Pavilion & Branding Make in India in South Korea, Korea Metal Week 2016 during 19-22 October, 2016. 19.1 EC approved the proposal with MAI assistance of ₹100.00 Lakhs under para 7.1.2

of the MAI guidelines subject to FIEO ensuring participation of 50 Indian exhibitors.

Item No. 20: Proposal of Capexil for Organising Reverse Buyer Seller Meet (RBSM) for Ceramic Products during 3rd/ 4th Quarter of 2016-17 in Ahmadabad & Morbi (Gujarat) for 2 days.

20.1 EC approved the proposal with MAI assistance of ₹25.00 Lakhs under para 7.1.8 of the MAI guidelines subject to Capexil ensuring participation of 80-100 Indian exhibitors and inviting 30 foreign buyers.

Item No. 21: Proposal of Capexil for Participation & Set-up an Indian Pavilion at Paperworld, Frankfurt, Germany, 2017 during 28-31 January, 2017.

21.1 The proposal was withdrawn by Capexil. Item No. 22: Proposal of Services EPC for organizing SEPC Mart – Advantage Healthcare India 2nd International Summit of Medical Value Travel at India Expo Mart, Greater Noida during 3-5 October 2016. 22.1 EC approved the proposal with MAI assistance of ₹55.00 Lakhs under para 7.1.8

of the MAI guidelines subject to Service EPC ensuring participation of 50 Indian exhibitors and inviting 30 foreign buyers.

Item No. 23: Proposal of Services EPC for organizing Indian Participation at IPHEX Africa at Ethiopia during February / March 2017. 23.1 EC approved the proposal with MAI assistance of ₹32.50 Lakhs under para 7.1.2

of the MAI guidelines subject to Service EPC ensuring participation of 15 Indian exhibitors. Services EPC should go together with Pharmexcil in the event and Pharmexcil will be the lead agency.

Item No. 24: Proposal of Services EPC for organizing SEPC Mart –Healthcare, Entertainment and Tourism 3rd Edition Global Exhibition on Services (GES) at Pragati Maidan, New Delhi during 19-21 April 2017. 24.1 EC directed that the proposal should be re-worked in consultation with CII.

Funds from Ministry of Tourism may also be harnessed.

Item No. 25: Proposal of ACMA for organizing 4 days tech Expos in Europe with 3 OEMs / Tier 1s in Germany, France during September / November 2016.

25.1 EC approved the proposal with MAI assistance of ₹71.00 Lakhs under para 7.1.2 of the MAI guidelines subject to ACMA sharing details of the companies visiting and OEMs met and also ensuring participation of 30 Indian exhibitors. ACMA should share the outcome from previous expo held in Italy.

Item No. 26: Proposal of ACMA for organizing Workshops on Export for ACMA members at New Delhi, Chennai, Pune during 2016.

26.1 EC approved the proposal with MAI assistance of ₹6.50 Lakhs under para 7.1.8 of the MAI guidelines subject to ACMA ensuring participation of 45 Indian exhibitors. EC also directed ACMA to take feedback from DHI.

Item No. 27: Proposal of ACMA for organizing 2nd ACMA India Summit on Synergizing Global Supply Chain at New Delhi during January 2017.

27.1 EC did not approve the proposal.

Item No. 46: Proposal of CII for organizing India-Africa Health Forum Promoting India Healthcare Products and Services in Africa at New Delhi during December 2016. 46.1 The proposal was not approved by EC. Item No. 47: Proposal of CII for Small and Medium Enterprises (SME) Development Training Programme through Cluster Approach for Africa (22-30 September 2016 coinciding with 9th CII National Cluster Summit 22-23 September 2016, New Delhi). 47.1 EC in principle approved the proposal with the direction that the proposal may be

reviewed by FT (Africa) Division. The proposal was not found to be properly structured. EC directed that the domain should be narrowed and the sectors of interest should be focussed. It should cater to not more than 3-4 verticals.

Item No. 48: Proposal of CII for Enhancing participation of India in Project opportunities in Africa, BSM in Egypt during March 2017.

48.1 EC felt that RBSM would be more productive and if BSM has to be organized

then it should be narrowed down and should focus on 3-4 sectors only. EC deferred consideration of the proposal and directed that the proposal may be re-examined by FT (WANA) Division.

Item No. 49: Proposal of CII for organizing Enterprise India Pavilion at Metalex Vietnam during 6-8 October 2016.

49.1 EC approved the proposal with MAI assistance of ₹250.00 Lakhs under para 7.1.2 of the MAI guidelines subject to CII ensuring participation of 125 Indian exhibitors.

of the MAI guidelines subject to FICCI ensuring participation of 50 Indian exhibitors and directed that the proposal should be examined by EP (Pharma) Division, DoC.

Item No. 51: Proposal of FICCI for organising India Pavilion in FIHAV 2016 at Havana, Cuba during 31st October to 4th November, 2016. 51.1 EC directed FICCI to work out size of the market for each item, analyses them

with data and narrow down to 3-4 sectors. EC deferred the proposal and directed that proposal may be examined in detail by FT(LAC) Division.

Item No. 52: Proposal of FICCI for organising India Pavilion at The Big Show Oman 2017 at Oman during March 2017.

52.1 EC approved the proposal with MAI assistance of ₹100.00 Lakhs under para 7.1.2 of the MAI guidelines subject to FICCI ensuring participation of 50 Indian exhibitors.

Item No. 53: Proposal of FICCI for organising India Exhibition at Lahore, Pakistan during February, 2017. 53.1 EC approved the proposal with MAI assistance of ₹200.00 Lakhs under para 7.1.2

of the MAI guidelines subject to FICCI ensuring participation of 100 Indian exhibitors. FICCI should ensure that 6 sectors should be focused with about 20 exhibitors from each sector.

III. Proposals seeking ex-post-facto approval of EC Item No. 60. Proposal of IIFT for Salaries paid to Interns, who are appointed under Internship Programme of DOC for the year 2013-14 and 2014-15. 60.1 EC accorded its ex post facto approval with MAI assistance of ₹1,06,11,024/- for

reimbursement for expenditure incurred by IIFT during 2013-14 and 2014-15 on engagement of interns for DOC and assistance of ₹45.00 lakhs for 2015-16 (release would be done only after Trade Promotion Section indicates final figure after scrutiny of attendance, performance of Interns and demand raised by IIFT).

APPENDIX Item No. 1. Proposal of FICCI for organising 8th BRICS 2016 Trade Fair at New Delhi during 12-14 October 2016. 1.1 Proposed activity: Organising B2B meetings. Buyer and supplier of a particular

industry will be brought together for networking meeting and activities, which would enhance trade ties amongst BRICS. BRICS countries would be the highlight and investment facilitation/handholding support will be provided to potential investors. Leading companies from BRICS countries will join the exhibition to display their strengths and talk about possibilities of Joint Ventures and possible collaborations for Technology Transfer. The exhibitors will comprise prominent players from the BRICS industry doing business or exploring possibilities of expanding their business.

3.1 Proposed activity: Organizing India Sourcing Fair in Bangladesh during January 2017. ITPO is planning to participate in the event with 100-125 Indian exhibitors from textiles, jewellery, food and beverages / equipments, handicrafts, power, transmission equipment, IT, engineering etc. The objective of the show is continued projection of India’s quality products and technological advancement made in different spheres. The show also aims to provide an ideal platform to Indian entrepreneurs to explore the potential of their products not only in Bangladesh market but also the neighbouring countries.

3.2 EC deferred consideration of the proposal and directed that proposal may be examined on file by FT (SA) Division, after assessing the performance of the event held during 2015-16.

Though India’s export of leather and leather products to Japan has increased from US$ 21.74 million in 2010 to US$ 59.24 mn in 2015, comparing to Japan’s import potential, Japan remains as an untapped market for India. The India-Japan CEPA, paves way for reducing the import duty of Indian leather goods and certain categories of footwear. In order to tap the market potential and enhance our share of exports, it is proposed to adopt a new marketing

There has been a consistent growth in India’s exports to USA in the last 5 years. India’s export of leather and leather products to USA has increased from US$ 348.12 mn in 2010 to US$ 833.92 mn in 2015, recording a growth of around 140% in the last five years. It is pertinent to mention that even when exports from Indian leather sector have shown a decline of -9.87% during April-March 2015-16, export to USA has increased by a significant 8.59% in dollar terms. Hence, as far as Indian leather and leather products segment is concerned, US market is very significant. Considering the huge market size, it is proposed to intensify marketing activities in this market towards sustaining and further enhancing the exports. Engaging Consultants will help the Indian exporters to meet new and potential buyers. This will help in strengthening consolidating capabilities in the India’s exports EPC sector.
