Minutes of Hillam Parish Council held on Wednesday, 4th December 2013 at the Monk
Fryston and Hillam Community Centre
Present:
Councillors: Collinson (Chairman), Sadler (Vice Chairman), Robertson, Tuddenham, Wright,
Lorriman, Pattison and the Clerk to the Council.

(1) Minutes
The minutes of the Parish Council held on Wednesday, 6th November 2013 having
been circulated to all members of the Council were read, approved and signed by the Chairman, Councillor Collinson.
(1A) Councillor Sadler expressed a declaration of interest with Hillam and Monk Fryston
Cricket Club and the Prince’s Trust.
Councillor Lorriman expressed a declaration of interest as a member of the CEF and Martin
House Hospice.
No further declarations of interest were made.
(2) Matters Arising
2.1 The Clerk invited the members to consider the precept requirements for the year
2014/2015. It was proposed by Councillor Sadler and seconded by Councillor Robertson that the precept for the coming year should remain unchanged at £11,295. There is no known
expenditure which would necessitate the precept changing from its present level. All members agreed to the proposal. The precept request application was signed by the Chairman and
countersigned by the Vice-Chairman. Clerk to forward the request to SDC, Finance for processing.
It is not known at this time if any adjustment will be made by SDC based on the
amendments indicated last year which may give rise to a reduced precept being given to the
parish council.
2.2 The Clerk advised the members of the results relating to the frequency of repairs to the
street lights owned by the parish council and the number of times a specific lamp was repaired.
The Clerk informed members that there was no major problems which are specific to any
particular lamp.
Street light no 21 opposite Park View, Chapel Street was reported to the Clerk as not
working. Clerk to report the fault to the electrical contractor for action.
2.3 Councillor Sadler reported the verge not yet cleared back from the road on Chapel
Street. The local farmer who has agreed to undertake the work will complete the task shortly. Councillor Sadler asked for members to assist when the work is carried out. The time and date
will be advised to members in due course. Action: Councillor Sadler.

2.4 Councillor Sadler suggested to the members that £12 be paid to Hillam Lights for a
local resident as a way of thanks for assistance given. All members agreed to the proposal.
2.5 Councillor Collinson informed the members that the residents of Manor Court are
happy to make a contribution towards the costs of providing grit salt for complex. Clerk
confirmed that an invoice for £100 was sent to the Warden requesting payment.
2.6 Councillor Wright reported that following the invitation given by the Luncheon club
to members of the parish council to attend, an enjoyable time was had. Class 5 from Monk
Fryston School sang for the eight residents attending the luncheon. It was recognised that there
was a community spirit amongst the residents that attended.

(6) Planning Matters
(6.1) No planning applications were received in the month:
Notices of Decision
(6.2) One Notice of Decision was received during the month.
Applicant: Sanjay Chaba
Proposal: Retrospective application for the erection of a Summer House in the
grounds of existing dwelling.
Location: ‘Shiraz’, Betteras Hill Road, Hillam.
(7) Environment
(7.1) Windfarms
Updates will be reported when items of public interest are made available to the parish council.
(7.2) Other Environmental Issues
(i) Councillor Lorriman reported that NYCC, Highways had informed him that
following the guidance given by North Yorkshire Police over the Weight |Limit Restriction
requested for Austfield Lane, the Police in principal would oppose any such request. NYCC
have agreed to monitor the number of heavy vehicles using the lane. Councillor Lorriman to
keep the matter under review. Action: Councillor Lorriman.
(ii) Councillor Collinson reported the drinking ban applied for by MF Parish Council
had been approved. No such ban can be applied for by Hillam PC until a problem exists.
(8) Reports
(8.1) Burial Committee
The Chairman, Councillor Collinson informed the members that the Burial Board is now named the Burial Committee following a change in the rules that were recently introduced
by the local authority.
An application has been received to re-fix a headstone to a used grave plot.
(8.2) Community Association
Councillor Robertson reported that the sum of £74,000 may be made available from WREN
depending on the number of hurdles the Association has to overcome. £30,000 is being sought.
The Youth Club is to start soon.
The Scout Group is in need of a leader.
South Milford Bonfire made £2,000 with Monk Fryston bonfire making £1,000.
Damage was incurred to the Marquee when being dismantled.

A Comedy Night will be held next year to raise funds with other activities being held during
the course of the year.
(8.3) CEF Meeting
Councillor Lorriman reported that no report is to be given as the CEF meeting attended
was based on the Ferrybridge Multifuel project.
It has been suggested that a representative of the parish council attend liaison
meetings. Councillor Lorriman will attend on behalf of the members.
(9) Any Other Business
(9.1) Councillor Robertson requested if Councillor/s Mackman can be invited to attend the February, 2014 parish council meeting subject to their availability. To advise on current issues
of the area. Clerk to invite Councillor/s Mackman to address the meeting for forty five minutes’ from 07:30 pm. Clerk to e-mail the invitation.
The meeting closed at 9.00 pm.
The next meeting of Hillam Parish Council to be held on Wednesday, 5th
February,
2014 at 7:30pm prompt, at the Monk Fryston & Hillam Community Centre.
No meeting to be held in January 2014.
