Minutes of the 152nd meeting of State Environment Impact Assessment Authority (SEIAA), Odisha, held on16.06.16, 18.06.16, 20.06.16, 22.06.16 and 25.06.2016 at 11.00 AM.

The 151st meeting of the SEIAA, Odisha was held under the Chairmanship of Shri S.C Mohanty, Chairman on date 16.06.16, 18.06.16,20.06.16, 22.06.16 and 25.06.2016 at 11.00 AM in the office chamber of the Chairman, SEIAA, Odisha.

Industry Khordha The SEAC recommended toexempt conducting publichearing of the proposal.

Based onrecommendation ofSEAC, the exemptionproposed is approved.

Construction Khordha The SEAC decided that theproposal may be returned toSEIAA for compliance of theprovision for violation andSEAC will consider the caseafter necessary action isinitiated by SEIAA underintimation to SEAC.

We may agree to allthree conditions notedby SEAC, and sendan appropriatecommunication toDirector,F & Env.Dept. for requisitefollow up on violation.

13. A Construction of flour blocks of groundfloor, two blocks of (G+1) storied, oneblock of (G+2) and addition of two floor tothe existing one block and proposed oneblock of (G+2) storey industrial building ofM/s Anmol Biscuit Ltd. at AnalapatnaIndustrial area, Dist-Khurda.

Decorative Stone Ganjam The SEAC opined that his caseviolates the provision of EP Act,1986 as revealed at para-8above. The SEAC also opinedthat representation of theproponent cannot beconsidered for the reason atpara-8 above andrecommended to take credibleaction against the proponentunder sention 15 of EP Act,1986.

The Director, F &Env.Dept may beaddressed a letterreporting the violationcommitted by the PPfor which appropriateamount of penaltymay be imposed onhim. Till the penalty ispaid in full, the miningoperation shall not eresumed andapplication for RMLshall be kept on hold.SEAC may furnish itsappraisal report aftercompliance of abovecondition.

The Committee recommendedto reject the appeal of theproponent since they have notfollowed the procedure asprescribed in the above OMdated 08.10.2014 of MoEF&CCGovt. of India.

As recommended bySEAC, the appeal isrejected.

1. Proposal for EC for proposed 2.0 MTPACement Grinding Unit at KalinganagarIndustrial complex in the district of Jajpurby M/s Emami Cement Ltd. (TOR)

Industry Jajpur SEAC prescribed TOR forundertaking detailed EIA studyas per Annexure I.

2. Proposal for integrated Municipal solidwaste processing and sanitaryland filling ofBarbil Municipality at Barbil in the district ofKeonjhar (TOR)

Industry Keonjhar The SEAC decided to returnthe proposal to SEIAA with arequest to transfer the proposalto MOEF&CC, Govt. of India,New Delhi for appraisal of theproject as ‘A’ category Project.

As suggested bySEAC, PP may beinformed to submit theproposal to MoEF ascategory ‘A’ Proposal.

3. Proposal of Katasahi & KolharudukelaManganese Ore Mine of Sri S.N Paul forenhancement of production capacity ofManganese ore from 3000 TPA to 18000

Miining Keonjhar The SEAC recommended theproposal for grant of EC withconditions as stipulated earlier.

Mining Cuttack The SEAC recommended toreject EC as the mining activityis proposed to be carried out isin Eco-Sensitive Zone (default)of Chandaka-DamapadaWildlife Sanctuary.

EC rejected asrecommended bySEAC.

5. Proposal for Peta Decorative Stone Minesover an area of 24.664 acres /9.981 ha. atvillage Peta, Tahasil Motu, in the district ofMalkangiri.

Decorative Stone Malkangiri The SEAC opined tht theproject will be treated asCategory A since the total leasearea of mines in the cluster is>25 ha. and the interstateboundary is 200m from theboundary of lease area. TheSEAC decided to return theproposal to SEIAA, Odisha witha request to transfer the file toMoEF&CC, Govt. of India froappraisal of the project asCategory ‘A’ project.
