Characteristics of regional entities in Western Region held on

Special meeting for Frequency Response Characteristics of regional entities in
Western Region held on 27.11.2015 at WRPC Mumbai. The meeting was attended
by officers from WRPC, WRLDC, NTPC, Maharashtra SLDC, MP SLDC, Gujarat
SLDC & Regional IPPs.
List of participants is enclosed in Annexure-I
At the outset, Member Secretary WRPC welcomed all the participants and stated
that today's special meeting is called as per the decision taken in 477th OCC
meeting held on 9th October 2015 held at NTPC Sipat. He informed that during the
earth quake on 26th September 2015 in north India there was a load throw of around
1200 MW and frequency rose from 50.02 Hz to 50.29 Hz. Frequency response
of generators in Western Region was found to be unsatisfactory and even negative
response has been observed on some of the units and need investigation.
Representative from WRLDC made a presentation (enclosed at annexure –II).
He informed that as per IEGC 5.2 (f) all thermal generating units of 200 MW and
above and all hydro units of 10 MW and above, which are synchronized with the grid,
irrespective of their ownership, shall have their governors in operation at all times,
and under IEGC 5.2 (f) (iii) all other generating units including the pondage upto 3
hours Gas turbine/Combined Cycle Power Plants, wind and solar generators and
Nuclear Power Stations shall be exempted from Sections 5.2 (f) ,5.2 (g), 5.2 (h) and
5.2(i) till the Commission reviews the situation . He requested WRLDC to make a
presentation on the issue. During the presentation WRLDC informed that the
Frequency Response from Western Regions Utilities during rise in frequency after
the earthquake on 26.10.15 is as given below:

He reiterated that all SLDCs to compute FRC in line with the CERC order dated
3.05.13 petition no 47, 48, 49, 50, 51/MP/2012. The CERC approved procedure for
FRC computation is available at URL:
http://www.cercind.gov.in/2013/orders/SO47.pdf.
Member Secretary, WRPC suggested all generating units to examine the Frequency
Response of their Stations during such transients and take measures to ensure
compliance to IEGC 5.2 (f), (g), (h), (i). He suggested that bigger size stations such
as NTPC Vindhyachal, NTPC Sipat, NTPC Korba, CGPL, APL Mundra & JPL
Tamnar to carry out detailed study/analysis and summary of same will be discussed
in ensuing 478th OCC meeting on 15.12.2015. at Tarapur. The formats for furnishing
the data for existing status and settings of RGMO/FGMO is enclosed as annexure-
III. All the generator entities are requested to submit information in the same formats.
Member Secretary, WRPC asked WRLDC whether AGC is in line with the
RGMO/FGMO?
In response to the clarification, AGM, WRLDC representative informed that both
commands ie RGMO/FGMO and AGC are given to same controller which regulates
the generation as pre existing logic and settings and design of the machine. RGMO
and AGC are independent of each other. It is like two sources of parallel control input
working on same end equipment for a desired output.
MS WRPC further stated that in view of large amount of variable RES generator
RGMO and AGC along with spinning reserve and ancillary services are need of the
secured and safe operation of the grid

IEGC 5.2 (f)

• If any of these generating units is required to be operated without its governor in operation as specified above, the RLDC shall be immediately advised about the reason and duration of such operation.

• Ripple filter of +/- 0.03 Hz. shall be provided so that small changes in frequency are ignored for load correction, in order to prevent governor hunting
IEGC 5.2 (f) (ii) (c)
• All governors shall have a droop setting of between 3% and 6%
IEGC 5.2 (f) (ii) (a)
• There should not be any reduction in generation in case of improvement in grid frequency below 50.05 Hz (for example, if grid frequency changes from 49.9 to 49.95 Hz, there shall not be any reduction in generation). ---Frequency Rise
• For any fall in grid frequency, generation from the unit should increase by 5% limited to 105 % of the MCR of the unit subject to machine capability ---- Frequency Drop

• Provided that if a generating unit cannot be operated under restricted governor mode operation, then it shall be operated in free governor mode operation with manual intervention to operate in the manner required under restricted governor mode operation.

• Gas+ Nuclear+ Renewable : 10815+1840+13006 = 25661 MW (exempted)

• Thus out of 75587 MW - 92% capacity is mandated
