After introductory session, four cases were discussed under 'Miscellaneous' section. Ten applicants were requested to make their presentation before the committee. All the ten applicants made their presentations before the committee. Five cases were placed for reconsideration. SESSION I A. Miscellaneous 1. Proposed expansion project for 3x20 MT Induction Furnace with caster and 2000 TPM Wire Drawing unit by M/s. Gagan Ferro Tech Ltd. at Jamuria Industrial Estate, Vill & PO Ikra, Dist Burdwan. Activity: This is a proposal for expansion of 3x20 MT Induction Furnace with caster and 2000 TPM Wire Drawing unit. In the beginning of the 81st meeting of SEAC, which was held on 14.02.2014 at 15:00 hrs at the Conference

Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory

session, four cases were discussed under 'Miscellaneous' section. Ten applicants were requested to make their

presentation before the committee. All the ten applicants made their presentations before the committee. Five

cases were placed for reconsideration.

SESSION I

A. Miscellaneous

1. Proposed expansion project for 3x20 MT Induction Furnace with caster and 2000 TPM Wire

Drawing unit by M/s. Gagan Ferro Tech Ltd. at Jamuria Industrial Estate, Vill & PO – Ikra, Dist –

Burdwan.

Activity:

This is a proposal for expansion of 3x20 MT Induction Furnace with caster and 2000 TPM Wire Drawing

unit.

Chronology:

Salient features of the proposed project are –

The matter was discussed and reviewed in the 80th meeting held on 18.01.2014 and noted that this is an

expansion proposal for Category „A‟ project having Sponge Iron > 200 TPD and as per EIA notification

2006 and its amendment the case may be appraised at MoEF and the SEAC has decided to forward the

same proposal to the SEIAA for the opinion and necessary action.

The SEAC has received a letter from the SEIAA, WB vide No. EN/379/T-II-1/077/2012 dated 11.02.2014

mentioning that “SEAC should examine the proposal and submit recommendations to the SEIAA.

The matter was put up for consideration. The SEAC reviewed the matter and after detailed discussion,

SEAC has decided to forward the same to the SEIAA for taking necessary action based on the

recommendation on 80th meeting held on 18.01.2014.

2. Proposed expansion project for 0.9 MTPA Coal Washery by M/s. Shakambhari Ispat & Power Ltd.

at Vill – Madandih, PO – Bartoria, Dist – Purulia, PIN – 723 121

Activity:

This is an expansion proposal of 0.9 MTPA Coal Washery.

Chronology:

Salient features of the proposed project are –

The SEAC noted that this is an expansion proposal for Category „A‟ project having Sponge Iron

3. Proposed expansion of unit for manufacturing of Linear Alkyl Benzene Sulphonic Acid (LABSA)

with the application of new technology by M/s. Advance Surfactants India Ltd. in its existing plant

premises at Dag No. 252 & 432, Vill & PO – Kaswarah, PS – Polba, Dist – Hooghly, PIN- 712102,

West Bengal.

M/s. Advance Surfactants India Ltd. has submitted an application to the WBPCB for production of Linear

Alkyl Benzene Sulphonic Acid (LABSA). As per the proposed manufacturing process sulphur will be

combusted in presence of pure Oxygen to produce Sulpher di Oxide which is converted into Sulpher

Trioxide. Produced Sulpher Trioxide is directly taken into close loop reactor to make LABSA. Heat

produced during combustion of sulphur will be utilised to produce power.

WBPCB seeks opinion of the SEIAA regarding requirement of Environmental Clearance for the above

mentioned project proposal.

SEIAA sent the proposal for examination and recommendation of SEAC.

During the meeting SEAC recommended that manufacturing of LABSA should require Environmental

Clearance under Sl no. 5(f) of schedule of EIA notification 2006 and its amendment thereafter.

4. Proposed Residential Complex by M/s. Lingraj Properties Pvt. Ltd. & Ors. at JL No. 48, Mouza –

Kumrakhali, PO – Narendrapur, PS – Sonarpur, Rajpur - Sonarpur Municipality, Kolkata – 700

103, Dist – South 24 Parganas.

Activity:

This is a proposal for construction of a Residential Complex having 479 flats (7 blocks of B+G+18 storied

buildings).

Chronology:

The SEAC stipulated the conditions for Environmental Clearance for the proposed project in the 60th

meeting held on 24.10.2011.

Now the unit has submitted the copy of the sanctioned building plan for the proposed project on

09.01.2014.

SEAC also received a notice from Shri Parimal Dey regarding objection against clearance. Applicant also

enclosed the order of the Hon‟ble Calcutta High Court (Case no. 3698-99 of 2013) against Winsome Plaza

Pvt. Ltd. & Others, Anita Agarwal & Others. As per the records of SEAC, Winsome Plaza and Anita

Agarwal also co-developer of the proposed project.

During the meeting, SEAC took note about the court case C.O No. 3698 of 2013 with C.O No. 3699 of

2013 with C.O No. 3742 of 2013 in the High Court at Calcutta Civil Revisional Jurisdiction appellate Side,

related to the land of the proposed project.

During the meeting Committee recommended that as the matter is sub judice, the application will be

considered after final disposal of Court Cases.

The committee shall consider this application only after submission of the status of disposal of court cases.

B. Note on Technical presentations

Industry Sector :-

1. ToR presentation of proposed expansion of Cement Grinding Unit of M/s. Lafarge India Pvt. Ltd.,

Mejia Cement Plant at Jl. No. – 41, Vill. – Amdanga, Mouza – Nandanpur, PS – Gangajalghati, PO –

MTPS (DVC), Dist. - Bankura, Pin – 722183, West Bengal.

Activity:

This is a proposal for enhancement of production capacity of the existing Cement Grinding unit for increase

in production of Portland Pozzolana Cement from 1.5 to 2.5 MTPA. It is noted that clinker will not be

manufactured at the site. The manufacturing process will involve grinding of Cement Clinker with Flyash

and Gypsum. No additional machinery will be installed. The enhancement in production capacity will be

achieved through upgradation of existing Ball Mill with Roller Press and V-separator.

Chronology:

Salient features of the proposed expansion project are :

i) Location of the Site – Jl. No. – 41, Vill. – Amdanga, Mouza – Nandanpur, PS – Gangajalghati, PO – MTPS (DVC), Dist. - Bankura, Pin – 722183, West Bengal.

ii) Land Area – within the existing plant, 25.19 ha.

iii) Additional raw material requirement – Fly Ash – 330000 TPA, Clinker – 630000 TPA, Gypsum – 40

TPA.

iv) Enhancement of Production Capacity – Portland Pozzolana Cement from 1.5 to 2.5 MTPA.

v) Emission Sources – no additional emission sources.

vi) Air Pollution Control System – existing system. The stack emission shall not exceed 50 mg/Nm3.

vii) Total Water Requirement – 190 KLD, MTPS supply. No additional water requirement.

viii) Wastewater – domestic effluent to be discharged through septic tank to soak pit.

ix) Additional Power Requirement – 7 MVA.

Name of the Environmental Consultant is M/s. JM Environet Pvt. Ltd. The case is put up for consideration.

After careful consideration of the presentation by the project proponent, SEAC recommended ToR (Annexure -

I) for conducting draft EIA/EMP reports and exempt the project for conducting public hearing as per Clause

7(ii) of EIA notification, 2006 and its amendment thereafter due to expansion of the proposed project involving

energy efficient technology, no clinker manufacturing at site, no additional requirement of land, zero effluent

discharge and no sensitive area within 10 km of the proposed project site.

2. Proposed Palsara-II Blackstone Mine project by M/s. West Bengal Mineral Development & Trading

Corporation Ltd. at Mouza – Palsara, JL No. 121, Plot No. 2681, PS – Kashipur, Dist – Purulia, West

Bengal.

Activity:

This is a proposal for black stone mining of maximum production capacity 200000 tonnes/year and

minimum production capacity 50000 tonnes/year of lease area 8.296 Ha (Command area 7.0786 Ha) in

Mouza – Palsara, JL No. 121, Plot no. 2681, PS – Kashipur, Dist – Purulia, West Bengal by West Bengal

Mineral Development & Trading Corporation. The rock will be excavated by open cast method of mining by

controlled blasting and excavated will be crushed into different size as per requirement. No effluent will be

generated as excavation will be restricted above water table. The top soil will be utilised to fill up the area

adjoining a guard wall to be constructed about 50 meters away from a pucca public road passing through the

west side within the lease area.

Name of the Environmental Consultant not mentioned. The case is put up for consideration. After carefully

considering the submission and presentation during the meeting, the committee recommended the project for

Environmental Clearance.

3. Proposed aerial rope way project by M/s. Damodar Ropeways & Infra Ltd. at plot no. 792, 799, 800,

2746, 807, 819, 820, 821, J.L no. 78, Vill- Paschim Gadadharpur, Amarabati Park, Digha under

DSDA, Dist - Purba Medinipur West Bengal.

Activity:

This is a proposal for construction of monocable Jigback Fixed Grip Passenger Ropeway.

Salient features of the proposed expansion project are :

i) Ropeway capacity: 300 Persons per hour (PPH)

ii) Horizontal length: 197 mtrs (approx.)

iii) System: monocable Jigback Fixed Grip Passenger Ropeway

iv) Solid Waste generation :

v) Waste Water generation and treatment :

vi) No. of cabins: 8 nos.

vii) DG set: 1x125 KVA

Name of the Environmental Consultant: Not mentioned. The case is put up for consideration. After careful

consideration of the presentation by the project proponent, the committee recommended that the project

proponent should submit the following:-

1) Specific concurrence letter from the competent authority for providing infrastructural support regarding

disposal of municipal solid waste, waste water, supply of drinking water etc.

2) Proper safety / risk management plan.

The committee shall consider this application only after submission of the above mentioned clarifications.

Construction Sector:-

1. Proposal for the proposed 4 lane flyover proposed by the Kolkata Metropolitan Development

Authority (KMDA) from Ramnagar More (Garden Reach Road) to Remount Road (near Katapukur

Morgue).

Chronology:

KMDA has applied for Environmental Clearance for the proposed 4 lane flyover from Ramnagar More

(Garden Reach Road) to Remount Road (near Katapukur Morgue) to the State Environment Impact

Assessment Authority (SEIAA) on 28.01.2014 under Category „B‟ project under item 8(a) which was

forwarded by SEIAA to SEAC for necessary examination by the SEAC.

SEAC also received a letter from KMDA informing that this activity falls under item 7(f) of the schedule as

Highway projects instead of 8(a). However, as the proposed project is neither a national highway nor a state

highway, the project may be exempted from the purview of environmental clearance as per EIA

Notification.

Name of the Environmental Consultant not mentioned. During the meeting project proponent presented their

proposal. After detailed discussions on various provisions of EIA notifications and submission of project

proponent, SEAC recommended to exempt this project from obtaining EC. However Project Proponent should

strictly comply with the following conditions:

i) KMDA shall install Noise Barrier system during construction and post construction phase on the

alignment of the project. Also thick vegetation cover wherever required will be used for attenuation

of noise.

ii) Stationary construction equipment will be placed away from habitation Construction Contract

Specifications should specify use of less noise generating equipment.

iii) Construction Contract Specifications should stipulate levels of maximum noise generation in

various zones (residential, commercial and sensitive) based on CPCB Noise Standards.

iv) High noise generating construction activities like drilling, compacting etc. should be carried out

only during day time in residential areas.

v) Asphalt and hot-mix plants shall not be at site.

vi) Fugitive dust entrainment will be controlled by sprinkling water.

vii) PP shall use the Composite Structures for the construction of the flyover

viii) The Construction material as well as excavated material to be disposed off will be shifted only

during the night time when the traffic will be much less.

ix) For Construction of Super Structure, Pre-cast Segmental construction technology would be adopted,

while for in-situ construction, a movable Scaffold System construction method shall be adopted.

Thus the construction of piles and substructure shall use only a small part of the lane for a few days.

x) Adequate construction boards, portable traffic signs, Chevron Signs, Road Marker Signs, Central

lights & Blinkers on Barricades, etc. will be put-up everywhere near the construction and

barricading in the effective stretch of the proposed road.

xi) Necessary permission for tree felling from the concerned department shall be obtained before

commencement of the project work.

xii) Construction spoils including bituminous material and other hazardous materials must not be

allowed to contaminate water courses and the dump sites for such materials must be secured so that

they shall not leach into the ground water.

xiii) Borrow pits and other scars created during the road construction shall be properly levelled and

treated.

xiv) No excavation or dumping shall be allowed on wetlands, other ecologically valuable or sensitive

locations.

xv) Adequate provision for infrastructure facilities including water supply, fuel and sanitation must be

ensured for construction workers during the construction phase of the project to avoid any damage

to the environment.

xvi) Adequate precautions shall be taken during transportation of the construction material so that it does

not affect the environment adversely.

xvii) Fly ash should be utilized strictly as per the provisions of Fly ash notification 2009 issued by MoEF

for the proposed project.

xviii) Rain water accumulation to be managed properly. Oil and grease trap shall be provided. Vertical

drain type rainwater outlet structures shall be set up to ensure quick runoff. The Strom water

management at two extreme ends must be taken care. The existing sewer line should be augmented

if required.

xix) Emergency Preparedness Plan and Accident/Disaster Management Plan shall be prepared and

strictly followed.

xx) Detailed study dealing with the effects of the construction on rainwater drainage in the catchment

area and environmental management plan shall be prepared and strictly followed.

xxi) Proper housing, shelter and crèche have to be provided to the contract and wage based workers.

SEAC decided to forward the above recommendation to SEIAA, WB.

2. Proposed construction of State Bank Institute of Management by State Bank of India at plot no.

IIF/2, Action area-II, New Town, P.S-Rajarhat, Dist-24 Pgs (N).

Activity:

This is a proposal for construction of residential buildings (B+G+6, B+G+5, G+2), admin/academic blocks

(B+G+7), hostel (B+G+7), guest house (B+G+6) and allied services.

Chronology:

Salient features of the proposed project are –

Land Area : Total Land Area: 40468.52 sq.m

Expected Population : 1050 persons (during operation)

Total Water requirement : 170 KLD

Fresh water requirement : 97 KLD (NKDA supply)

Wastewater generated : 120 KLD (to be treated in STP)

3. Proposed Residential Complex by M/s. Vivek Realty & Resorts Pvt. Ltd. at Mouza – Malancha, JL

No. 131, LR Plot No. 1480(p), 1483(p) & 1496(p), PO – Rakhajungle, PS – Kharagpur (T),

Kharagpur Municipal Ward No. 11 (Old No. 20), Dist – Paschim Mednipur, West Bengal.

Activity:

This is a proposal for construction of a Residential Complex comprising of 8 Blocks of G+3 storied

residential blocks comprising of 273 residential flats. The project to be developed in 2 phases. In Phase II 8

nos. blocks will be vertically expanded upto G+8 storied and having total 728 residential flats for Phase I

and Phase II. Environmental Clearance is sought for the entire project.

Chronology:

Salient features of the proposed project are –

Land Area : 6.094 acres as per Land schedule / 24661.565 sq.m

Expected Population : 4054 (including residential, floating and staff)

Name of the Environmental Consultant M/s. Centre for Sustainable Development. The case was put up for

consideration. After careful consideration of the presentation by the project proponent the committee

recommended that the project proponent should submit the following:-

1) Proposal for onsite compost plant for treatment of biodegradable fraction of MSW and earmarked the

location of the compost plant in conceptual plan.

2) Design of wastewater treatment facilities to be provided for the proposed project (phase I & II).

3) Proposal for Corporate Social Responsibility (CSR) to be formulated based on specific needs of the

locality.

The committee shall consider this application only after submission of the above mentioned clarifications.

4. Proposed Residential Complex “IDEAL GREENS” by M/s. Calcutta Infrastructure Infotech Projects

Ltd. at 591A, Motilal Gupta Road, KMC Ward No. 122, PS – Thakurpukur, Kolkata – 700008, West

Bengal.

Activity:

This is a proposal for construction of Residential Complex having 10 blocks of B+G+14 / B+G+15 /

B+G+16 / B+G+18 storied buildings with 852 no. of flats and club house of B+G+1.

The unit presented their proposal before SEAC on 71st SEAC meeting held on 24.09.2012. The State

Level Expert Appraisal Committee (SEAC), West Bengal, made the following recommendations in the 71st

SEAC meeting and subsequent response submitted on 09.04.2013 from the unit is given below :–

1. The pp mentioned that UGR capacity for storage

of rainwater is 378 KL, there will be 08 nos

storage tanks. Proposed number of recharge pits

05 nos. of 3m dia and 2m effective depth which

will recharge 1237 KL of rainwater harvested

during the monsoon.

2. Permission to be obtained from

concerned authority for sourcing water

from borewell during construction phase.

2. The pp submitted copy of permission letter dated

22.01.2013 for construction of borewell issued by

the Chairman, Rajpur-Sonarpur Municipality.

3. CSR programme to be modified based on

sanitation programme for nearby schools

3. The pp submitted revised CSR proposal with

financial commitment of approximately Rs. 40

lacs.

brick utilization i.e. 44,40,000 nos.

Chief Wildlife Warden showing this

feature vis-à-vis the project location and

the recommendations or comments of the

Chief Wildlife Warden thereon should be

5. The proponent has submitted required documents

to Chief Wild Life Warden vide letter dt.

20.11.2012 and subsequent follow up letters dated

04.03.2013, 06.03.2013 and 19.03.2013. But they

have not yet received any response in this regard.

The SEIAA, WB has forwarded the copy of letter vide no. 1330/WL/2W-550/12 dated 28.03.2013 received

from Principal Chief Conservator of Forests Wildlife and Chief Wildlife Warden, West Bengal. The letter

mentions that the proposed site falls within 1.5 KM (by road) from Chintamani Kar Bird Sanctuary,

Narendrapur.

The PP submitted on 02.05.2013, a modified copy of permission letter dated 02.05.2013 for construction of

borewell issued by the Chairman, Rajpur-Sonarpur Municipality.

The letters of the project proponent dated 26.03.2013 and 02.05.2013 and also the letter of Chief Wildlife

Warden, West Bengal dated 28.03.2013 has been considered in the 78th SEAC meeting held on 08.05.2013.

1. Recommendations and comments of Chief

Wildlife Warden as per EIA Notification,

2006 and its amendment to be obtained.

1. The pp submitted the copy of recommendations

from the Principal Chief Conservator of Forests,

Wildlife and Chief Wildlife Warden, West Bengal

that the proposed project is about 1.5 km from the

Chintamanikar Bird Sanctuary and it is beyond the

eco-sensitive zone of Chintamanikar Bird

Sanctuary. Therefore, in the present situation there

is no objection against the project.

2. Specific permission for water supply to be

obtained from the competent authority.

2. The pp has submitted the copy of permission from

the Rajpur-Sonarpur Municipality for water supply.

The pp also proposed to install mechanical

composter for management of organic component

of MSW and inorganic inert material will be

disposed off in the MSW management facility of

the Municipality as per concurrence of Rajpur-

Sonarpur Municipality.

The case is put up for reconsideration. After careful consideration the SEAC recommended stipulated

conditions for environmental clearance for the project.
